Two Ex-RAW Chiefs Did Not Want Kulbhushan Jadhav Recruited As Spy

Even as the controversy – tamasha, as it’s called in certain intelligence quarters – over Indian ‘spy’ Kulbhushan Jadhav refuses to die down, it has come to light that two former chiefs of the Research and Analysis Wing (RAW), who headed the organisation sometime over the past 15 years, had put their foot down against recruiting him for operations in Pakistan.

Senior RAW Officers Were Not in Favour of Jadhav
Speaking to The Quint, two former RAW senior officers, including one secretary who headed India’s external intelligence agency after 2008, said that the “proposal to recruit Jadhav for operations, whatever it’s worth, was ridiculous.”

Even as two RAW secretaries refused to hire his services, the proposal to recruit Jadhav for specific assignments was finally acceded to by a chief who headed the intelligence agency a few years ago and was subsequently re-employed (after retirement) in an organisation also involved in collecting intelligence.

This was among a few different attempts to launch renewed efforts to use human sources as “deep penetration” agents in Pakistan, where most intelligence assets, both HUMINT and SIGINT, were wound up during the prime ministership of IK Gujral in the late 1990s.

Evidence That Links Jadhav With RAW
Sources were – understandably – wary about disclosing full details about Jadhav’s recruitment. The proposal to hire him on a temporary basis was prepared by his case officer (of the rank of deputy secretary, who is way below in the hierarchy) on the Pakistan desk. One former RAW officer, however, said that “it could be that the desk handling Iran and Afghanistan” was instrumental in recruiting Jadhav.

In any case, the recruitment was approved by a joint secretary as the supervisory officer. The RAW has a special unit which also undertakes parallel operations in certain crucial target countries for which it seeks out its own recruits.

The clearest evidence that Jadhav operated for the RAW came to the fore only after his cover – as a businessman who would frequent Iran, especially Chabahar – was blown and he was captured by the Pakistan, following which a former RAW chief, besides at least two other senior officers, called his Mumbai-based parents to “advise” them to not speak about their son’s case to anyone.

The other evidence was the second passport, with the name Hussein Mubarak Patel, that he carried, which shows that it was originally issued in 2003 and was renewed in 2014. The second passport (no L9630722) was issued in Thane on 12 May 2014 and was due to expire on 11 May 2024.

While one passport (no E6934766) is in his name, the second one raises more questions, especially the date of its issue and why he signed as Hussein Mubarak Patel to enter into a property deal (with his mother) in Mumbai where he lived with his parents, wife, and children before he was nabbed by the Pakistan Inter-Services Intelligence (ISI).
Born in August 1968, Jadhav did work for the navy but prematurely retired and took to business, which would often take him to Iran. He was spotted as a potential recruit by an undercover RAW officer posted in Iran, who then subsequently shared this with a colleague at the agency’s headquarters. This second officer subsequently moved to send overtures to Jadhav, who accepted the terms and conditions.

How Was Jadhav Caught?
The nabbing of Jadhav, on 3 March 2016, itself throws up several questions, especially because Pakistan has maintained a degree of secrecy, if not ambiguity, about it. While the Pakistani intelligence had initially claimed that he was trapped in Saravan on the Iran-Pakistan border, a Baloch leader by the name Sarfaraz Bugti had disclosed at the time that Jadhav was held near Chaman in Balochistan.

The RAW sources, both former and serving, said that Jadhav would “go on assignments off and on” and he would undergo the mandatory “debriefing” each time he returned to India from his “visits to Balochistan” or when he volunteered to share information. He also went through a three-month training programme when he learned methods and means to transmit and/or send information.

However, sources said, Jadhav’s undoing was based partly on his unprofessionalism and partly because he was not a “career spy.” He did the unthinkable – instead of waiting to communicate with his case officer face-to-face, Jadhav would sometimes use “means over the air waves.” The ISI intercepted some of the communications and were also able to pinpoint his location, making it relatively easy for them to track and then nab him, sources said.

