Shakib is very good but Stokes is elite material. Apart from Bangladesh, I don't see any team preferring Shakib to Stokes.
The latter is destructive, has a fear factor and can turn the game around in all three departments in a short period of time. He has the aura and magic touch that only the very great all-rounders have.
he is versatile unlike other ARs.
He has already proved himself in Subcontinent and outside subcontinent conditions.
He was arguably England's best player in India & Bangladesh along with Australia and South Africa.
He singlehandedly won the match in Bangladesh and was given man of the series in South Africa.His performance in India and Australia shows that he can perform well outside the comfort Zone
Stokes is a genuine Test class all-rounder by any measure. Incredible cricketer.
Stokes hasn't been great since his return so I'll go with Shakib across all formats.
In Tests: Ashwin and in LOIs: Stoinis.

Really surprised with the double standard these days - people are happy to boast Test No. 1 rank, ODI No. 1 rank, T20 No. 1 ... by ICC Ranking. But, when it comes to give due credit to someone ranked in No. 1 in 3 formats, for best part of a decade now ........
Just like W/L determines the Team ranking, individual ranking is determined by the contribution of players with a qualitative factor in it - one can't improve ranking by bashing ZIM only, be team or individual. If it becomes selective for teams & individuals, I guess it's unfair.
