At least 18 people went missing after being swept away in flash floods triggered by heavy rains in the Swat River, officials said, adding that eight of them have been killed while a search operation to locate the remaining people was underway.

The floods in the district have inundated several areas, with reports of dozens stranded at different locations, according to an initial report by Khyber Pakhtunkhwa Rescue 1122.

KP Chief Secretary Shahab Ali Shah confirmed that out of the 18 missing individuals, the bodies of eight have been found, while three of them have been rescued.

The incident prompted the provincial government to immediately launch a rescue operation, the statement said, adding, “Rescue operations are currently being conducted at eight different locations in Swat.”

The statement further said, “A total of 75 people were trapped at different places along the Swat River on the bypass road,” adding that 58 of them had been rescued.

The provincial government has formed a committee to inquire about the matter, it added.

According to the initial report by KP Rescue 1122, search and rescue operations were underway for the remaining bodies in several areas.

Three bodies have been recovered from Ingaroderai, while one body was also recovered from Ghalegy, where seven people were stranded and rescue operations are still underway.

At least 120 Rescue 1122 personnel have been deployed in rescue operations.

“More than 22 people were trapped in the water in Imam Dhirai, who were rescued safely by the team of Rescue Station 33,” the report stated, adding that the search operation of Rescue Station 44 was ongoing.

Seven people are also reported to be trapped in Manyar, with Rescue Stations 44 and 55 working jointly in rescue activities.

One person was trapped at Panjigram village, where a rescue operation was underway, while at least 20 to 30 people have been rescued from Bara Bamakhela, the report said.

“All Rescue 1122 teams are present on site and rescue operations are in full swing,” the report said.

A flood alert has been issued by the Charsadda Deputy Commissioner Qaiser Khan, directing relevant staff to be on high alert following the floods in Swat.

A notice from the DC’s office said the “discharge at Khwazakela in River Swat has increased to 77,782 cusecs, categorised as a very high flood.”

DC Khan told Dawn.com that rescue teams had been deployed to the banks of the River Kabul and River Swat.

“Announcements were made via mosque loudspeakers to inform the public about the dangers of floodwater,” the DC said, adding that officials were instructing people to move to safer places.

“We are keeping an eye on the Munda headworks; until 3pm, the flow was normal.”

Meanwhile, former climate change minister and PPP Senator Sherry Rehman has said that the continued “sleepwalk” on climate stress was triggering such incidents.

In a post on X, she wrote, “The tragic drowning of several people in the River Swat is NOT the result of a random ‘natural disaster’.”

“We need to understand that this and other disasters are the deadly impact of super heavy monsoons in Swat, all triggered by climate stress, and it is not just one area,” she added.

Rehman also said that the district and provincial administration had been alerted, but “early warning systems are being ignored by the general public in KP”.

“Pakistan needs to understand that such hazards are triggered by global warming and climate change … So please stop calling it a natural disaster or a random flash flood that is disconnected from human actions or responsibility.”

KP PDMA issues flood alert, urges precautionary measures
The KP Provincial Disaster Management Authority (PDMA) issued a flood alert after water discharge levels at Khwazakhela in the Swat River surged to 77,782 cusecs, categorising it as a very high flood situation due to the ongoing heavy rainfall in the region.

In an official communication addressed to the Deputy Commissioners of Peshawar, Charsadda, and Nowshera, the PDMA advised all concerned authorities to take urgent precautionary measures to prevent any loss of life, damage to infrastructure, crops and livestock.

The PDMA directed local administrations to immediately identify vulnerable points and at-risk communities and put in place effective safety and mitigation measures. It emphasised maintaining a heightened state of alert, with constant monitoring of the evolving flood situation to ensure a timely response.

Rescue 1122, Civil Defence, and all other emergency services have been instructed to stay on high alert, particularly in low-lying and high-risk areas.

Communities living along the banks of Kabul River and its tributaries are being sensitised to the expected rise in water levels.

Local authorities have been advised to ensure the timely evacuation of at-risk populations in flood-prone areas per existing evacuation plans and to ensure the availability of shelter, food, and medical supplies in designated camps.

