Jailed rioters may trigger prison overcrowding plan​


An emergency plan to avoid prison overcrowding could be triggered as early as "next week" as more rioters are sentenced, the Prison Officer's Association has said.

Operation Early Dawn, a contingency that allows defendants to be held in police cells until prison spaces become available, could be used.

The government announced quick sentencing for those involved in the riots that followed the fatal stabbing of three girls in Southport, leading to hundreds appearing in courts across the UK.

But the POA's national chairman told BBC Radio 4's Broadcasting House on Sunday prgramme, this risks "clogging up prison cells".

Mark Fairhurst said he wouldn't be "surprised" if the Ministry of Justice at some point tomorrow morning announces that "Operation Early Dawn kicks into play at some point next week."

During Operation Early Dawn, defendants would not be allowed to leave the police cells for sentencing unless it was confirmed there was a prison bed available for them.

Mr Fairhurst warned that this "has a massive knock-on effect on the entire justice system" as police cells get clogged up, meaning officers "haven’t got the power to arrest people and put them away”, he explained.

He said last week saw 397 new receptions, the "biggest influx" he had seen for some time, and that on Friday, the adult male closed estate only had 340 spaces left.

Pressure on the prison system is "really, really tight", he warned, adding offenders could be sent hundreds of miles from home to serve a sentence in a prison with spaces.

Justice Secretary Shabana Mahmood announced plans to cut the proportion of the sentence inmates must serve behind bars from 50% to 40%.

The temporary move - which does not apply to those convicted of sex offences, terrorism, domestic abuse or some violent offences - is expected to result in 5,500 offenders being released in September and October.

Last Monday, the government confirmed those involved in recent unrest will not be excluded from its plans to release some inmates from jail early.

MPs have already approved the laws allowing the plan to be put into action and any changes could require updating the legislation in a short space of time if additional exemptions were to be included.

Operation Early Dawn was previously triggered by the Conservative government in May in a bid to tackle overcrowding in jails.

Lahore police probing claims about disinformation that sparked UK riots​


More than a week after the UK witnessed widespread riots in the aftermath of the fatal stabbing of three young girls in Southport, law enforcement agencies in Pakistan are probing claims that the disinformation originated from a website that also has a footprint in Pakistan.

Recent reports aired by UK media identified a little-known platform, Channel3Now, as being the source of the disinformation that claimed the British-born 17-year-old suspect was a Muslim immigrant, who had arrived in the UK on a boat.

However, the assertion by UK broadcaster ITV News that a Pakistani individual was the originator of the false news story has been questioned, both by local law enforcement and other UK media outlets.

Lahore Deputy Inspector General (Operations) Faisal Kamran told Dawn they were analysing the claims made by UK broadcaster ITV News and had initiated a probe.

No official word on whether UK authorities have sought assistance from Pakistan

There has been no official word, both from UK and Pakistani authorities, about any formal contacts between the two governments on the issue.

But sources in local law enforcement say that the person identified in the ITV report was a freelancer working for the website, which aggregates crime-related news from UK and the US and republishes the stories for the sake of clicks and advertising revenue.

The BBC report, which tracked down several people linked to Channel3Now, also endorses the view that the platform appears to be “a commercial operation attempting to aggregate crime news while making money on social media”.

It recruits freelance writers from several countries, including Pakistan and India.

The BBC traced the people behind Channel3Now, including individuals in Pakistan, Canada and the US.

It also named an individual linked to the platform, Kevin, who said there are “more than 30” people in the US, UK, Pakistan and India who work for the site, which usually recruits freelancers.

But the subsequent ITV report, which included a doorstep interview confronting Farhan Asif — the Lahore-based contributor for Channel3Now — painted him as playing “a significant role in a network of news websites that have promoted falsehoods”.

It noted, however, that Channel3Now regularly publishes sensational news stories under the pretense of being an American-style TV channel.

The BBC, in contrast, quoted Kevin as saying that Farhan Asif in particular was not involved in the false Southport story, which the site has publicly apologised for, and blamed “our UK-based team”.

