Woman gives birth outside Raiwind hospital after being refused entry by staff

A woman in Raiwind gave birth outside the District Headquarters (DHQ) Hospital, Raiwind early Monday morning after staff at the hospital refused to treat her.

Initial investigation conducted by the hospital suggests that a lady health worker refused Sameera Bibi — who was experiencing severe labour pains — any medical help because "there were no doctors available at the hospital in the early hours of the morning."

Bystanders at the scene told DawnNews that no Rescue 1122 ambulances were available at the hospital, and one had to be called to the scene. By the time it arrived, however, the child had already been born.

When contacted, Punjab Minister for Health Khawaja Imran Nazir told DawnNews that the provincial ministry had ordered an inquiry into the matter.

"No doctor or staff member involved in the incident will be spared and a committee has been formed to look into this matter," Nazir said.

"All gynaecology-related facilities are available at DHQ Raiwind," Secretary Health Ali Jan Khan told DawnNews while reiterating that a committee had been formed to probe the matter.

According to sources within the hospital, the inquiry team created by the provincial government has reached the DHQ and an investigation into the matter is underway.

"The child and the woman are both safe, and the hospital is also conducting an inquiry into the matter," said DHQ Medical Superintendent Doctor Amir.

The hospital is just miles away from ousted prime minister Nawaz Sharif's Jati Umra residence in Raiwind.

Earlier this year, on January 1, Zohra Bibi, 60, of Tibbi Kambovan, lost her life on the floor of Jinnah Hospital in Lahore because there were no beds available at the medical facility.

Investigation into the case had revealed that the woman, who was experiencing severe pain, also visited DHQ Kasur and was refused treatment there, before visiting the Lahore hospital.

ISLAMABAD: In a tragic incident, an eight-month-old child died on his way to the hospital after being stuck in traffic due to a rally by a religious group in Islamabad.

Police have registered an ‘unintentional murder’ case against Khadim Hussain Rizvi, a Lahore based fireband cleric who is leading a rally to the capital on the issue of Khatm-e-Nabuwat, or belief in the finality of the Prophethood.

The cleric’s main demand is that the government identify and punish those responsible for the recent controversy surrounding change of Khatm-e-Nabuwat clause in election laws.

Faizabad intersection, which is the main gateway between Islamabad and Rawalpindi, has been closed since Wednesday afternoon owing to the rally.

Hassan Bilal was being taken by his parents from Jinnah Gardens to the Pakistan Institute of Medical Sciences (PIMS) on Wednesday evening when the family got stuck in traffic.

After being stuck in traffic for hours the family had to take the child to a nearby private hospital near Khanna Pul.

Soon afterwards, the child died at the private medical facility at 10:20pm with the doctors declaring cardiopulmonary arrest as the cause of his death. “My son died in front of mine and his mother’s eyes,” his father said.

The family immediately went to the Koral Police Station and lodged a complaint against Rizvi and others for blocking the roads. “Khadim Rizvi and his fellows are responsible for the death of my son. If they had not blocked the road, we would have reached the hospital in time and my son’s life could have been saved,” the father maintained in his application to the police.

Police have registered a case under Section 322 (unintentional murder) against Rizvi and others. A police officer said the child had been referred by a local doctor to PIMS but he could not reach the hospital in time due to the road block.

Rizvi’s entry to Islamabad had already been banned by the Islamabad Capital Territory Administration during Muharram as a precautionary measure to maintain peace.

The authorities had warned the cleric against taking out the rally without obtaining an NOC. Not only the organisers have no NOC from the authorities, they are also in open violation of the Islamabad High Court orders that all rallies be held in Parade Ground area only.

According to the woman’s family, she was taken to the hospital at 11pm but the management refused to admit her. The family members said they had requested the concerned officers multiple times but to no avail.

The family members were forced to take matters in their own hands after a few hours of the management's refusal to change its decision. Members of the woman's family held a sheet to cover her as she delivered the baby outside the medical facility.

The delivery, without medical aid, left the woman and her newborn in a critical condition, the family said.

The hospital management refuted the family’s statements, saying the baby was born before the woman was brought to the hospital.

Cases of women delivering babies outside hospitals in Punjab have been surfacing since 2017.

In a similar case from Raiwind, a woman gave birth in the bathroom after being denied entry by doctors at a health centre in March.
