Is it necessary? Given it's pre-recorded, why not publish the video ahead of time and tell everyone to watch it on YT?

Bro because it’s a proper marketing event. No point pouring that much money into an opening ceremony if no one is going to watch it (a video on youtube) versus having it right before the start of the first match when anticipations have reached boiling point.
Everyone, including you and me, is going to watch it. And don’t worry, it’ll go on YouTube too for extra views. This is how you draw interest from the common crowd who are mild fans of cricket and bigger fans of Atif Aslam, Aima Baig etc. You can bet your house these casual fans will be watching the first match, and some of them might even get hooked for another few.
We criticize that PSL is still yet to fully breach the general Pakistan population, and this is how you go about doing it. You create big events which rope in other industries and enhance cross-industry consumer interest to increase the overall market value.
I understand for a hardcore lifelong cricket fan such as you or me, such an opening ceremony might seem like a waste of money and time. However, from an overall business perspective, the anthem and opening ceremony are the biggest returns on investment within the business model set up by the PCB and PSL management.
Similarly, people criticize the anthem but fail to realize that it has done its job of stirring up passionate debates between hardcore fans, and 
more importantly has lured in casual consumers to find themselves more familiar with the PSL brand via their love of celebrities like Aima Baig. This particularly includes middle and upper class folks who are worth ten times as much to broadcasters for every 1000 views than 1000 views from rural area folks because they can be sold products to. Products from bigger sponsors. 
As far as prerecorded goes, most people won’t be able to tell the difference. If it was live, it would look the exact same as if it was prerecorded, but with the prerecording you can remove any technical glitches and ensure a smooth ceremony. As a businessman, if I know I can’t have a crowd in the stadium for the ceremony anyways due to covid, then I would actually prefer a prerecording.
