The fact that only a serving general of the Army can serve as head of the ISI is proof of the hybrid system in Pakistan.

By having a serving officer of the Army be chief of the ISI, the head of the ISI in essence has 2 bosses. The official one as in the PM, and unofficially the COAS.

COAS is not supposed to be a co Prime Minister, and the Army already has their own intelligence agency the MI, so their is no need for the ISI chief to answer to the COAS.

In a ideal situation the ISI chief would be a civilian. The civilian can be a retired officer from either Army, Air Force, or Navy.

Retired military officers are also civilians. So if its a matter of trust, then appoint a retired Army general, Navy Admiral, or Air Force Marshal.

But the more important thing is the head of the ISI should not report to the COAS. The COAS is not a co prime minister. ISI should focus on external intelligence, like CIA, Mossad, MI6, and report directly to the PM.
 
Information Minister Fawad Chaudhry on Tuesday said the new director-general of the Inter-Services Intelligence (ISI) will be appointed in accordance with the existing rules and regulations.

Addressing a press conference after a weekly meeting of the federal cabinet, the minister said that the relations between the government and the military were "ideal".

According to Fawad, PM Imran and General Qamar Javed Bajwa had a "long meeting" last night to stamp out issues surrounding the ISI chief's appointment. "Imran Khan and Gen Bajwa enjoy a very close relationship and the ties between the two are cordial," Fawad added.

He added that the Prime Minister's Office will not take any kind of step to undermine the Pakistan Army and its chief, Gen Bajwa, whereas the military and the army chief won't take steps to sideline the prime minister and the civilian set-up.

The federal minister said that a new ISI chief will be appointed in accordance with the constitutional and legal requirements as agreed by the PM and the army chief. The authority to appoint the new DG rests with the premier, Fawad said, adding that the decision will be taken after thorough deliberations.

Fawad refused to answer more questions regarding the ISI chief's appointment, saying: "I have already answered the question."

This is the first time the government spoke on the controversy surrounding the appointment of the new ISI chief, Gen Nadeem Anjum. Gen Anjum was named as the new chief by the Pakistan Army's media wing, but the notification regarding his appointment has not been issued by the PM's Office.

Speaking about the funeral of Dr Abdul Qadeer on Sunday, Fawad said at least 15 ministers of the Pakistan Tehreek-e-Insaf (PTI) attended the last rites of Dr Qadeer and added that chairman joint chiefs of staff and the naval chief also attended the funeral.

Fawad also said that the cabinet has been briefed on electronic votes machines, adding that the government wanted to give voting rights to overseas Pakistanis.

The information minister clarified that PTI has appointed more than 80 officials on top posts and all of the appointments were made on merit.

Talking about the police in the federal capital, he said the Islamabad Police will develop a new anti-riot unit that would be equipped with drones and the latest technology to control protesters in the federal capital.

The cabinet also decided to provide an online visa facility to foreign nationals working on CPEC projects in Pakistan, said the minister and added that the cabinet also waived off fee on Pakistani visas for Afghan nationals coming to Pakistan.

Afghan traders will be added to the business visa list, he said, adding that Pakistan was the “basic source” of business and aid for Afghanistan. According to Fawad, the government was taking measures to facilitate the Afghan nationals coming to Pakistan so that illegal crossings can be curbed.

He elaborated on today's cabinet session and said the body also endorsed the Economic Coordination Committee’s decisions. A demand for Rs2.4 billion for a special economic zone has been deferred.

Fawad further said the government has also provided overseas Pakistanis with the facility to get a power of attorney online. He said earlier, Pakistan nationals had to go to the embassy to get the power of attorney.

Referring to Pemra's council of complaints, the minister said the body has been revamped and added that three women are also part of the council in the new set-up.

Good job by IK for refusing to accept the appointment of General Anjum. Under no circumstance should the COAS appoint the ISI chief.

COAS should be chasing the ISI chief because our democracy is is still in its infancy and civilians can't and shouldn't be trusted with the security of the country.

I read that traditionally the COAS gives the PM 3 names and he/she chooses from among them.

While taking the cabinet members into confidence on the matter, PM Imran said he would approve the appointment of new chief of the country’s premier spy agency in line with the law and after receiving three names for the coveted slot by the military as per the established norm.

doesnt matter, IK's leniency towards the army allowed them to make the statement release in the first place. Whats even more funny was that negotiations were happening yesterday last night. The PM of a real democracy shouldn't had even bothered to discuss this....
 
COAS should be chasing the ISI chief because our democracy is is still in its infancy and civilians can't and shouldn't be trusted with the security of the country.

A civilian govt decides who will be the isi cheif not the army in a democracy. You dont live in this country so dont know why you want a say, make such recommendations in England please.

ISLAMABAD: Prime Minister Imran Khan on Tuesday informed the federal cabinet that he had told Chief of the Army Staff (COAS) Gen Qamar Javed Bajwa that he wanted Lt Gen Faiz Hameed to continue as Inter-Services Intelligence (ISI) director general for some time due to the critical situation in neighbouring Afghanistan.

