Raheel Sharif gets govt nod to lead 34-nation Islamic military alliance [Update#56]

Defence Minister Khawaja Muhammad Asif on Friday confirmed the recent development that former army chief General (retd) Raheel Sharif was made the chief of 39-nation Islamic military coalition formed to combat terrorism.

Speaking during a talk show at Geo TV, Asif admitted that an agreement in this regard was finalised few days back; however, the defence minister said he didn’t have much information at the moment about the details of the said agreement.

Asif said that the decision was taken after taking the incumbent government into confidence and “it was finalised here first”. The headquarters of the new Saudi-led coalition would be based in Riyadh.

The defence minister said that any such assignment or posting requires proper clearance from the government and General Headquarters (GHQ) both and confirmed that the due process was followed before finalising the agreement. He was, however, unaware of the exact details.

“As you are aware that this thing was in the pipeline for quite some time and the prime minister was also part of the deliberations,” Asif said.

He was of the opinion that formation of such an alliance is a good step, as the “Muslim Ummah is in a spot of bother right now and needs unity among its ranks”.


Pakistan had initially found itself in the crosshairs of Middle Eastern politics as Saudi Arabia named it as part of its newly formed military alliance of Muslim countries meant to combat terrorism, without first getting its consent.

However, after initial ambiguity, the government had confirmed its participation in the alliance, but had said that the scope of its participation would be defined after Riyadh shared the details of the coalition it was assembling.

The coalition was envisaged to serve as a platform for security cooperation, including provision of training, equipment and troops, and involvement of religious scholars for dealing with extremism.

The Saudi government had surprised many countries by announcing that it had forged a coalition for coordinating and supporting military operations against terrorism in Iraq, Syria, Libya, Egypt and Afghanistan.

Iran, Saudi Arabia's archrival for influence in the Arab world, was absent from the states named as participants, as proxy conflicts between the two regional powers rage from Syria to Yemen.

A great compliment to elect a Pakistani from 39 Muslim countries. With great power comes great responsibility. I don't believe Pakistan will be targeted just because Raheel is appointed chief of this coalition.

Congrts. We are so fortunate to be part of this blessed alliance. Saudi Arabia and Qatar are the only countries fighting terrorism with genuine intentions. Rest of the world has their own agenda.

Ever interact with a person from Saudi Arabia and you would know where this 'myth' comes from, and I don't mean those Saudis that are born and raised in the West.

I had buddy of mine from Lebanon, but he grew up in Saudi and he himself told me that Saudis even look down upon other Arabs let all people of "brown skin".

The only reason Gen. Raheel is being made the c-in-c is that they hope the Pakistanis will provide the bulk of the boots and take the most casualties.

Many if not most Arab's love Pakistanis like you won't believe as they see us as a beacon of great hope. I bought food for a Syrian refugee family the other day. Upon realising I was off Pakistani ethnicity he kissed my hands as if I was super human or something! It's normally the Saudi's who have a problem with Pakistanis partly out of jealousy but soon they will be forced to respect us as well. They are incredibly impressed with zarb-e-azb and how peace has been bought to Pakistan, alhumdolillah. By comparison look at the mess the middle east is. Time is always changing.

They say "haathi khud apna vazan nehin jaanta". Pakistanis here especially the younger ones don't understand the status and influence Pakistan is beginning to gradually have over Muslim countries and even internationally.

Alhumdolillah I have experienced similar stuff. I went to arabic mosque for Friday prayer today wearing Shalwar Qameez. Everyone was trying to shake hands with me after prayer. They are also jealous because we are the only Muslim nuclear power.

Now they realise that it's the nukes that have saved Pakistan from invasion. They know Pakistanis know how too fight! Allah chose Pakistan to be the only Muslim nuclear power. Alhumdoliallh, Pakistan is becoming peaceful.

I have lived in KSA and this ''myth'' is reality. The racism I have seen Pakistanis face there I have not even seen them face anywhere in the Western nations.

You don't know what you're talking about. Obviously, you have spent limited time in Pakistan and likely no time at all in the Gulf states, yet you're passing a comment thinking of it being accurate; not quite.

