Why does Mohammad Amir bat ahead of Hasan Ali?

Hasan has so much potential as a bowling all rounder, we've all seen his occasional performances in the lower order scoring quick runs. Also, he scored a ODI fifty earlier this year against New Zealand.

Why does Amir bat ahead of him? Amir only has 2 decent performances with the bat since his comeback, that 18-ball 50 against England in 2016 and that 20 odd against Sri Lanka in the Champions Trophy

Amir has a better temprament and better defensive technique. If Pakistan needed quick runs, Hasan would be a fair call to come in before him.
