The US military said it has made a final decision to cancel $300 million in aid to Pakistan that had been suspended over Islamabad’s perceived failure to take decisive action against militants, in a new blow to deteriorating ties.

The so-called Coalition Support Funds were part of a broader suspension in aid to Pakistan announced by President Donald Trump at the start of the year, when he accused Pakistan of rewarding past assistance with “nothing but lies & deceit.”

The Trump administration says Islamabad is granting safe haven to insurgents who are waging a 17-year-old war in neighboring Afghanistan, a charge Pakistan denies.

But US officials had held out the possibility that Pakistan could win back that support if it changed its behavior.

US Defense Secretary Jim Mattis, in particular, had an opportunity to authorize $300 million in CSF funds through this summer – if he saw concrete Pakistani actions to go after insurgents. Mattis chose not to, a US official told Reuters.

“Due to a lack of Pakistani decisive actions in support of the South Asia Strategy the remaining $300 (million) was reprogrammed,” Pentagon spokesman Lieutenant Colonel Kone Faulkner said.
Faulkner said the Pentagon aimed to spend the $300 million on “other urgent priorities” if approved by Congress.

He said another $500 million in CSF was stripped by Congress from Pakistan earlier this year, to bring the total withheld to $800 million.

The disclosure came ahead of an expected visit by US Secretary of State Mike Pompeo and the top US military officer, General Joseph Dunford, to Islamabad.

Mattis told reporters on Tuesday that combating militants would be a “primary part of the discussion.”

Experts on the Afghan conflict, America’s longest war, argue that militant safe havens in Pakistan have allowed Taliban-linked insurgents in Afghanistan a place to plot deadly strikes and regroup after ground offensives.

The Pentagon’s decision showed that the United States, which has sought to change Pakistani behavior, is still increasing pressure on Pakistan’s security apparatus. It also underscored that Islamabad has yet to deliver the kind of change sought by Washington.

“It is a calibrated, incremental ratcheting up of pressure on Pakistan,” said Sameer Lalwani, co-director of the South Asia program at the Stimson Center think tank in Washington.

Reuters reported in August that the Trump administration has quietly started cutting scores of Pakistani officers from coveted training and educational programs that have been a hallmark of bilateral military relations for more than a decade.

The Pentagon made similar determinations on CSF in the past but this year’s move could get more attention from Islamabad, and its new prime minister, Imran Khan, at a time when its economy is struggling.

Pakistan’s foreign exchange reserves have plummeted over the past year and it will soon decide on whether to seek a bailout from the International Monetary Fund (IMF) or friendly nations such as China.

“They are squeezing them when they know that they’re vulnerable and it is probably a signal about what to expect should Pakistan come to the IMF for a loan,” Lalwani said.

The United States has the largest share of votes at the IMF. Khan, who once suggested he might order the shooting down of US drones if they entered Pakistani airspace, has opposed the United States’ open-ended presence in Afghanistan.

Finally!in the long run it will be good,300 million is nothing in the grand scheme of things this amount can even be made up in the short term by just plugging the leakages in the system

Been flicking through a dozen Pakistani 24 hour news channels in last couple of hours to see if there is any proper coverage of this story, but all you have is morning breakfast shows discussing health, cooking, new Lollywood films and fashion. And then we will have breaking news randomly about a viral video clip about someone Kiki dancing on social media.

I am only abroad for further education, and I am living on the money that I and my family have earned in Pakistan.

However, I do agree that the Pakistanis were permanently residing in the West and earning money there are the real heroes. This country would be in the dumps without the money that they pump into the economy.

Furthermore, this rhetoric of being self-sufficient and standing on our own feet sounds nice, but the reality is that Pakistan cannot survive without foreign aid and loans. It is a necessity and it is not about begging - this is how economies function.

USA is the most powerful country in the world but is also has the biggest debt, and it wouldn’t be in the position that it is today without the debt that is worth trillions of dollars.

