What I think doesn't matter much - but I called it during AUS & WI Tour that, he might not bowl in ICC events.

To answer your question - yes, I think he chucks selectively; 2/3 effort balls every over. Umpires just don't want to get into controversy (because next call will end his bowling career) in a bilateral.

there are no allrounders in the pak team

only malik slightly and even his bowling is not trusted

so we dont have any allrounders and thus shortage of bowlers/good bowlers and batsmen

the less said about imad wasim the better pathetic at bowling and bating at the same time, only poor version of afridi cant be relied with both bat and bowl
