The Pakistan Cricket Board received notification from the Ministry of IPC, confirming the Cabinet division’s approval of the new PCB Constitution 2019, which came into effect on 19th August 2019.

The salient features of the new PCB Constitution are:

• As per Clause 49 (1), the existing BoG shall continue for a period until, at least, four members of the BoG are notified from amongst a pool of seven members (three Cricket Associations and four independent members).

• The composition of the Board of Governors will eventually be as follows:

a) Three members being Presidents of the Cricket Associations (on rotation basis as per applicable regulations to be shared in due course)

b) Two members nominated by the Patron

c) Four independent members, including at least one female member

d) Chief Executive of the PCB

e) Federal Secretary of the Ministry of IPC as ex-officio (non-voting) member

• 16 regional cricket associations will be replaced by six cricket associations, namely:

o Balochistan Cricket Association
o Central Punjab Cricket Association
o Khyber Pakhtunkhwa Cricket Association
o Northern Cricket Association
o Sindh Cricket Association
o Southern Punjab Cricket Association

• District Cricket Associations will be replaced by City Cricket Associations

• Both Cricket Associations and City Cricket Associations shall be governed in accordance with their respective model constitutions, which will be approved by the BoG. Cricket Associations will be sharing more responsibility and providing a forum for City Cricket Associations to pursue better and effective regulations and governance of cricket within their respective jurisdiction.

• The General Body will comprise eleven members, including:

a) PCB Chairman

b) President of each Cricket Association

c) President of the Blind Cricket Council

d) President of Deaf and Dumb Cricket Association

e) Chief Executive Officer and Chief Operating Officer are the ex-officio members

• The office of the Chairman and the Chief Executive have been split. The Managing Director has now been redesignated as the Chief Executive.

• To strengthen governance structures, Clause 12 (c) has been added, which requires the Board to implement best corporate governance practices that promote ethical culture in the Board, while Nominations, HR & Remuneration, and Risk Management Committees have been introduced through Clause 12 (h).

• The transitional arrangements from old to new constitution are described under Clause 49.

I knew WK’s role will be converted into CEO position, making the Chairman’s role less significant (than past). It was almost one man show, but now there is some balance - CEO will be in charge of the day to day running operations while Chairman (& his board, which includes CEO as well), will govern the policies.

It’s a great day for PAK cricket and Khan should be thanked for the initiative- it would have been easier (& usual) for him to appoint a pet Chairman to run the entire show but he has decentralised the power. Now, next target is to shoot the ever living COO and appoint a CTO (chief technical officer) for cricket operations at every level - for his personality, cricket & academic background, I would have loved to see Misbah as PCB CTO, rather than Coach or Selector of PCT.

yea good point on the CTO, misbah wouldve been the perfect candidate. he fits the bill.
 
Firstly get enough playing days for the team... In the last ten years pakistan has played very less test matches, compared to other teams... Nothing was compensated for the loss IND vs PAK test series
 
According a journalist and even Salman butt said that department cricket used be paid more than the current contracts being offered by PCB to domestic cricketers. Around 3 to 6 million for cricketer in department, now PCB are paying around 2.5 million for top domestic cricketers. We are actually reducing the earnings for these cricketers despite reducing the players. PCB is a joke

As I said that 2.5 million is just not good enough. Emerging cricketers in PSL earn more than that. Bangladesh have dhaka primier league, these Bengali domestic cricketers earn decent amount in that tournament. What we are offering is peanuts

ISLAMABAD: The National Assembly Standing Committee on Inter Provincial Coordination (IPC) has expressed displeasure over the absence of Pakistan Cricket Board (PCB) Chairman Ehsan Mani and Managing Director Wasim Khan and directed that the presence of both must be ensured in the next meeting.

The Committee met with Agha Hassan Baloch in the chair at Parliament House on Friday. The Committee recommended that the constitution of Pakistan Cricket Board should be discussed briefly in the next meeting. The Committee deferred the briefing on the performance of Pakistan Cricket Board and Pakistan Cricket Team during world cup 2019 due to the absence of Chairman PCB.

