Police suspect that Vikas Dubey, the prime accused in the massacre of eight policemen in an ambush in Kanpur early Friday may have slipped out of Uttar Pradesh before the state’s borders were sealed,

UP’s Director General of Police (DGP) Hitesh Chandra Awasthy had sounded an alert in all 75 districts of the state for the arrest of Dubey and the search for the gangster was intensified.

Later, a reward of Rs 1 lakh was announced for his arrest. Fifty dedicated teams and over 3,000 police personnel across the state have been deployed in a massive manhunt to nab him. But the gangster has remained elusive.

Police officials associated with the investigation said the recovery of an abandoned SUV parked by the roadside in Auraiya and the tracking of Dubey’s last cell phone location in the same area hinted that he, along with some of his accomplices, had sneaked into Madhya Pradesh by road via Etawah and Jhansi districts.

“There are multiple shortcuts and interior roads from Auraiya that lead to the Madhya Pradesh border,” a senior police official in Kanpur said.

He expressed the apprehension that Dubey left the state after the attack on the policemen early on Friday, much before the state police sounded an alert and sealed the borders.

He said vehicle checks at the state borders were initiated at least five-six hours after the incident which was more than enough to leave the state.

There is a possibility that Dubey may have moved to other states after entering Madhya Pradesh, he added.

When asked about the possibility of Dubey having fled the state, the DGP said several types of inputs were being received that hinted that he either moved to Madhya Pradesh or Nepal. But nothing substantial had emerged so far to clearly pinpoint Dubey’s exact location, he said.

The DGP said police had recovered an abandoned SUV in Auraiya registered in the name of his close aide Amit Dubey. Local authorities were further verifying whether Dubey and his other aides were travelling in the vehicle and escaped after ditching it by the roadside.

He said that Vikas Dubey’s domestic help and close aide Daya Shankar Agnihotri were arrested in Kanpur.

Crucial details had been obtained from Agnihotri about the incident as well as those associated with Dubey, the state police chief said.

He also said the police were raiding all possible hideouts and scanning mobile phone records, as well as rigorously questioning his friends and relatives.

One saving grace about this episode is that it is an upper caste hindu, so entire community cannot be blamed.

Former Kanpur SSP Anant Deo Tewari and the entire staff of Kanpur’s Chaubeypur police station, comprising 68 police personnel, were transferred on Tuesday.

Anant Deo Tewari was transferred from his present post of DIG STF after a controversial letter of slain Dy SP Devendra Mishra surfaced. In the letter, Mishra had sought action against SO of Chaubeypur police station, Kanpur, Vinay Tewari but Anant Deo Tewari had allegedly ignored the complaint.

Vinay Tewari was earlier suspended, allegedly for passing on information about the police raid on Vikas Dubey’s house, during which eight police personnel were killed by Dubey and his henchmen early on Friday.

The state government transfer order included Anant Deo Tewari and three other IPS officers.

As per the order, Anant Deo Tewari has been transferred as DIG PAC, Moradabad sector, while Sudhir Kumar Singh, who was posted as commandant of 15th battalion PAC in Agra, has replaced him.

Anant Deo Tewari, who was posted as SSP Kanpur till June 15 before being posted as DIG STF after his promotion, got involved in a controversy since the letter by the slain Dy SP became viral on social media. The slain Dy SP’s daughter had made the letter viral on social media, alleging inaction by senior police officers in not removing SO, Chaubeypur, Vinay Tewari despite her late father complaining against him.

There were demands on social media for Anant Deo’s removal from his present post as the STF was investigating the killing of eight policemen during the raid at Vikas Dubey’s house in Kanpur’s Bikru village.


In the other IPS transfers, SSP Moradabad Amit Pathak and SSP Varanasi Prabhakar Chaudhary swapped places.

2 cops arrested in Kanpur as hunt for UP’s most wanted man gathers steam

Police in Kanpur arrested Station Officer of Chaubeypur police station Vinay Tiwari and sub inspector K K Sharma on Wednesday for their alleged nexus with gangster Vikas Dubey who is accused of masterminding the massacre of eight policemen last week.

Both Tiwari and Sharma had already been suspended shortly after the incident as the Uttar Pradesh police launched a massive manhunt for Dubey.

Tiwari and Sharma allegedly tipped off Dubey about the midnight raid by the police on Friday that turned into a tragedy.

