Leaving aside my suspicions over D Waqar's motives behind his aggressive messiah type assault on the PCB in the media, his suggestions are definately spot on and no one can disagree with them. What i will try to do is figure out the potential cost to the PCB if they decide to implement these suggestions immediately
Formality, no extra financial cost involved at all. I say disolve the selection committee and just make the captain, coach responsible for selecting the squad of 15 and playing 11. I know people will argue this is unprecedented but i believe this is the only way to improve things in our part of the world. Historically all out selectors have been useless. On the financial side this will save the PCB the salaries they would have to pay to the selectors.
I personally don't agree with the concept of Chief Selector given my thoughts on number 1 but for arguments sake, someone who has played modern era cricket would refer to the likes of Moin Khan, Mushtaq Ahmed, Rashid Latif, Mohd Yousaf, Inzamam e.t.c.
You have to pay these guys FMV salaries, as a safe bet let's say Rs 1,000,000 per month which is Rs 12,000,000 for the year. 3-4 full time selectors Rs 48,000,000 for the year.
An absolutely professional and fair recommendation but i am not sure how practical this is in light of Pakistan's drying talent stocks and resources with both bat and ball. If we do a cost benefit analysis, is it worth selecting the best and fittest fielders in domestic cricket whom lets say save 10-15 runs per match but average on the low side with the bat as oppossed to a maverick with the bat but substandard fielder and batsman.
Hafeez was selected for the 2007 T-20 WC over Yousaf over the pretext that he was younger, fitter and a better fielder. Now Hafeez did his job with the ball, did a good job in the field but was terrible with the bat and was a walking wicket at the top. Yousaf might not have been very efficient in the field but was guaranteed to give you consistent 30-40's at a decent rate and even above.
Selectors are caught between a rock and a hard place. I would further add that selectors need to look for batsmen who can bowl a bit, can be relied upon to roll their arm over for 3-5 overs atleast. We need players to be able to redeem themselves if they fail with the bat or ball and to give much needed options to the team.
No significant financial cost here.
A no brainer. The paunches of the Pakistani players especially the captain Afridi was absolutely shocking during the Asia Cup and T-20 WC. It is absolutely unacceptable as to how were the players allowed to let go of themselves in terms of their Diet and Fitness? It is so sad that the players like professionals cannot be trusted to turn up match fit on match day and that the PCB has to adopt the school master attitude with them.
I think this should be extended even on tours where the PCB sends a special cook, dietician and gives the players only diet food to ensure no body on tour gets out of shape.
Let's say it will cost the PCB Rs 1,500,000 per month to implement this per domestic team and Rs 5,000,000 per month for the national team. 6 domestic teams and 1 national team, 1 U-19 team, A team tours. Rs 144,000,000 for the domestic team, U-19 team, A team for the year and Rs 60,000,000 for the national team hence a total of Rs 204,000,000 just to cater to the players nutritional needs for the year.
I watch Geo Super and PTV sports and one common complaint is that the only functional academy in Pakistan is the NCA in Lahore but what many players and experts have argued is that NCA type academies need to be in place atleast in all the major cities in Pakistan i.e. Karachi, Islamabad, RawalPindi, Peshawar, Quetta, Muzzafarabad let alone in other towns as well.
Now this is not an easy investment. This will involve hiring plenty of staff, coaches, someone to oversee the academy, the cost of facilities, equipment, property. This will definately cost Rs billions. Lets say Rs 2 billion for now.
Something IK has been harping about since the last 30 years much to the protest off the Amir Sohail lobby protecting departmental cricket. However Sethi in an interview after the PSL mentioned that the PSL Franchise owners have approached the PCB and have demanded that the PCB sell the regional franchise teams to them and the franchise owners will take responsibility for making investments to develop cricket in these regions, schools and players.
If this actually works then this might take a huge strain of PCB's treasury, could save the PCB millions. Don't see much cost here except for legal formalities.
Javed Miandad was being paid Rs 1,500,000 per month in the PCB, for this post let's set that Salary as a bench mark. Rs 18,000,000 for the year.
8) Ex-players to be involved at the domestic level to help youngsters
By this he was talking about getting the likes of Wasim, Inzamam, Moin Khan, Rashid Latif, Saqlain Mushtaq, Mushtaq Ahmed and any other legends getting involved with domestic teams, U-19 teams, NCA, other academies but you have to pay these guys lavish salaries.
This will be a huge investment and if a bigger picture seeing Cricket board makes it. I estimate this will cost between Rs 500,000,000 to 1,000,0000 per year atleast.
This would probably involve employing coaches, setting up gyms, facilities for the youngsters. Let's say Rs 50,000,000 per year.

The problem with the current players is not of patriotism, they are not addressing their technical flaws, working on their weaknesses, not playing their natural games, adopting a fearless mindset, they are all playing for their spots on a day to day basis thanks to the ******** selection policies of the selectors, coach, captain and in this environment the team's goals will unfortunately become secondary.
Based on the above estimates this will cost the PCB Rs 2.8-3 billion to implement. Not sure about the PCB revenues, money in bank accounts but the PCB got $93 million from the sale of the PSL team to the franchise owners. Let's say the Rs-USD is 1 USD: Rs 100. This would have given PCB a huge injection of Rs 9.3 billion.
Hmm it is possible for the PCB to kick start this gradually but will they actually do it?

This is a cliched statement. It doesn't actually make sense. Anything anyone does in life no matter how much he loves it actually becomes a job at the end of the day. For e.g. Afridi i am pretty sure when he was 21 was very passionate, proud and had a child like enthusiasm for wearing the Pakistani cap13) Bring in players who are proud of playing for Pakistan, not for themselves or for their own stature.