It is also worth mentioning that although the freelancer is referred to as a journalist in some reports, journalistic circles in Lahore say they’ve never heard of him.

Wider disinfo network

Despite claims of Russian backing for the website, the BBC could not verify any direct links between Channel3Now and Moscow either. However, the report did confirm that pro-Kremlin channels had amplified the website’s false stories, further fueling unrest in the UK .

BBC News’ disinformation correspondent Marianna Spring noted: “I did not find any evidence to substantiate claims that Channel3Now’s misinformation could be linked to the Russian state. [A] person claiming to be from Channel3Now‘s management told me that the publication of the false name “shouldn’t have happened, but it was an error, not intentional”.

Although no direct links with that operation have been proven, some observers say this website may be linked to the Srivastava Group, an Indian company that ran a vast network of anti-Pakistan fake news websites, which was unearthed by the EU DisinfoLab in a 2019 investigation.

Although many of the websites that were part of this disinformation network have been disbanded since they were exposed, it is possible that the same people are operating a new set of websites for similar purposes.

District court extends Lahore man’s physical remand by 4 days in UK disinformation case

A district court on Thursday extended the physical remand of a Lahore resident by four more days for his alleged role in fuelling the recent anti-Muslim and anti-immigrant riots in the UK through disinformation.

The suspect was initially taken into custody by Lahore police and later handed over to the FIA cybercrime wing which presented the suspect before a magistrate and sought his physical remand for investigation.

On Wednesday, a judicial magistrate allowed the Federal Investigation Agency (FIA) one-day physical custody of Farhan Asif, who was accused of uploading a misleading news article on the website of Channel3Now.

The investigating officer had told the court that a case was registered against the suspect under the Prevention of Electronic Crime Act (Peca) 2016.

Today, while hearing the case, the judicial magistrate extended the remand of the suspect by four more days and ordered for him to be produced again after the stipulated time.

The agency’s lawyer argued that evidence from the accused needed to be recovered and an investigation into his posts on X was to be carried out.

The lawyer asked Judge Imran Abid for an extension which was subsequently granted by the court.

UN committee slams UK over racism, incitement affecting minorities​


The United Nations committee responsible for combatting racism has slammed the United Kingdom over continuing hate crimes, hate speech and xenophobic incidents, following riots fuelled by hate and misinformation that gripped the country this summer.

The UN Committee on the Elimination of Racial Discrimination (CERD) said on Friday it was concerned by the presence of racist speech on various platforms, particularly where perpetuated by politicians and public figures.

The committee also issued its findings on Belarus, Bosnia and Herzegovina, Iran, Iraq, Pakistan and Venezuela, after reviewing them in its latest session.

CERD said in a statement that it was “particularly concerned about recurring racist acts and violence against ethnic and ethno-religious minorities, migrants, refugees and asylum-seekers by extremist far-right and white supremacist individuals and groups”, including the violence that took place in July and August.

Riots and unrest fuelled by xenophobia and misinformation surrounding the tragic killing of three girls in a stabbing incident swept across the country in more than a week of violence that saw about 600 people arrested.

Protests by far-right groups escalated into clashes with police in multiple towns, which saw hotels housing asylum seekers torched and mosques and businesses run by ethnic and religious minorities attacked.

The three young girls were stabbed to death during a Taylor Swift-themed dance and yoga workshop at a community centre in Southport, England, by a 17-year-old suspect, Axel Rudakubana. He was born in Cardiff, the Welsh capital, reportedly to Christian Rwandan parents. But false information on social media claimed the suspect w
as a Muslim immigrant.

Pakistan drops Southport attack disinformation case​


Authorities in Pakistan have dropped a case against a man who was arrested last week in relation to disinformation thought to have fuelled the recent UK riots.

Police said they could not find evidence that Farhan Asif was the originator of the news and so were not continuing with the case.

Leaving a Lahore court on Monday, Mr Asif declined to answer the BBC’s questions.

Unrest broke out in England and Northern Ireland earlier this month, after disinformation spread about the name and identity of the alleged perpetrator of a stabbing attack in Southport in which three young girls died.

