Israel has been caught out again trying to nobble the British political process. News that Priti Patel, the international development secretary, held undisclosed meetings in Israel without telling the Foreign Office falls into a well-established and troublesome pattern.

It brings back memories of the episode earlier this year when a mysterious "political officer" of the Israeli embassy called Shai Masot was caught on camera saying he wanted to "take down" Foreign Office minister Alan Duncan.

Of course all foreign embassies need to work quietly behind the scenes with the British government. But these new revelations from James Landale, the respected BBC diplomatic correspondent, show that Patel has gone far beyond acceptable conduct.

Far beyond acceptable conduct

Imagine the outcry had Patel arranged a series of private meetings with Russian businessmen and a senior Russian politician when on a private trip to Moscow without informing the Foreign Office. There would have been all hell to pay - and Patel would surely have been forced to resign.

The same applies even if Patel had done similar while on holiday in the US, Britain's closest ally. Her conduct would rightly have been seen as an appalling breach of diplomatic protocol.

It looks as if the international development secretary has broken the code of conduct which all ministers must respect.

This states that "ministers must ensure that no conflict arises, or could reasonably be perceived to arise, between their public duties and their private interests, financial or otherwise". Landale quotes a source from an ally of Patel at the Department for International Development who says that she was on a private holiday, paid for by herself.

That’s all well and good. But if she was on a private holiday, then she should not have combined it with meetings which were clearly relevant to her public role.

'Under the wing of pro-Israeli lobbyist'

The British currently spend approximately $85m a year on aid to the West Bank and Gaza, most of which comes from Patel's own departmental budget.

The international development secretary has long been known to oppose some of this spending on Palestine. Matters are made much worse by the fact that Patel was accompanied on part of her trip by Stuart Polak, a member of the House of Lords and one of the most powerful lobbyists in Westminster.

For the last 25 years, until his recent retirement, Polak has been a director of the Conservative Friends of Israel, an organisation which was once described by Conservative historian and Tory MP Robert Rhodes James in 1995 as "the largest organisation in Western Europe dedicated to the cause of the people of Israel".

No wonder Landale reports that there is outrage at the Foreign Office, quoting one former minister as asking: "What does it say to the rest of the Middle East if a senior cabinet minister in charge of Britain's huge aid budget disappears for 48 hours from a family holiday in Israel and is under the wing of a pro-Israeli lobbyist?"

Earlier this week, Defence Secretary Michael Fallon resigned following a report that he placed his hand on the knee of a female political correspondent more than 10 years ago.

Many people will believe that Patel's infraction is more important than that. In these circumstances it is nothing short of mind-boggling that Downing Street, according to Landale, is defending her escapade.

Imagine if it had been the West Bank

Just imagine if the situation was reversed. Just suppose that a British cabinet minister had travelled to the West Bank on a private holiday and then held a series of meetings with Palestinian businessmen and a leading Palestinian politician.

Just imagine the justified outrage from the Israeli government if this matter had come to public attention. There would have been a major international row, followed by an apology from the British government.

Yet Theresa May has shown herself to be habitually indifferent to Israel's interference in British politics. The Foreign Office showed no interest at all in investigating the evidence provided by the Qatari-owned TV channel Al Jazeera that Shai Masot had been interfering in British politics.

Indeed, a Foreign Office spokesman declared the matter closed within hours of it coming to light. And now it is as quiet as a mouse about Patel. I am afraid that this issue draws attention to a very grave structural problem in British politics.

Israel is not simply allowed to go behind closed doors. It is permitted to cynically subvert the normal diplomatic protocol and procedures - and the May government cheerfully allows them to get away with it. According to the BBC, the Israeli ambassador in London helped arrange at least one of Priti Patel’s meetings, even though David Quarrey, the British ambassador in Tel Aviv, knew nothing about it.

This reflects very badly on the British government, very badly on the Conservative party and, above all, raises worrying questions about Britain's relationship with Israel. How can Britain possibly play the role of honest broker in the Middle East if ministers are permitted to get away with this kind of behaviour?