Standard Operating Procedure Skipped
“The botch-up was the result of unprofessionalism not only on the part of Jadhav but also his case officer,” one former special secretary, who conducted operations in some parts of West Asia, said. In this context, a former special secretary who handled the Pakistan desk till a few years ago, besides special operations in India’s neighbourhood, said that “Jadhav was no good” as he was “never in the thick of things, although he would claim he knew a lot of things and had sources in Pakistan.”

However, the former special secretary said that while RAW has many flaws, as a “matter of rule and unstated policy” no case officer should attempt to hire the services of an agent whose background in “tradecraft is not sound enough” and who is given to “bragging.”

In Jadhav’s case, while standard operating procedures may have been relaxed while recruiting him, sources said that his incarceration and the ambiguity surrounding his “work” does “have a lot of benefits.”

Several seasoned RAW hands said that while Jadhav’s case officer (deputy secretary) and the latter’s supervisory officer (joint secretary) recruited him for “reasons best known to them,” the standard practice in spycraft would have been to “have a Baloch or a Pakistani national” do the “intelligence gathering job for us.” He added that it was “foolish for to set an Indian the task to obtain intelligence from a country as hostile as Pakistan.”

Sources said that soon after Jadhav was trapped and caught in March 2016, a few records relating to payments made to him were destroyed, leaving “no trace” of his existence as far the RAW is concerned. But a former agency chief, who retired in the closing years of the previous decade, said, “No professional agency should have recruited him. I cannot even imagine that Jadhav was because it has been a disaster.”

I wonder how many more Indian spies and Pakistanis spying for India, are still operating in Pakistan? They just admitted that they even have a "Pakistani desk" at RAW.

Indians are chronic liars. Kulbushan is now like a tomato in a sandwich. If Pak doesn't hang him then RAW will kill him. For his safety it's perhaps better that he dies in Pak. His family will be very vulnerable in India.
 
So finally padosi are admitting that he's their spy. Wondering how many more are active at the moment in Pakistan.
 
Only an overzealous naive nationalist would believe he isn’t a Raw agent and he was in Pakistan on vacation to explore Balochistan.

The story was in bad taste..implying that senior indian raw officers were not that Keen to pick up jadhav as raw agent and somehow he was is beyond understanding...India is fighting a case at ICJ about jadhav's innocence and here you guys are already certifying him as an agent..please state your sources else it's all lies ..who needs external enemies when we have traitors like you harming our own national interests..shame !

So after publishing specific details about who recruited him and how he was captured, they want to re-check some of the information :))

Someone is going to be in massive trouble in India for breaking such story and providing sensitive details.

Indians will still act innocent that ISI captured an innocent person from Iran.

Few Indian newspapers reported same type of stories during the initial stage, some of the pak media also published those reports

In videos released by Pakistan he say's that he is still in service. I'm not sure which version is right.

They have gone through such mentality post-WW2. There is no good in jailing an exposed spy unless he hold sensitive information.

ISLAMABAD: Indian spy Kulbhushan Jadhav, who was last year convicted and sentenced to death by a military tribunal for spying, is now undergoing trial on terrorism and sabotage charges, an official told Dawn on Monday.

The Pakistan government has, meanwhile, on a number of occasions sought access to 13 Indian officials to ascertain information in the Jadhav case — a fact that is supposedly also mentioned in the counter-memorial submitted at the International Court of Justice (ICJ) by Pakistan. But New Delhi has remained stubbornly uncooperative.

The official explained that Jadhav has multiple cases against him in which he had been indicted on terror- and sabotage-related charges. The cases were progressing, he said, emphasising the one relating to spying had only concluded.

Jadhav was captured by Pakistani security forces on March 3, 2016, in Balochistan. He was in April last year sentenced to death by a Field General Court Martial (FGCM) after being found guilty of espionage under Section 59 of the Pakistan Army Act (PAA), 1952, and Section 3 of the Official Secrets Act of 1923.