A BBC investigation had linked Mr Asif to a website called Channel3Now, which posted an article that included a false name for the alleged attacker, and wrongly suggested he was an asylum seeker who arrived in the UK by boat last year.

The article was shared widely on social media and quickly went viral.

In Monday's court session, police said that Mr Asif was a freelancer at a private channel and that they found he had shared news by a different social media account in the UK.

After UK police had refuted the false information he had shared, Mr Asif deleted the posts and issued an apology on Channel3now for sharing the news, police said.

The judge asked Mr Asif if he now realised he should be careful about the information he shares online.

BBC Verify previously tracked down several people linked to Channel3Now and questioned someone who claimed to be “management” at the site.

That person told the BBC that the publication of the false name “shouldn’t have happened, but it was an error, not intentional”.

False information about the attacker spread online after three young girls were killed at a Taylor Swift-themed dance class on 29 July.

Violent disorder then broke out in Southport before spreading to towns and cities across England and Northern Ireland, fuelled by misinformation, the far-right and anti-immigration sentiment.

In the past three weeks, more than 500 people have been charged in relation to the disorder and at least 170 sentenced, many being sent to jail.

Thomas Birley: Arsonist involved in fire outside migrant hotel handed longest sentence yet over UK riots​


An arsonist who stoked a fire outside a Rotherham hotel hosting asylum seekers during last month's riots has been jailed for nine years.

It is the longest sentence handed down so far over last month's violence, which erupted across the UK following the killing of three children in a stabbing at a dance class in Southport.

Thomas Birley, 27, of Swinton, near Rotherham, previously pleaded guilty to a charge of arson with intent to endanger life, one count of violent disorder, and possession of an offensive weapon - a police baton.

He was sentenced to nine years in custody with five years on license as part of a 14-year extended sentence.

It comes after masked rioters broke into the Holiday Inn Express hotel in Rotherham, South Yorkshire, which was being used to provide accommodation for asylum seekers, and destroyed a communal area, as violence escalated in towns and cities across the UK.

More than 50 police officers were injured, the sentencing judge, Jeremy Richardson KC, said as he detailed the impact the disorder had on hotel staff, its occupants and the local community.

Sheffield Crown Court heard that, during the riots, Birley was part of a group that smashed ground-floor windows and called the police "f****** nonce protectors".

During the riot, a fire was lit outside the hotel and Birley, a painter and decorator, was seen adding a piece of chipboard to it. He was also seen helping to move a bin on top of the fire.

In sentencing, the judge said it was "clear as clear can be" that Birley was "intent on spreading a hateful message of violence and racism".

"It appears you hold views that are anti-empathetic to those seeking refuge in the UK," the judge said.

"You said you went to the hotel to voice your opinion. You were encouraged to do what you did because of posts on social media.

"You knew you were going to participate in racist mob violence - you took a scarf on a warm day to cover your face."

The riots came following a wave of disinformation, spread largely by far-right accounts on social media, surrounding the identity of the Southport suspect - who it was wrongly claimed was an asylum seeker who had arrived in the UK by boat.

The judge said Birley's case was "unquestionably" the most serious to come before him in relation to the rioting outside the hotel.

During the sentencing, the prosecution told the court that by 12:30pm, crowds at the hotel had grown to 400.

Police cordoned the entrance off but protesters broke through, with many entering the Holiday Inn Express and causing "lots of damage".

The court heard Birley also chanted "Yorkshire" while taking part in the disorder.

Birley was involved in a "persistent and widespread act of violence on people and property," which lasted more than 12 hours.

The defence said Birley keeps himself isolated as he suffers from ADHD, that he had had a difficult start to life but was a working man.

Birley, the defence added, had only been an "enthusiastic contributor" to the disorder seen at the hotel, rather than the architect of it.

During the unrest, hotel staff were taken to the panic room, where they barricaded themselves in by pushing freezers against the doors, the judge said.

"Staff were panicking and crying", he said, before adding: "They thought they were going to die."

