Kabul: December 25, 2023: The Afghanistan Cricket Board (ACB) has decided to delay the 2024 annual central contracts for national players, Mujeeb Ur Rahman, Fazal Haq Farooqi, and Naveen Ul Haq Mureed. Additionally, the Board has opted not to grant them No Objection Certificates (NOCs) for the next two years following their intention to be released from their annual central contracts.

The insistence on not signing the central contract for these players was their involvement in commercial leagues, prioritizing their personal interests over playing for Afghanistan, which is regarded as a national responsibility. By opting for their release, the Afghanistan Cricket Board has decided to take disciplinary measures against these players.

In response, the ACB assigned a dedicated committee to thoroughly investigate the matter, develop appropriate recommendations that best serve the ACB’s interests and share them with the ACB’s top management. A committee member stated: “The three players formally communicated their decision to the ACB, expressing their desire to release themselves from the annual central contract, starting from 1st January 2024, as well as requested to consider their consent for their participation in the national events.”

The committee presented the following recommendations to the ACB’s top management:

Not Awarding Central Contracts: Starting from January 1, 2024, the three players shall not be eligible for the central contract for one year. In this case, ACB will consider and decide their participation in events when needed.

Delay Granting No Objection Certificates (NOCs): Consideration of these players as non-eligible to obtain No Objection Certificates (NOCs) for two years. All current NOCs shall be revoked immediately.

Transparently communicate ACB’s stance to the cricketing community, including the ICC, the ACC, Member Countries/Cricket Boards, and the Afghanistan Public.

The decision by the Afghanistan Cricket Board is made with a focus on national priorities, aligned with the ACB's core values and principles. It highlights the necessity for every player to maintain the ACB's principles and prioritize the country's interests above their personal ones.

I am very happy that ACB is saving their players to become pro indians. And near future at least we can see a battle on field between India and Afghanistan as Afghanistan play too softly against India.

Naveen ul Haq has been selected for Lucknow Super Giants, Fazal Haq Farooqi was chosen for Sunrisers Hyderabad, and Mujeeb ur Rahman was selected for the KKR squad in the IPL auction for the 2024 season. However, they may not be able to participate in the IPL because they are unlikely to receive NOCs.

Not sure what the real issue is behind this but seems they must have annoyed the ACB

IPL will be the future of cricket.

It seems like it. Sooner or later, the international cricket will die.

There will be premier leagues and world cup with tests for purists.

I dont see likes of these 3 being too bothered about playing for Afghanistan

can they block NOCs? I think ICC will have a word here

IPL can be the future for Indian cricket but not world cricket.

Why would a fan from New Zealand care about IPL, for example?

I think what the poster means is that cricket will only be followed by Indians in the near future, while treated as a third-grade sport by all the SENA countries.

It’s already at a laughable popularity throughout England and Australia. No one cares for this sport there anymore.

Because sooner or later, boards will have to have a decision. It'll be either issue NOC and save international cricket or lose players pool little by little.

Once that happens, the perception of the common people towards cricket will also change. A fan from New Zealand will care about IPL because his favorite player will be leading the side.

This is a common human psychology. You need some type of common ground to feel the "attachment" and then the strength of that bond can grow from there.

Two strangers in London can become fond of closeness because they might common ground as being Muslim, or as ancestry going back to Pakistan or any other factor.

Nope. They won't require NOC from ACB post retirement.
they are required.

Naveen was retired.

Amir is retired and he still relies on an NOC from PCB to play leagues

Because most of the Kiwi first team players will be playing the league.

There is a reason why outside India rights of IPL for close to 140mn USD. People watch the IPL.

This is being stupid by the ACB. If a player isn't interested in signing a national contract and playing for the national team, you can't hold him hostage by denying NoC.

ACB have now put themselves in an odd position.

If they now have reverse their decision after getting feedback from BCCI then they will look stupid and players will become emboldened

Actually NZers did care about the IPL auction recently. Some friends and I were talking and I was surprised to see how much they knew - much more than I. For instance, several Kiwis knew that CSK is filled with Kiwis and coached by a Kiwi.

So, there definitely is interest. Not just in the IPL but the PSL too …to an extent. I think cricket will become like football and IPL will be the EPL of cricket. PSL may be like the German league which is pretty great itself.

Remember Naveen ul Haq hasn't retired entirely from International Cricket that is why he is still depended on ACB NOC

If international cricket dies, so will the sport outside India. And tbh even the indians who take cricket too seriously and see it as a conduit to achieving global success will hate to see other nations not taking cricket serious anymore.

All being said, i dont think international cricket will see much harm. Cricket is not like football to the anguish of IPL fans.

Correction: Indians who are the biggest population in the world watch cricket outside India. I doubt any non Indians give two hoots about a domestic indian league.

That being said, you guys are extremely delusional and not getting the point that no one cares if “kiwi first team players” play the league if international cricket is dead.

Cricket is not followed by enough countries to have a football like model.