Pakistan seeks access to 13 Indian officials to ascertain information in the case, but New Delhi remains uncooperative

His appeals against the conviction have been rejected by the military app*ellate court and his mercy petition is lying with Army Chief Gen Qamar Bajwa.

About the access to 13 Indian officials, the source said, multiple requests had been made to India.

A source in New Delhi, meanwhile, disclosed that the officials whom Pakistan wanted to access included National Security Adviser Ajit Doval and a former RAW chief for their involvement in recruiting and directing Jadhav’s activities. Others that Pakistan wants to access include intelligence operatives, bankers and passport officials.

The Pakistani source would not disclose the names of the 13 Indian officials that the government wants to quiz. He, however, said: “We want to reach Jadhav’s handlers.”

Besides, Pakistan has sought information about his Navy service file, bank record of his pension payment (if there is one as India had been claiming that he was a retired officer), and issuance of the passport in the name of Mubarak Hussain Patel.

Pakistani officials want to know how the passport in the name of Patel was issued and whether it was original or fake. “We have asked if the passport is fake (then) how he exited Mumbai and Delhi airports 18 times,” the source said.

Particulars of Jadhav’s properties in Mumbai, Pune and other parts of Maharashtra, which he had acquired with the alias Hussain Mubarak Patel had also been demanded, the source said.

The ICJ is currently hearing an Indian petition challenging Pakistan’s refusal to grant consular access to the spy. Memorial (by India) and counter-memorial (by Pakistan) have been submitted. The oral arguments are yet to commence as the court has allowed further written pleadings in the case by India till April 17, 2018, and a rejoinder by Pakistan till July 17. The world court had while ordering provisional measures in the case last May restrained the Pakistan government from executing him till it decides the case.

The Foreign Office on Dec 25 hosted a meeting between Jadhav and his mother and wife. The meeting held as a goodwill gesture ended in a diplomatic spat between the two countries over the security checks Jadhav’s mother and wife underwent and the language restrictions during the meeting.
 
There must be more people working with Jadhav in Iran and Pakistan because obviously he wasn’t there on his own. When are they going to catch them? They must have gained some information from him during the interrogation.

KARACHI: Foreign Minister (FM) Shah Mehmood Qureshi on Thursday relayed that Pakistan has concrete proofs against Indian spy Kulbushan Jadhav and will triumph in the International Court of Justice (ICJ), reported Express News.

“Pakistan will present it’s stance effectively in the international court,” he said while speaking to the media in Multan. “Unfortunately Pakistan did not have a foreign minister for four years.”

FM Qureshi thanked the Indian prime minister for congratulating the Pakistani people and maintained that the international community desired peace in Afghanistan.

Hanging will not serve any purpose except to bring more misery to both countries . Let him serve a sentence and then use him as part of a bigger settlement.

No! There is no bigger settlement then justice besides we get nothing by eventually releasing him. This man is responsible for killing so many innocent Pakistanis. What misery will his hanging bring to Pakistan? Ask the people whose loved ones this man has killed what they want to do with him. He needs to be sent to the likes of Sarbjit Singh as soon as possible. Kill him so that India knows what we do to their spies otherwise they'll keep sending such terrorists to us.

I see where you are coming from but you also know that Modi and BJP will use proxies to kill more innocents. When i called for some settlement i meant that they withdraw their spies from PK, we need to see the practical impact of that for a few years and then we can talk.

We can not give in to their blackmailing and threats. If they cause trouble in Pak then ISI will give them a bloody nose in return as we have often see making them cry on their own TV channels. They will never withdraw anything unless we beat them up even if we have to cross in to Afghanistan to kill them. This is the reason why terrorism has greatly reduced after operations like rah-e-nijaat were so successful, alhumdolillah. We can not ever bargain with these Hindu fanatics and their supporters.
 
I dont see the point of hanging him . Hes been very cooperative by provided vital intel. Keep him alive, will be an asset in the future as part of some exchange.