Kanpur’s senior superintendent of police (SSP) Dinesh Kumar P said both the officers were charged under Section 120 B of the IPC for conspiring to kill the policemen.

Late Tuesday night, Dinesh Kumar P had removed the entire staff of Chaubeypur police station comprising 68 police personnel and sent them to the police lines.

The UP police have raised the bounty on Dubey’s head to Rs 5 lakh.

On Wednesday, police shot dead Amar Dubey, a close aide of the gangster in Hamirpur and arrested another gang member Shyamu Bajpai in Chaubeypur after he was injured in an encounter.

Three persons close to the gangster were also arrested from Haryana’s Faridabad in a joint operation by the Special Task Force (STF) of the Uttar Pradesh police and the local crime branch team.

Dubey was in Faridabad and had tried to take a room in a hotel, whose CCTV footage went viral, a police official said.

A gangster accused of killing eight police officers in the northern Indian state of Uttar Pradesh was arrested from a temple complex on Thursday after a nearly weeklong chase across different states.

Vikas Dubey was caught by the police in the Mahakal temple in Ujjain city located in the central Indian state of Madhya Pradesh hours after three of his aides were killed by the police.

Footage on television channels showed Dubey, in a mask, being taken by police teams from the temple.

"Vikas Dubey has been a cruel killer from his younger days and was involved in the heinous killings of policemen. He has been arrested from the Mahakal temple," Narottam Mishra, home minister of Madhya Pradesh, said.

However, there was confusion over whether Dubey was arrested or he had surrendered. Some politicians alleged that Dubey had surrendered to avoid being killed by the police in a confrontation.

Eight police officers were shot dead in Uttar Pradesh on Friday in an ambush set up by the gangster who had been allegedly alerted about a raid by local policemen.

Dubey escaped following the ambush, prompting a manhunt.

He has a long criminal history, including the alleged murder of a politician and state minister in 2001, and was wanted in connection with at least 50 other criminal cases.

He was seen at a guesthouse in a New Delhi suburb on Wednesday after which police intensified their search and tracked him to Ujjain, some 800 kilometres (500 miles) away.

Dubey was associated with political leaders, showing the nexus between politicians and criminals in Uttar Pradesh, local media reported.

Uttar Pradesh, India's politically most significant state that sends the highest number of MPs to the Indian parliament, is also among its poorest and most lawless. The state of 230 million reports a large number of crimes, including robberies, kidnappings and crimes against women, according to the National Crime Record Bureau.

Today Vikas Dubey reached Mahakal temple. He purchased flowers & prasad from a shop. The owner had seen him on TV & suspected him to Dubey. He called up pvt security agency at the temple & informed them. Dubey bought a Rs 250 ticket for darshan.

When he entered, private security jawans informed our officials at Mahakal Chowki & started talking to him & asked his name. He gave them a false name but later gave his correct name. He was taken to Police station. We reached there & interrogated him seriously.

For further confirmation, we contacted Kanpur SSP & STF & asked for his photo. STF reached here & then we handed him over to them. STF & guards have left for UP with him.

It was such a heinous matter that for investigation we first kept him in custody. I then got a letter from SSP Kanpur that he is wanted and should be handed over to them. So we made proper documents and handed him over to UP Police for proper investigation can be done.

We are verifying all facts. We are in constant communication with UP Police. We will share with them whatever further evidence comes to our knowledge: Ujjain (MP) SP Manoj Kumar Singh when asked why was a case not registered when a knife was found in the possession of Vikas Dubey.

It is good that Ujjain Police arrested him (Vikas Dubey). Had there been even a little mistake, he could have left Ujjain after darshan at the temple.

Dawood Ibrahim, Chota Shakeel, Haji Mastan, Abu Salem etc are all muslims but they are also called gangsters and not terrorists. So it has nothing to do with religion.

Gangsters does organized crime for money where as terrorist organizations have specific political aims.

There is a difference between the two.

I think Dubey is given too much importance of being a rogue element in the society. He was still a very small fish in the scheme of things. Real players are the Netas and bureaucrats who make people like Dubey flourish for their benefits.

He wasn't killed for getting into spotlight. Mukhtar ansari ( a nice person btw in person ) is most famous gangster politician from UP and he is alive. Dubey was killed because he provoked the system which was tolerating him, by brutally killing cops and he signed his own death warrant. He has to be killed.

