I think he meant that Sarfraz won't be playing FC cricket because they have only signed him up for the Blast. Shaun Marsh is their overseas player for the County Championship

In cricket literature, by County, it actually means the FC tournament of English domestic season. Before 60s, teams used to play only FC matches (3 day, around 400 overs) - twice a week & rest on Sunday. That's about 40-50 FC matches par season, but not every match was County Championship. I believe, till early 60s, 32 matches were considered as County matches (17 teams, home & away. Durham was given FC status in late 90s or later).

1964 was probably first time Gillette sponsored a limited over tournament (Sunday League), which later expanded to 2 tournaments - Sunday league (each team plays each other's) & Nat West/B&H league where probably 20-24 teams (Some minor counties, Scotland, Ireland & University teams) in 4 groups played for SF=>Final spots. So, eventually they had to chopp number of FC matches - first those side matches (Gentleman vs players, MCC vs Defending County Champion) and few icon fixtures which were on top of County Championship encounters - like the Roses match, Yorkshire vs Surrey, London derby (Surrey vs Middlesex), midlands derby (Worcestershire vs warwickshire), Hastings match (Sussex - Kent), tour matches (just about a decade back touring teams used to play FC matches with County sides as preparation, now they troll around for 3 days, where 16 players warm the grass, at max 11 at a time).

Eventually, they reduced County matches to 22 games, but for 4 days duration and now to 16 matches with 2 division, to acomodate more List A & now T20. It's likely to reduce farther in future, when 8 weeks will be allocated to City based T20 league.

What Wasim meant is the FC games and he is absolutely right. By nature, cricket is a slow game with long duration, where you learn & master the skills in long hours at middle & the game itself needs time for it's story (Even a T20 takes more than twice time than a soccer match). In modern life, yes it's difficult to imagine one game for 4/5 days (though that's perfectly ok for Golf), but we can't help - if cricket has to survive, it has to be through it's core - 4 innings & proper duration, or the game'll die.

A footballer probably spends equal time or even more for practice & training like a cricketer, but his game is for 90 minutes & at most thrice a week. But, cricket needs time in middle, just like you can't show your skills in rappid chess or 9 ball snooker or 6 hole golf. T20 actually isn't proper cricket - I don't think futsol & beach soccer is football that we know, though it's played with a ball, on surface & with legs; and the rules & objective are same - you have to put the leather piece in opponents goal by exchanging passes among teammates with in a set rules which again are taken from soccer. Players slam a cricket ball with a bat & scoring system are same in T20, that I can say about it.
 
Wasim Akram was disappointed in the pslt20 draft for the second edition of the league. Think he like the auction system.
