Pakistan needs a proper A-side and U-19 setup

I understand that intl. cricket is not coming back to Pakistan anytime soon and that contributes to the non-development of our cricket. But can we have at least a proper A-team structure?

India, South Africa and Australia have an arrangement where their A sides play with each other on an annual basis, with each country taking turn to host. India A is now scheduled to play with SA and Aus A sides in a One Day Tournament followed by 2 4-day games with the SA A side.

Can Pak have a similar arrangement with 2 out of three boards in England, Sri Lanka and New Zealand? What is stopping us? It will really help with bench strength and ensuring your back-up players are ready for intl. cricket.

In addition, it would be great if we can have a proper A-side and U-19 team coach, similar to what Rahul Dravid does for India.
 
We have talent in the U-19 side. Actually our U-19 side when Inzi was captain of the national side around 2004-2007 period had a lot of raw talent which was never nurtured at the domestic scene and then they became TTFs.

Domestic scene needs more work in terms of quality.
 
Not much required actually - just make sure in U19 tournament, at most U20s are playing, not up to U29s ...... As long as ICC is silent, no issues in U19 WC, but there should be an internal check point, so that appropriate training can be given at right age. Learning curve has correlation with the age - Hasan Ali developed in leaps & bounds over a year, Zia ul Haq, didn't move much from his U19 days - now at officially 24 ...... he is finished.
 
These A tours are very important

Azhar Ali came into side after scoring against Australia A. These tours tell who is a proper talent or domestic bully

He played 2 U19 WCs & represented PAK for 5-6 years in different age levels - since then, 5 years & he hasn't broken into even A side or in PSL. What do you expect him to do now - keep trying for another 10-15 years in domestic on daily allowance basis?