They are not good at giving creative content. They are already burdened with doing the job which is menat for judiciary. But since the judiciary is rotten, it was great that they delivered quick justice.

I don't take any interest in the topics discussed here, including the china tussle, but this one was kind of personal and was waiting for dubey to be killed. Cant express how deeply satisfied I am.

Inspector general of police, Mohit Agarwal, told PTI news agency that policemen fired at the gangster in retaliation after he refused to surrender and shot at officers.

Police said he was arrested in a dramatic manner from a temple complex in Madhya Pradesh.

But opposition parties said he chose to publicly surrender at the temple after successfully escaping arrest for more than a week.

Some reports say he told the temple guards to call the police.

Opposition politicians had urged the police to ensure he was safely brought in front of a court to stand trial.

Now, some social media users have questioned the police over the gangster's death.

The case has been dominating headlines in India ever since the shootout last Friday killed eight police officers.

Two of the gangster's aides have been killed in clashes with the police since then.

An inspector belonging to a police station near Mr Dubey's village was also arrested over allegations that he helped him.

Officers had been looking for Mr Dubey in connection with a case that was registered against him earlier in the week when they were fired upon.

Police said that although they had returned fire, they suffered heavy casualties as the gang members had been firing on them from a height.

3) Eyewitnesses say they heard gunshots but don't mention any accident. They say they were asked by the police to leave.

4) Why was a dangerous criminal charged in 60 cases including murder not handcuffed? The police say when the car overturned, Vikas Dubey managed to steal a gun, climb out and run.

5) The car overturned at a point where there was no barrier and there was a side road into the fields, the one that Vikas Dubey took while running away, according to the police.

India police kill gangster after he 'tried to flee custody'

A top suspect in dozens of crimes, including the killing of eight police officers last week, was fatally shot on Friday in police custody while allegedly trying to flee, officials said, with critics and opposition politicians calling the killing a "staged drama".

Vikas Dubey snatched a gun from officers after their vehicle overturned on a highway near the northern Indian city of Kanpur and tried to flee, police officer Mohit Aggarwal told Associated Press. He said Dubey died in an exchange of fire.

Dubey, in his 40s, had given himself up in the central town of Ujjain on Thursday after a weeklong search. He was being driven in a police convoy to Kanpur where the eight police officers were killed.

Dubey was on the run for over a week after he allegedly ordered the eight policemen killed. He is believed to have links with state politicians and the police. Two police officers were arrested this week for allegedly tipping him off about a police raid on his home last Friday.

The gangster had been accused in 60 criminal cases, of various offences including attempted murder, and talk of his links with police and politicians has been dominating headlines ever since the shootout last week.

Two of Dubey's aides were killed in last week's violence.

'Extrajudicial killing'
Amarnath Aggarwal, an opposition Congress party leader, accused police of killing Dubey. "It's a preplanned murder. It was committed with the motive that Dubey did not reveal the names of people who provided patronage and protection to him."

Congress General Secretary Priyanka Gandhi Vadra has called for an investigation into the incident. "Truth about those who've raised a criminal like Vikas Dubey should come out. No justice till nexus between politicians and criminals is exposed," Vadra, the daughter of Congress president Sonia Gandhi, said in a video statement posted on twitter.

Jayant Chaudhary, the leader of regional Rashtriya Lok Dal party, called the gunbattle that led to Dubey's killing as a "drama" staged to "protect the real culprits" behind the killing of policemen last week.

Senior journalist Saba Naqvi dubbed it extrajudicial killing. "If you support extra judicial killing, you could be next. Remember that. On any pretext at any point. Rule of law means police and politicians can't bump off inconvenient people without trial," she tweeted.

Deaths in police custody are not isolated incidents in India.

A report last month by a New Delhi rights group, the National Campaign Against Torture, said at least 1,731 people died in custody during 2019, which means five custodial deaths a day.

In December last year, police shot dead four men suspected of raping and killing a young female veterinarian in southern India after investigators took them to the crime scene. Human rights groups have been calling for investigations into the deaths.

Dubey's gang of criminals is accused of fatally ambushing officers who had come to arrest them. They blocked the road with excavators and fired from rooftops, police said. Five officers were also wounded and the assailants fled before police reinforcements could reach the area.