Speaking of people trapped in the hotel at the time it came under attack, the judge said: "None were physically injured but all were mentally scared."

He said the violence had impacted local residents too, who were scared of protesters breaking into their homes.

One resident said "she's been scared to leave her home since".

Judge Richardson quoted the police as saying the financial impact from the unrest at the hotel was estimated to be £1million.

Southport attack: Murder suspect Axel Rudakubana charged after ricin and al Qaeda manual found

The teenager accused of stabbing three girls to death in Southport faces a separate terror charge after police said a biological toxin and an al Qaeda training manual were found in a search of his home.

Axel Rudakubana, 18, from Lancashire, had already been charged with three counts of murder and 10 counts of attempted murder following the mass stabbing at a Taylor Swift-themed dance workshop in July.

At a briefing today, Chief Constable Serena Kennedy from Merseyside Police said the teenager now faces two further charges related to evidence obtained by police following searches of his home after the attacks.

She said he now faces one charge of the "production of a biological toxin, namely ricin, contrary to Section 1 of the Biological Weapons Act 1974".

He also faces a terror charge of possession of information "likely to be useful to a person committing or preparing an act of terrorism, contrary to Section 58 of the Terrorism Act 2000".

Easy for you to say but when these terrorist organizations attack innocent people and claims they are doing it for Islam, how do you think outsiders would react? I agree no religion teaches bad things and what likes of Al Qaeda etc is doing is distorting your religion for their individual benefits. That is why muslims around the world need to be more vocal and condemn these terror outfits openly. Easy for you to say but when these terrorist organizations attack innocent people and claims they are doing it for Islam, how do you think outsiders would react? This is the 4th time I am repeating, no where did I mention the religion of that guy. However, he was inspired by Al Qaeda manual which is a banned Islamic terrorist organization. Hence UK police have charged him (yet another one) on the pretext of Islamic terrorism. What religion he was born is irrelevant here.

Just about every well known Islamic personality on social media condemns terrorism, and most of them condemn ISIS/Al Qaeda by name. I don't know which Muslims you have met, but you should probably report them to the police if you are telling the truth.
 
Look around the world and you'll see plenty of terrorist acts being committed by non Muslims as well as non Muslim countries

Hopefully this isn't used as a justification for street riots targetting innocent civilians and their property as happened following the Southport murders. I'm not sure what @Rajdeep is arguing for, but hopefully not that.

Not guilty pleas have been entered on behalf of Southport stabbings suspect Axel Rudakubana after he refused to speak in court.

The 18-year-old appeared at Liverpool Crown Court today by video-link from Belmarsh prison, wearing a grey tracksuit.

He didn't answer when asked to confirm his name and sat fiddling with his hands as a prison officer confirmed he could hear the court.

Rudakubana refused to reply when the clerk read out the indictment and the judge Mr Justice Goose directed not guilty pleas should be entered on all 16 counts.

He is charged with three counts of murder, 10 of attempted murder and possession of a kitchen knife over the attack in the Merseyside town on 29 July.

Bebe King, six, Elsie Dot Stancombe, seven, and nine-year-old Alice da Silva Aguiar were killed, while eight other children, aged between seven and 13, were injured, along with yoga instructor Leanne Lucas and businessman John Hayes.

Rudakubana was aged 17 at the time of the attack at The Hart Space, which has not been declared terror-related, according to Merseyside Police.

He was later charged with producing ricin and allegedly possessing an al Qaeda training manual apparently found in searches of his home in Banks, Lancashire, in the days after the mass stabbing.

The first additional charge, under the Biological Weapons Act 1974, states that he produced a biological toxin, namely ricin, on or before 29 July.

The second, under Section 58 of the Terrorism Act 2000, alleges he possessed a PDF file entitled "Military Studies In The Jihad Against The Tyrants: The Al-Qaeda Training Manual".

Rudakubana is due to face trial at the same court on 20 January, with the case expected to last up to four weeks.

There were around 15 family members of the victims in court for today's hearing, including Alice's parents.