Anyway, now that the boot is on the other foot in this context, Pakistan should turn around and milk the Saudis for all they're worth in exchange for their participation and leadership of this alliance. Whether that is cheaper oil or lack of meddling in Pakistani domestic affairs can be negotiated, but Pakistan should play boss.

Won't this mean that all countries involved will have to do the same? Although i am sure that Pakistan will have the best trained troops among all of these countries.

Pakistan will only give troops training/equipment and logistic/strategy support on anti-terror but not boots on the grounds, never ....
they already have manpower of 38 armies excluding pakistan ....

KSA wants to drag Pak Army in Yemen war, but it was Gen Raheel sharif who declined the Idea, but told them that Pak Army will Defend the Two Holy cities in KSA and thats all ..... but what we know that this alliance needs expertise of Gen (R) Raheel sharif/Pak army for anti-terror.... but keep in mind Pakistan Army ha his new Army chief Gen Qamar Bajwa in GHQ .... and no one can pressurize the GHQ ....

If he can find a solution to the war in Yemen - and end it; good choice. But if this is to please the Saudis, then there is no need for this.

last i heard isis retreated from syria and Bashar regime won the fight against isis.... isis next target will be ksa/uae/turkey/afghanistan etc etc .....

It is not known whether he presented these demands before joining or is demanding this now.

The core purpose of this so called islamic army is to check Iran's influence in the region. So, as an observer, Iran will get the first row seat to this show.

I do not think, Raheel joined it yet or would ever join.

Where is the dedicated Army and resources?

He has a reputation of being a soldier's soldier: popular with the rank and file, concerned for the welfare of his NCOs and JCOs. For someone like him to take on such a role, which could potentially expose Pakistani soldiers to harm while doing the Saudis' bidding, is quite unlike the man. Surely as COAS he has seen and is aware of the Saudis' game?

No son of Pakistan, civilian or miliatary, should ever be sacrificed at the altar of Wahhabism.
 
A military alliance for fighting terrorism with the Saudis calling the shots is not akin to but actually getting the inmates to run the asylum.

Pakistan should have stayed away from this joke of a so-called alliance.
 
If Sharif's role is to help build up the Arab's world counterinsurgency capabilities then such cooperation is welcome.

However there are number of problems with IMAFT. IMAFT is not yet operational so Sharif will be at the head of a phantom organisation. The roles of each country in IMAFT remains unclear. Also this is not a pan-Islamic alliance but an alliance of Sunni Arab states. How can you have an Islamic Military Alliance without Iran and Iraq ?

Pakistan must tread a fine line and avoid deepening the current sectarian divisions in Pakistan. Already, ASWJ have come out and welcomed the move whilst some Shia organisations are opposed.

I won't start with their racism in KSA but even outside in professional circles such as workplace or our old mosque they were an absolute nightmare to deal with.

A Syrian refugee taking food from you would hardly give you trouble. The only less-xenophobic Arabs I have known are Egyptians and Yemenis but otherwise, no thanks.

Don't know why this news is being taken so seriously. The alliance is about as potent as the OIC and will do nothing more than make some pro saudi noise when required. It is just a nice sinecure for our beloved general.

Saudi's are indeed racists in large number's including towards their own Arab brethren from various countries. The same can be said about Emiratis as well as these two communities are mostly from supposed developed countries where many Pakistanis work. Due to this reason many Emiratis and Saudi's suffer from a massive superiority complex. Offering food aside my experiences with Iraqis and Syrians have been positive, could be that the sheer humiliation the west and NATO have bestowed upon them has softened and humbled them to the degree that they are now on their knee's begging for some friends! By and large they are very argumentative, poorly mannered and rude community that is different to being racist.

I don't want the Pak fauj involved in Middle Eastern fights at all unless we want to become another Syria. For once some years back the government made a wise decision by resisting Saudi pressure to send them in that has benefited us. The Arab's would never die for us so there is no need for us to do so for them. If Pak went to war against India tomorrow they'd never support us moreover they have sponsored sectarianism in Pakistan over the years.

Not really. All Raheel Sharif has to do is to praise Saudi brothers for their efforts against terrorism with straight face.:)) Of course Pakistan shouldn't do anything more than providing lip service.

Saudi’s aren't dumb enough to pay him hefty fat pay cheques and expect him to do lip service.

They invested 2 billion dollars 2-3 years ago. Where they said it's a gift for Pakistan.