Farmers and cattle herders have been warned to move their livestock to safer locations away from low-lying riverbanks, while the general public is urged to avoid unnecessary travel or vehicle movement in vulnerable areas.

The PDMA also directed concerned departments to remain ready for road clearance operations in case of blockages or waterlogging, and to pre-position emergency equipment at critical locations.

The Provincial Emergency Operations Centre (PEOC) at PDMA remains active 24/7 and can be reached via helpline 1700 for any assistance or guidance.

Officials suspended as CM orders probe into Swat flood deaths

Khyber Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur on Friday directed the CM Inspection Team to probe deaths in Swat’s flash floods.

He also expressed sorrow over the tragedy and announced compensation for the deceased.

In a related development, the government suspended three officials from Swat’s district administration and one from the relief rehabilitation and settlement department, after over a dozen people went missing after being swept away in flash floods triggered by heavy rains in the Swat River.

Fourteen of them are dead, while 10 people are still missing, according to an official report.

Among the officials suspended under the KP Government Servant (Efficiency and Discipline) Rules, 2011, are Swat’s additional deputy commissioner (relief and rehabilitation) Ihsanulul Haq, Babauzai’s assistant commissioner Dr Nida Iqbal and Khwazakhela’s assistant commissioner Amir Khan, while Rescue 1122 district emergency officer Saad Khan was ordered to report to the rescue, relief and rehab department.

Meanwhile, a preliminary official report on the damage and rescue operations revealed that 18 people from Daska tehsil in Punjab’s Sialkot district and KP’s Mardan district were caught in a flash flood near a hotel on the Swat Bypass at around 8:30am on Friday.

It added that Rescue 1122, district administration and volunteers launched a joint rescue operation shortly after learning about the incident, rescuing three people and recovering six bodies.

The report said nine people remained missing for whom a search is under way up to the boundaries of Malakand district.

It noted that over 10 individuals were confirmed drowned near the Swat Bypass hotel, while three more bodies were recovered from Angro Dheri and Imam Dheri.

According to the report, 22 people trapped in floodwaters were successfully rescued. Seven people were stranded in Ghalegay, with one body being recovered and search for the rest in progress.

Similarly, seven individuals were trapped in Maniyar where a rescue operation was under way. A man got stuck in floodwaters in Panjigram area, while a rescue operation for him is under way, according to the report.

Meanwhile, 20-30 people trapped in a flash flood in Bara Bamakhel area of Matta were successfully rescued.

The report said overall, 75 individuals were stranded at various points along the Swat River near the Bypass Road and the timely rescue efforts saved the lives of 58 people, eight bodies were recovered.

“10 individuals are still missing,” it said.

The report said rescue operations involving 105 personnel were ongoing at eight locations across Swat, while high intensity floodwaters were posing significant challenges to the rescue teams.

It added that to prevent further tragedies, all hotels, restaurants and commercial activities near the Swat River had been closed.

The provincial government said due to monsoon rains, a ban had been imposed on recreational activities in rivers throughout the province, while the local administration had launched extensive social media campaigns urging residents and tourists to stay away from water channels and adopt precautionary measures against flooding.

“The provincial government has once again appealed to the public and tourists to avoid entering river areas and to strictly follow the safety guidelines issued by the administration to prevent further tragedies,” the report read.

Fatalities reach 11 in Swat River incident after two more bodies found

The fatalities in the deadly Swat River incident on Saturday rose to 11 after two more bodies were found by the rescue teams, including that of a child as per Rescue 1122.

Search operations are still ongoing to locate the two individuals who remain missing. Four people were rescued during the initial response yesterday.

This was simple solution of clearing illegal encroachment of the river bank and stop people entering the dry areas of the river due to the well known danger of flash flooding.

It's simple incompetent governance and lack of law and order in a certain province led by crooks gangsters and people with ties to ethnofascist terrorists supported by hostile state.
 
