What are peoples' memories of Karachi in the 1990s?

I'm intrigued by Pakistan's political history and one thing that's captured my attention in recent reading is the turbulent political scene in Karachi in the 1990s. For those who don't know, a military operation named "Operation Clean-up" was launched in June 1992 by Prime Minister Nawaz Sharif. The government said it was intended to curb crime, political violence and the flow of illegal weapons in Karachi which had increased during the Soviet-Afghan War. But it transpired that the MQM were the main targets of the operation.

MQM had established itself in the 1980s representing the grievances of the Urdu speaking Mohajir community who believed they were being discriminated against and was reported to have gained backing from Zia-ul-Haq's military regime who wanted to reduce the PPP's power in Sindh.

The operation was more vigorously pursued by Prime Minister Benazir Bhutto, and her Interior Minister Naseerullah Babar. The years following were some of the bloodiest in the history of the city with thousands killed. MQM workers and paramilitary forces waged fierce street battles and many people went missing. There were reports of extrajudicial killings and torture. In 1995, there were 25 general strikes causing economic disruption. I believe the MQM also split into factions with the Altaf and Haqiqi factions.

My questions are:

1) For those who lived in the city, what were your memories of that time ? If its too personal or distressing you don't have to answer.

2) What were your thoughts on the "Jinnahpur" scandal that was used as a pretext for the operation ? Some allege that the maps were fabricated whereas others say there were authentic.

3) Who was more responsible for the violence - MQM or the government forces ? Were the government and Naseerullah Babar too heavy handed ?

4) Given the backdrop of political violence in Karachi in the last 25 years, what are the prospects for the future ? Is the situation stabilising now ?

And feel free to add any other relevant thoughts in general. Please keep it civil as I hope this thread can be informative and useful learning for folks, thanks.

Too young to give a wholesome picture but strikes (hartals) were a regular occurrence with a couple of shutter downs a month a given.


2) What were your thoughts on the "Jinnahpur" scandal that was used as a pretext for the operation ? Some allege that the maps were fabricated whereas others say there were authentic.

They are not allegedly fabricated. They are clearly fabricated and even the courts have proved that it was a drama. Ignorant to use the word 'allege.' Definitely not authentic unless you reside in Island of Conspiracies

The forces were heavy handed but its not like MQM wasnt. And yes they had been violent (more threatening) earlier anyways but sending an army and conducting an operation on your own people like it happened in Bangladesh will never play well. Many innocents died like they did in Waziristan as well. If anything the operation increased support for MQM and solidified it for years to come.


4) Given the backdrop of political violence in Karachi in the last 25 years, what are the prospects for the future ? Is the situation stabilising now ?
It has stablized but theres a very artificial feel to it at times. I think if PML-N doesnt muck up and make stupid decisions which are their specialty then MQMs time is coming to an end. The end of ANP in Karachi has helped matters too. However PML-N is roundly disliked regardless of where you stand and which party you are.

I was too young in the 90s to know what was really going on, but I do know every other day my school would be closed due to "hartaal" and "halaat" and on the 9 pm khabarnama we will hear everyday "Pakistan tareekh ke buhat nazuq mor se guzar raha hai".

As a Karachiite through and through I can tell you with full confidence that as long as PPP is ruling Sindh Karachi will continue its descent towards a garbage dump. For all of MQM's follies atleast they focus on the uplift of the city and work for its better. This is something people not living in Karachi will understand. The PPP government is only focused on one thing and that is to fill their pockets. What is worse is that they do not even work for the slaves in interior Sindh that have been voting for them for 40 odd years.

I'm glad that the census is taking place this year which may mean that Karachi gets a whole lot more seats in the Sindh assembly and this would mean that you can't just win interior Sindh and rule over Karachi.