The Committee expressed displeasure over the non-presence of Ehsan Mani and Wasim Khan in the meeting as a comprehensive briefing on PCB and Pakistan cricket team’s performance in the 2019 Cricket World Cup, was on the cards.

The committee member Iqbal Muhammad Ali also walked-out in protest over the absence of the PCB Chairman and Managing Director. “When committee members from Quetta and Karachi can ensure their presence in the meeting, then why cannot PCB Chairman and Managing Director,” he said. However PCB Chief Operating Officer Subhan Ahmed was present in the meeting.

Looks like we will see department cricket this season. It will take a long time for this case to be decided and the season will be over by then. Courts will always favour people that are going to lose job and hundred of cricketers will be jobless

Arthur deserved sacking - make to mistake about that. Apart from that CT win at the start, he has very little to show. Also, most importantly he showed the alarming syndrome of gradually declining trend - that is, after a good to great start, he (his team) was in absolute shambles for last 18-19 months. In professional life, we say that when you start to justify your position, you should start updating resume, regardless of what your employer thinks. Also, PAK played lots of soft LO games therefore the alarming decline wasn't exposed that much, and Arthur (PCT) was saved by the decline of SAF team as well, BUT, his Test team/performance was pathetic to say the least. Also, in his last 2 years, he started to talk "sweet", which happens when you are in comfort zone.

Now, PCB is struggling to find a suitable coach of their choice (I won't use the word high-profile) is a different story - it has lot to do with their planning, PAK's image, PCB's image and lack of time. Few months back, I wrote that if someone can keep him job as PCB Chairman's advisor after calling National Coach a Donkey in mass media, then PAK might end up with coaching version of Dinesh Ramdhin ….

PCB, as usual has got caught with pants down here - even if I take that decision of Arthur's sacking was sudden (imposed externally), still they should have been prepared for the other possibility - what if Arthur decides not to renew contract?

Sarfraz is a political appointment - PCB won't risk making Karachi media their enemy. Otherwise, he shouldn't have landed at Karachi airport (on way back from WC), as PAK Captain.

Wasim alone can't fix every issues on ah doc basis.

Hopefully this gets sorted but the length of legal proceedings we can probably call this season a wash

Lahore High Court Suspends Notification For Amendments In PCB Constitution

LAHORE, (APP - UrduPoint / Pakistan Point News - 23rd Aug, 2019 ):The Lahore High Court (LHC) on Friday suspended a notification for amendments in Pakistan Cricket Board (PCB) constitution.
Justice Shahid Mubeen passed the orders on an application filed by Ahmad Nawaz and Munir Ahmad in a pending petition, questioning amendments in the PCB constitution.

Earlier, the petitioner's counsel argued that various amendments had been made in the PCB constitution through a notification dated August 19, 2019. He submitted that the amendments were made without consulting necessary stakeholders including PCB Board of Governors, former and present cricket players.

He submitted that the amendments had made the PCB constitution undemocratic as most of the members of the board were either nominated or selected.

He also submitted that after the amendments, the constitution had become unrepresentative as no representation had been given to City Cricket Association.

He pleaded with the court for setting aside the notification for amendments as it had no sanctity in the eyes of law. He also requested for suspending the notification till the final decision of the petition.

The counsel requested the court for suspending the orders/letters issued by PCB Deputy Election Commissioner being illegal, besides mentioning that a LHC bench had already suspended the said orders in two petitions.

The court, after hearing initial arguments, suspended the notification/orders till the next date of hearing and sought reply from the respondents including the PCB till August 27.

Ah yes Lahore High Court, the pride of Pakistan. This is the same high court that gave pre-arrest bail to Hamza Shahbaz on a weekend and when the police was on their way to arrest him. LHC always standing in support of the mafia.


