Chris Broad has opened up on the political pressures at play in his former role as ICC match referee.

Former ICC match referee Chris Broad has revealed that he was asked to "be lenient" in order to spare India an over-rate fine at one point during his time as a match official.

Speaking to The Telegraph, Broad did not reveal when the incident took place but that he received a call during a game in which India were behind the required over-rate. "India were three, four overs down at the end of a game so it constituted a fine," said Broad. "I got a phone call saying, ‘be lenient, find some time because it’s India’. And it’s like, right, OK. So we had to find some time, brought it down below the threshold.

"The very next game, exactly the same thing happened. He [Sourav Ganguly] didn’t listen to any of the hurry-ups and so I phoned and said, ‘what do you want me to do now?’ and I was told ‘just do him’."

Broad served as an ICC match referee from 2003 until February of last year, and oversaw 123 Test matches during that time, as well as 361 ODIs and 138 T20Is, totalling 622 international matches. He revealed during the interview that he was "happy to carry on" as an official, but that his contract was not renewed by the ICC.

"I dodged a lot of bullets, both politically and physically," said Broad, who was caught up in the 2009 terror attack on the Sri Lanka Test team in Lahore. "I look back and I think, ‘you know, 20 years is quite a long time to be doing that job’. I’m pleased not to be travelling to certain parts of the world.

"And I was always someone who believed in right and wrong and in certain parts of the world it’s a bit like the River Ganges – right and wrong are so far apart and there’s a lot of dirty water in between them that you have to deal with, so I think as someone who comes from a right and wrong perspective, to last 20 years in that politically active environment is a pretty good effort."

During the 2023 Ashes, Broad was reportedly rebuked by the ICC for posting a meme relating to his son Stuart dismissing David Warner for the 17th time in Test cricket on X (then Twitter).

“I think we were supported by Vince van der Bijl (ICC umpires manager) while he was in position because he came from a cricketing background but, once he left, the management became a lot weaker. India got all the money and have now taken over the ICC so in many ways. I’m pleased I’m not around because it’s a much more political position now than it ever has been.”

India team had to travel the most in world cup and Asia cup. The difference is, we still turn up and don't cry like babies.

Some tournament scheduling will favor you, some won't, it's the luck of the draw. Important thing is still to give your best.

There have been many times when we got unfavorable scheduling and travel. The difference is that we don't cry like babies when we do.

Lying through your teeth and coming up with conspiracy theories instead of improving oneself seems to be the national pastime of the entire nation.

There is a reason one nation is progressing and the other can just act victims and come up with excuses.

The difference in mentality is night and day. And no nation can ever progress with such a mentality.

When everything is conspiracy and you are perpetual victims, a sense of helplessness seeps in and there is no incentive to improve.

Point 3 is so true and very often gets neglected

The match he is talking about is pretty obvious because it's a match where the Indian players were given a fine corresponding to being 3 overs slow, but Ganguly didn't get the level 2 offence that the regulations stated he should have for being 3 overs too slow (that would have resulted in a ban).

Because the Indian market is by far the biggest in cricket (in terms of TV audience, sponsorship, and advertising money), Indian broadcasters usually win the rights. For example, in recent years Star Sports (India) has been the official broadcaster.

That leads to a few issues:

Conflict of interest: When the host broadcaster is from a country that also has a team in the tournament, suspicions of bias naturally arise like showing certain replays more often, cutting away from controversial angles, or influencing how incidents look to the audience.

TV directors’ role: The broadcast director decides which camera angles and replays to show live and to the third umpire. Even though the ICC or ACC has protocols, fans sometimes feel the timing and choice of replays favors one side especially in close LBW or catch decisions.

Cheating vs. perception: There’s no official proof that broadcasters deliberately manipulate footage to help one team. But when you mix huge money, BCCI’s dominance in Asian cricket, and passionate rivalries, fans often see bias as cheating or unfair advantage.

In theory, the third umpire is supposed to have access to all camera angles, not just what the TV director feeds viewers. But if those feeds are delayed, poorly timed, or shown selectively, suspicion grows.