Talking to Dawn, Pakistan Tehreek-i-Insaf (PTI) chief whip in the National Assembly Amir Dogar said Prime Minister Khan and Gen Bajwa held a detailed meeting late Monday night on the matter.

The meeting was also confirmed by Information Minister Fawad Chaudhry during his presser after the cabinet meeting, stating that the issue of appointment of new ISI DG Lt Gen Nadeem Ahmed Anjum had been resolved and that the PM enjoyed the authority to appoint the chief of the country’s premier spy agency in accordance with law and Constitution.

Also sharing details of the meeting, PM’s aide on political affairs Amir Dogar said the premier wanted Lt Gen Hameed to stay as DG ISI in view of the situation in Afghanistan, adding that PM Khan and Gen Bajwa enjoyed relation of respect and dignity.

Mr Khan was of the opinion that the government wanted to take all institutions on board, Mr Dogar said. “The body language of the prime minister was quite positive and he seemed confident,” he added.

The PTI’s chief whip said the prime minister had told the cabinet that he was an elected prime minister and chief executive of the country.

Asked what the constitutional and legal procedure was to appoint DG ISI, Mr Dogar explained that a summary had to be sent to the prime minister with three names out of which he selected one probable whom he deemed fit for the office. However, he said he did not know whether the summary would be issued by the relevant office by Wednesday (today) or not.

Reports about lack of consensus between the civil and military leadership over the matter had been making rounds on social media for the last few days but after it appeared on regular media on Tuesday, Information Minister Fawad Chaudhry was compelled to clarify the government’s point of view.

“The prime minister has the authority to appoint the DG ISI and he held a detailed meeting with Chief of the Army Staff Gen Qamar Javed Bajwa in this regard,” Mr Chaudhry told the press conference. “The federal government will follow a legal and constitutional procedure on the appointment of the Inter-Services Intelligence director general,” he said.

The minister categorically stated there would be no step taken from the PM Office or the military setup that damaged the repute of one another.

Referring to rumours circulating about the matter, the minister said: “I see on social media, there are many who have wishes; I want to tell them that the Prime Minister’s Office will never undermine the respect of the Pakistan Army and army chief. And the COAS and the army will never take any step that will undermine the respect of Pakistan’s prime minister or civil setup.”

He stressed that both the prime minister and the military leadership were in close coordination, and the DG ISI would be appointed after fulfilling all legal requirements. “Both (PM Khan and Gen Bajwa) are in agreement over this and the prime minister has the authority over it,” he added.

Mr Chaudhry also appreciated the media for not “sensationalising” the matter of DG ISI’s appointment.

Asked if his latest remarks indicated that last week’s announcement about Lt Gen Anjum’s appointment was made “without the prime minister’s approval”, the minister replied: “I have already answered this.”

At the moment, no notification has been issued for the appointment of the incoming ISI chief.

When Dawn asked him what had compelled him to say that the government would appoint DG ISI according to the Constitution and law, Mr Chaudhry replied: “Confusion created by the media, especially social media, had forced him to respond on the matter.”

“I cannot comment further on the issue; just rely on my statement in the press conference,” he added.

The minister said there was close liaison between Pakistan’s military and political leadership, terming their relation ideal. “The legal procedure will be followed in the appointment of the new DG ISI, for which both (Gen Bajwa and Prime Minister Khan) are in agreement,” he added.

The appointment of ISI director general is a prerogative of the prime minister. The spymaster’s choice is, however, made by the prime minister in consultation with the army chief.

According to experts in defence matters, the procedure for the appointment of the ISI director general is neither mentioned in the Constitution nor the Army Act, and all past appointments were made as per traditions under which the army chief proposes three names to the prime minister who then makes the final decision.

Last week, the military’s media affairs wing, Inter-Services Public Relations (ISPR) had announced that Lt Gen Anjum had been appointed the new ISI chief. Lt Gen Hameed, formerly the ISI director general, was posted as Peshawar corps commander.

However, despite the passage of days following the ISPR announcements, a notification confirming Lt Gen Anjum’s appointment as the new DG ISI was not issued by the Prime Minister’s Office, leading to feverish speculation in the federal capital.

The government remained tight-lipped on the issue and finally broke its silence following a lengthy meeting between the prime minister and army chief.

Mr Chaudhry told the presser that PM Khan and the army chief had a “long sitting” last night to discuss the matter after which the premier took the cabinet into confidence on the issue.

On Monday when Interior Minister Sheikh Rashid Ahmed was asked at a media interaction about the issue, he had uncharacteristically refused to give a clear answer and said the information minister was authorised to speak on “civil-military” issues.

Meanwhile, reports that were circulating on social media claimed that the prime minister asserted in the cabinet meeting that a summary with names of probables should be sent to him for the appointment of ISI chief and it was his prerogative to select any of the three as DG ISI.