The death toll from the devastating Swat River incident climbed to 11 on Saturday after Rescue 1122 recovered the body of another child. Two members of the same family remain missing, as rescue efforts entered a second consecutive day.

The tragedy occurred on Friday when 17 members of a family from Sialkot, enjoying a riverside picnic, were swept away by a sudden surge in water. Four people were rescued alive shortly after the incident, but many were caught in the powerful current before help could arrive.

Rescue 1122 Director General confirmed that the search operation is ongoing in Khwazakhela, Kabal Bypass, and Barikot, with more than 120 rescue personnel from Swat, Malakand, and Shangla participating. Boats, divers, and modern scanning equipment are being used to comb the riverbanks and deeper water channels.

Amid growing public outrage, the Khyber Pakhtunkhwa government suspended Swat Deputy Commissioner Shahzad Mahboob for alleged negligence and failure to enforce preventive safety measures. KP Chief Minister’s spokesperson, Faraz Ahmad Mughal, said an inquiry committee has been formed to investigate the incident and recommended a complete crackdown on illegal encroachments along the river. The district administration has been instructed to demolish all unauthorised structures within three days, while all hotels in the region will now be permanently registered for improved oversight.

In a significant step, the Chief Secretary of Khyber Pakhtunkhwa also imposed a complete ban on sand and mineral excavation from the Swat River, citing environmental degradation and the risk it poses to public safety. He directed immediate removal of all encroachments along the riverbank.

The tragedy has triggered widespread protests across Swat. Demonstrators, including members of Pasoon—a youth-led civil society group—staged a protest outside the Swat Press Club, demanding environmental protection, tighter regulation of tourist zones, and accountability for official lapses.

Swat victims funeral held in Daska

Funeral prayers for nine members of a family who drowned in the Swat River were offered in Daska, Sialkot, on Sunday.

A large number of grieving relatives and thousands of citizens attended the ceremony as the victims were laid to rest in their ancestral graveyard.

The bodies of the victims, who were swept away by flash floods on Friday, were brought to Daska by ambulances.

Among the deceased were 45-year-old Rubina Kausar, and her daughters 20-year-old Tazmeen and 16-year-old Shermeen, whose funeral prayers were held at Darul Uloom Madina, Daska. Seven-year-old Mohammad Ayaan and 15-year-old Imam, siblings, were laid to rest following funeral prayers at Eidgah on Sambrial Road.

Four daughters of Muhammad Mohsin, 17-year-old Meerab, 18-year-old Ajwa, 13-year-old Mashal and 7-year-old Anfal, were also among the victims. Their funeral prayers were offered at Noor Masjid on College Road, Daska.

Gujranwala Commissioner Syed Naveed Haider, RPO Tayyab Hafeez Cheema, DPO Sialkot Faisal Shahzad, Assistant Commissioner Daska Usman Ghani and Deputy Commissioner Sialkot Saba Asghar Ali were present. Provincial Minister for Local Government Mian Zeeshan Rafiq, along with various political, social, and community figures, also attended.

A search operation was ongoing to find 15-year-old Mohammad Abdullah, who is still missing.

Chief Minister Maryam Nawaz expressed deep sorrow over the tragedy, offering heartfelt condolences to the bereaved families. She called the incident heartbreaking and said it could have been avoided with timely rescue efforts.

12th body swept away in Swat River flash flood recovered from Charsadda

The body of a child who was swept away in the Swat River on Friday has been recovered from Charsadda, rescue officials said on Sunday, making this the 12th body recovered from the incident.

At least 19 people have been killed and six others injured in Khyber Pakhtunkhwa amid heavy rains and the consequent flash floods and landslides, according to data from the Provincial Disaster Management Authority (PDMA).

KP Rescue 1122 Spokesperson Bilal Faizi said the child’s body was recovered from Charsadda and shifted to a hospital.

“He will be shifted to his native area in an ambulance,” Faizi said.

“One person remains missing and a search operation is underway.”

According to Faizi, a total of 17 people were reported missing on Friday when torrential flash floods triggered by heavy rains affected several areas in Swat and Malakand divisions.