How broadcasting and decisions are supposed to work

1. Host broadcaster:

The ACC (for Asia Cup) or ICC (for World Cups) sells rights to a broadcaster, often Star Sports or Sony in India.

The broadcaster provides the camera crew, TV directors, and graphics.



2. Third umpire access:

In theory, the third umpire has a direct feed from all camera angles (not just what’s shown on TV).

Tools like UltraEdge, ball-tracking (Hawkeye), and slow-motion replays are controlled by independent operators approved by ICC/ACC.



3. Neutral oversight:

ICC/ACC sends a Match Referee and Neutral Umpires.

The referee ensures that tech (Hawkeye, Snicko, Hotspot) is set up correctly.







Where the conflict of interest complaints come in

TV director bias: The broadcaster still controls what the public sees. They can delay, skip, or repeat certain replays to shape the crowd’s perception even if the third umpire sees everything.

Slow access: Sometimes the third umpire relies on the broadcast feed being queued up. If the director is slow to show the “right angle,” it creates suspicion.

Narrative control: Commentators (paid by the broadcaster) often influence how an incident “feels” to the audience, especially in India–Pakistan matches.

Why controversies still happen despite neutral tech

1. Human delay – Operators may be slow in pulling up the decisive angle.


2. Perception gap – Viewers see only what the TV director shows, not the raw umpire feed.


3. Trust deficit – Because BCCI dominates financially, other fans assume manipulation even in genuine mistakes.

What could fix this?

Independent ICC/ACC broadcast team, not a commercial TV channel.

Public umpire feed option: showing viewers exactly what the third umpire sees, in real time.

Stricter contracts with broadcasters to ensure no delay or angle omission.

Guess the “crazy theory” aged like fine wine 🍷 while your denial expired faster than an NRR calculation.

So yeah… I’ll take my victory lap now, slowly, in neutral broadcast view, of course. 😉

Former India head coach: Ex-ICC chief offered to overturn Ganguly ban in 2005

Former India head coach Greg Chappell has backed up claims by former match referee Chris Broad this week that he was once pressured to be "lenient" towards India for an over-rate offence.

Broad revealed in an interview with The Telegraph this week that he once received a phone call during a match he was officiating in, asking him to "be lenient and find some time" to avoid India being fined for a slow over rate.


After finding some time in that game, Broad said that he phoned back when India were behind the over rate in the following game, after Sourav Ganguly "didn't listen" to warnings to hurry up. On that occasion Broad said he was told to "just do him [Ganguly]". Broad did not reveal who the phone calls were from.

Chappell: Dalmiya offered to overturn Ganguly's ban

Speaking to the Sydney Morning Herald, Chappell – who coached India from 2005 to 2007 – has alleged that former ICC and BCCI president Jagmohan Dalmiya made an offer to overturn a ban on Ganguly shortly after the incidents alleged by Broad. “Dalmiya offered to have his suspension reduced so that he [Ganguly] could go to Sri Lanka at the start of my tenure,” said Chappell. “I said no, I don’t want to rort the system, he has to do his time. Dalmiya seemed OK for him to miss.”

Ganguly was fined by Broad for a slow over rate in the third ODI between India and Pakistan in 2005. He received a six-month ban, which was reduced to four games on appeal, for a further offence in that series. Chappell was appointed in May 2005, shortly before Ganguly was banned for two matches for his second over-rate offence within 12 months.

Dalmiya died in 2015, having served as ICC president from 1997-2000, and BCCI president from 2001 to 2004. He continued to be a powerful figure on the board for several years after his tenure as BCCI president ended.

There is no denying India’s stature in the cricketing world and its influence. If it’s true, it appears that someone within ICC chose to give Ganguly a pass. However, that same person shoved him under the bus the next game. Thought to ponder: who gives a 6 month ban for over offense? But anyway!

I do also recall you guys were totally happy using Dalmiya’s influence on ICC to get Shoaid Akhtar unbanned from his chucking ban!! Or to use India’s influence in getting World Cup hosting rights in 1987 which was always an English prerogative. Double standards much?
