It’s a good question and with our probable bowling line up looking like: Amir, Shaheen, Naseem, Imad and Shadab, I would say the best way to manage resources is having Amir bowl outside the power play

2 reasons with the first being that from all the bowlers in the team with maybe the expedition of Imad, Amir is a high IQ cricketer who does not need conditions rather he relies on his skills to do the job. Compared to Shaheen and Naseem who are yet to develop the art of bowling post powerplay and it seems like this is the best way to utilise resources

The second reason is basically what I said at the end of my first point. Our current fast bowlers do not have the skill to ball in the middle overs and honestly with the right guidance and especially having Imad on the other end, both Shaheen and Naseem can be as effective the new ball as Amir

For this kind of attack you need a proper captain. Rizwan can work with underrated guys and make good use of them, I doubt he can handle proper egos.

That’s the reason basically why David Moyes failed straight after he was appointed manager of Manchester United with SAF’s champion squad of players. Big names require an elite mentality coach/mentor to deal with them accordingly

Shaheen is just as likely to waste the new ball by bowling wides or down the legside. I would trust Naseem, Amir or Imad to hit the right lines more. But you could give any of the pace bowlers one over with the new ball and see how they are performing on the day. If Shaheen is on form, fine. If not take him off and whip someone else in who can hit the spot more effectively.
