Pakistan Democratic Movement (PDM) chief Maulana Fazlur Rehman announced on Tuesday that all opposition lawmakers will submit their resignations to their respective party heads by December 31.

Rehman made the announcement at a press conference in Islamabad after the PDM leadership held a meeting to decide its future strategy. PPP Chairman Bilawal Bhutto-Zardari and PML-N Vice President Maryam Nawaz were joined by the JUI-F chief as he addressed the media.

"By December 31, opposition lawmakers from provincial and national assemblies will hand in their resignations to their respective party heads."

The announcement comes days before the opposition's next rally in its anti-government campaign in Lahore on Dec 13. Opposition leaders have said they will organise the rally despite the government warning of legal action and citing the risk of the spread of the coronavirus.

During today's press conference, Rehman said that the steering committee will meet tomorrow to decide the schedule for further rallies and demonstrations. The meeting will also decide the time and the date for the long march towards Islamabad, he said.

The PDM chief said that former premier Nawaz Sharif and former president Asif Ali Zardari also participated in the meeting during which all the participants expressed the commitment towards holding the next rally in Lahore on December 13.

Responding to reports about Prime Minister Imran Khan calling for a national dialogue, Rehman said the PDM had rejected his offer. "He is not worthy of dialogue."

He said that the decisions were taken "unanimously", adding that the opposition will not disappoint the people of the country. "The Lahore rally will be historic and it will be the final nail [in the coffin] for the government."

Speaking to Dawn on Monday, PML-N leader Rana Sanaullah had said mainstream opposition parties — PML-N, PPP and JUI-F — had reached a consensus about resigning from the National Assembly in order to push the PTI government for a fresh election.

“The opposition will resign from the National Assembly (in the first phase) and not let the Imran Khan government hold by-polls. We want new free and fair elections and there will be no compromise on this,” he had said.

At the time, the PML-N leader had said that the PPP had expressed reservations over resigning from provincial assemblies along with the National Assembly.

Earlier today, Information Minister Shibli Faraz heaped criticism on the opposition alliance saying that it "does not want Pakistan to enter an era where institutions are respected and independent and where there is a level playing field".

In a press briefing, Faraz said that in a democracy the opposition "formulates its strategy by taking democratic principles in consideration".

"Tell me, [how can] the opposition say that the government should go home just because your (opposition) corruption era has come to an end?" asked Faraz. The minister said that the "absconder's daughter was lecturing and issuing threats" to the government, in an apparent reference to Maryam Nawaz, and asked if the approach was democratic.

He also criticised the PDM chief, questioning his services to the country and Islam in his long-spanning political career. "He (Rehman) was head of the Kashmir committee for 30 years, what did he do [for the Kashmir cause]?" asked the minister.

He said that the leaders of the opposition parties, which have now united against the PTI government, had "stabbed each other in the back" in the past.

The information minister also said that past governments had given jobs on the basis of recommendations and bribes instead of merit which had led to a "massive brain drain". He added that former governments had "brushed difficult decisions under the carpet" and only highlighted superficial achievements.

The incumbent government, he said, had made "bitter decisions for which we had to pay a political price".

"But we are not trying to save our government, we are trying to save the country," he insisted, adding that the PTI administration wanted to rid the country of status quo.

100%. While PMLN are finished PPP will not do it as they know they may never get Sindh back. Its easy for this fraud Diesel to suggest it as he's not got any seat himself but no way PPP will do it.

All these rats are crying as they know after the Senate elections in 2021 they're all done for.
 
ISLAMABAD: Prime Min*ister Imran Khan has said if the opposition resigns from parliament, the government will go ahead with by-elections on the vacant seats.

Speaking to a group of senior journalists and columnists at the Prime Min*ister’s House on Tuesday, he said whenever the government engaged with the opposition, everything boils down to their cases. “I am willing to speak with them on everything except giving them an NRO,” the prime minister said.

His statement came on the day the Pakistan Demo*c*ratic Movement (PDM) met in the federal capital to deliberate on the issue of resigning from the federal and provincial assemblies. The opposition alliance is demanding the resignation of the prime minister and a fresh free and fair election.

However, the prime minister appeared unperturbed. He reiterated the point that by holding rallies, the opposition wanted to spread chaos and destabilise the government. “For me this is a defining moment because it is a struggle for the rule of law,” the prime minister said, adding that by the end of the five-year term the difference between his government and the previous ones would be clear to all citizens.

When a journalist asked him why the opposition app*eared confident since the last few weeks, the prime minister smiled and said his confidence level was also improving. “They can only use constitutional means to remove me,” he added. How*ever, he said he knew about some countries and perhaps that is why the confidence of the opposition was high.