This is the price for that gift.


Already there are reports of recently retiring Lieutenant Generals to join General Raheel Sharif incase this deal is locked.

Price of what, nominating Raheel Sharif? What did Pakistan even lose?

Pakistan already refused to take part in Yemen but I agree. We need to stay away from any foreign conflicts. But if they make Raheel Sharif a chief of this alliance it shouldn't be for free. Pakistan must get something out of it.

On January 6, the defence minister said that the former chief of army staff had been appointed as chief of Islamic military alliance and posted in Saudi Arabia. The government, he had said, was taken into confidence about the ex-army chief’s new role.

However, in a shift from his earlier statement on January 11, Defence Minister Khawaja Asif said that General (retd) Raheel Sharif did not seek government’s permission before joining the alliance.

“The government has given its consent and it has been decided in principle that General (retd) Raheel will go there [Saudi Arabia] to lead the alliance],” Asif told Geo News.

“A formal process in this regard is yet to be completed,” the minister said when asked if the former army chief had requested for a no- objection certificate (NOC).

The defence minister further said that the Saudi government had in writing requested Pakistan for Gen Raheel’s services. When asked if the former COAS had also asked the government for a permission, Asif replied, “[It was not needed after] the two countries have had an agreement.”

The minister termed it only a matter of time before the former army chief leaves for Saudi Arabia to “put a structure in place for the alliance”. There isn’t any structure [of the alliance] as yet and Gen Raheel will adopt a framework after arriving in the country,” Asif added.

Asif went on to say that a body comprising defence ministers of all member countries of the alliance, to serve as an advisory council, is expected to hold its first meeting in May.

In 2015, the oil-rich kingdom had announced the formation of the coalition to combat terrorism and Pakistan was made a member of the coalition. Riyadh and its Gulf Arab neighbours have been locked in months of warfare with Iran-allied rebels in Yemen, launching hundreds of air strikes there.

As per my opinion He should have said No to this offer. Saudi's have committed severe attrocities in Yemen and have killed thousands of Shia Muslims including women and children. On the other hand allegedly Iran is now supporting Houthees providing them arms. This is a very sensitive sectarian issue. Iran hasn't and will not join this military alliance and Raheel shouldn't have entered this Mess.


He has been given a land worth almost 2 billion rupees post retirement in Pakistan. He or his family aren't short of money. He should have said No to this Offer.


Pakistan is the strongest Muslim Country Militarily and now it is clear why Saudi Arabia gave us 2 billion dollars gift 3 years ago. For this.

Saudi Arab says that Iran wants to capture Holy Sites aswell as end Saudi Royal family monarchy. They say that Houthees are a threat to sovereigntyof Saudi Arab and the Holy Sites and Iran is at the back of Houthees.


In such circumstances do you think Iran would join the Coalition? Not to be.

So what are Arab's going to give to us in return? By and large I see no problem here as Raheel is no longer Pak's chief of army. It could be a good thing in the long run if some real Muslim coalition can be formed.

Before running to solve Saudi problem why don't these generals get rid of the terrorists in Pakistan and at the same time tie the hangmans noose around these zardari bhuttos and ganja family and free the Pakistan awam
 
Raheel Sharif did not obtain NOC from cabinet for heading Saudi military alliance, SC told

The Supreme Court was informed by the attorney general on Tuesday that former army chief Gen Raheel Sharif did not obtain a no-objection certificate (NOC) from the federal cabinet before leaving for Saudi Arabia to head a 41-nation military alliance.

During the hearing of a suo motu case regarding dual nationality of civil servants and judges, Attorney General Khalid Jawed Khan said that as per the law, the NOC is issued by the federal government to government officers willing to join service in foreign lands. It is required for the NOC to be approved by the federal cabinet under government service rules, he added.

The attorney general presented the legal perspective after defence secretary retired Lt Gen Zamirul Hassan informed the court that it was the defence ministry which had granted NOC to the ex-chief of army staff after General Headquarters (GHQ) cleared him to accept the post of Commander of Islamic Military Counterterrorism Coalition in the Kingdom of Saudi Arabia.

Speaking about Lt Gen Ahmad Shuja Pasha, the secretary told the court that the former ISI director general has informed in his reply that he is currently unemployed.