We need to develop our industries and boost exports. Debt will always be there. This hollow bravado of not asking anyone for money will not take the country anywhere.

Nonetheless, containers filled with looted money will be returned to Pakistan soon enough as promised by the leader of the newly established Madinah state, so perhaps we will use that looted money to pay off our debts.

There are some academies in Islmabad you can join them for preparation, they have evening classes too. I hope you can clear the exam in first attempt.

So presumable you are using up a large chunk of Pakistan's foreign currency reserves (when converting your Pakistan rupees to the currency of wherever you are currently) that Pakistan is short of and that is needed to import essential goods, such as fuel and machinery, in order to run the Pakistani economy?

So all the Pakistani expats are trying to pump foreign exchange into Pakistan, whilst a well off few, like yourself, are busy pumping it back out again. And yet you complain about Pakistan's economy and Pakistan running off to the IMF and others for loans.
 
This is how you eventually become independent and liberate yourself from imperialists. Pak muust pay the American's back with the same coin. We can't kill innocent people just to please Trump in exchange for money. There will be pain but in the long run the benefits will be there as well. It is true that it's much easier for Pakistanis living elsewhere to preach self respect but many living in the country will feel that way as well. $300 million is peanuts anyway when the Likes of Nawaz have much more abroad.
 
ISLAMABAD: Foreign Minister Shah Mehmood Qureshi said on Sunday that the US administration did not cut off aid to Pakistan, instead it announced to end the Coalition Support Funds that the country has already spent against terrorism.

The foreign minister’s media talk came after the US announced its decision to cancel $300 million in aid to Pakistan that had been halted over what the former claims is the latter's failure to take decisive action against militants.

Qureshi said that currently Pak-US ties are suspended, adding that US Secretary of State will be visiting Pakistan soon.

Qureshi said that it is hoped that the discussion will be done in an amicable manner, strengthening the ties.

The only reason he hasn't come out against russia is because putin said something nice about him. That was a master stroke by putin even if he did not do the hacking. But then here were our UN assembly people shouting and leading protests when he announced to move the embassay to jeruselum and now look what happened. We need to be smarter than this.

You should get some lobbyists or media savvy Pak minister onto Fox News. It’s the easiest way to get into his head.
 
We could have Trump as a member here!!:ashwin Some people in Pak have recetly said to me how expat Pakistanis don't understand our need for Americans dollars. I understand their pain yet find it offensive that many Pakistanis seem to suggest we don't love our country as much as they do. It is these Pakistanis living abroad that keep our country from completely drowning by sending remittances. Appreciate our input, the alternative is to keep doing what American's want by killing our own people.

After the US military moved to scrap a $300 million aid to Pakistan for what it claimed was Islamabad's lack of “decisive actions” in support of regional American strategy, Foreign Minister Shah Mehmood Qureshi contended the labeling of the payment as "aid" and vowed to discuss the matter with US Secretary of State Michael Pompeo.

“Due to a lack of Pakistani decisive actions in support of the South Asia Strategy... $300m (actually $323.6m to include non-Pakistan funds) was reprogrammed by the Defense Department in the June/July 2018 time frame for other urgent priorities,” Lieutenant Colonel Kone Faulkner said in an email to AFP.

The US defence department “is awaiting a congressional determination on whether this reprogramming request will be approved or denied”, Faulkner said.

Responding to the development, Qureshi, the newly appointed foreign minister of Pakistan, clarified that the payment, which the US is now considering scrapping, is in fact the support coalition fund.

"This is not an aid of any kind that can be suspended," he said. "This is actually the payment of expenses incurred by us during the war against terrorism."

The foreign minister said that to "rid the region and the world from terrorism is a joint effort, for which Pakistan has done a lot. The Pakistan Army and people have sacrificed a lot, which is why the positive thinking should be that all the measures that are for our joint goals should continue as is."

Qureshi said that the matter will be discussed with US Secretary of State Michael Pompeo when he visits Pakistan on Wednesday.

