KARACHI : In an audit carried out by the Auditor General of Pakistan (AGP), significant discrepancies have been revealed with regards to the first and second edition of Pakistan Super League (PSL).

According to Daily Express, due to prevailing cronyism within Pakistan Cricket Board (PCB) quite a few major contracts were awarded without publishing a proper call for tenders during the first two seasons of PSL. If the contracts were given by following the correct procedures, the board’s financial gains would have improved considerably.

Sources have also said that many appointments on important positions were based on favouritism while production and ticketing matters were not handled properly.

The selections of Naila Bhatti — Director Marketing — and Usman Wahla — General Manager International Cricket Operations — were specifically mentioned. The audit raised questions over their appointments as far more qualified individuals were available to take up those roles.

It must be noted that Bhatti — who enjoyed a close relationship with former PCB Chairman Najam Sethi — was appointed as a director despite holding only a bachelor’s degree which is against the rules and regulations of PCB. Although it is not official yet but sources have said that she held a farewell meeting with her colleagues on the same day that Sethi submitted his resignation.

The sources further stated that the audit pointed out unnecessary expenses during the local and foreign visits made by board officials whereas there were also reservations over salaries and bonuses given to certain employees. The massive amounts spent on organising opening ceremonies were another major cause of concern.

Meanwhile Director of PCB’s security and Anti-corruption unit Col (retd) Mohammad Azam Khan’s failure to get No Objection Certificate (NOC) from the Pakistan Army was also cited as a reason for dissent.

The audit report has been sent to Ministry of Inter-Provincial Coordination (IPC) while Sethi has field his response on this issue, before resigning, with the AGP. Now it is expected that the PCB, AGP and IPC will convene a meeting to discuss the details of this issue.

It has also been reported that the federal government is keen on making this report public as it wants to communicate the facts about PSL to the entire nation. The move won’t be considered as ‘political victimisation’ as the audit was carried out before the new government took charge — after general elections in Pakistan.

Looks like lots of changes in management team is going to take place. This gentleman Subhan Ahmed might be in trouble as well - guy is holding on to COO or Director level position for long now.

Two areas that I often complained was the Marketing side of Cricket in PAK, probably the top entertainment source of mass people; and other one is PCB's calendar - be domestic or International. Now, it actually indicates why :)
 
With political favours, audit discrepancies and tapping fellow PCB officials' phones - maybe it's time to investigate Mr Sethi for counts two and three as well...

What type of stupid rule is this lol??

I know many CEO's in North American who only have a bachelor's degree and obviously rose to the top - including the CEO of the company I work for.

Two things here.

One, those people had years of experience from a time when degrees did not matter. They are also CEO's, not in any specialised marketing positions.

Next, these people have not been promoted from the bottom in the PCB to the top.... they were brought in

Seems to be the golden boy of PCB Chairmen. A sidekick type of yes-man.

As I search in net, guy was Mr. Subhan Ahmed, Manager Cricket Operations (International), as of Dec 14, 2001 - that's almost 17 years back!!!

This is actually what I read -

Mr. Subhan Ahmed, Manager Cricket Operations (International) PCB has been selected for deputation to International Cricket Council for six months. He has been designated as Event Coordinator for Under-19 World Cup 2002. He is presently based in Monaco and will later move to New Zealand, the venue of Under-19 World Cup. He shall return to PCB in June 2002 on completion of his secondment with ICC.

Corruption is part and parcel of Pakistan's population whether you admit or not, like or not.

PSL shouldn't be corruption free either - why are you looking for Namaj ghar in a brothel? NS was a perfect guy for PSL, just like Lalit Modi for IPL.

Khan will make a blunder if he tries to "fix" PSL (or any such PL/SL). If you think, people who are pouring their "hard earned" greenbacks in millions into PSL for their recently found "love" for cricket, will let Imran to screw their "operation" - PSL will simply die.

It's perfectly run and should be allowed to run without any serious :) audit - two page report isn't a bad idea as long as some major National damage is caused.
 
Summary of what happens when a private sector employee works for a national organization in Pakistan:
- alleagsyions of appointments against the existing by-laws (which were written 50 years ago and no one has any interest in updating since ‘lifetime employees’ would lose their jobs.
- alllegaions of favoritism in awarding contracts usually without any proof
- petty focus on travel expenses.
- placement in exit control list when next government comes to power

Some people would walk on burning coal to prove that Sethi is corrupt. The desperation to validate their bias is pitiful yet comical.

It is just a report. You can find such reports against any public official if you dig deep, including the current PM who has been running from his foreign funding case for four years now.

So do we take all reports at face value and believe in them without verification, or do we pick and choose based on our bias?

You can’t have it both ways. It is either all in or all out.

Take Sethi to court, and prove his corruption. If the Supreme Court gives a verdict against him, I will call him corrupt. Unless that happens, he is as innocent as a baby. This is how law and legal proceedings work.

In Pakistan, it is extremely easy to accuse every man and his dog of corruption, but it does not mean anything unless the corruption is proven through a legal channel.

And it is also worth mentioning that the corruption charges were dismissed him were dismissed by NAB.

So you either agree with all the verdicts of NAB or you disagree with all of them. You cannot pick and chose based on your bias.
 
Clearout has started with some of the PCB media department staff being shown the door as well as a few of their bag carriers.
 
Somewhere I read that in PCB’s pay role including temporaries, total Human Resources in PCB HQ is close to 1000. Might be a bit exaggerated, but if that figure is remotely close, it’s probably more that sports ministry!!!
 
State Bank to conduct audit of PCB, PSL: sources

The State Bank of Pakistan (SBP) is expected to carry out an audit of the Pakistan Cricket Board (PCB) and all three editions of the Pakistan Super League (PSL), a well-informed source told The Express Tribune on Thursday. The development is likely to take place after the arrival of the new chairman.

According to details, the new Federal Finance Minister Asad Umar has suggested a detailed audit of PCB and all editions of the PSL by SBP.

The source further added that the finance minister wants the SBP to conduct the audit in the same manner as they conduct for the other banks.
The PCB chairman will be elected on September 4 and as soon as he takes the charge, he is likely to call a meeting of the Board of Governors (BoG) where the finance minister’s suggestion is likely to be approved.

It is important to mention here that the audit of PSL’s first two editions was already carried out by Auditor General of Pakistan on the suggestion of the National Assembly Committee.

How many entities audit the PCB?

1) Auditor General of Pakistan
2) Big 4 Accounting firm i.e. Fergusson
3) State Bank of Pakistan

Does the PCB really need to pay 2-3 separate accounting fees for the same service 3 times in a year?
 
LHC issues notice to federal govt on expenses during PSL

Justice Shahid Jamil Khan of Lahore High Court on Monday issued notice to federal government on a petition seeking details of expenditures incurred on Pakistan Super League (PSL).

Pakistan Tehreek-i-Insaf’s Javed Badar moved he petition. Petitioner counsel submitted that he had written a letter to Pakistan Cricket Board (PCB) former chairman to provide him details of PSL expenses but he had not responded.

He pleaded that access to information was one of the fundamental rights of citizens guaranteed by the Constitution as well as of common law but his right was infringed by declining to provide details about PSL related expenses. He said that the petitioner had apprehensions that PSL records could be destroyed to cover up the alleged financial irregularities. He submitted that refusing to make PCB’s records public is violation of Article 19-A of the Constitution.

He further said that even the complete records of PSL I and PSL II were not sent to the auditor general of Pakistan. He requested to issue directions to preserve PSL record and provide details to him and also requested PCB finance chief to provide the country’s accountability bureau with complete records.