Heck there were jokes going around that LHC would have even given relief to Hitler or OBL had they filed an appeal there. I guess these are the side effects of having patwari judges.
 
LAHORE: The Lahore High Court (LHC) on Friday suspended all amendments recently introduced in the constitution of the Pakistan Cricket Board (PCB) through a notification issued by the ministry of interprovincial coordination.

Justice Shahid Mubeen also suspended five separate notifications of the PCB about termination of services of several regional coaches.

Representing the petitioners in the court, Advocate Naghman Zaidi had argued that the ministry issued the impugned notification on Aug 19 about the new amendments, which changed the basic structure of the constitution in an undemocratic and unlawful manner.

He said the amendments had been made and the new constitution promulgated without taking on board the stakeholders as well as without holding any meeting of the general body and governing body of the PCB.

The counsel pointed out that the new constitution completely neglected democratic norms as seven out of the eleven members of the board of governors were either nominated or selected. He said the new constitution empowered the board to remove the PCB chairman with three-fourths majority instead of a simple majority as was the practice under the old constitution.

He further submitted that the impugned law replaced district cricket associations by city cricket associations. The entire fraternity of elected representatives from the districts had not been included in the PCB general body and only a handful of people including many unelected would form the body.

Therefore, he said, the new constitution was unrepresentative in letter and spirit.

The counsel argued that the constitution had deprived thousands of cricketers from their fundamental right to play cricket at domestic level and get a chance to represent the country at international level. He requested the court to set aside all the impugned orders and the notification of the amendments to the constitution for being issued without lawful authority.

Justice Mubeen passed a stay order and fixed the matter for further hearing along with the already pending main petitions on Aug 27. “In the meantime, operation of the impugned orders shall remain suspended till next date of hearing,” said the order.

However, PCB’s legal adviser Taffazul Haider Rizvi told Dawn that he had no knowledge or information with regard to any petition which had been filed against the new constitution of the board.

He said the writ petition being referred to in the media was pending before the LHC with regard to the old constitution of the PCB and had been fixed for hearing on Aug 27 along with all other petitions.

The Lahore High Court (LHC) on Friday suspended amendments in the Pakistan Cricket Board's (PCB) newly adopted 2019 constitution, restoring the previous status of regional and departmental cricket.

LHC Judge Justice Shahid Mubeen signed the one-page decision, issuing a stay order till next date of hearing on Aug 27.

The petitioners — Munir Ahmed and Ahmed Nawaz — in their petition contended that the amendments were brought in the constitution without the approval of the PCB's board of governors.

Following the court order, Nagman Haider Zaidi — the counsel for the petitioners — said that the new constitution has been suspended as it limits the democratic forces. He claimed that the new constitution pushes elected people against the wall and runs affairs in a dictatorial manner.

Zaidi expressed hope that after suspension of the amendments to the constitution, a no-trust motion would be floated against PCB Chairman Ehsan Mani on August 30.

Earlier on Wednesday, the PCB had announced that its new constitution had come into effect on August 19.

The new constitution had split the office of the chairman and the chief executive, with the managing director of the PCB redesignated as the chief executive.

Under the previous constitution, the existing board of governors of the PCB was supposed to continue for a period until, at least, four members of the BoG are notified from among a pool of seven members (three cricket associations and four independent members).

The new regulations were supposed to change the composition of the BoG to include three members who are presidents of the cricket associations (on a rotation basis), two members nominated by the patron, four independent members, including at least one female member, the chief executive of the PCB, and federal secretary of the Ministry of IPC as ex-officio (non-voting) member.

Under the new system, 16 regional cricket associations had to be replaced by six cricket associations: Balochistan Cricket Association, Central Punjab Cricket Association, Khyber Pakhtunkhwa Cricket Association, Northern Cricket Association, Sindh Cricket Association and Southern Punjab Cricket Association.

Similarly, district cricket associations were supposed to be replaced by city cricket associations.

