If we look at the video we can see there's nothing in his hand, this screen capture is misleading.
Unless, it's banned to use mobile during PSL matches, I don't think it's an issue.
Also, what we obviously thinking, if that's true, then at least 5/6 people comes under scrutiny including PAK's LO Captain, self proclaimed best all rounder & the most suspicious one - a non Pakistani, who didn't even tried for 2nd run. In fact, it all started with the most hilarious LBW of all, so the umpire also should be in that mix.
Moin may be a shady character, but there is no point trying to catch him now, rather PCB shouldn't have involved him PSL as such then.

It is absolutely banned for any person in the Players and Managers Area to have or use a mobile phone - and at international level it carries a minimum 5 year ban from all cricket.
Any player or manager can say that he was ringing his wife. But he could be tipping off bookies about what is about to happen.