Uttar Pradesh, with a population of 230 million, is one of the most impoverished states in India. It is also considered one of the most lawless states with high incidences of armed robberies, kidnappings for ransom and crimes against women, according to the National Crime Record Bureau.

Dubey was allegedly involved in 60 cases of killings, robberies and kidnappings. Among them was the killing of local Bharatiya Janata Party (BJP) leader Santosh Shukla in a police station in 2001. Two policemen also died in the attack.

Vikas Dubey, the Uttar Pradesh gangster accused of killing eight policemen last week, was on Friday hit by four bullets in the retaliatory firing by members of the Special Task Force (STF) who tried stop him from escaping near Kanpur city, news agency ANI reported.

The 48-year-old gangster was shot at by the police team when he tried to escape after the vehicle he was travelling in met with an accident amid heavy rain in the region. The STF team was bringing him back to Kanpur from Madhya Pradesh’s Ujjain city.

He was arrested outside the Mahakal Temple in Ujjain on Thursday and was being brought to Kanpur.

“Vikas Dubey had three bullet injuries on the chest and one on his arm,” Dr RB Kamal, the principal of Kanpur’s LLR Hospital, was quoted as saying by news agency ANI.

Dr Kamal said the condition of the three injured police personnel is stable and that bullets brushed by two of them.

According to a police statement, there was an encounter as Vikas Dubey tried to escape when the sports utility vehicle (SUV) overturned early in the morning.


Vikas Dubey, it said, snatched a pistol from one of the policemen after the accident and tried to run away. He reached a nearby field, was surrounded and asked to surrender.

When he refused to surrender and fired at the team, police personnel shot at the gangster in self-defence, the statement in Hindi said.

Prashant Kumar, UP additional director general of police (law and order) said three sub-inspector, a constable and two STF commandos were injured during the incident.

Kumar said three people have been arrested, six accused killed, seven people sent to jail under section 120B of the Indian Penal Code (IPC) and 12 wanted criminals still absconding.

Dubey’s death in a police encounter triggered sharp attacks from opposition parties who alleged that the gangster had been killed to shield the people who had protected him.

Several opposition leaders, who had demanded a thorough probe to unravel the gangster’s political nexus, claimed that the encounter was engineered to bury the facts.

Dubey was on the run since July 3 after he and his men ambushed and killed the eight policemen out to arrest him in his Bikru village.

He is making it sound as if the gangster was a whistleblower and was being targeted because he was going to expose some politicians.

He had links with politicians is common knowledge and it was also common knowledge that his death warrant was signed when he killed the cops who had gone to arrest him.

This is how gangsters who grow too large for their shoes should be dealt with.

Actually most Police officers are corrupt as well and stay away from gangsters and MLAs, I would like to point a thing on this particular case, I noticed the officer that have helped in sabotaging the previous attempt was of Upper caste, I have to say personally if UP govn is able to look beyond caste great on them.

Also Encounters are Police specialty in India and nothing new, Punjab had it for 10 effin years and KPS Gill was even awarded Hockey which he took to the ground.

Judicial reforms first. Till then cops are doing a good job dispensing quick justice. whiners can whine.

True, Congress is to be blamed most for this state of our police force. The culture of dishonesty is seeped very deep into our police force.

As for our courts, it's quite common to get a ruling as per your convenience depending on your purchasing power especially in lower courts.

Police comes under state subject, so they always take orders from local politicians. Why blame the congress for it, when it is the constitution which has made cops subservient to local politicians.

As for the culture of dishonesty, it is the primary trait of indians. Indians are dishonest and liars by default. They need a police system which is brutal. Brutality is the only language indians understand.

My favourite term is the hindu rate of growth to describe sluggishness. It was a term used by an economist prof raj krishna. We have been blessed with some smart economists over the decades. One being Manmohan who despite being advisor to ministries, in planning commission and rbi governor, finally learnt that allowing FDI was the only way out, something which was being asked many years prior to 1992, and stupid indians think he was a genius.
 
Arvind Ramvilas Trivedi (46), alias Guddan, an associate of slain gangster Vikas Dubey, was arrested by the Maharashtra Anti-Terrorism Squad from Kolshet road in Thane, along with his 30-year-old driver Sushilkumar Suresh Tiwari alias Sonu.