This episode also explains a great deal that was discordant and wrong about last night's dinner between Israeli Prime Minister Benjamin Netanyahu and May to celebrate the 100th anniversary of the Balfour Declaration.

Of course it was right that this dinner should take place: the Balfour Declaration in 1917 was a momentous event because it helped give birth to a new nation within three decades.

But May should have been even-handed. She should have made certain that she met senior Palestinian politicians as well as Netanyahu. She made no attempt to do so.

It is understandable that representatives of the Palestinian Authority in Ramallah were not invited to the dinner. But why were they not even consulted? Remember that the Balfour Declaration did not just commit Britain to establish a Jewish homeland: it also committed Britain to do its utmost to protect the rights of the Palestinian people.

This was a commitment that the British have clearly betrayed. This imbalance goes right through the British political system. During the past week, there have been a number of important events held by the Palestinians with the intention of telling their side of the story.

But May did not attend a single one of them. Nor did any of her ministers.

Why no investigation?

Here's one final thought about the Priti Patel affair. Last week, May ordered Jeremy Heywood, her cabinet secretary, to investigate alleged inappropriate behaviour by Mark Garnier, a junior minister, towards his former assistant.

But the revelation that Patel has been in unauthorised and undisclosed communication with senior Israelis, without alerting the Foreign Office, is a far more serious government matter for a cabinet secretary.

We need to know exactly who Patel met. Landale reports allegations, without providing evidence, that she may have been seeking funding for a potential leadership bid.

Did Patel come under pressure to reduce British funding for Palestinian projects? What exactly did she discuss when she met Yair Lapid, chairman of the Yesh Atid party and a former Israeli finance minister? Why didn’t she inform the Foreign Office? Were officials from her own department informed? Did No 10 know? If so, did it approve the trip?

Why wasn’t she accompanied by civil servants? Why did the Israeli ambassador know about her trip when the Foreign Office didn’t? Who else did she meet on this unauthorised visit?


These are serious questions to which any British prime minister with any sense of integrity would want to know the answer. We need a Cabinet Office inquiry into Patel's trip to Israel, and the findings need to be made public.

If there has been impropriety, then Patel should be rebuked and, if necessary, apologise for her contemptuous breach of standard Whitehall procedure.

But May has shown no curiosity about any of this. This lack of action sends a clear message to all Palestinians: Britain cannot be trusted.

Under a credible Prime Minister this would have resulted in the resignation of Patel the next morning, however this story broke on Friday and 3 days later she has offered a dismal apology.

TM knows that if she goes after any of her stronger ministers, then there is every chance they will form a backbench rebellion and launch a leadership challenge as revenge (and would probably win). Same reason that she didn't demote Boris when he was running his mouth off recently.
 
The pressure is becoming untenable though. The commentary about their mismanagement of Brexit is quite alarming. These incompetent fools really have no idea what they are doing.

Worst of all, she had meetings with Netanyahu (months ago), where she obviously discussed UK policy with him, and Theresa May didn't know anything it about when she was having meetings and dinner with Netanyahu last week. She only found out days later, and even then not the whole story. Maybe she still doesn't know the whole story yet, such as what other contacts has Patel been having with the Israelis , what else she has been discussing with them, even prior to, and since, this particular visit to Israel.

Netanyahu must have been sitting there smirking whilst having dinner with Theresa May knowing that Theresa May didn't have a clue as to what her Secretary of State for International Development had been upto.

What's also worrying is how Priti Patel seems to making UK policy on the fly.

She wanted to direct funding via the Israeli army for humanitarian aid in the Golan Heights where Syrian refugees sometimes cross over. However official UK policy does not recognise Israel's permanent presence in the occupied Golan Heights.

If the PM had a spine and a semblance of authority, both Boris Johnson and Priti Patel would be out the door.
 