The prime minister said Muslim countries had been made weak and there was a plan behind this. He referred to Iraq, Iran and Syria in this context and said similarly they did not want Pakistan to be strong.

Mr Khan emphasised that civil-military relations were very good now because the military had not become an obstacle in any of his policies that were outlined in the PTI manifesto. He said in fact he had been facilitated and there had been no resistance from the military in any policies pursued by him. He gave the example of Afghan*istan, saying that when his government came into pow*er, they did not have any ins*titutional memory on Afgha*nistan and the military facilitated his policy.

He argued that intelligence agencies protect leaders which is why they know what the leader is doing and, therefore, they were also fully aware what the previous leaders had been doing.

Asked about the decision of the Islamabad High Court setting aside the notification regarding the formation of the Cabinet Committee on Privatisation and ruling that unelected advisers and special assistants could not head government committees, the prime minister said his government would implement court orders. However, he argued that people who win elections do not necessarily have technical expertise.

He said ministries like power, petroleum, IT, tourism, agriculture, etc, needed specialists to run them. Likewise, he added, the civil services also needed to be reformed as specialists and subject experts were also required there. “How can we do modern governance without such experts?”

However, regarding the court order’s impact on his government’s governance and the dependence on such unelected experts, he said he would find some solution.

The prime minister also stated that his government was almost ready for local body polls and they could probably be held in April 2021 after the Senate elections.

Mr Khan emphasised that he was now focusing on long-term planning and reform of organisations like PIA, Steel Mills and the power sector. He said reform was difficult because the status quo was deeply entrenched in the system. “I was never in doubt that I would have to struggle,” he said.

In terms of his priorities, the prime minister mentioned four big projects: the two big dam projects, the Ravi city in Lahore and the Bundle Islands project off the Karachi coast.

In hindsight, he said he recognised some mistakes his government had made in the initial days. The prime minister admitted that the government should have gone to the IMF for a bailout package immediately after assuming power instead of wasting 10 months. In addition, he said, it would have been better if he had prioritised reform of state-owned enterprises like PIA and Steel Mills in the initial days. However, in the present context he said everything was fine with the IMF programme except a disagreement on the price hike in electricity which his government was resisting. He said sales of cement, automobiles and cars were increasing rapidly.

The prime minister also admitted that most of the people in his team had no experience of governance and, therefore, learnt by trial and error. He said that when he took office he too was taken aback by the scale of problems. “It’s a different scenario when you see the government from the inside,” he acknowledged.

The prime minister expressed concern about the second wave of Covid-19 and the fact that citizens were not following SOPs. In reference to the opposition’s public meetings, he drew a parallel saying when US President Donald Trump did not take the pandemic seriously, even after recovering from it, his supporters also took it lightly and this is why the United States is averaging nearly 3,000 deaths daily.

However, he reiterated emphatically that Pakistan could not afford a lockdown and, therefore, people would have to follow SOPs and wear masks in order to control the spread of the infections. He said the closure of schools also applied to madressahs.

They keep changing the dates of the resignations as many of the parliamentarians are unwilling to. This whole play is to somehow stop the senate elections and not allow PTI to get majority in senate as once PTI has majority in senate as well IK can do a lot more against corruption and the bureaucracy that is dragging its feet currently.

I hope they all resign so we can have bi-elections and then PTI can gain a 2/3rd majority, which will allow IK to change to constituion and go all out against corruption inshallah
 
Fazlu feels so lonely sitting out after losing his seat in general election, now he wants everyone to leave his/her seat. let them resigns, let some normal people win in by-election.
 
This is the PPP'S chance to bury the Nawaz party once and for all. For Biloo to become a future PM he has to get rid of the Nawaz clan. I predict the PPP will backstab the PMLN who will probably lose th majority of their seats in Punjab while the PPP retain their sindh seats. This way they become the largest opposition party and the PMLN just disintegrates.

Fazlu has already been dealt with, now its mariams turn..

yup. I think he will do it. He is a better politician than NS and has learnt not to antagonise the establishment while also lining his own pockets. Bilawal is a good cover for him as he knows he can never get elected again. I also think the PPP feel they can make more headway if they have the PTI as opponents rather than the ghunda's from the Noon league.

The first step is to get rid of Diesel which they have practically done and then Maryam , who lets face it, is not the smartest tool in the box. Once they have walked over the rotting sorpse of the Noon league they will begin their courting of the west to get into power. they will sell themselves as moderates as opposed to IK as a hard line Islamist etc. The west is keen for Bilawal to become the next PM so they will support him.

ISLAMABAD: Legal and constitutional experts in the country are found to have unanimous opinion that the opposition through the planned en masse resignations of their members from the assemblies cannot stop the ruling Pakistan Tehreek-i-Insaf (PTI) from acquiring majority in the upper house of the parliament after the Senate elections in March 2021, because laws and the Constitution are silent on any specific requirement related to number of lawmakers to be present in the house for voting.