Trivedi was wanted by the Kanpur police in the case where eight policemen were killed by Vikas Dubey and his associates in the intervening night of July 2 and July 3 at Bikru village near Kanpur. Vikas Dubey, who was absconding after the incident was arrested from Ujjain in Madhya Pradesh, and was killed in an encounter by the Special Task Force of the Uttar Pradesh police early on Friday morning.

Gangster Vikas Dubey had around 60 criminal cases registered against him.

Preliminary enquiry by the Maharashtra ATS has revealed that Trivedi along with his driver had fled the state soon after the incident. “Trivedi was involved in many cases along with Dubey including the murder of Uttar Pradesh minister Santosh Shukla in 2001. The Uttar Pradesh government had also announced a reward for his arrest,” said encounter specialist and police inspector Daya Nayak, who based on specific intelligence arrested Trivedi.

Santosh Shukla was murdered in 2001 inside the Shivli police station in Kanpur by Vikas Dubey and his associates, a case which had seen 25 policemen, who were eyewitness to the murder, turn hostile in court.

It was December of 1992 and the height of the Ram temple movement. In a couple of days, the Babri Masjid would be demolished in Ayodhya. In Muslim-majority Bikru village in Kanpur, tensions flared up over a minor incident. On December 1, two goats of a Muslim family went into the field of another man and damaged crops. The owner beat up the goats.

As the Muslim locals complained at Shivli Police Station in Kanpur Dehat area, the man’s close associate, a local muscleman, got to know. He gathered his men, and beat up the Muslim complainants so brutally that at least 50 families of the community left Bikru in terror.

According to a 72-year-old who claimed to be among those beaten, they lived the years since in fear of that “muscleman” — Vikas Dubey, then just 25. Refusing to be named, he said they eventually returned to Bikru as they had homes and land there. “Because of Dubey, no one would buy our land.” Look around, he adds, pointing to the unusually heavy metal doors of houses across Bikru, a village of around 3,000 people. “We were that scared of him.”

In the Kanpur area, similar stories of the fear of Dubey abound, even if most of the world would only hear of the 52-year-old with the killing of eight policemen who had come to arrest him in a midnight raid. But, even in the villagers’ accounts, Dubey’s life is of a small-time criminal dabbling in district-level politics, a story played repeatedly across Uttar Pradesh.

It hardly foretells his death — after six days of a hunt across states, and seven days of ‘encounters’, including his own.

‘Shaukiya Badmash’

Dramatic as the end was, those who know Dubey struggle to recall similar theatre in his life. One of his favourite films was the 1999 thriller Arjun Pandit, where the eponymous character played by Sunny Deol becomes a gangster after being betrayed in love. Dubey fancied being called Panditji. However, his associates say, that’s where the likeness ended. Dubey was more of, what they term, a “Shaukiya Badmash (amateur goon)”.


Unanswered questions

with sixty-two cases against him starting 1999, and several trials that meandered in court, gangster Vikas Dubey clearly survived on a lot more than chance. Apart from questions regarding the encounter that killed him, will the Uttar Pradesh authorities answer the ones raised over his long, uninterrupted run? Given the unapologetic encounter spree under the Yogi Adityanath government, all eyes are on it.

He was the eldest of three sons of farmer Ram Kumar Dubey and wife Sarla. They were a middle-class family, reasonably well-off by village standards.

Ram Kumar’s younger brother Brij Kishore, who lives in Kanpur Dehat’s Rasoolabad area and claims to have had little to do with Dubey in recent past, says he was a bright child but too restless. So, when Dubey was around 14-15, Ram Kumar sent him to Kishore. “ I got him admitted to Amar Shaheed Inter College in Class 9 … However, he was unstable, kept missing school and never listened to anyone. Finally, a year later, I told my brother I could not take care of him.”

Kishore says he kept hearing of the scraps his nephew got into as he made his way through school and college (P P N Degree College in Kanpur, from where he graduated in Political Science). As Kishore’s wife Kesar Devi interjects to say that all she remembers about Dubey was that he had few friends and obsessively watched TV (there was only Doordarshan then), Kishore says there was a change. “In college, he came in touch with politicians who both supported and used him. He kept talking of becoming a big man.”

In Rasoolabad, Kishore’s link to Dubey seems well-known. Once a local radio mechanic, Kishore survived the death of radio, and now owns a two-floor house, the ground storey of which has five shops. Amidst the hunt for Dubey, the shops remained shut.