If they have been elected than offcourse. You are being naive here by saying the head of state shouldnt select an organization's head that comes under them.

Who hires a security guard for ur house? The security compjay doesnt decides that here you go we placing a chowkidar ar your gate .

You can call all names to the politicians, but than i could also say that imran the person who is high on cocain or imran whose pwrty benefitted from corrupt money, should he be deciding the chief of isi or not.

ISLAMABAD: The Prime Minister Office has received a summary from the Ministry of Defence for the appointment of director-general of the Inter-Services Intelligence (DG ISI), sources informed Geo News Wednesday.

The development came hours after Federal Minister for Information Fawad Chaudhry had announced that consultation between Prime Minister Imran Khan and Chief of Army Staff (COAS) General Qamar Javed Bajwa regarding the appointment of DG ISI has been completed.

Taking to his official Twitter handle, the federal minister wrote: "Consultations between the prime minister and the army chief on the appointment of a new DG ISI have been completed and the process for the new appointment has begun."

He further said the civil and military leadership has yet again proved that all institutions are united for the country's stability, integrity and development.

'Ideal relationship with military'
On Tuesday, during a post-cabinet press conference in Islamabad, the federal minister had said that during the cabinet meeting — chaired by Imran Khan — the issue of DG ISI was also discussed.

"A long meeting took place between PM Imran Khan and the army chief last night," Chaudhry had said, adding that the government shares "an ideal relationship with the military."

"The prime minister shares a very close relationship with the army chief," he had said. "The Prime Minister's Office will never take a step that would hurt the reputation of the army."

The minister had said that the government will adopt a legal procedure to appoint the DG ISI and will ensure all constitutional requirements are fulfilled in this regard.

"It is the prerogative of the prime minister to appoint the DG ISI," he said.

A day prior, PTI's Chief Whip in the National Assembly Amir Dogar had said that PM Imran Khan wanted Lt Gen Faiz Hameed to continue as the director-general of the Inter-Services Intelligence (ISI) amid the evolving situation in Afghanistan.

The ruling PTI has sought an explanation from the Special Assistant to the Prime Minister for Political Affairs and PTI's Chief Whip in the National Assembly Amir Dogar over his recent interview with a private TV channel regarding the former Inter-Services Intelligence director-general (DG) Lt General Faiz Hameed.

PTI says that Dogar’s comments in the interview created a “wrong perception” politically.

"This is not a big issue but people are trying to make a mountain out of a molehill," the PTI lawmaker had said.

Now this will be the case, anyone other than who the COAS has selected will result in the Nooras crying. They are already taking the side of Bajwa in this dispute. All the pretense of civilian supremacy is gone.

Referring to the recent controversy over the appointment of the new DG Inter-Services Intelligence (ISI), former prime minister and PML-N senior leader Shahid Khaqan Abbasi Tuesday advised PM Imran Khan not to interfere in the routine transfer and postings of the military.

The PML-N leader said that there are no two opinions about the constitutional rights given to a prime minister. “However, [PM] Imran Khan is neither a constitutional, nor legal, nor an elected prime minister,” she insisted and added that the premier relies on "magic" to run the country of 220 million people.


IK is in a lose-lose situation now. He either chooses who the COAS selected and let Bajwa get away with his insubordination, or he chooses his own man and then have the Nooras accuse of him rigging elections if they lose and trying to cut a deal with the establishment. If i was advising IK I would probably just go with the COAS choice now, but wait a few weeks before making it official.

You could blame IK if this was the first time the Army has done something like this. However that is not case....

I think above is the main issue that major is pointing. If constituition has a standard procedure, why army is being considered to taken in the same page for the fear?

If a govt has to fear a department of its own, it becomes a problem.

In democracy the civilians who come in power through election should be making decisions on security matters with guidance from army and intelligence officers.

It is the responsibility of the Pakistan's justice system to punish AZ the crook, NS the crook, Billo the murderer, or Maryam the fraudster. Until then if these people get in power then they will be making security decisions.
 
ISLAMABAD: Following the reported impasse between the civil and military leadership on the issue of appointment of new Inter-Services Intelligence (ISI) Director General, Prime Minister Imran Khan on Wednesday received a summary carrying names of candidates for one of the most powerful slots in the country.

A federal minister, who did not want to be named, told Dawn that the premier received the summary that carried names for the office of DG ISI.

Also, the ruling Pakistan Tehreek-i-Insaf (PTI) reprimanded its chief whip in the National Assembly Amir Dogar for disclosing details of the Monday night meeting of the PM with Chief of the Army Staff Gen Qamar Javed Bajwa followed by Mr Khan’s remarks at the cabinet meeting on Tuesday. Federal Minister for Information Fawad Chaudhry on Wednesday tweeted that consultation between the PM and COAS on the appointment of a new DG ISI had been completed and the process for the appointment had begun. “The civil and military leadership has yet again proved that all institutions are united for the country’s stability, integrity and development,” he wrote.