Four people were rescued, while 11 bodies had been recovered. Today, a 12th body was recovered, leaving one person who remains missing.

Separately, the body of a young man who drowned in a flooded river in Lower Dir two days ago has been recovered in Charsadda, according to Faizi.

“The rescue team had been conducting continuous search operations for the past two days, after which the body was found,” Faizi said.

In yet another incident, two youth drowned in the Indus River in Balyani Akazai in KP’s Hazara division.

According to rescue spokesperson Rabnawaz Yousufzai, one youth jumped into the river to cool off from the heat. A second youth saw him drowning and jumped in to rescue him, but both were swept away by the strong current.

A third youth also jumped in to save his companions but was unsuccessful and barely managed to return to the river bank.

Following the incident, locals are helping search for the missing bodies.

More rains, floods expected across KP in next 24-48 hours

More rain is expected in the next 24-48 hours across most districts of KP, according to a statement from KP PDMA.

Flooding is expected in Swat, Chitral, Abbotabad, Mansehra, Peshawar, Bannu and Waziristan. An increase in the water level is expected in Swat River and Panjokra River and its tributaries, PDMA said.

Low-level flooding is expected in the Kabul River over the next 48 hours.

“Land sliding and flooding in local rivers and canals is likely in mountainous areas. PDMA has issued alerts to district administrations to take precautionary measures,” the statement said.

Rescue 1122 and other relief teams have been directed to utilise all available resources.

PDMA has directed local administration to control traffic at sensitive places and highways, as well as direct travelers on national highways and provincial highways to take precaution. It was also directed that alternative routes be made for traffic flow.

“Ensure the cleanliness of rivers and drains and drainage systems to avoid urban flooding,” PDMA said.

The public was requested to take shelter in safe places during wind, hail and thunderstorms, while institutions were directed to disseminate weather alerts in local languages.

Farmers were directed to harvest crops early and store them in safe places, while cattle farmers were directed to protect their livestock.

“PDMA’s Emergency Operations Center is fully functional. The public should report any untoward incident to 1700,” the statement said.

PHC moved for inquiry into Swat flood deaths

Two petitions have been filed with Peshawar High Court in Peshawar and Mingora (Darul Qaza), seeking an inquiry into several deaths in the recent flash floods in Swat district and the fixing of responsibility for the alleged negligence.

In Swat, a bench consisting of Justice Sabitullah Khan and Justice Qazi Jawad Ehsanullah issued notices to the respondents, including the provincial government, seeking their response to a petition, which called for the court’s orders for Swat’s district administration and tehsil municipal administration of Mingora to immediately remove illegal structures along the river banks and to halt excavations therein.

The petition is jointly filed by two citizens, Fayyaz Zafar and Fazal Khaliq, requesting the high court to direct the Provincial Disaster Management Authority (PDMA) and Rescue 1122 to develop a formal framework for the identification, training and equipping of local volunteers, who significantly contributed to the disaster response.

Advocate Shah Faisal Khan appeared for the petitioners and highlighted the severe consequences of the recent floods in the Bypass Fizagat area, emphasising alleged administrative negligence and failure in preventive measures.

Meanwhile, a citizen on Tuesday moved the high court in Peshawar for ordering a judicial inquiry into the “circumstances” that led to the deaths of multiple people during the recent floods in Swat, as well as a probe into the alleged misuse of Rescue 1122 vehicles by the provincial government for “political purposes.”

A resident of Charsadda, Amir Alam, filed a petition seeking directives for the law-enforcement and accountability authorities to look into the alleged misuse of Rescue 1122 vehicles and resources by the provincial executive for political purposes, and to proceed strictly in accordance with the law if cognizable offences were committed.

He requested the court to order a high-level judicial or commission-based inquiry to determine the circumstances that led to the failure of the disaster response system during the Swat floods of Jun 27, fixing responsibility on the negligent officers and public functionaries.

The petitioner sought the court’s directives for the provincial chief secretary and director general of Rescue 1122 to submit a detailed report regarding the current operational status of all rescue and disaster relief vehicles/ equipment and their lawful utilisation.