At times, Rudakubana swayed his head from side to side, bowed his head towards his knees and wobbled his jaw.

The judge told him: "Your trial will now take place on 20 January and you will be transferred from where you are now to a more convenient place for the purposes of attending this court."

In rare comments ahead of the trial, Home Secretary Yvette Cooper said it would be a "deeply traumatic and distressing time for the families of Alice, Bebe and Elsie, the survivors, and the people of Southport and the whole country will be thinking of them".

She added: "The most important thing for all of us is to ensure that the legal process can take its course, to respect the difficult job the court has to do, so there is a fair trial and justice can be done.

"There will be a time at the end of this trial to discuss what happened and the action needed in response to this horrific tragedy. But for now, and until the proceedings have concluded, the priority for all of us must be to ensure justice is done."

Rudakubana is also accused of the attempted murder of eight other children, who cannot be named for legal reasons, class instructor Leanne Lucas and businessman John Hayes.

He is further charged with possession of a knife on the day of the attack, production of a biological toxin, ricin, on or before 29 July, and possession of information likely to be useful to a person committing or preparing to commit an act of terrorism.

The alleged terrorism offence relates to a PDF file entitled Military Studies In The Jihad Against The Tyrants, The Al Qaeda Training Manual, which he is said to have possessed between 29 August 2021 and 30 July 2024.

The ricin, a deadly poison, and the document were found during searches of a home in Old School Close that he shared with his parents, who were originally from Rwanda.

Rudakubana did not speak during earlier court hearings. Not guilty pleas were entered on his behalf after he failed to respond when the charges were put to him.

His trial is expected to last up to four weeks.

 
Keir Starmer orders public inquiry into Southport attack

Keir Starmer has ordered a public inquiry into the failings that allowed an “extremely violent” teenager to murder three young girls in one of the worst attacks on children in recent UK history.

The announcement came after Axel Rudakubana, 18, dramatically pleaded guilty to the Southport atrocity and followed revelations in the Guardian that he had previously been referred to Prevent, the government’s anti-radicalisation scheme.

The prime minister said the country had “failed in its duty” to protect the girls from the troubled teenager, who on Monday admitted murdering Bebe King, six, Alice da Silva Aguiar, nine, and Elsie Dot Stancombe, seven, and trying to kill 10 others at a Taylor Swift-themed holiday club last summer.

After the astonishing change of plea – which came on the day he was set to stand trial – it was disclosed that Rudakubana had been referred to Prevent three times, the first as long ago as 2019, and was known to authorities as a violent schoolboy with a troubling obsession with mass murder.

One of the referrals followed concerns about his potential interest in the killing of children in a school massacre, it is understood.

The home secretary, Yvette Cooper, said families of the victims “need answers” about whether Rudakubana’s attack could have been stopped, as she confirmed he was in contact with a range of different agencies throughout his teenage years.

He was referred three times to the Prevent programme between December 2019 and April 2021, aged 13 and 14, she said, adding that he also had contact with the police, the courts, the youth justice system, social services and mental health services.

“Yet between them, those agencies failed to identify the terrible risk and danger to others that he posed,” she added.

The killer, who turned 18 nine days after the atrocity, will not be handed a whole-life term when he is sentenced on Thursday due to his age, raising the possibility that he will one day be released from prison.

Rudakubana’s history of violence and obsession with genocides, ranging from Nazi Germany to the ethnic killings in Rwanda, where his father is believed to have fought, can now be laid bare.

Days before the attack, Rudakubana’s father stopped him from taking a taxi to a school he was expelled from in 2019, raising fears he had been planning to attack pupils.

Neighbours said they saw Alphonse Rudakubana, 49, remonstrating with his son outside their home before the teenager eventually got out of the car.

Sources told the Guardian Rudakubana had been planning to go to Range high school in Formby, Merseyside, where he was expelled over claims he had taken a knife into the building after being bullied.

The incident took place on 22 July, the day pupils were due to leave for the summer holidays, and a week before he attacked children at the Hart Space, a community centre 5 miles from his home in the Lancashire village of Banks.