Surely Patel has to go just for the numerous lies that she has told to try and weasel out of this scenario. The scenario itself is bad enough, but when an MP has an integrity issue on top of that then it outweighs anything else.

Israel has its tentacles dug deep into many Western countries' governments. Good for them too, if it gets their diplomatic tasks done quicker.

The Palestinian and Arab lobby should hang their head in shame, and take some tips while they're at it. Who knows, such efforts might get them a country sometime down the line.

But she said the response from Mrs May was "interesting", saying: "It was clear from Theresa May that if she hadn't resigned, she would have been sacked."

Reading clearly isn't your strong suit - the Jewish Chronicle are saying there were 12 meetings with Israeli officials. 2 more undisclosed meetings later emerged. However No 10 WERE told of Patel's meeting with Israel foreign ministry official Yuval Rotem in New York and with PM Netanyahu

But No 10 told Patel not to include these on her list of undisclosed meetings because it'd be seen as embarrassing the FCO and stepping on their turf. Probably as May is deathly afraid of Boris Johnson being given any excuse to resign and trigger a leadership bid.

Its ridiculous as No 10 and Patel's department had agreed on a plan for cooperation with Israel over aid in Africa during these meetings with Netanyahu and Rotem, the Jewish Chronicle were briefed to expect an announcement, so for May to claim ignorance of Patel's meetings is a blatant lie.

Priti Patel knew the where the real power lay in British politics and it wasnt London. She calculated that if she brown nosed the Israelis, they would use their money and influence and power in the Tory party and in the media(DM, The Sun, The Times, Telegraph)to ease her way to the Tory leadership in the years to come.

Apparently not. Just because she's been found out about these particular meetings doesn't mean there weren't many others previously. Besides, her powerful Jewish/pro-Israel backers, in Parliament as well as outside Parliament, as well as the media, haven't gone away, they'll just be more careful next time. The thing that will eventually stop her from becoming the Tory leader will be .....'her former colonial subjects roots' ....

Apparently not. Just because she's been found out about these particular meetings doesn't mean there weren't many others previously. Besides, her powerful Jewish/pro-Israel backers, in Parliament as well as outside Parliament, as well as the media, haven't gone away, they'll just be more careful next time. The thing that will eventually stop her from becoming the Tory leader will be .....'her former colonial subjects roots' ....

I don't know much about this whole affair but a 'Thank You' Tweet doesn't seem to be the need of the hour...

That's because despite all her fake smiles in front of the camera she is known to be an incredibly narcissistic and arrogant woman.
All her actions in the last few months point to that - she actually thought she could be PM of Britain with the backing of the Israelis.

Glad the BBC exposed this. She's done as far as her deluded leaderships ambitions are concerned.

Priti Patel faces unfair dismissal claim from Philip Rutnam

Ex-Home Office chief Sir Philip Rutnam has lodged an employment tribunal claim for unfair dismissal and whistleblowing against Home Secretary Priti Patel.

A statement from the civil servants union the FDA said Sir Philip formally began legal action on Monday.

Sir Philip resigned in February amid bullying claims against Mrs Patel, which she denies.

A government spokesperson said: "We do not comment on ongoing legal proceedings."

Mrs Patel has not commented publicly on the allegations against her, but government sources have said she denies them.

At the time of his resignation, Sir Philip, who was the Home Office's most senior official, said there had been a "vicious and orchestrated" campaign against him.

Announcing the legal action, FDA general secretary Dave Penman said in a statement: "Following his (Sir Philip's) resignation, the FDA instructed Gavin Mansfield QC, head of Littleton Chambers and employment law specialist, as counsel to advise Sir Philip, supported by Clive Howard, senior principal lawyer, employment and partnership at Slater and Gordon.

"This morning, Sir Philip, with the support of his legal team and the FDA, submitted a claim to the employment tribunal for unfair (constructive) dismissal and whistleblowing against the home secretary.

"Sir Philip will not be making any further comment at this time."

