'Best' is a bit broad. Economy and wickets only matter, so most economical I'll say Hafeez. Most wickets let's go for Tahir.

The pitch won't assist spinners (maybe the odd one will) so there's not much between any, I believe.

Dont think spinners are going to make any impact. So might as well put JP duminy also. BTW Maxwell was bowling very good in IPL. Economical plus wickets. Maybe improved a bit.

Imran Tahir like any leggie is most effective when they get their wrong-un going which wont happen on these pitches, I think he'll have a poor tournament, may be even dropped for Maharaj.

Jadeja was quite brilliant in the last CT even though the pitches assissted him as well but he was quite brilliant.

I will go with Jadeja.If not the wickets I think he will be one of the most economical spinners in this tournament.
