To be fair, because diplomats are above the law in the countries in which they are assigned to, most of them, from virtually every nationality, know they are untouchable and act accordingly.

As an example, during my time working in Saudi, due to having an old school friend at the UK Embassy, I was invited to many parties and desert camping trips, and thus I became acquainted with many diplomats from Western Embassies.
To put it simply: They all thought that they were living back in colonial times because they were untouchable by the local police and authorities due to the diplomatic number plates on their cars. They knew they could do virtually anything and get away with it. Imagine the attitudes of some in such circumstances.

As an example, on a relatively minor level, most countries diplomats refuse to pay parking fines or London congestion charges. And thus they park anywhere and everywhere with impunity.

In London, diplomats failed to pay 4,858 parking fines in last year alone, creating £477,499 of debt (£161,328 of which was later waived or paid). The real story here, however, is the congestion charge. Nearly £100m of congestion charges fees remain unpaid since it was introduced in 2003 – more than 10% of it from the US embassy.