Shortly after being expelled, Rudakubana returned to the school and threatened to attack teachers and pupils with a hockey stick on which he had written their names, sources said.

One senior professional told the Guardian that social workers deemed him such a threat they insisted on police being present when they met him.

His obsession with mass killings was also known to the authorities, but it is not clear whether they were aware of his father’s link to the Rwanda genocide of 1994.

It can now be revealed that Alphonse Rudakubana, a taxi driver who arrived in the UK in 2002, is thought to have fought with the Rwandan Patriotic Army (RPA), an armed force that battled the Hutu-dominated regime in Rwanda and eventually brought an end to the mass ethnic killings of 1994.

He is reported to have been an RPA officer, possibly relatively senior, based in neighbouring Uganda, where his family are thought to have fled well before the genocide.

Far-right protesters had gathered outside Liverpool crown court amid a heavy police presence for what was expected to be the first day of Rudakubana’s trial.

Wearing a similar Covid-style face mask to the one he wore during his attack, Rudakubana refused to stand for the judge and stayed silent when asked to confirm his name, before he had a short conversation with his barrister.

In a voice that was barely audible in the packed courtroom, the teenager stunned those present when he answered “guilty” to each of the 16 charges put to him.

As well as three counts of murder, he admitted trying to murder 10 other children and two adults, including the dance teacher Leanne Lucas, who was stabbed in the back, arms and neck while trying to protect two little girls.

He also pleaded guilty to possessing terrorist material – an academic handbook on al-Qaida – and producing the deadly toxin ricin. It was the first time in four court hearings that he had spoken.

The attack triggered the worst disorder in Britain in years, as far-right figures leapt on false claims that the suspect was an Islamist extremist who had arrived in the UK by small boat.

Police have found no evidence that the Southport attack was motivated by political, religious, racial or ideological causes, meaning it cannot be classed as an act of terrorism despite him having possession of a document proscribed under terrorism laws.

Despite combing through each of his three computer devices, officers remain unable to say why he chose to attack the sold-out holiday club for primary school children.

Nigel Farage, the Reform UK leader, accused the government of “the most astonishing cover-up” after the guilty pleas, and said he would be demanding that Cooper answer questions in the Commons.

Farage said he had been accused of “stoking and encouraging” disorder when he asked ministers to explain last summer whether the killer was known to authorities.

Senior police officers said there was next to no credible intelligence of trouble after the guilty pleas, but they are expected to closely monitor the sentencing on Thursday, when the harrowing detail of the attacks may emerge for the first time.

Announcing the public inquiry, Cooper said: “Although, in line with CPS advice to preserve the integrity of the prosecution, we were constrained in what we were able to say at the time, the Home Office commissioned an urgent prevent learning review during the summer into the three referrals that took place and why they were closed.

“We will publish further details this week, alongside new reforms to the Prevent programme.

“But we also need more independent answers on both Prevent and all the other agencies that came into contact with this extremely violent teenager as well as answers on how he came to be so dangerous, including through a public inquiry that can get to the truth about what happened and what needs to change.”

A British teenager on Thursday repeatedly interrupted the start of his sentencing for murdering three young girls at a Taylor Swift-themed dance event last July, shouting from the dock that he was unwell before being removed.

Axel Rudakubana, 18, on Monday admitted carrying out the killings in the northern English town of Southport, an atrocity that was followed by days of nationwide rioting.

He also pleaded guilty to 10 charges of attempted murder relating to the attack, as well as to producing the deadly poison ricin and possessing an al Qaeda training manual.

At his sentencing at Liverpool Crown Court, Rudakubana repeatedly interrupted prosecutor Deanna Heer, shouting from the dock: "I need to speak to a paramedic, I feel ill."

His lawyer Stan Reiz said that Rudakubana was suffering from chest pains.

After Judge Julian Goose refused to adjourn the sentencing, Rudakubana shouted "don't continue", prompting the judge to ask him to be removed. Someone shouted "coward" from the public gallery as he left.

