Why doesn't ICC pay players match fees for the ICC tournaments?

ICC earns from these tournaments and players offer their services for free so far. Shouldn't ICC be paying players match fees for using their services?
 
Players do get match fees/are contracted by their own board anyway.

But since ICC is earning money from it, so shouldn't they be paying them or it is taken for granted that ICC will use these services without paying them.
 
Many of us wish that the ICC would use its vast surplus to contract and pay all international players from beyond the Big Three.

It would level the salary playing field and protect cricket against the current status quo, which has seen numerous players from New Zealand, Pakistan, South Africa and the West Indies charged with fixing offences, presumably related to the fact that their boards pay them a fraction of what the Big Three boards pay.

Two examples:

1. Trent Boult earns 1/5 what Mitchell Starc earns.
2. Kane Wiliamson earns 1/4 what Steve Smith earns.

The ICC gives money to the boards (which most boards are in fact dependent on).

The ironic part is that Mitchell Starc and Steve Smith have pay related problems with their board instead of Kane and Boult.

Your suggestion would be an interesting experiment. But will not happen due to ICC's continued incompetency and the lack of ability/refusal to think long term or see the big picture.

The $$$ are, have and will continue to blind them and serve their "masters" BCCI. I say BCCI and not Indian TV because BCCI (as well as other boards) control(s) one of the key ingredients to ICC's final product that they are selling to broadcasters.