A Cabinet Office investigation was launched in March over whether Mrs Patel had breached the ministerial code, amid the bullying allegations.

The prime minister also gave Mrs Patel his support.

In an email to Home Office staff last month, Mrs Patel said she regretted Sir Philip's resignation.

She thanked him for his service but said it was "now time for the Home Office to come together as one team".

She said she "deeply cared" about the "wellbeing" of her civil servants and valued their professionalism.

Home Secretary Priti Patel has said she "will not be silenced" after Labour MPs accused her of using her heritage and experience of racism to "gaslight other minority communities".

In an escalation of a bitter race row that began in the wake of Black Lives Matter protests over the weekend, several opposition MPs from BAME backgrounds have warned Ms Patel that her response to the demonstrations risks undermining the concerns that have been raised by black communities.

Their message to the home secretary came via a letter sent by shadow minister for community cohesion Naz Shah, co-signed by a number of Labour colleagues from ethnic minority groups.

Ms Patel shared the correspondence on Twitter, saying she was "sad" to have received it and "will not be silenced" by those who have criticised her.

She tweeted: "Sad to have just received this letter. I will not be silenced by @UKLabour MPs who continue to dismiss the contributions of those who don't conform to their view of how ethnic minorities should behave."
The letter referred to comments made by Ms Patel in the Commons following protests across the UK, which she condemned for going against the government's coronavirus social distancing rules.

She also criticised the toppling of a statue of slaver Edward Colston in Bristol, saying it undermined the protests.

When challenged by Labour's Florence Eshalomi earlier this week as to whether she does "actually understand the anger and frustration felt by so many people" in the UK, Ms Patel recounted her own experience of racism.

Ms Patel rejected claims the government does not understand racial inequality and recalled being called a "P**i" as a child in the playground.

She told the Commons of other experiences she has had of racism in the UK, and warned that she would "not take lectures" from opposition MPs over the issue.

In response to Ms Patel's comments, the Labour MPs said in their letter: "Our shared experiences allow us to feel the pain that communities feel, when they face racism, they allow us to show solidarity towards a common cause; they do not allow us to define, silence or impede on the feelings that other minority groups may face.

"Being a person of colour does not automatically make you an authority on all forms of racism."

The MPs called on the home secretary to "reflect on your words and to consider the impact it had towards black communities in the UK trying to highlight their voices against racism".

The Home Secretary said the toppling of a statue of a slave trader in Bristol was ‘vandalism’, and ‘undermines’ anti-racism protests.

During Monday's exchange between Ms Patel and Ms Eshalomi in the Commons, the home secretary was told that "black lives matter and we need to see this government doing something about that".

Ms Patel said the Labour MP had "effectively said that this government doesn't understand racial inequality".

She continued: "Well, on that basis, it must have been a very different home secretary who as a child was frequently called a P**i in the playground.

"A very different home secretary who was racially abused in the streets or even advised to drop her surname and use her husband's in order to advance her career.

"A different home secretary recently characterised in The Guardian newspaper as a fat cow with a ring through its nose - something that was not only racist but offensive, both culturally and religiously."

Ms Patel continued: "This is hardly an example of respect, equality, tolerance or fairness.

"So, when it comes to racism, sexism, tolerance for social justice, I will not take lectures from the other side of the House.

"I have already said repeatedly there is no place for racism in our country or in society.

"And, sadly, too many people are too willing, too casual, to dismiss the contributions of those who don't necessarily conform to preconceived views or ideologies about how ethnic minorities should behave or think.

"This, in my view, is racist in itself."

Lawyers claim knife attack at law firm was inspired by Priti Patel’s rhetoric

Britain’s top lawyers have written to Priti Patel to express their concern after a knifeman threatened to kill an immigration solicitor last month in an attack colleagues say was directly motivated by comments made by the home secretary.

On 7 September a man with a large knife entered a London law firm and launched a “violent, racist attack” that injured a staff member before the assailant was overwhelmed.