He also requested directives for the respondents, including the provincial government, to cancel all mining activities, carried out through auction or otherwise, in the River Swat.

The petitioner also sought orders for an independent audit and investigation into the recruitment process and resource allocation within Rescue 1122 to ensure transparency, merit and prevent political interference in emergency situations.

The petition, filed through lawyer Babar Khan Yousafzai, includes as respondents the provincial chief minister, its chief secretary, secretaries of mines and mineral, irrigation, relief and rehabilitation, local government and culture and tourism departments, the directors general of Rescue 1122 and Provincial Disaster Management Authority and KP inspector general of police.

The petitioner said that on June 27, flash floods struck Swat district resulting in the death of at least 18 people, including tourists from Punjab.

He added that the failure of Rescue 1122 and provincial authorities to respond timely and effectively caused unnecessary and avoidable loss of lives.

The petitioner alleged that over six months ago, the Rescue 1122 vehicles and other resources were “unlawfully diverted” by the chief minister for use in a political protest in Islamabad.

He added that those vehicles were confiscated by Islamabad’s police, severely hampering disaster preparedness across the province.

The petitioner contended that the PDMA operated under the KP Disaster Management Act, 2010, under which its resources might be used for disaster preparedness and response only.

A very tragic and heartbreaking incident. I've seen that when people visit the northern areas, many of them go completely berserk—even when they are with their families. They want to push beyond their limits and often fail to sense the danger. The authorities in Pakistan are just as reckless as the people who visit these areas.
I have never used any sort of adventurous sport or activity especially when i visit underdeveloped areas of northern side. Reason being, the people just dont/cant understand the term safety and they will laugh at you when you ask them about it.
No doubt the whole country is running on God's sake
 
No helicopter was needed

A simple special forces type inflatable rubber boat or kayak was needed with an outboard engine . And a rescuer with some rope or rings on the boat

Bewal where are you where is the money going in pti run province these same provinces don't want dams and reservoirs being built to stop these flash floods and store water since they dont want lower areas of the country to have water for farming

Just watched the video of this incidents. A entire family was hopelessly watching for the help and some people's making the video but no one came forward for the help . Yar rassi hi fenk dete local logo ke sath milke. Ye PSL, IPL ke ceremony main to helicopter le ate hai but yha logo ke liye help ke time koi ni ata. Very sad incident. Om Shanti 🙏

It is easy to blame but PTI deserves a taste of their own medicine. Their entire politics is built on blaming others. They need to take it on the chin now.
 
Tourists ignored warning, entered River Swat via alternate route: report

With the search operation entering 1the 1th day on Monday for a youth who, along with 17 others, was swept away in the Swat River, it has come to light the tourists had entered the river via an alternate route despite being denied permission by the hotel's guard.

"All relevant agencies were alerted in view of the threat of floods," said Malakand Division Commissioner Abid Wazir in his written report submitted to the Khyber Pakhtunkhwa government's inquiry committee over the June 27 incident where 17 people belonging to two different families from Sialkot and Mardan were swept away by a sudden surge in the river while picnicking near the bank.

Harrowing videos circulated on social media showed the family stranded on a rapidly shrinking island of land, calling for help for nearly an hour with no immediate rescue in sight. So far, 12 bodies have been recovered, four were rescued, and one remains missing.

Expanding on the events that unfolded on the unfortunate day, the commissioner said that the water level in the Swat River reached 77,782 cusecs due to heavy rains.

"Rescue [service] was called at 9:45am when the water level in the river rose and they reached the scene of the incident 20 minutes later at 10:05am," he said when asked about what happened on June 27.

Furthermore, the inquiry committee raised questions regarding what could be done to promote tourism and avoid such incidents in the future.

"Tourism is a separate sector, it is not the responsibility of the tehsil municipal administration. Tourism in Swat should be looked after by the Upper Swat Development Authority," the official remarked.