The general body, under the new constitution, had to be comprised of 11 members including the PCB chairman, president of each cricket association, president of the Blind Cricket Council and president of the Deaf and Dumb Cricket Association, while the chief executive officer and the chief operating officer would be ex-officio members.

The upcoming season of Quaid-e-Azam Trophy might get rescheduled as the Lahore High Court (LHC) rejected the Pakistan Cricket Board (PCB)’s newly passed constitution.

LHC’s bench headed by Justice Shahid Mubeen, last week, suspended the newly passed constitution of the PCB. The petitioners Munir Ahmed and Ahmed Nawaz claimed that the board has made amendments in the constitution without the approval of PCB’s board of governors.

The court issues the order to re-enforce the old constitution of 2014 according to which the departmental cricket resumes its status. The members of the board of governors and officials of associations resumed their charge.

On the other hand, the ARY Sports reached out to PCB’s media department and some high-ups in the board to record their stance on the situation but they didn’t give any response.

It is pertinent to mention here that the PCB made amendments in their constitution which includes the introduction of the post of Managing Director. All the major powers were transferred to the MD.

A new domestic structure consisting of just six regions was introduced in the constitution. Departmental cricket was dissolved.

Moreover, the patron-in-chief of the board will be no longer able to remove the chairman. The constitution came into effect on August 19.

LAHORE: The Pakistan Cricket Board (PCB) will unveil the revamped
domestic structure for the 2019-20 season on Saturday.

Under the new system, six provincial teams namely South Punjab, Central Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan and Northern Areas will contest at the national level in all age competitions. Previously, departmental and regional teams had been participating at national level events.

The unveiling ceremony was to be held on last Saturday but a case was filed in the Lahore High Court against major changes made in PCB constitution, under which the new domestic system was also introduced. The LHC has issued a stay order which was vacated last Tuesday, allowing the PCB to continue working under the new system. However, the LHC has admitted another petition against the constitutional changes, without granting any stay.

Due to the legal proceedings, the already delayed domestic season has been further delayed for two days as in the earlier programme, the Quaid-i-Azam Trophy was to start from Sept 12 but now it will commence on Sept 14.

Lol height of incompetence from cricket mafia. Their lawyer wasn't even prepared. As for the case, the mafia apparently filed a number of petitions ranging from complaints regarding the district-level elections to the four regional coaches to the constitution. Their lawyer was apparently clueless about the intricacies of complaints and the judge had all the petitions thrown out.

The fact that these incompetent, corrupt fools were allowed to wield so much power for so long is a damning indictment of how our system was being run. Still let's hope things genuinely change for here on out.

The mafia has been directed to take their grievances to the PCB. If PCB doesn't listen to them they can bring the matter to court again but even if they do its highly likely that they will be taken to the cleaners by the PCB. Their case is muddled with multiple complaints that require alot of justification because they filed for malafide intent, on top of that they seemed to have hired the first lawyer they found cycling near LHC. Wouldn't be too worried about them.

LAHORE: The Pakistan Cricket Board (PCB) has denotified Justice (Retd) Syed Afzal Haider as its election commissioner after clearing his dues of Rs 6.4million for 16 months.

“The Secretary IPC informed the Board of Governors that the patron had been pleased to determine the terms and conditions of the Justice (Retd) Syed Afzal Haider as PKR 400,000/. Per month for a period of 16 months and that Justice Retd Syed Afzal Haider had now been denotified,” according to a document of the 55th BoG meeting, which was held here on Friday.

“A payment of Rs 6,400,000/, before tax has been made to Justice (Retd) Syed Afzal haider by PCB in compliance with the Patron’s decision “ the terms and conditions of the Election Commissioner”, it further states.

It is learnt that the settlement of the payment done settled between the two parties during a legal case in the Lahore High Court in which stay against several petitions was granted, last week, including against the new amendments made in the PCB constitution, elections of different district cricket associations and the suspension of the services of the some PCB cricket coaches. Later the stay was vacated against all the petitions.