While briefing the press about the cabinet meeting, the minister on Tuesday had stated that the prime minister wanted appointment of new DG ISI according to the Constitution.

However, according to experts in defence matters, the procedure for the appointment is not mentioned in the Constitution or the Army Act, and all past appointments were made as per traditions under which the army chief proposes three names to the premier who then makes a final decision.

Last week, the military’s media affairs wing, Inter-Services Public Relations (ISPR) had announced that Lt Gen Nadeem Ahmed Anjum had been appointed the new ISI chief whereas Lt Gen Faiz Hameed had been posted as Peshawar corps commander.

Since a notification of the appointment had not been issued by the PM Office for next couple of days, it led to feverish speculation in the federal capital, compelling the government to break its silence on the issue. The information minister then on Tuesday told the presser that PM Khan and the COAS had a “long sitting” last night to discuss the matter after which the premier took the cabinet into confidence on the issue.

Meanwhile, Mr Dogar disclosed that the PM informed the federal cabinet that he had told the army chief that he wanted the DG ISI to continue for some time due to the critical situation in the neighbouring country.

“The prime minister has the authority to appoint the DG ISI and he held a detailed meeting with COAS Gen Qamar Javed Bajwa in this regard,” stated Mr Chaudhry earlier at the presser. “The federal government will follow a legal and constitutional procedure on the appointment of the DG ISI,” he said.

The minister categorically stated there would be no step taken from the PM Office or the military setup that damaged the repute of one another.

Lt Gen Faiz, as per the Inter-Services Public Relations (ISPR), was being posted as the Peshawar corps commander.

A day later, the country was gripped by speculations that the prime minister had not signed the summary as he was not consulted before the new ISI chief’s appointment. The issue also came up for discussion during the federal cabinet meeting where the premier reportedly said the PM’s Office also had “sanctity” like the army.

As per media reports, the Prime Minister’s Office received a summary containing three names from the defence ministry to pick one for the coveted slot. However, the GHQ denied this development.

Lt Gen Nadeem Anjum, who been named as the new DG ISI, was commissioned in the Light Anti-Tank Battalion of Punjab Regiment.

He has diversified experience of command, staff, and instructional assignments, according to the ISPR.

He is a graduate of Combined Arms Centre UK, Staff College Quetta, Advance Staff Course UK, NDU Islamabad, APCSS USA, and Royal College of Defense Studies UK.

He also holds a Master's degree from King’s College London and NDU Islamabad.

"[The] General has vast experience of command in conventional as well as sub-conventional threat environment," read the ISPR statement.

It further said he has been on command on both the western border and Line of Control besides a long service in Balochistan.

He commanded an infantry brigade in South Waziristan Agency as well as an infantry brigade in Kurram Agency and Hangu during Operation Zarbe Azb. He was also was the IG FC (South) Balochistan during Operation Raddul Fasad.

He has been an instructor at PMA, Staff College and NDU. He has also been a commandant of Staff College, Quetta. He has also been chief of staff of 5 Corps.
 
In democracy the civilians who come in power through election should be making decisions on security matters with guidance from army and intelligence officers.

It is the responsibility of the Pakistan's justice system to punish AZ the crook, NS the crook, Billo the murderer, or Maryam the fraudster. Until then if these people get in power then they will be making security decisions.

But the problem is that the Justice system itself is part and parcel of the mafia. I would say only around 1/2 of the SC is clean and we have a mafia guy coming in 2 years time as CJP. You can't trust the security of a country to people who are and can be blackmailed. In a infant democracy like ours, I rather have the COAS make the decision.
 
Prime Minister Imran Khan has said the "technical issues" in the appointment of the director-general of the Inter-Services Intelligence (DG ISI) would soon be resolved, sources told Geo News on Thursday.

The prime minister, according to the sources, made the statement during a meeting of the PTI Parliamentary Committee.

During the meeting, the premier took the participants into confidence over the prevailing political situation in the country.

The prime minister said "no one has a better relationship with the military than me", adding that there was no misunderstanding between the government and military.

The prime minister had convened an emergency meeting of the ruling party’s parliamentary group at Parliament House to discuss important national issues.

Several PTI members protested on being suddenly called for the meeting by the chief whip of the PTI, Malik Aamir Dogar, sources had said.

They reportedly questioned why an emergency meeting had been called at the last minute, saying it would take time to reach Islamabad.

Following the meeting, Federal Minister for Information and Broadcasting Fawad Chaudhry held a press conference, where he said that "the decision regarding the appointment of the director general of the Inter-Services Intelligence (ISI) will be made in an atmosphere of trust".

Chaudhry quoted the premier as saying that the "ambiguity regarding the appointment has been cleared".

“PM Imran Khan said that civil-military relations have never been as good in the entire history of the country as they are now,” said Chaudhry.

He said that the premier said that the honour and the dignity of army is dear to the entire country.

The federal minister said that PM Imran Khan and army chief Gen Qamar Javed Bajwa "settle every issue together through consultation".