“The absence of the members from the provincial assemblies does not matter in the Senate polls,” said veteran politician and constitutional expert S.M. Zafar when contacted after a statement by the opposition’s Pakistan Democratic Movement (PDM) convener Maulana Fazlur Rehman that the Senate elections, if conducted through the present legislatures, would be “fake”.

Talking to journalists after an “informal” meeting of PDM leaders at his residence on Wednesday, the Maulana stated that breaking the electoral college was also part of the democratic process. He told reporters that the opposition parties were consulting constitutional experts to seek their opinion about the legitimacy of the Senate elections if conducted through an ‘incomplete’ electoral college after en masse resignations of opposition lawmakers from the assemblies.

Laws are silent on number of legislators in attendance for voting process

Of the total 1,090 lawmakers in the national and all the four provincial assemblies, 494 belong to the PDM member parties indicating that the Senate will lose 45 per cent of its electoral college if all the opposition members in all the assemblies submit resignations in line with the PDM plan. It reveals that except in Sindh, more than 50pc electoral college of the Senate will be present

Mr Zafar said the Senate elections were required to be held before retirement of half of its members as per the Constitution and the absence of the members from the provincial assemblies because of any reason did not matter at all in the Senate polls.

Former attorney general Ashtar Ali Ausaf also said that the resignations of the opposition members would not matter in the Senate polls, which are due in March next year after the completion of the six-year term of 54 senators — half of the total 104 members.

In the laws and mode of elections for the Senate, the ex-AG said it was mentioned that those in attendance in respective provincial assemblies may cast their votes to elect senators. He was of the opinion that despite resignations of the opposition members, the electoral college would remain intact.

Mr Ausaf said the maximum time limit for holding by-elections on vacant seats of the assemblies was 90 days, but in order to avert any crisis, the Election Commission of Pakistan (ECP) might hold elections on vacant seats early. In this scenario, he believed that tendering resignations would not benefit the opposition with regard to the Senate elections and such a move could be counterproductive. “This only works if lawmakers from the allied parties of the ruling coalition also tender resignations along with the opposition,” he said.

A Supreme Court lawyer, Kashif Ali Malik, said there was no provision in the Constitution that had fixed minimum number of lawmakers and the Constitution and the laws were silent on the matter.

While in such a situation court might interpret the law, the judiciary had mostly showed restraint on political matters, he said. However, he added, the courts could take up the matter to avert any crisis-like situation in the country. He said the opposition, therefore, should not expect any favourable judicial verdict.

A senior PPP leader and constitutional expert, when contacted, also endorsed the opinion of the legal experts, but questioned as to what would be the moral backing of such a Senate whose members would have been elected by the legislatures without the opposition.

ISLAMABAD: Minister for Kashmir Affairs and Gilgit-Baltistan Ali Amin Gandapur while levelling serious charges against Jamiat Ulema-i-Islam (JUI-F) chief told a presser on Friday that Maulana Fazlur Rehman had contacts in British intelligence agency MI6 and was allegedly involved in anti-state activities besides corruption.

Addressing the press conference, which revolved around the convener of the opposition’s Pakistan Demo*cratic Movement (PDM), Mr Gandapur along with federal Minister for Information Senator Shibli Faraz descri*bed the JUI-F chief as the “rejected politician wearing a religious cloak to hide the wealth that he has amassed through corruption”.

In a tirade against the PDM convener two days before its planned Lahore show, Mr Gandapur, who had defeated Maulana Fazl in the 2018 election for the Dera Ismail Khan seat (NA-38) of the National Assembly by a huge margin on a Pakistan Tehreek-i-Insaf (PTI) ticket, also challenged him to contest a re-election in his constituency if the latter believes that the 2018 general elections were rigged.

Calling him the ‘Chief of Thieves’, the minister for Kashmir and Gilgit-Baltistan said: “Only the person who has the capabilities to gather wealth through illegal means and has expertise to park that ill-gotten wealth will be made the chief of the thieves.” These abilities had made him the “ring leader” of opposition party’s supremo Nawaz Sharif and others, he remarked. “I present him four sets of questions and demand that the Maulana answer them in the upcoming public gathering [of PDM in Lahore] on December 13,” Mr Gandapur said.

He asked the Maulana about reasons for allegedly keeping contacts in the British intelligence agency, MI6, and in what capacity he had met them. The JUI-F chief was further challenged to deny if he had not met the Indian National Security Adviser Ajit Doval while JUI-India’s Maulana Mehmood Ahmed Madni too was present in the meeting. “You should tell the nation about the contents of that meeting.”