Before his outburst, prosecutor Deena Heer had started to outline what had happened on the day of the murders in July last year, saying he was not inspired by any political or religious ideology.

"His only purpose was to kill and he targeted the youngest, most vulnerable in order to spread the greatest level of fear and outrage, which he succeeded in doing." she said.

"Whilst under arrest at the police station after the incident, Axel Rudakubana was heard to say 'It’s a good thing those children are dead ... I’m so glad ... so happy'."

Southport triple murderer Axel Rudakubana has been jailed for life with a minimum term of 52 years.

The 18-year-old pleaded guilty to the murders of Alice da Silva Aguiar, nine, Bebe King, six, and Elsie Dot Stancombe, seven, at a Taylor Swift-themed holiday club on the first day of his trial on Monday.

He also admitted attempting to murder eight other children, aged between seven and 13, along with class instructor Leanne Lucas and businessman John Hayes at the Hart Space in the Merseyside town on 29 July last year.

He was sentenced at Liverpool Crown Court, but was not present for the judge's remarks after telling his lawyer he would be "disruptive" during proceedings.

During sentencing earlier in the day he was twice ordered out of the dock after shouting that he "felt ill".

Rudakubana told his lawyer he had chest pains, was too ill to continue and wanted to see a paramedic, but the judge said two paramedics had deemed him fit to continue.

Rudakubana was 17 when he walked into the dance studio before silently, indiscriminately stabbing his victims with a kitchen knife - a 20cm blade he had earlier bought on Amazon using encrypted software to hide his identity.

He stabbed some of his victims in the back as they tried to escape, pulling one girl back inside to attack her.

Rudakubana was arrested at the scene and while in custody was heard to say he was glad that the children were dead and that he was pleased by what he had achieved.

Police found a plastic kitchen box containing ricin under his bed in a search of his home in the village of Banks, Lancashire, along with other weapons including a machete and arrows.

An analysis of his devices revealed an obsession with violence, war and genocide, with documents discovered including an academic study of an al Qaeda training manual.

Police believe he used techniques he learned from the PDF file, which contained instructions on how to commit knife and ricin attacks, to carry out the mass stabbing.

Rudakubana has pleaded guilty to charges of producing ricin and possession of information useful for the purposes of terrorism.

But Merseyside Police Chief Constable Serena Kennedy said there was no evidence he ascribed to any political or religious ideology and was not fighting for a cause, so the "cowardly and vicious attack" was not treated as terrorism.

"This is a young man with an unhealthy obsession with violence," she said.

"His only purpose was to kill the youngest and most vulnerable and spread the greatest level of fear and outrage, which he succeeded in doing."

The government announced an inquiry into how the state failed to recognise the risk posed by Rudakubana and Prime Minister Sir Keir Starmer has said he will consider changing the definition of terrorism if necessary.

The teenager was referred three times by schools to the government's anti-extremism programme between 2019 and 2021 over concerns about his interest in school shootings, Libyan dictator Muammar Gaddafi, and the London Bridge attacks.

He also had repeated contact with police, the courts, the justice system and the mental health services in the years before he carried out the attack, including over using school computers to research acts of violence.

Rudakubana was expelled from school for saying he was carrying a knife in October 2019, but returned to attack another pupil with a hockey stick, while carrying a knife in his backpack.

He pleaded guilty to assault, possession of an offensive weapon, and possession of a knife over the incident and received a youth justice referral order focused on knife crime.

His parents called police four times about his behaviour, including on one occasion in May 2022 after they restricted his access to a computer.

On another occasion in March of the same year, a bus driver called the police because he had not paid the fare, and he told officers he had a knife, but they took him home to talk to his mother about securing knives at home.

No disciplinary proceedings have been brought against anyone involved in dealing with his case.

The Labour backbencher said: "In my view, the sentence passed is unduly lenient. The crimes he committed were horrific and natural justice demands he spends the rest of his life behind bars.

"I have therefore made a request to the attorney general to have the sentence reviewed urgently, with a view to making sure he is never released. My community deserves nothing less."