If international cricket dies, only IPL will take its place and the golden hen would be killed. Because IPL will die too after a few years. Indians see cricket and desire worldcups, love beating Pakistan, Australia, England more than anything. Thats reasonable. You watch a sport for glory. Third world countries seek white validation all the time, they wouldnt be happy if their sole glory is Mumbai Indians winning trophy 5 times. No one cares Rohit did it. People are clowning on him because of his failure as indian team captain.

They will receive NOCs to play IPL. ACB will not bite the hands of BCCI.

its has nothing to do with IPL or India, no board can stop NOCs. if the player is not charged with a crime.

Rameez Raja hates Amir to the gut, but eve he had to give him his NOC to play league cricket because Amir's wife is also a lawyer and they knew they couldnt stop him from playing.

Fair point.
This will result in the players retiring.

A contract disagreement with the Afghanistan Cricket Board will see the star spinner miss tonight's clash against the Stars

Melbourne Renegades star spinner Mujeeb Ur Rahman will miss the Melbourne derby, and his availability for the rest of the KFC BBL season is up in the air, after the Afghanistan Cricket Board (ACB) withdrew their clearance for him to play in tonight's match against the Stars.

Renegades' officials are in talks with their ACB counterparts to seek more clarity over Mujeeb's eligibility for the remainder of the tournament after a change to his No Objection Certificate (NOC) conditions made him unavailable for the clash at the MCG.

ACB Modify Sanctions over Three National Players

The Afghanistan Cricket Board has modified the previously imposed sanctions on three national players—Mujeeb Ur Rahman, Fazal Haq Farooqi, and Naveen Ul Haq—following a thorough investigation. The modified sanctions will now allow these players to receive central contracts and participate in franchise leagues while ensuring their full commitment to national duties and ACB’s interests.

Upon the players' unconditional approach to the ACB and expressing a strong desire to represent the country again, the ACB initiated a comprehensive investigation. After evaluating the players' initial stance in light of recent developments and acknowledging the importance of their presence in the national team, the assigned committee communicated its final recommendations to the board.

The modified recommendations state the following course of regulatory measures that are proportionate, effective & feasible and shall supersede the previous measures imposed on the players concerning the same issue:

Final Warning and Salary Deduction: Each player shall receive a final written warning and face a specific salary deduction from their monthly earnings and/or match fees.
Limited NOCs: ACB will strictly consider the issuance of the NOCs to the respected players while prioritizing the national duty and ACB’s interests.
Central Contract: ACB may grant central contracts to these players while strictly monitoring their performance and discipline in events.
Mirwais Ashraf, the ACB Chairman, pointed out the valuable contributions of the players to Afghanistan and stated that the modifications are made considering the importance of their presence in the team. He expressed hope that the players would remain committed and dedicated to the team's success and continue bringing pride to Afghanistan.

He added: “The players have undoubtedly contributed to the team’s success and have represented the nation to the best of their values. We hope that they avoid making similar inconveniences in the future as we expect them to represent the country in the best of manners.”

“The ACB and the rules are above all of us and it’s important to adhere to the regulations because there are no exceptions for anyone in this regard. However, such cases of a similar nature would be dealt with more strictly as we prioritize the prestige of the Afghanistan Cricket and the organization.” He added.

Earlier in December, Mujeeb Rahman, Fazal Haq Farooqi, and Naveenulhaq informed the ACB of their intention to be released from the central contracts, in response to which ACB decided to delay their 2024 annual central contracts as well as had opted not to grant them NOCs for two years.

Haha

So much for strict action by the ACB

Probably got told off by BCCI.

Naveen ul Haq is on his way to join Peshawar Zalmi for PSL 9. Maybe now Peshawar Zalmi can win their first game.

Probably, he is ready to play for Peshawar Zalmi in the upcoming match today against Multan Sultans.

Because our retired players get pensions.

Don't take the pension, the board will have no issues.
Pension or not, nobody requires NOC from the board if you're fully retired (even from the domestics). Case in Hand- Irfan Pathan. Its same everywhere else.

In Amir's case he still plays in PSL which comes under PCB(not sure about other domestic games, he plays or not). Naveen is retired from ODIs only thats why he requires NOC from the board.

Irfan played in Lanka Premier League not too long ago.

All players require an NOC regardless of whether they're retired.

Naveen-ul-Haq Unavailable For Vitality Blast

Afghanistan international Naveen-ul-Haq will no longer be available to join Hampshire Hawks for their 2024 Vitality Blast campaign due to unavoidable personal circumstances.

Naveen was due to join the Hawks for their final six Vitality Blast group matches and would have been available for the knockout stages in September.

The Club are in advanced discussions to secure a replacement overseas player and expect to make an announcement next week.

Hampshire Hawks get their 2024 campaign underway against Surrey on the evening of Thursday 30th May in a Half-Term Blast Off Double Header, with reigning CEC champions Southern Vipers taking on Western Storm in the afternoon.