A confederate flag and far-right literature were allegedly found in a bag he was carrying. According to documents about the incident, police described the knife as a “weapon designed to cause serious harm”.

Days before, on 3 September, Patel dismayed the legal profession by claiming “activist lawyers” were frustrating the removal of migrants.

It was Patel’s remarks which the law firm – not being named for security reasons – believe inspired the incident. “Responsibility and accountability for this attack, in the eyes of this firm, lies squarely at the feet of Priti Patel,” say documents containing witness statements and details of the attack.

The day after the incident, the firm wrote to the Law Society asking it to raise the issue with Patel, government lawyers, the lord chancellor and the Ministry of Justice to “ensure that public attacks on the legal profession are prevented from this point forth”.

The letter said: “It must be ensured that no further lives are endangered as a result of her untruthful and deliberately inflammatory rhetoric. Put simply, this must stop now, before innocent lives are taken and other irreparable damage is done to those who work in this field.”

It added: “This must involve all previous statements made by Priti Patel being publicly retracted, and an apology or acknowledgment that such action to date has been inappropriate. Urgent reassurance is required from the government that this will not be repeated. The position as it stands is untenable, dangerous, and cannot be allowed to persist.”

On Saturday the Law Society confirmed it sent correspondence last month on the attack to the Home Office and Ministry of Justice.

Patel appears not only to have ignored its concerns but doubled down on her attacks against immigration lawyers.

Last Sunday, almost a month after the knife attack, Patel used her speech at the Conservative party conference to target “do-gooders” and “lefty lawyers,” claiming those who represented asylum seekers were “defending the indefensible”.

Two days later, in his keynote speech, Boris Johnson went even further, claiming the entire criminal justice system was “being hamstrung by lefty human rights lawyers”. It remains unclear to what extent, if any, the PM was aware of the knife attack.

Last night the body representing the legal profession reminded the government that inflammatory rhetoric had consequences. The Law Society revealed it had heard from other law firms which had received increased “levels of abuse, threats and hostility” in response to the intervention of the home secretary and PM.

It also emerged that some immigration law firms have been forced to hire security guards and introduce protective measures for staff. One, whose anonymity was granted for safety reasons, said: “We’re not being cowed but we’re taking precautions and have upped security because we have received threats.

“We’ve had to be more vigilant and brought in security in our offices and we’ve had to report certain social media posts and inform the police who have been very supportive.”

The documents on last month’s attack reveal that a receptionist at the firm was “assaulted and wounded” and “a number of our staff members are fortunate to be alive [and] not to have suffered serious injury.” The documents add: “The attack was intended to take the life of a member of the Law Society.”

A 28-year-old man has been charged with possession of, and making threats with, a bladed article in a public place; racially aggravated public disorder; assault; and making threats to kill in connection with the incident.

Yesterday the Law Society of England and Wales warned that it was already witnessing the consequences of comments made by the prime minister and home secretary.

President Simon Davis said: “We are extremely concerned about the safety of solicitors and barristers in the current climate, firms that deal in emotive issues such as immigration are being targeted.

“We are monitoring the situation closely and urge both government and media to be mindful of the rhetoric they employ. The role of solicitors is to apply and uphold the laws set down by parliament and they have a right to do so on behalf of their clients without intimidation.”

Pressure on Johnson intensified on Saturday when the chair of the Bar Council, Amanda Pinto QC, wrote to the prime minister urging him to withdraw his comments. She said: “I deplore your remarks at the Conservative party conference which wrongly seek to politicise and attack lawyers for simply doing their job in the public interest.”

The letter, seen by the Observer and also sent to Patel, attorney general Suella Braverman and justice secretary Robert Buckland adds: “I urge you to withdraw your comments and to reassure thousands of key workers – including lawyers employed by your own government – that they are not being attacked by their prime minister for their important contribution to the justice system.”