Mr Gandapur then asked about the JUI-F’s Azadi March of November 2019 that he said harmed the cause of Kashmir due to its timing. He asked Maulana Fazl to tell the nation about his contacts with the international forces before and during the march.

The minister then touched the sensitive issue of sectarianism in Pakistan, blaming the Maulana for his involvement in pitching one sect against another.

ISLAMABAD: A controversy on Thursday broke out between the National Assembly Secretariat and the Pakistan Muslim League-Nawaz as the former issued letters to two PML-N lawmakers from Mansehra and Abbottabad, asking them to appear before Speaker Asad Qaiser for verification of their ‘resignations’ while the two lawmakers denied sending any resignation to the speaker.

A similar letter was issued to PML-N MPA Sardar Aurangzeb Nalotha, also from Abbottabad, by the Khyber Pakhtunkhwa Assembly Secretariat in Peshawar.

The PML-N, however, termed the resignations “fake” and asked the speakers of the two assemblies to hold inquiry over the issue and tell them as to who had submitted these resignations to them.

The NA secretariat released the separate letters written to PML-N MNAs Muhammad Sajjad from Mansehra and Murtaza Javed Abbasi from Abbottabad “requesting them to approach the National Assembly Secretariat to finalise a date for appearing before the speaker for confirmation of their resignations”.

Both the lawmakers have been informed that their resignations from the seats of National Assembly on their official letterheads had been received on Dec 14. They have further been informed that “their signatures have been found genuine as per record of the National Assembly Secretariat”.

Both the members have been informed to finalise a date to appear before the speaker “in person within seven days”. Interestingly, the two MNAs have been informed that if they fail to respond, it would be construed that they have nothing to say and their resignations would be accepted as per rules.

Murtaza Javed Abbasi, who had served as deputy speaker in the previous assembly, is the chief whip of the PML-N in the National Assembly and Muhammad Sajjad is the brother of retired Captain Muhammad Safdar, the spouse of PML-N vice-president Maryam Nawaz.

A similar letter was issued by the KP Assembly Secretariat to PML-N MPA from Abbottabad Mr Nalotha.

A spokesman for the KP Assembly Secretariat said the resignation of Mr Nalotha had been received by post on Thursday and that a notice had been issued to him the same day for appearance before the assembly speaker for authentication of the resignation.

Mr Nalotha, when contacted, denied sending his resignation to the KP speaker, saying that he had handed over his resignation to his party’s provincial president Amir Muqam as per the decision taken by Pakistan Democratic Movement (PDM) to force the government to step down at the earliest.

He said in case he received any letter from the secretariat he would appear before the speaker to explain the actual position.

When contacted, PML-N’s senior vice-president Shahid Khaqan Abbasi said that the resignations of the party lawmakers appeared to be “fake”.

He said that he had asked the PML-N lawmakers to formally demand a probe into the matter and also submit privilege motions as their privileges had been breached with this act of the speaker.

Similarly, Murtaza Javed Abbasi said that how could he send the resignation to the speaker when he himself was responsible for collection of resignations from MNAs in line with the party leadership’s decision.

PML-N’s Parliamentary Leader in the National Assembly Khawaja Asif in a statement said the party leadership had set Dec 31 as the deadline for members to submit their resignations to party heads.

All PML-N members, he said, had submitted their resignations to the party leadership already over which a final decision would be taken by the PDM leadership.

He said the resignations would be submitted to the speaker on the date to be decided by the leadership of the party and no member could submit their resignation directly to the speaker.

"I never sent my resignation to the [NA] speaker, so where did he [Qaiser] get it from?" MNA Muhammad Sajjad Awan questioned.

Explaining his comment, Awan said his resignation letter was in his possession and was never sent to the NA speaker.

"My seat [in the National Assembly] has been entrusted to me by my party," he said.

"When the PML-N asks for my resignation, only then will I submit it," the lawmaker clarified, adding that the Opposition's move would make a significant difference as the government would not be able to operate after receiving a large number of resignations from assembly members.

It may be recalled that the NA Secretariat had recently summoned PML-N lawmakers Murtaza Javed Abbasi and Awan to confirm their resignations.

In addition, PML-N spokesperson Marriyum Aurangzeb had denied submitting the resignations directly to Qaiser — who belongs to the ruling PTI — and said that Abbasi and Awan had sent them to to the party's provincial president.

"Amir Muqam has sent the resignations to the PML-N's central secretariat," Aurangzeb had said.

In addition, PML-N spokesperson Marriyum Aurangzeb had denied submitting the resignations directly to Qaiser — who belongs to the ruling PTI — and said that Abbasi and Awan had sent them to to the party's provincial president.

"Amir Muqam has sent the resignations to the PML-N's central secretariat," Aurangzeb had said.