The Attorney General's Office later confirmed the case had been referred under the unduly lenient sentence (ULS) scheme, which requires just one request in order for punishments handed out in court to be reconsidered.

A spokesperson said: "There is a high threshold for a successful ULS reference. The sentence must be not just lenient but unduly so, for example if the sentencing judge made a gross error or imposed a sentence outside the range of sentences reasonably available in the circumstances of the offence."

Attorney General Lord Hermer and Solicitor General Lucy Rigby now have 28 days to decide whether to refer the sentence to the Court of Appeal for further consideration.

Rudakubana was sentenced after earlier pleading guilty to the murders, along with the attempted murders of eight other children, who cannot be named for legal reasons, class instructor Leanne Lucas and businessman John Hayes.

He was also convicted of having a knife, which he had bought on Amazon, on the date of the killings, production of the deadly poison ricin, and possessing information likely to be useful to a person committing or preparing to commit an act of terrorism.

His 52-year minimum term is thought to be the longest imposed on a killer of his age. Once the minimum term is reached, he would be subjected to a Parole Board review before he could ever be considered for release.

Because he carried out the crimes just nine days short of his 18th birthday, it means by law he could not be sentenced to a whole life order, which would mean he would never be released from jail.

This tariff is usually only imposed on criminals aged 21 or over but can be considered for those aged 18 to 20 in exceptional circumstances.

Describing the minimum sentence as "substantial", Mr Justice Goose, sentencing at Liverpool Crown Court on Thursday, said he would serve "almost the whole of his life in custody".

He added: "I consider at this time that it is likely that he will never be released and that he will be in custody for all his life."

The judge also said he "must accept" that the prosecution had made it clear the attack did not meet the legal definition of an act of terrorism because there was no evidence of attempting to advance a political, religious, racial or ideological cause.

Axel Rudakubana's anti-terror referral should have been kept open, review finds​


Southport killer Axel Rudakubana's anti-terror case should have been kept open, a review into his attacks has found.

Following the killings in Southport last summer, a rapid review was launched into Rudakubana's contact with Prevent - a government strategy aimed at stopping people from becoming terrorists.

Speaking in the House of Commons, Home Office minister Dan Jarvis repeated that Rudakubana was in contact three times before his attacks at a Taylor Swift dance class where three young girls were murdered.

He added that the report found Rudakubana should have been referred to Channel, another anti-terror scheme.

Mr Jarvis said: "The review concluded that too much focus was placed on the absence of a distinct ideology, to the detriment of considering the perpetrator's susceptibility, grievances, and complex needs.

"There was an under-exploration of the significance of his repeat referrals and the cumulative risk, including his history of violence.

"There were potentially incomplete lines of inquiry, that at the time the perpetrator could have fallen into a mixed, unclear or unstable category for Channel due to his potential interest in mass violence.

"Indeed, the overall conclusion of the review is that he should have been case-managed through the Channel multi-agency process, rather than closed to Prevent."

He said the review found Rudakubana's referral to Prevent was "closed prematurely", and there was "sufficient concern to keep the case active while further information was collected".

The review noted that Rudakubana was referred to Prevent on three occasions: first in December 2019 when he was 13, again in February 2021 when he was 14, and finally in April 2021.

The first report was due to concerns he was carrying a knife and searching for school shootings online.

The second was for online activity relating to Libya and Colonel Gaddafi, and the third for searching for London bombings, the IRA and the Israel-Palestine conflict.

"On each of these occasions, the decision at the time was that the perpetrator should not progress to the Channel multi-agency process," Mr Jarvis said.

The report highlighted that in the second referral, Rudakubana's name was spelt differently from the first.

It then says a Prevent supervisor was unable to find the previous referral and "this may have caused the case to be closed quickly on minimal information".

As part of the review, 14 recommendations were made on how to improve Prevent, which Mr Jarvis said they had accepted and would be implementing.

Mr Jarvis said the government is working to set up an inquiry into what happened as soon as possible, although confirmed it would not initially be on a statutory footing.
