What is an acceptable percentage of KO games to lose before a team is called a choker?

The title says it all. What percentage of knock games does a team need to lose before its called a choker? is there a criteria?

Just looking at the Indian Team, they have been the most consistent LOI team of this decade, reaching the semis in 6 of the 7 tournaments since 2011.

2011 WC - Won
2012 T20I - 2nd Round
2013 CT - Won
2014 T20I - Runner Up
2015 WC - Semis
2016 T20I - Semis
2017 CT - Runner up

Now India's semi final W/L Ratio is 66% and Final W/L is 50%. So they are definitely not chokers. But at % would they become chokers?

But what is the ratio when one is called a choker.
 
Chokers is more to do with being expected to win.
 
SA are considered chokers because they were always among top contenders to win. Their history goes back to 1996 WC where they topped their group. In 1992 they were screwed by rain instead of choking.
 
SA's world campaign in a bizzarre way in almost all the world cup. Remember 2007 first world T20. India vs SA. SA had to beat India or not lose badly to them to advance to the next round. No prize for guessing what they did. They collapsed big time. RP Singh ran riot. In no time they were like 15 for 4.
 
Snatching defeat from Jaws of victory is also a quality of being a Choker.

SA did that against Australia in 1999.
Then again in 2003, Mis-calculated Duckworth Lewis target.
Then lost to a average Kiwi side again at 2011 WC Quarters.
2015 Semis : Lost a thriller once against to NZ, a match that they should have won.