It may be mentioned that the elections of the different district crickets associations were conducted by Deputy Election Commissioner of the PCB a couple of years back.

Several district bodies had moved to the Lahore High Court. They took the stand that even the PCB election commissioner was unaware of their elections. Upon it, retired Justice Afzal, it is learnt also submitted a certificate in the LHC, claiming that the elections were held without his permission.

I looked at the constitution already. I couldn't really find it directly that states "Patron does not have the power to remove the patron". I was curious bc I saw many reports that stated that and I saw a Tweet from Saj bhai that stated that.

But the new constitution states that the patron can only give his directions from time to time and in case he finds any malpractice he can order an audit. But nowhere in the constitution gives patron the power to dissolve PCB. It was there in the last constitution but that has been tweaked.

Thanks for the clarification my brother. This is some good news as in the past when there was a new patron, they would remove the chairman and PCB would be on square one again.
 
58th BoG meeting to be held online on Friday

The 58th meeting of the Board of Governors (BoG) of the Pakistan Cricket Board will be held online on Friday morning. The virtual session has been agreed to safeguard health and safety of the members as well as the PCB management due to the rising Covid-19 cases and keeping in consideration the lockdown now imposed in Lahore.

Some of the key matters that will be discussed in the virtual session are:

i) Chairman’s and CEO’s reports
ii) Model Constitution for Cricket Clubs and Club Affiliation and Operations Rules

• All cricket clubs will have playing rights; Full Member Club criteria, among other requirements, include dedicated cricket ground as per the PCB’s grounds policy, gymnasium and active junior teams of Under-13 and Under-16 age groups

Lahore, 28 June 2020:

Pakistan Cricket Board’s Board of Governors, during their 58th meeting on Friday, approved the Model Constitution for Cricket Clubs and Club Affiliation and Operation Rules, which are in line with the PCB Constitution 2019 and Model Constitutions for Cricket and City Cricket Associations. This is a major milestone in finalising the regulatory framework for the revamped domestic cricket structure from the grassroots and above.

Some of the salient features of the Model Constitution for Cricket Clubs, which shall be recognised as duly organised Cricket Clubs upon being granted affiliation by the City Cricket Associations pursuant to due scrutiny, are:

i) Article 4 deals with the objectives and functions of the Club, some of which are to:

• Promote and develop the game of cricket within its local jurisdiction

• Organise, assemble, train and maintain cricket teams, for men and/or women, to represent the Club in cricket matches and tournaments for clubs

• Coordinate cricket activities, including holding and organising coaching, training and cricket events and tournaments, and endeavor to also organise or assist in organisation of tournaments for schools and assist the CCA in such similar matters where required

• Generate funds, donations and subscriptions and utilise them in the manner as deemed expedient for achieving objectives and to maintain record of the same

• Acquire, lease, construct, develop and maintain stadium, playing grounds and other properties

• Educate and ensure implementation of the Code of Conduct, Anti-Corruption and other codes, policies, and rules/regulations to its members/office bearers/officials, match officials and players, as devised by the Board and/or the ICC from time to time

• Ensure elimination of any and all forms of corruption in the cricket affairs amongst their members, match officials and players registered with the Club and to report any form of corruption or suspected corruption to the CCA and the Board immediately

• Distribute the funds received on account of prize money, grants, donations etc. received from CCA, CA, PCB or any other source(s) to all concerned players, team officials or any other person, as the case may be, within 10 (ten) days of receipt thereof

• Submit an annual report to the CCA relating to its performance and functions every year by 1 August, including by way of filing the prescribed pro forma provided by the CCA from time to time and to immediately remove any violations or shortcomings on part of the Club as may be identified by the CCA or the Board

ii) Article 5.1 deals with Members, which is divided into the following three categories:

• Voting Member: A person who is a resident of the local area or the city or town in which the Club is located and is either the founding member or is approved as a member by the other Voting Members by majority subject to payment of prescribed membership fee. A Voting Member may not be a playing member of the Club.

