Ok, here is somewhat a radical idea.

What if there were 5 teams with a mix of pakistani & foreign players and sixth team comprising only emerging players, or ones from u19 & the likes?

Before you go berserk, hear me out:

We know how emerging players arent being tested as they should be, to find a worthy member for national squad. So, having a team of only emerging players can help fill in the role of our players as batsmen, wicket keeper, spinner and fast bowlers for the future.

Emerging players would get the necessary international exposure and quality coaching, to jump start them for national team. They wont have much experience, but they will all be tested raw and will help selectors in better & more availability of players from the pool of emerging players.

They will be molded more aggressively and domestic setup will compete to become part of emerging players team. So, domestic cricket will also improve, as local players/youngsters would have something to aim for.

Right now, we are wasting their talent if we keep on using same cuckolded players without trying and giving the emerging players the exposure they deserve.

I would be interested in knowing your thoughts about this.

PSL does need many more young faces. Maybe increasing quota power team will help. Bored of Shoaib Hafeez and for goodness sake Misbah!!!
 
I don't really know what the rules are, I feel the pal is more a money making publicity machine than a talent hunting or showing event.
The owners are only interested in recuperating the money the pu into it,
The captains just want the prestige and acholde for winning the tournament

The rules need to be changed

You must field 2 emerging batsman
You must field 2 emerging bowlers
You cannot field more than 3 foreign players at any one match

Exactly. The problem with quota is players will always be under too much pressure to perform and then they may end up playing for personal milestones. This would sow the seed of selfishness in very early part of the career of a potential superstar. I think a team of only emerging players would have more leeway and help players be more natural while they express themselves.

Also, how would teams cope with when they already have a foreign player of same trait in the squad? They may forego that player while selecting the squad in voting, leaving emerging player of same category unpicked as they draft players for squad. Also, while choosing a player during talent hunt, the team managers would have certain requirement what they would need i.e. a spinner, a fast bowler or a good batsman. So, only that youngster will be selected which is required, while someone more talented may not be included at all.

Having a dedicated team, would ensure a crème de la crème of emerging players as only the good players of a certain category will be selected.

That's my opinion. It may not be what others feel though, but I think it would be worth a go! No other league has done this.