“The same mechanism was adopted on the matter of the appointment of ISI DG,” said Chaudhry.

The minister said that the DG ISI will be appointed "soon" with the process already "underway".

'Everything mutually finalised'

Meanwhile, Minister for Interior Sheikh Rasheed, also speaking to the media following the meeting, said that "everything has been mutually decided and finalised" and that the government and the military "have a very good understanding".

He said that the prime minister had not said anything about interviewing candidates for the post.

"He was viewing things in a political context, while the army have their own approach," Rasheed added.

Fawad said it is a routine practice to meet candidates before appointing them to the key positions such as ISI Director-General. “Now it is being said that the Prime Minister [Imran Khan] will hold interviews for the new ISI chief. It is a common practice to hold meeting before appointments on such positions and highly inappropriate to make such a process controversial,” he lamented in a tweet.

Later, the minister while addressing a presser following the ruling PTI parliamentary committee's meeting quoted PM Imran as saying that the process for the appointment of the DG ISI is under process and it will be completed soon.

The meeting was chaired by the prime minister.

Premier Imran, according to Fawad, told the party members that that the civil and military leaderships were on board in the consultation, adding: "A decision in this regard will be made in an environment of confidence."

Further briefing the media regarding the discussions held during the meeting, Fawad said that Pakistan urged the world to continue humanitarian aid of the war-torn country.

“Pakistan has relaxed the visa process and increased trade with the neighbouring country,” he added.

He stressed that the world must not leave Kabul alone as doing so would allow the terrorist groups in the country to reorganise.

Inflation

The minister said that the main reason for the inflation was an escalation in the international prices.

“To deal with it, government has framed a new economic policy, which will be introduced from the first week of November. The programme will include Sehat Card, Kissan card and Ehsaas Card,” he added.

Interior Minister Sheikh Rashid on Friday played down the reported rift between the government and army, saying that matters related to the appointment of Inter-Services Intelligence (ISI) director-general (DG) were “settled” and that an announcement in this regard would be made within a week.

“According to the information I have, everything is settled. There is a possibility that an announcement [regarding the appointment of DG ISI] is made on Saturday (today) or on Monday. Anyway, everything will be alright until Friday,” the interior minister said while talking to a private news channel.

“From today (Friday) till next Friday, all the issues will be resolved.”

On being asked why the appointment was being delayed if the matters were settled, Rashid observed that “according to the information I have, everything has been decided”.

On being further quizzed on the issue, the interior minister clarified that he was saying Friday “to be on the safe side, otherwise [the announcement] could be made today, tomorrow or day after”.

To a question, he said that such issues had come up several times in his life, but eventually they were resolved.

“I have come with [PM] Imran Khan and will go home with him.”

When asked why Premier Imran had taken a hard stance on the matter despite having a relation of trust and confidence with the military even on a “personal level” and a “stalemate” was created, Rashid said there were certain issues on which only the premier could comment.

“PM Imran said he had a one-to-one meeting with [chief of army staff] General Qamar and had a detailed discussion and the matter was settled.”

To another question whether the same appointment for DG ISI would be made as has been announced, the interior minister said that the final decision in this regard rests with the premier.

He negated the impression that there was any discussion in the parliamentary party’s committee meeting about PM Imran backing the continuity of incumbent DG ISI in view of the current situation in Afghanistan. “There is no [civil-military] impasse.”

About opposition’s comments that Indian Premier Narendra Modi had not “damaged” the image of army to such an extent that PM Imran had done, Rashid questioned whether Dawn leaks and Faizabad sit-in were carried out by the premier.

“It is the good luck of [PM] Imran Khan that he has got such a worthless opposition,” he said.

He said Pakistan Army was a patriotic institution of the country that managed it affairs according to its system.

“The civil-military leadership is onboard in consultation and the decision will be made in a cordial environment,” Federal Minister for Information and Broadcasting Fawad Chaudhry quoted Premier Imran as saying during a news conference after the ruling PTI parliamentary committee meeting on Thursday.

Yes its been a problem for a long time, well from IK was prime minister. He cant clean up the mess in a few years.

I think above is the main issue that major is pointing. If constituition has a standard procedure, why army is being considered to taken in the same page for the fear?

Because Pakistan has a history of civil-military conflicts, and has been under Army rule for about 30 years. And this conflict has also existed when their have been democratic governments. It does not help that the opposition is always looking to cut deals with the establishment as a short cut to power.

So what IK wisely did was empower the NSC, which the Army has advocated for decades. Major decisions in regards to national security and foreign policy are taken after all stakeholders (including military) have given their input, and have agreed on the policy. So that is what it means to be on the "same page".

In the past when PML N, or PPP, said we will do "x", "y","z", in relation to national security and foreign policy they had no power at all to deliver on it, as the military would not listen to them. However IK if says I will do "x", "y","z" he does have the power to deliver on it, as he has made the decisions by taking them on board. If you want to keep the Army out you have to bring them in.
 
