In a performance culture
1. Results dictate who stays and who goes.
2. Non-performers are easily identifiable.
Pakistan's long track record of non-performance indicates there are many candidates for the chop. This is especially true of performances abroad and in Limited Over formats.
Unfortunately, in current system, it is not easy to assign blame. Did Pakistan lose because the captain was not right (Shahryar)? Or did they lose because they introduced old non-performers (Inzimam?) Or was it that the preparations/tactics were wrong (Captain/Coach?)
Of the candidates for chop, the selection committee, regardless of who it constitutes of, is at the very top.
It has no reliable indicator of performance. It is not directly responsible for on-field result. It can easily deflect blame on others. It can hide behind stats or intuition as it sees fit.
Topmost, it is not a cultural fit with Pakistan - where friendships, influence, love and seniority are in the make up of the society - and it is laughable to expect cricket can change that.
Pakistan's history is replete with examples of players being plucked out of wilderness because the other system just doesn't work.
Here is the proposal. Very much like the Premier League System.
1. Abolish selection committee.
2. Replace it with a team of 20-25 scouts - relatively young ex-cricketers, association picks etc. Evolve the most performance based system of choosing these scouts.
3. - Spread them all throughout the country (and abroad). Bind them to watch games from Div A to grass roots and report quarterly.
4. Make the scouts team report into the Head Coach. He may choose a chief scout to ease his burden but ultimately he is responsible.
You see where I am going with this.
The single point of responsibility lies with the coach. He cannot blame the selection committee now that he owns it. And he lives and dies by the performance of the team.

While I am a traditionalist in the sense that the captain owns the results, in Pakistan's case, it is too much of a hit and miss. Can't recall a good captain post Imran and alter Wasim who were any good sustainably - both as captain and as players. Best to take this role off and give it to a high performance coach.
