Should Third Umpire or Match Referee be allowed to intervene after an over is passed?

Clearly, there needs to be a rule change by the ICC as often during the match there would be more players outside of the circle and if the umpire doesn't notice this the fielding team gets away with it. It does have a psychological effect on the batsmen

In todays match, we saw how the ball hit the cap Bavuma which should had resulted in 5 runs. This was only noticed after the 3rd or 4th ball. Had it been noticed in the same deliery than runs could had been awarded.

Same goes for Fakhar's run out. While i believe there was nothing wrong with the QDK did, but if tomr match referee finds QDK guilty, shouldn't that mean that Umpire or match referee should had intervened during the match.

Reason for this is such acts could not only have an effect on the result of the match, but with the ICC series going on and net run rate being a factor, it could effect our world cup seeding or qualificationa aswell

The ball hitting Bavuma's cap was just umpires not knowing the rules. There is noway anyone could've missed that. Domestic umpires probably don't know the rules.

QDK's actions. Not sure if it falls under the fake fielding rules or not. If it does then again obviously the umpires didn't know the rules. If it doesn't then fair play to him. The biggest culprit of that run out was Useless Rauf for not telling Fakhar the ball was coming to his end. Game was gone by then anyway.

Maybe. I’m not an umpire. I was going based on what the commentators suggested. They all said it should be 5 runs because it touched the hat. Guess we were all wrong then.

It would be 5 runs if it was protective equipment that was placed on the ground or if the fielder deliberately used his cap to stop of field the ball.
 
People here commenting without knowing the rules.It is not illegal as per rules. Law 28.2.2 states that it is "not illegal fielding if the ball in play makes contact with a piece of clothing, equipment or any other object which has accidentally fallen from the fielder's person
