I saw that match, Imran Khan was wrongly given run out by the umpire. Replays showed he made his ground but back then there was no DRS or even a 3rd umpire (TV umpire for run outs). Umpire decision was final. However Pakistan could have beaten India at several other world cup matches like in 1999 or even 2011.

Actually Indian cricket started improving only when the management got better. Raj Singh Dungarpur who controlled BCCI for long stretches in the 1990s was the worst thing to have happened to Indian cricket. His well known feud with Mohinder Amarnath and selecting the match-fixing Azharuddin as captain produced a team in which players knew politics rather than performance mattered. Only when Ganguly became captain did the culture start changing and now the players know performance matters.

I would say both the following are true:

1) All umpires make mistakes, the question here is whether the "mistakes" were numerous enough to affect the result of games and series when teams visited Pakistan. If Maninder Singh is to be believed I would say the answer is "yes".

2) In the past Pakistan has produced many great players, some great batsmen and many great bowlers.