It is described as aid money in the article, how is that rightfully owed to Pakistan? My understanding was that aid was used to describe a handout to a needy country.

Its a mistake or a blatant attempt at misinformation. The 300 million is reimbursement money that the US agreed to pay Pakistan as part of deal when we entered their war. They would use our roads and facilities and would pay for it. We would in turn let them supply their troops and not charge extra for this.

Therefore the questions that arise from this are a) will they use our facilities for free which is pure gangsterism or b) will we now impose duties on the transport of goods from karachi to afghanistan.

Bringing a few wealthy non-fillers is one thing, but developing tax collecting mechanisms that are feasible for large scale implementation is another. Similarly, we need to get rid of the red tape in our society and make it more business friendly. A person who lose a job doesn’t have any social security net to fall back. A person who wants to start a business has to suffer so much tape that he gives up and becomes part of a larger informal economy. FBR catching a few wealthy tax evaders is good step but without killing the culture of bribery and red tape, no government will be able to increase the tax net and fix the economy.
 
These monies are not freebie aid but rather Coalition Support Funds (CSF) owed to Pakistan for services already rendered. Total is $800M ($500M suspended earlier in the year). This covers logistical support (move equipment from KHI to AFG) as well as supply fuel/food/small arms ammo (9mm/5.56mm/.50 Cal ammo is supplied by POF).

I am surprised why Pakistan hasn't switched and start charging them $5000 in duties for each container that gets moved. Also add misc handling charges and expediting duties etc.

Currently US pay %0 to move heavy equipment through our dilapidated transportation infrastructure for the past 17 years which has caused roads/rail tracks to deteriorate further.

Those reforms for widening the tax net are being worked on as well. The culture of bribery and red tape will only end when these wealthy people will be brought under law - and the process of it has been initiated.

Pakistan urges US to resume aid, backs Taliban outreach

WASHINGTON: Pakistan pledged Wednesday to support negotiations with the Taliban to end Afghanistan’s 17-year war as it asked the United States to restore military aid and stop blaming Islamabad for the extremists’ strengths.

Foreign Minister Shah Mehmood Qureshi visited Washington to explain the Afghanistan strategy of new Prime Minister Imran Khan, who has long advocated talks over military action with the Taliban.

A month after Washington cut $300 million in military aid, Qureshi said he found Secretary of State Mike Pompeo "ready to listen" to Pakistan and said he was returning to Islamabad "slightly more hopeful" than before.

Describing his meetings with top officials from the Trump administration as “engaging and forward looking”, the foreign minister said that Pakistan and the United States need to bridge the trust deficit and build on their history of cooperation for achieving shared objectives, including peace and stability in war-torn Afghanistan.

“I am going back with positive view of hope and change,” he said while speaking at an event organized by the United States Institute of Peace in Washington. “Individually, we might not be able to achieve what we want to. Collectively, in my opinion, we can.”

Foreign Minister Qureshi described his meetings with US Secretary of State Mike Pompeo and National Security Adviser John Bolton as engaging and forward looking and said the two countries need to build on their history of cooperation.

“We have to trust each other,” the minister said, adding that history is witnessed to the fact that both countries benefitted when they worked together, be it Cold War, Soviet invasion or decimation of al-Qaida.

The minister said that there had been highs and lows in bilateral relations and the past two years had been difficult, but the two countries have to rebuild and improve relations to achieve collective objectives of peace, reconciliation and stability.

Referring to the criticism Pakistan has faced in US circles, the minister described it as unfair and said that Pakistan’s contribution to the success of the US in Afghanistan has not be recognized. He said Pakistan’s support saved the US billions of dollars.

The minister said that over 500,000 US containers went through Pakistan to Afghanistan over the years and were treated as diplomatic cargos. As many as 950 al-Qaida terrorist were killed and Pakistan handed over more than 1100 terrorists to the United States.