As Dubey acquired the aura of a local muscleman, his two brothers came under his influence. Following Dubey’s death, Ram Kumar claimed he had little to do with his eldest, but Bikru has a different story, of a close-knit clan.

While the middle son Avinash died in 2003 in Kanpur’s Kalyanpur area, in circumstances that remain mysterious, youngest Prakash alias Deepu is believed by police to have been Dubey’s associate in a real-estate business. Since the July 3 raid, Deepu remains missing.

A turning point in Dubey’s life was another death, that of his first wife, a couple of years later, equally mysteriously. Soon after, he married Richa, the sister of his associate Raju Khullar, having fallen in love with her. They have two sons, with sources saying the elder one studies in the United Kingdom.

Having left their Lucknow home soon after the Bikru shootout, Richa and son returned after Dubey’s capture on Friday. Richa was questioned, but released after Dubey’s death.

Caste clout
In an interview he gave in 2006 to a local TV channel that went viral in the days following the Bikru shootout, Dubey talked about how his family was into politics. And that this gave him the knack of always picking the winning candidate — starting from back in college. This, he said, was “God gifted”.

The reality was more mundane. While Muslims comprise around 30% of Bikru’s population, it has always been dominated by the Brahmins, who form the second-largest group.

Susheel Pandey, 65 and a Brahmin himself, says elections in the village were peaceful affairs for a long time. “It changed with the Dubey family seizing control of the panchayat. Not just the officials and police but MPs, MLAs would come to take Dubey’s blessings. Chaubeypur Police Station was like his house.”

In the wake of the death of eight policemen in the shootout at Bikru, two personnel of the police station, including Station Officer Vinay Tiwari, were arrested and are being probed for links with Dubey. Sixty-eight others from the station have been shunted to reserve police lines. DIG Anant Deo, till recently the senior SP in Kanpur, has been transferred from the state’s Special task Force to the Provincial Armed Police unit in Moradabad.

For the past 25 years, either Dubey or someone from his family has headed the Bikru panchayat. Having served as pradhan for two terms, Dubey moved on to the Kanpur zila panchayat, while his brother, followed by the brother’s wife took over the pradhan mantle.

In 2000, Dubey won a seat in the Bhimau zila panchayat in Shivrajpur block, despite being in jail on a murder charge, as per officials.

Dubey regarded the late Hari Krishna Srivastava, a former minister, Speaker and five-term MLA from Chaubeypur seat, as his political guru. After stints in the Janata Party, Janata Party (Secular), Janata Dal and BJP, Srivastava was last in the BSP. This also opened doors for Dubey across parties.

Srivastava is said to have used Dubey both to bring him Brahmin votes as well as to intimidate fellow Brahmin rivals. In fact, most of Dubey’s victims appear to have been Brahmins. Senior journalist Aditya Dwivedi remembers one episode, early on, that brought Dubey to attention, when he slapped a local politician, Shravan Kumar, publicly.

Dubey has been linked to local BSP leaders, while his mother said after the shootout that he was now in the Samajwadi Party. The SP has denied this, saying the party has no links with a criminal like him. After some videos and photographs suggested their links with Dubey, BJP Bilhaur MLA Bhagwati Prasad Sagar and Bithoor MLA Abhijit Singh Sanga issued statements there was no truth to the allegation. Sanga said criminals like Dubey use politicians’ names to get shelter.

Cases, acquittals

By the end of the 1990s, Dubey’s name had started figuring in UP Police’s files. In 1999, he was accused of killing a fellow villager, Jhunna Baba, to grab his land, but no case was filed.

A year later, he was accused of conspiracy in the murder of Siddheshwar Pandey, retired principal of his own school, Tara Chand Inter College, allegedly again to grab his land. He got life term, but managed to get bail from the Allahabad High Court in 2001. Says Dubey’s lawyer Vikram Sengar, “His appeal against his conviction is still pending in High Court.”

While still in prison, Dubey was also accused of plotting the murder of one Ram Babu Yadav, of Bikru.

In 2001, in a stunning attack, Santosh Shukla, then a minister of state in the Rajnath Singh government, was shot dead inside the Shivli Police Station allegedly by Dubey. Police could not catch him for six months, till he surrendered in court. Two years later, he was acquitted as Shukla’s gunner, others in his staff as well as the policemen present denied having seen Dubey. An appeal against the order, in the Allahabad High Court, is still pending.

