I think your solution is both fair and impracticable (at least in the short to medium term), unfortunately.

Most of the suggestions you give are often outside a government's power. When they do occur, they mostly do so spontaneously.

In the meanwhile, all governments in countries like India can do is have mild punishments for clear cases of religious outrage i.e. insulting the Islamic Prophet or Hindu gods (insult not criticism...courts will have to decide which is which); bans on cow slaughter in states which want it accompanied by strong law enforcement against people who take the law into their own hands - cow vigilantes, idiots like these 2 brothers etc.

Agreed. A strong and resilient law and order framework can go a long way in fostering meaningful and lasting social change.