I’m glad the Khyber-Pakhtunkhwa government finally took action by removing the DGs of Rescue and the Swat Development Authority after the heartbreaking drowning of 17 tourists in the Swat River

Also, I can’t help but wonder if this is just a face-saving move. Sure, the officials were dismissed, and reports blamed administrative delays and lack of technical expertise, but isn’t it the system itself that’s broken?

Every year we hear about tourist tragedies, yet there’s never enough done before disaster strikes. Blaming individuals is easy, but where’s the long-term planning, the proper training, the safety infrastructure that should be in place, especially during peak tourist season? Accountability is necessary, yes. But real change means more than just reshuffling titles!!!
 
^ just a face-saving exercise by this joker PTI government. Sacking people only to replace them with other incompetent people. The government had ample time to rescue the people but they failed just like they have been failing since 2013. They live on lies and propaganda.
 

Inquiry report holds hotel management responsible for Swat River incident​


Holding a private hotel responsible for the incident over its negligence and lack of professionalism, a fact-finding report of the Khyber Pakhtunkhwa government into the Swat River incident has called for a case to be registered against its lesser and lessee under Pakistan Penal Code (PPC) against the lesser and lessee of the hotel.

The Culture and Tourism Department's inquiry report points out that not only was the Tourism Department "entirely absent from the scene of the tragedy" and there was no proactive engagement in regulating or managing the safety, the official tourist helpline (1422) remained unused, reflecting the lack of public awareness and outreach.

The Swat River incident, which occurred on June 27 when 17 members of a family picnicking along the Swat River were caught in a sudden and powerful surge of water.

Harrowing videos circulated on social media showed the family stranded on a rapidly shrinking island of land, calling for help for nearly an hour with no immediate rescue in sight.

Multiple tourists were rescued and several bodies were recovered in the relief operation that pursued with the body of Abdullah, a child from Sialkot, finally being found after 21 days on Thursday in Barikot tehsil of Swat district.

The tragedy, since then, has prompted the filing of multiple writ petitions in the Peshawar High Court, accusing the government and relevant departments of negligence and indifference.

Peshawar High Court Chief Justice SM Atique Shah had ordered a transparent investigation, following which the provincial government assigned the probe to the Provincial Inspection Team.

The five-page investigation report highlights the Culture and Tourism Authority's (CTA) failure to licence hotels operating in the tourist hotspots and also points out the fact that the Tourism Police's restriction to upper Swat under the Development Authority's jurisdiction left critical zones like Fizagat unattended.

Lamenting that travel agents operated without regulation or any accountability, the fact-finding committee says there was no visible regulatory or safety enforcement mechanism exercised by either the Administrative Department or the CTA, which reflected that the latter was focused on event management rather than regulatory functions, leaving tourists unprotected and misinformed.

Noting that a private hotel was in fact constructed by encroaching upon the riverbed, without a no-objection certificate (NOC) or an approved building plan, the Culture Department's report says that the management had allowed unregulated and open access from the hotel premises directly to the riverbed.

"No attempt was made to warn guests, erect barriers, or restrict movement despite repeated weather warnings. This failure to protect guests constitutes gross negligence, particularly given the hotel's proximity to the riverbed and the environmental conditions at the time," it reads.

Need for licensing, compliance measures
"The Authority [CTA] must initiate a licensing regime for hotels and hospitality units operating in tourist destinations," the report suggests.

It also calls for the dissemination of tourism and safety-related information via print and electronic media, the establishment of tourist facilitation centres at key entry points to major destinations, along with a comprehensive directory of tourist sites in the province, which must be maintained and publicised.

"Tourism police must be deployed across all tourist spots of Swat. Travel agents operating inside and outside the province may be regulated and bound to follow standardised safety protocol," it reads.

The report also recommends that hotels must be required to obtain a seasonal compliance certificate for monsoon operation, which will ensure guests' safety and will restrict access to riverbanks.

And then worse thing their bodies were transported in a dumper truck instead of ambulances and dumped in punjab.
The real question is: where did all the money go, and what was it used for? I'm certain Pakistan received millions in aid and donations from around the world in 2021 during Imran Khan’s government.