Dubey would go on to claim that he was at the spot to get an FIR registered, and that Shukla had got into an argument with police. “What happened after that I have no information.”

Shukla’s younger brother Manoj Shukla asserts the murder was over political rivalry, with Shukla having taken on Srivastava during election for the Chaubeypur MLA seat in 1996.

After the killing of eight of the police’s own on July 3, UP DGP Hitesh Chand Awasthy said they would find out the status of the Shukla murder case in the high court.

Dubey was next linked to a failed attack in 2002 on local panchayat rival Lallan Bajpai, who had been backed by Shukla, and the killing of a cable operator, Dinesh Dubey, in 2004. Dubey’s murder was said to have happened over just Rs 20,000. In 2005, a local court of Kanpur Dehat cleared Dubey in the case, said his lawyer.

In April 2017, the Kanpur police declared a reward of Rs 5,000 on Dubey’s head after he went underground following the murder of one Jai Prakash, in Chaubeypur. He was arrested around five months later.

By the time he died, Dubey had 62 criminal cases against him, including 7 of murder, and 8 of attempt to murder. He was charged under the National Security Act, Arms Act, as well as UP’s Gangsters Act and Goonda Act.

According to Lallan Bajpayee, there were other cases, which died quietly among scared villagers. “He started looting tempos on the route from Bikru to Shivli, and made a gang.”

Another Bikru resident, Chhote Lal, says that back in the 1980s, the larger Dubey clan together owned around 8 bighas of land. Dubey alone is said to now own 125 bighas, in addition to several properties in Kanpur and Lucknow. “His parents used to live in a semi-kuchcha house, where he later built a 20,000-sq ft mansion,” Chhote Lal adds.

There are allegations of extortion, from factories located in the Chaubeypur Industrial Area and from coaching institutions in the Kakadeo area, and of money made getting property disputes settled at the panchayat.

Police records show cases against Dubey at different police stations of Kanpur and Kanpur Dehat districts, as well as one case each in Saharanpur and Lucknow.

His lawyer Sengar says, “Six cases are pending against Vikas, which includes the Jai Prakash murder of 2017. Trial in an attempt to murder case was stayed on the Allahabad HC’s directive, other cases are going on.”

Additional Director General, Law and Order, Prashant Kumar said they had records of around 60 cases against Dubey in total.

In the 2006 interview, Dubey had denied all the allegations as falsehoods conjured by political rivals. “I have no connection with crime,” he said. “My fight is of political dominance, and it will go on till my death.”

On his relationship with police, Dubey said, “They have never been against me. I was the village pradhan and they continuously came to meet me. Whenever (called) I go to the police station. I do not hide from police.”

After Dubey

It was in connection with an attempt-to-murder case against Dubey, lodged by one Rahul Tiwari, that a police team had come to the village at 1.30 am on June 3. The exchange of firing lasting around 45 minutes ended in Dubey’s escape, and in a pall of silence over Bikru. The next day, as police descended in strength, and Dubey’s house and vehicles were bulldozed, the men of the village fled.

A week later, as the news of Dubey’s death trickled in, Bikru quietly emerged, in huddles. Sitting outside his shop, an elderly man said while they had no doubt police had deliberately killed Dubey, they had done “the right thing”. A woman, who said she was stepping out after a week, said, “July 10 (when Dubey died) is Independence Day for us.”

Of the five killed in ‘encounters’ during the hunt for Dubey, one was his uncle (Prem Prakash Pandey), and four his neighbours and alleged associates. Their houses are locked.

Dubey’s house, almost fully demolished, stands desolate. Mother Sarla is said to be in Lucknow; father Ram Kumar with a relative in Kanpur. Neither attended Dubey’s funeral. Richa did, amongst a heavy police force, and as the media covered her every move, shouted angrily: “achcha hua (good riddance)”.

It couldn’t have been the end he wanted. But, the youth who dreamed of becoming “a big man” can be sure of one thing. His last words, “Vikas Dubey hoon Kanpur wala”, caught on video, played over and over on social media, may haunt UP Police for some time.

He wasn't killed for getting into spotlight. Mukhtar ansari ( a nice person btw in person ) is most famous gangster politician from UP and he is alive. Dubey was killed because he provoked the system which was tolerating him, by brutally killing cops and he signed his own death warrant. He has to be killed.