The ‘impasse’ over the appointment of new director general of the Inter-Services Intelligence (ISI) seems to be heading towards a settlement as the Prime Minister Office on Monday received a summary from the defence ministry in this regard, official sources told The Express Tribune.

"Yes, a summary has been moved [regarding the appointment of new ISI chief]," confirmed a relevant official while requesting anonymity.

The official; however, refused to divulge details like the name(s) included in the summary for the new DG ISI. But indications are that Lieutenant General Nadeem Ahmed Anjum who, in the ISPR’s October 6 press release, was named as the news DG ISI, replacing the incumbent Lt General Faiz Hameed.

The appointment of the DG ISI has been the subject of intense debate and discussions after it emerged that the government did not notify the new spymaster despite an announcement made by the ISPR in this regard.

The development sparked rumours that the civil and military leadership “not on the same page” vis-à-vis the issue. The government also confirmed that "proper procedure" was not followed for the appointment of the coveted post.

In order to defuse the tension, Prime Minister Imran Khan and Army chief General Qamar Javed Bajwa held a marathon session last week. After the meeting, information minister Fawad Chaudhry said the Prime Minister told the army chief that the authority to appoint the DG ISI rested with him. There were also reports that the prime minister was keen to interview potential candidates for the top slot.

Also, the information minister confirmed that all issues related to the new DG ISI had been settled. He, however, did not give any timeframe as to when a formal announcement would be made, though it is expected within next 48 hours.

Monday was an eventful day as after several days of speculations, the civil and military leadership was seen together for the first time. The venue was the NCOC where Prime Minister Imran Khan chaired a meeting attended by the army chief as well as incumbent DG ISI.

Hours later, the military's media wing issued another statement about the army chief visit to the headquarters of ISI. He was received by DG ISI Lt Gen Faiz Hameeed, who briefed him on the internal security situation as well as on Afghanistan.

Earlier, in a rare move the ISPR also released a statement about the change of command at Gujranwala. "A change of command ceremony held at Gujranwala Cantt. Lieutenant General Syed Asim Munir handed over command of Gujranwala Corps to Lieutenant General Muhammad Aamer, Corps Commander Gujranwala Corps," said ISPR statement.

It also released a picture suggesting that the reshuffle announced by the ISPR on October 6 would go as per plan.

The changes and reshuffles were due since three Lt Generals retired on Monday. Those included Lt Gen Majid Ehsan, Inspector General Arms at GHQ, Lt-Gen Aamir Abbasi, Quarter Master General at GHQ and Lt-Gen Hamooduz Zaman Khan, Commander Army Air Defence, who was also heading the NCOC.

Addressing the Rahmatul lil Aalameen Conference in Islamabad on Tuesday, the premier vowed to turn the country into Madina-like welfare state to ensure merit and supremacy of law in the society.

“The system of the state of Madina was based on justice and merit, even a general was promoted to the higher rank on the basis of performance,” he said.

ISLAMABAD: Prime Minister Imran Khan is expected to issue a notification for the appointment of a new director general of the Inter-Services Intelligence (ISI) within two days, before his departure to Saudi Arabia on a three-day official visit, according to sources.

The sources close to the prime minister said most probably the notification would be issued on Friday (today).

The sources said that one of the officers nominated for the coveted position, Lt Gen Nadeem Ahmed Anjum, who is presently serving as the corps commander for Karachi, called on the prime minister on Wednesday. He had reportedly met Army Chief Gen Qamar Javed Bajwa the previous day.

“Most probably the notification will be issued on Friday,” a senior cabinet member told Dawn on condition of anonymity.

Interior Minister Sheikh Rashid had said a few days ago that the prime minister would appoint the new ISI chief by Friday (today).

However, when Mr Rashid was contacted on Thursday, he simply said: “I know nothing about it.”

Media reports have said Prime Minister Khan would leave for Saudi Arabia on a three-day visit on October 23, when he would be meeting the Saudi leadership and attending the Green Initiative Conference in the kingdom.

A deadlock of sorts emerged between the country’s civilian and military leaders almost two weeks ago when the army chief made some changes in the top brass, naming Lt Gen Anjum as the next ISI chief and incumbent ISI director general Lt Gen Faiz Hameed as the corps commander for Peshawar.

However, the prime minister reportedly asked the military authorities to fulfill “legal and constitutional” requirements and send a summary to him carrying three names of the candidates for the office of spymaster.

Mr Khan and Gen Bajwa then held a detailed meeting on Oct 15 to find out a way out of the deadlock. The next day the prime minister apprised the federal cabinet about his meeting with the army chief and the government proceeded to declare that all the issues between the civil and military leaders had been settled. However, the impasse persisted.

A few days ago a new summary was sent to the Prime Minister Office, carrying names of some candidates for the office of ISI director general, including that of Lt Gen Anjum.