• Non-Voting Playing Member: A member who is selected or available for selection to any cricket team of the Club but is not a Voting Member. Non-Voting Playing Membership shall be temporary and subject to renewal on an annual basis upon fulfilling the condition of availability for selection to any cricket team of the Club.

• Honorary Member: A person who is elected by the General Body as an Honorary Member and will have no voting rights.

iii) Article 5.2 deals with the composition of the General Body and reads as: Each Voting Member shall have a single vote in the General Body and shall be eligible to be elected as an office bearer of the Club. A Non-Voting Playing Member shall have the right to attend all general body meetings of the Club but shall not have voting rights. As described by Article 6, the General Body will function as the governing board of the Club.

iv) Article 8 deals with the office-bearers whose elections will be conducted by the General Body. The office-bearers will be President, Treasurer and any other office as may be determined and approved by the General Body at an Annual General Meeting of the Club.

v) In order to be eligible to become an office-bearer, the person must be a Voting Member of the General Body; a Pakistan citizen; a permanent resident within the City in which the Club is located; should not have been convicted of any criminal offence; should not have, in the past, been removed from an office in a cricket organization in Pakistan; should not be an incumbent office bearer of any political party, elected representative, Minister, Senator, MNA, MPA, MLA, Nazim, Naib Nazim, Councilor, or be drawing financial or material support from any political, Religious, Ethnic or Sectarian party; and should not be a Government servant, public servant, civil servant nor an employee of any Federal or Provincial Corporation, or an employee of the CCA, CA, PCB, or any autonomous body or department or companies affiliated with the Board.

vi) The term of an office-bearer shall be two years and neither the office-bearer of the Club nor a Voting Member of the General Body of the Club shall be paid any remuneration or any benefits. It has also been clarified that a person may only be elected or nominated for two consecutive tenures, and thereafter shall not be eligible for a re-election or nomination until a lapse of one term of two years from the expiry of the second tenure.

vii) Article 11 describes the powers and functions of the President and the Treasurer, whereas Article 15 talks about the undertakings that all office-bearers will have to give to the City Cricket Association and the General Body prior to their respective elections. Similarly, Article 21 deals with the Secretariat, which the Club shall maintain at its own cost, expense to run its day to day affairs and be established at its headquarter.

Through the guidelines set out in the Model Constitution for Cricket Clubs, the PCB hopes to put in place a strong foundation that would support the new domestic cricket structure across the country.

Club Affiliation and Operations Rules

The BoG also approved the Club Affiliation and Operation Rules 2020, which are available here.

These Rules must be complied with by the first Cricket Clubs recognised under the new domestic structure and once the City Cricket Associations are set up, these will be used by them when determining which cricket club shall be awarded affiliation. Some of the salient features of the rules are:

i) As per Rule 3, Affiliate Member, Associate Member and Full Member are the three categories under which Cricket Clubs will be recognised and affiliated by the City Cricket Association.

ii) Rules 5, 6 and 7 elaborate in detail the criteria for the recognition of Affiliate, Associate and Full Member Clubs, respectively. Some of the key points are:

• Affiliate Member Club: would have not less than three Voting members and not less than 18 (eighteen) Playing Members irrespective of their status as Voting or Non-Voting Playing Members

• Associate Member Club: would have a validly adopted and executed a Club constitution; at least, 10 (ten) voting members; at least, 18 (eighteen) Playing Members, whether Voting or Non-Voting, of which, at least, 2 (two) are under the age of 18; have participated in all mandatory tournaments organised by the Association; have available for its players a net practice area of standard specifications where playable pitches, turf and/or cemented, are available; and has a qualified coach having minimum PCB Level-I certification

• Full Member Club: would have at least 15 Voting Members; a dedicated cricket ground as per the grounds policy of the Board which is not used by any other Club; have dedicated multiple nets of specified standard; have available more than three turf pitches; have available a gymnasium for use by players during a dedicated period; and have active junior teams of Under-13 and Under-16 age groups

iii) Rules 10 and 11 deal with inactive status notification and active playing status, respectively; Rules 12 and 13 deal with registration and transfer of players, respectively; and Rule 16 deals with annual subscription fee that a Club will be required to deposit for maintaining its membership with the CCA.
 