After hearing all sides, a three-judge bench of the SC headed by Chief Justice of Pakistan (CJP) Mian Saqib Nisar ordered authorities that the matter of Sharif's appointment be placed before the federal cabinet for a regular approval (or disapproval).

"We have to proceed according to the law," the CJP said during the hearing, observing that the authority of the federal government is controlled by the cabinet. He said the matter at hand was of an urgent nature.

The hearing was adjourned till an unannounced date after the summer vacations as the attorney general and defence secretary sought time to refer the matter of NOC to the cabinet.

The court was earlier informed by the defence secretary that the process is underway to receive an undertaking from all members of the armed forces that they are not dual nationals.

At the last hearing of the case on Wednesday, the top court had wondered how former chiefs of the Pakistan Army and Inter-Services Intelligence could take up foreign jobs without completing the mandatory gap of two years after their retirement.

The court had also asked the defence secretary to furnish the NOCs issued by the government to Sharif and ISI chief Pasha for joining foreign jobs.


Concerns about the Saudi military alliance

The appointment of Raheel Sharif as the leader of the Saudi military alliance last year had sparked debate over how the move will impact Pakistan's foreign policy, and whether it was fully sanctioned by parliament.

The 41-nation armed coalition was initially proposed as a platform for security cooperation among Muslim countries and included provisions for training, equipment and troops, and the involvement of religious scholars for devising a counter-terrorism narrative.

Various quarters subsequently raised concerns about the nature of the alliance and how it may affect a pre-existing parliamentary resolution on Yemen passed unanimously by lawmakers calling for "neutrality in the conflict" in 2015.

The then-defence minister Khurram Dastagir had later informed the Senate that the alliance will not take part in "unrelated military operations".

GHQ, Defence ministry gave NOC to Raheel Sharif, official tells SC

ISLAMABAD: Secretary of Defence Lt Gen (retd) Zamir-ul-Hassan Shah said on Tuesday that the General Headquarters and the Ministry of Defence gave the former chief of army staff Gen (retd) Raheel Sharif a No Objection Certificate (NOC) for foreign employment.

The apex court was hearing a suo moto case pertaining to dual nationalities of government employees.

Chief Justice of Pakistan Justice Saqib Nisar was hearing the case, during which the Defence Secretary appeared before the court and presented details of the NOC of Raheel Sharif and former Director General Inter-Services Intelligence Ahmed Shuja Pasha.

Lt Gen (retd) Zamir-ul-Hassan Shah told the court that Ahmed Shuja Pasha said that he is not on a job.

The defence secretary further said that the matter of Gen (retd) Raheel Sharif's NOC was approved from the General Headquarters and forwarded to the defence ministry.

Following which, the Attorney General responded that taking approval from the federal cabinet for the NOC is necessary.

The attorney further said that the federal government’s authority is exercised through the federal cabinet.

The CJP said that the issue will be presented before the new government’s cabinet, to which the AG responded that it can take some time.

Following the arguments, the hearing of the case was adjourned until the winter holidays.

In the previous hearing, the apex court had inquired about the foreign hiring of the former top military men.

Justice Mian Saqib Nisar had observed that General (retd) Shuja Pasha and General (retd) Raheel Sharif found employment abroad within two-years after retirement.

"According to the law, government officers cannot sign an employment contract abroad for two years after their retirement. Generals Pasha and Sharif, both, found employment abroad. Is the law not applicable to army officers?" the chief justice had asked.

In 2017, former adviser to Prime Minister on Foreign Affairs Sartaj Aziz had said that the government of Pakistan had agreed to give an NOC to General (retd) Raheel Sharif to lead a 39-nation alliance of Muslim states led by Saudi Arabia.

Dual citizenship in army
Speaking about dual citizenship in the hearing on August 1, the defence secretary said the armed forces do not recruit dual citizens. Adding that the condition against dual citizenship is advertised in recruitment ads, Shah said any dual citizen accepted by the army has to give up their foreign nationality.

The chief justice then ordered the defence secretary to submit in writing the information he had shared in court. The top judge also ordered the defence secretary to ensure that dual citizens were not presently employed by the armed forces. "We have earlier conducted a similar exercise among the civil forces," Justice Nisar remarked.
