Ever notice how all those countries where police are not corrupt are rich countries, not third world hellholes like Pakistan, India or Indonesia. Corruption is the default state for any poor country, no exceptions, so no, institutional corruption is not political, it's economic. The only failure of the politicians in such a case is their failure to develop a reasonably prosperous economy which, in turn, would have stronger, less corrupt (not clean but less corrupt), institutions. It's political only in cases like Punjab or Sind where police departments are used as the ruling parties' personal goon squad, something that was never really the case in KPK, even in pre messiah times.
There is no doubt that the Police are better paid and hence the corruption is minimal. But if you look at the corruption in PK and elsewhere in the 3rd world, the Police are an extenson of the mafia state, where they are used to suppress and not serve. Ultimately Police corruption happens because the Police dont fear accountability, and who holds them accountable, yes you guessed it the Politicians.