Minister Qureshi said that it was unfair to blame Pakistan for all the difficulties in Afghanistan, adding that Pakistan could not and should not be held responsible for failure in Afghanistan. He said that Afghanistan had its own problems, which contributed to the situation there. “Collectively we can achieve shared objectives. Blame game will not be productive.”

While, there are allegations of safe havens in Pakistan, the minister said there were safe havens across the border in Afghanistan which was of concern to Islamabad. Citing reports about 87 percent increase in narcotics in Afghanistan, he said that was an issue of concern to Pakistan.

The minister invited US Congressmen to come to Pakistan and visit areas of their choice in the Tribal belt to see for themselves the change that has been made possible by the country’s relentless fight against terrorism.

He offered the US lawmakers to pick areas where they want to go and the government will facilitate their visit to see if there were any safe havens there. “It is important if they go and see and form an opinion,” he added.

Reiterating Pakistan’s position on the Afghan issue, the minister said we want to see a democratic, progressive, peaceful and inclusive government in Afghanistan, adding that it was for the Afghan government to decide that. “We have no favorites in Afghanistan,” he added.

The minister said that there were still 2.7 million refugees in Pakistan and the government believes that their return in a time-bound manner will contribute to peace and stability in Pakistan.

He spoke about the initiative of Afghanistan, Pakistan Action Plan for Peace and Solidarity (APAPPS) launched in July this year that provides a structured and institutionalized mechanism for continuing dialogue to address the issues between the two countries. “If we want peace and stability in Afghanistan, then good neighborly relations are critical,” the minister said.

The minister said that in spite of problems and the continuing provocation on the country’s Eastern border, Pakistan has deployed 200,000 on its Western border with Afghanistan and the military operations carried out in the tribal areas have been recognized as successful.

He said there was a new government in Pakistan, which has a people-centric agenda of socio-economic development but, he added, it was only possible if there was peace and stability on both sides of the border. “We want peace and stability; that is the priority.”

The Foreign Minister said that fortunately, there was a new convergence taking place as all sides – Afghanistan, Pakistan and the United States – were looking for a negotiated, political solution. Pakistan’s government and Prime Minister Imran Khan had been advocating for a negotiated solution for long, he added. “This new convergence that is in the making is a great opportunity and should not be missed.”

Underscoring Pakistan’s efforts in the fight against terrorism, the minister said that the country had made considerable progress, which has not happened overnight. He said that Pakistan had achieved success against terrorism, because there was a shift in public opinion, formed after terrorists targeted schoolchildren and attacked forces and innocent people.

He said that this new debate led to the National Action Plan against terrorists as all Pakistanis agreed that we have to take them on. He said that because of the political consensus, it was possible to make a constitutional amendment to set up the National Action Plan.

The minister said this shift in Pakistan should be recognized, adding that disengagement was not the way forward and what required was the continued cooperation. Alluding to the suspension of security aid to Pakistan, he said that cutting off training and not giving precision equipment that could be used against terrorist will not help the fight against terrorism.

The minister said that such an approach had not helped in the last one year and there was a need to adopt a different approach. “Yes, we have a trust deficit…it must be bridged,” the minister said adding that both Pakistan and the US more or less have same strategy to achieve shared objectives and the two countries must trust each other.

The minister also briefed media at the Pakistan Embassy at the conclusion of his visit to the United States during which he represented Pakistan at the 73rd session of the United Nations General Assembly.

He told reporters that his visit to Washington was very successful, adding that he was able to convince the top US officials and lawmakers that the cooperation between Pakistan and the United States was must to achieve success in Afghanistan. The minister said that it was essential for the two countries to improve their relations.

The minister said that he has directed Ambassador Ali Siddiqui to help revive Pakistan’s Caucus in Congress and there has to be at least 50 Senators and lawmakers in the group.

Responding to a question, the minister said whenever there was talk about Dr. Shakeel Afridi case, there was talks about Dr. Afia Siddiqui. He said any decision on Dr. Afridi has to be in accordance with the country’s laws.

After the press briefing, the Minister left Washington to return home.