‘PCB has made mockery of law and system by not implementing new constitution’

LAHORE: Former Pakistan Cricket Board chairman Khalid Mahmood, while criticising incumbent PCB set-up, says that by not fully implementing the new constitution despite passage of one-year the body has made a mockery of law and the system.

In an exclusive interview with Dawn on Monday, Khalid said what was going on in PCB’s affairs was amazing noting the cricket infrastructure at the grassroots level had been destroyed because of non-existent provincial associations, city associations and after abolishment of departmental cricket.

It may be mentioned here that the PCB implemented its new constitution on Aug 19, 2019 but still three major constitutional bodies — board of governors, general body and six provincial cricket associations — could not be elected under the new constitution.

“In fact one of the clauses of the new constitution binding the PCB to get registration of all the six provincial cricket associations under the company law has been included without considering a lot of complicity attached with it,” observed Khalid.

“Besides the complicity, the requirements of the company law are also difficult to understand for the club organisers who are professional in running clubs but they have no knowledge how to meet the requirements of the company law as they have to be functional under the provincial cricket association’s constitution and they must be required to follow the model constitution of the cricket associations,” he added.

“I can easily say that the idea of getting the registration under the company act is ridiculous and I don’t’ know who put it in the constitution,” he said.

“After having put flaws and not enabling to implement the new constitution in such a long time of one year is damaging cricket at the grassroots level as the cricket at the domestic level is not being held with its basic infrastructure,” Khalid remarked.

“If you can’t move on with the basic infrastructure then you are doing nothing but making mockery of the law and system,” he said.

Asked if the situation did not reflect that the PCB did not want any forum like BoG, General Body or Cricket Associations to grill it at any stage of working, Khalid said it was quite difficult for him to just imagine that all was happening deliberately.

Asked if the old BoG, which expired on Aug 8, 2020, was still existing because of having no provincial cricket associations and because one of the clause of constitution of “transitional” is giving cover to this delay in formation of BoG, General Body and Cricket Associations, Khalid said in his entire life he did not see such a long period of ‘transition’ required for implementing the new constitution.

“It seems the transitional period may be a similar attempt which was once adopted by former President of Pakistan General Zia-ul-Haq,” said Khalid sarcastically. “Zia initially came into power for 90 days on the pretext of handing charge to an elected government, but he stayed for 11 long years.”

Khalid further said that the news had come out that one cricket association, namely Northern, had been registered under the company law, but it came to fore that as many as 20 PCB staff members had been registered as founder members of that organization which is something quite unheard of.

He said no office-bearers of that Northern Association belonged to the territory which covers Islamabad, Azad Kashmir and Gilgat Baltistan.

It may be mentioned here that the PCB own constitution clearly states that no retired or serving PCB employee could be the member of the provincial or city cricket associations. But all high-ups of the PCB, barring chairman Ehsan Mani, have been registered as office-bearers of the Northern Association.

Khalid said the PCB, by abolishing departmental cricket, had discouraged the cricket of craze among the youngsters and thousands of cricketers had gone jobless. “The game now carries limited opportunities for youngsters to build their careers as cricketers,” he lamented.

“I want to ask PCB high-ups that if cricket is running without basic infrastructure, why are they appointing officials at its High Performance Centre.”

He said surprisingly it was the highest-paid cricket board in history of the PCB, but its working was reflecting immaturity in dealing with the affairs.

He also noted that unlike the last series held between England and the West Indies, the ongoing series between England and Pakistan did not adopt the slogan of “Black Lives Matter”.