On Friday even the Home Office official Twitter account continued to take aim at immigration lawyers, conflating foreign nationals with asylum seekers and complaining that attempts to deport the latter were “frustrated by legal claims”.

Top ministers urged Priti Patel to stop attacks on 'activist lawyers'

Home secretary Priti Patel ignored warnings from at least two senior colleagues to stop targeting immigration lawyers after a knifeman threatened to kill a solicitor last month in an attack linked to her rhetoric, the Observer can reveal.

Lord chancellor Robert Buckland and attorney general Suella Braverman intervened after the attack to tell Patel that her targeting of the legal profession was already believed to have inspired an incident that might have left a solicitor dead.

Both asked Patel to cease her attacks on the legal profession, warning that more violence could materialise following the 7 September incident when a man entered a law firm in London armed with a “large, heavy duty knife” and embarked on a “racist, violent attack” that injured a staff member before the assailant was overwhelmed.

Patel, however, ignored the pleas from her two senior colleagues and during her speech to the Tory party conference on 4 October intensified her targeting of “do-gooders” and “lefty lawyers”. Two days later Boris Johnson went even further, telling the annual Conservative conference the criminal justice system was “being hamstrung by lefty human rights lawyers”.

Downing Street on Friday night refused to answer questions from the Observer about what Johnson knew of the attack, Patel’s alleged role in inspiring it and, if he did know, why he felt comfortable risking fresh attacks against lawyers.

Legal sources have confirmed that the first requests from fellow ministers to Patel to desist came two days after the knife attack, when officials from the Bar Council and Law Society contacted Buckland and Braverman to pass on their concerns and tell Patel her anti-lawyer rhetoric needed to stop.

“The message was please help us, this can’t go on. Speak to the home secretary and tell her not to keep going with this because it’s putting people’s lives at risk. They also specifically told the Home Office that this is really serious,” said the source.

The lord chancellor is said to be particularly perturbed by Patel’s rhetoric. On Wednesday, speaking at David Greene’s inauguration as the 176th president of the Law Society of England and Wales, Buckland robustly defended the legal profession and launched a thinly veiled attack on Patel’s judgment.

“No one should be vilified for doing their job, whether we be public servants or professionals in private practice,” said Buckland.

He added: “Lawyers play an important role in upholding the law, representing their clients – and their sometimes political views – and ensuring that people have access to justice. I, and this government, are absolutely clear that any form of violence or abuse against lawyers is utterly unacceptable.”

On Friday night Greene told the Observer: “We have made our position clear to government and we will continue to do so on behalf of members and on behalf of the public in terms of the rule of law.”

Meanwhile political pressure continues to grow over Patel’s conduct in office. Stuart McDonald, SNP spokesperson on immigration, asylum and border control, has tabled a series of questions asking why the home secretary appears to have ignored representations concerning her use of the phrases “activist lawyers” and its implications for the safety of members of the profession.

One of the questions asks if Patel, Buckland or Braverman told the prime minister “of any representations received from legal professional bodies concerning the rhetoric aimed at lawyers” prior to Johnson’s conference speech.

The attack at the law firm came days after Patel claimed that “activist lawyers” were frustrating the removal of migrants. Criminals and unsuccessful asylum seekers from Albania will face a quicker return to their home country under a new deal secured by Priti Patel.

The post-Brexit agreement, signed by the home secretary with the eastern European country on Thursday evening, will allow the UK to more easily remove convicted offenders from Albania.

It will also simplify the UK's ability to return Albanian citizens with expired visa status, the Home Office said.

Albanian nationals make up the largest number of foreign national offenders in UK prisons, totalling 16% of the foreign national offenders (FNO) population.

In May this year, an Albanian organised crime boss from London who stabbed a club bouncer in Seven Sisters three times in the heart was barred from returning to Britain.

The bilateral agreement, finalised by Ms Patel during an official visit to the Albanian capital Tirana this week, follows the home secretary's plans to overhaul the immigration system.