National security and foreign policy are not a domain of the Prime minster of Pakistan. It never has been, Imran was naive to challenge the army and ended up overstepping his authority in the process.

Domestic affairs however are the domain of the PM and Imran should have been concentrating on reducing the fiscal deficit and easing the inflation instead of crossing lines with his military.

In case of Pakistan, that is also dependent on foreign policies, so far his foreign policies and foreign policy of Pakistan have aligned.

IK kind of messed up by calling out the US on Afghanistan. Pak achieved whatever they wanted to in Afghanistan, no need to keep calling out the US on various foreign interview.

What the establishment has wanted for decades was the creation of a National Security Council where they will have a seat at the table and decisions will be taken jointly there. No politician in the past accepted this, and this resulted in the Army doing whatever they want. So what IK did was utilize this forum, and has been taking decisions together with Bajwa when it comes to national secuirty and foreign policy. That is what it means when he is saying we are on the "same page".


In this case Bajwa and IK had discussed the new ISI chief, and apparently IK had been delaying confirming the transfer of the current DG ISI Faiz for a few months, so what Bajwa did was just announce the new one. This is outrageous behavior, and IK was right in forcing the Army to send the notification through the proper legal channel and dragging this process out.

Unfortunately the opposition could care less about civilian supremacy, and have been taken Bajwa's side in this matter. So best move for IK is to confirm the general that Bajwa choose, however he should drag the process out as long as possible.

I'm afraid this is a very optimistic reading of the situation. Imran wanted Faiz Hameed to continue as the DG ISI for a few more months given his expertise in Afghanistan and the turmoil in the same country. Bajwa was having none of that and he wanted Nadeem Anjum to take over, Imran tried talks with Bajwa inside closed doors, but ultimately, the power center, certainly in matters of security and foreign policy lies with the army and they'll have their way when the individual they appointed earlier gets confirmed as the new DG ISI. If a different individual is appointed or Faiz Hameed gets an extension in the new announcement, I'll concede that Imran exercised his control over the army, but that's a highly unlikely scenario.

One thing I agree with you though. No Pakistani civilian PM has generally tried to exercise their writ over civilian affairs that the army intruded into, and IK was the first one to object to the status quo and you have to applaud him for that. But you can only do so much when your powers are curtailed in certain issues.
 
Prime Minister Imran Khan on Tuesday approved the appointment of Lt General Nadeem Ahmed Anjum, the Corps Commander Karachi, as new director general of Inter-Services Intelligence (ISI), bringing an end to not just the uncertainty surrounding the sensitive matter but also apparent civil-military deadlock.

Although the prime minister finally picked the same general, who was named as new spymaster in October 6 press release of military's media wing, he has set a new precedent for the appointment of DG ISI in the future.

It was for the first time that the prime minister interviewed potential candidates before finalising the name of new spy chief sent by the Ministry of Defence.

Since 2000, it was only in 2012 when the announcement of new DG ISI came from the PM office and even that too was terse statement making no mention of either the interviews or consultations with the army chief. On all other occasions the announcement of ISI Chief was made by ISPR, military’s media wing.

In fact last two appointments during the current government also came from the ISPR. But only this time PM Imran objected to the past practice and insisted that he would make the final call, triggering an unprecedented standoff between the civil and military leadership who previously claimed to be on the same page.

The deadlock seemed to have broken after both sides reached a compromise. While the prime minister agreed to stick with the army chief's nominee for the coveted slot, the chief of army staff conceded that authority to appoint the DG ISI rested with the premier.

PM Imran also managed to prevail upon the army chief as far as interviewing the candidates for the ISI chief slot was concerned. It never happened in the past that any serving general was interviewed by the PM before being appointed DG ISI.

Prime Minister Imran also made clear he was the final authority to decide when the incumbent would relinquish the office and new one take over.

As per the October 6 official statement of the ISPR the new DG ISI was supposed to take charge immediately but the notification now issued by the PM Office stated that the incumbent would continue as country’s spymaster till November 20.

A notification issued by the PM Office on Tuesday said: “The Prime Minister has seen and approved the appointment of Lt Gen Nadeem Ahmed Anjum, HI (M) as Director General Inter-Services Intelligence, with effect from November 20, 2021”.

The notification added that the incumbent spymaster, Lt Gen Faiz Hameed “shall continue to hold charge as the Director General Inter-Services Intelligence till November 19, 2021”.

The meeting was part of the ongoing consultation process between the Prime Minister and Chief of Army Staff about the timing of change of command in ISI and selection of the new DG ISI.

The development came after Chief of Army Staff General Qamar Javed Bajwa called on PM Imran.

"The meeting was part of the ongoing consultation process between the Prime Minister and Chief of Army Staff about the timing of change of command in ISI and selection of the new DG ISI," PM Office said in a statement.

After this detailed consultative process, name of Lt..Gen. Nadeem Anjum was approved as new DG ISI.

During this process a list of officers was received from Ministry of Defence. The prime minister interviewed all the nominees. A final round of consultation was held between the prime minister and the army chief earlier today.

