What should be the pace bowling options for India going into the 2019 World Cup?

Pace bowling was never our sttength. But in last decade till now we have found out some good pacers.
They always punch above their weight be it WC 2003, WC 2011, CT 2013, WC 2015.
Current unit has only 1 reliable pacer in Bumrah. I dont think Bhuvi will make it big in WC. Shami is a wicket taker but easily gives away 80 runs in 10 overs. We dont even have back up bowlers/part time medium pacers like Collingwood/Ganguly.
Where should we look forward to?

Shami
Bhuvi
Pandya

These four. Spin will play more prominent role like always with Kuldeep, Jadeja and maybe Jadhav.
 
Bhuvi? Really, do you think he can keep all Butlers, Morgans, Maxwells, Warners quiet in his spell the way he is bowling?

I think he can be highly effective in England with the new ball and is a wicket-taker as well. Will compliment very well with Bumrah and Shami on other end. Also, adds a bit of batting down the order.

Ishant, BK, Khalil back-up & Jadeja. That's 9 out of 16.

Sharma, Dhawan, VK, KL, MS, Pant & Jadav (for his bowling, otherwise one of ART/Rahne/Shaw) other 7.

If they reduce the number to 15, drop Khali or Ishant.

MS comes as 2nd keeper (or 1st) and ATR actually isn't that bad - others are not really setting fire on wicket.

Might be a bit unorthodox having Pandya as 3rd seamer but probably their best attack.

Would weaken lower order batting.One option is to have Jaddu for Chahal.Another playing Bhuvi for Chahal
 
Bumrah, Shami and Bhuvi.
And my spinners will be Kuldeep and Jadeja.
Jadhav will occupy the AR spot.
 
Pandya has a bowling average of 40 but he is considered as a pace bowling option by some here lol.

He is a 5th bowling option. The good thing with him is that he is an attacking batsmen and hence suits to no. 7 position.

Mannish Pandey as well, but realistically I know that ATR & MS won’t be dropped. KL is making it as 3rd opener just in case; otherwise he was DK’s backup at Asia Cup

Playing 5 specialist bowlers makes it really weak bottom half considering ATR, MS & Pant batted at 4-6 in last game. I have never seen Indian bottom half such with bat; last time IND won WC had a bottom half like Amarnath at 6, Kapil, Kirmani, Shastri/Azad, Binney, Madan, Shandhu ... On top of that, none of the batsmen bowls & you can’t back Jadav to bowl 10 overs in UK.

Only other option is BK at 7, for his 40 average with ball & probably 20 with bat. And, these days his ODI economy is closer to T20 then Test. Kohli is covering lot, otherwise 8 months before WC, there are too many hollow spaces for a WC contender. And, this is going to be one of the worst fielding unit in recent time without Pandeya - IND’ll struggle to put 5 men on line with strong arm.

Earlier India had batsmen in the top six who were pretty decent part time options and would regularly get 10 or more than that overs in all games. tendulkar , ganguly , sehwag , Yuvraj . Now India looking for a fifth and sixth bowling options.