"After detailed consultative process, name of Lt Gen Nadeem Anjum was approved as new DG ISI," the statement said adding that the designate DG ISI shall assume charge on November 20, 2021.

After this detailed consultative process, name of Lt..Gen. Nadeem Anjum was approved as new DG ISI.

The ISI is a premier Intelligence agency of Pakistan tasked to deal with internal and external threats. Theoretically, its head reports to the prime minister.


Who is Gen Nadeem

The incoming DG ISI, as per the ISPR, was commissioned in the Light Anti-Tank Battalion of the Punjab Regiment. He has diversified experience of command, staff and instructional assignments, according to the ISPR.

He is a graduate of the Combined Arms Centre, UK; Staff College, Quetta, Advance Staff Course, UK, the NDU, Islamabad, the APCSS, USA and the Royal College of Defence Studies, UK. He holds a Master’s degree from the King’s College, London and the NDU Islamabad.

“General has vast experience of command in conventional as well as sub conventional threat environment,” read the ISPR statement. It added that he had been on command on both the western border and the LOC besides long service in Balochistan.

Gen Nadeem commanded an infantry brigade in South Waziristan agency, an infantry brigade in Kurram agency and Hangu during the Operation Zarb-e-Azb and he was IGFC Balochistan during the Operation Raddul Fasad.

He has been an instructor at the PMA, Staff College and the NDU. He has been commandant of the Staff College, Quetta. He has also been chief of staff of 5 Corps. His last assignment was Commander 5 Corps, Sindh. “General is keen runner and enjoys playing basketball and cricket,” the ISPR statement said.

The ISI is a premier Intelligence agency of Pakistan tasked to deal with internal and external threats. Theoretically, its head reports to the prime minister. The incoming ISI chief will have his hands full in dealing with multiple challenges particularly the Afghan situation and tensions with India.

He interviewed all the candidates, got Faiz a brief extension, got the COAS to admit that it is the PM choice of who will be the ISI chief. Considering that Faiz did not want to continue as ISI chief (as he needs to serve as a corp commander for one year to be eligible for COAS next November), and the opposition would have politicized anyone other than the COAS choice he did the right thing to appoint the general that they chose.

I'm afraid this is a very optimistic reading of the situation. Imran wanted Faiz Hameed to continue as the DG ISI for a few more months given his expertise in Afghanistan and the turmoil in the same country. Bajwa was having none of that and he wanted Nadeem Anjum to take over, Imran tried talks with Bajwa inside closed doors, but ultimately, the power center, certainly in matters of security and foreign policy lies with the army and they'll have their way when the individual they appointed earlier gets confirmed as the new DG ISI. If a different individual is appointed or Faiz Hameed gets an extension in the new announcement, I'll concede that Imran exercised his control over the army, but that's a highly unlikely scenario.

The power of selecting the ISI head still rests with the army and will remain so in the future.

What Imran has done is that he has fought for his right that the power of announcing it should be the PM's job (because technically, it's a civilian department) even if it's selected back door by the army. And good on him for doing so, because previously it used to be announced by the army. Not sure how well the establishment is taking it though, it might well attempt to bump Imran off if he tries to cross too many red lines. In fact, the TLP dharna might even be a reaction to it.

According to a press release issued by the Inter-Services Public Relations (ISPR), Pakistan has appointed Lt Gen Muhammad Asim Malik, HI (M) as the new Director General of the Inter-Services Intelligence (ISI).

He is set to assume his new role on September 30, replacing the current DG. Lt Gen Muhammad Asim Malik will be succeeding Lt Gen Nadeem Anjum, who was appointed as DG ISI in 2021 by former Prime Minister Imran Khan.

With a distinguished military career, he has previously commanded an infantry division in Balochistan and an infantry brigade in Waziristan, both key areas of Pakistan's defence.

Known for his academic and leadership credentials, Lt Gen Asim was awarded the prestigious Sword of Honour during his military training.

He has also served as Chief Instructor at the National Defence University (NDU) and as an instructor at Command and Staff College in Quetta.

His educational background includes graduation from the United States Army's Fort Leavenworth and the Royal College of Defence Studies in the United Kingdom.

Lt Gen Asim brings a wealth of experience and knowledge to his new position, having held various leadership roles in the military over the years.

His appointment comes at a critical time for Pakistan’s intelligence agency, which plays a key role in both domestic and international security operations.

You have to credit Imran Khan that though in reality he was powerless, he managed to maintain a fig leaf of authority by forcing the Establishment to at least let him interview the candidates and then make the final announcement of the ISI head appointment himself though of course under the directions of the chief of army staff.

With this press release from the ISPR, it's obvious the Army is not willing to allow the civilian government even this face saving gesture. They've gone ahead and announced the new head without even referring to the Prime Minister or the government in the release. What does it mean that "Pakistan has appointed Lt Gen Muhammad Asim Malik"? What is this Pakistan?
