I think this is a fun exercise for guys my age who have followed cricket for over 50 years. To try an imagine what an all Pakistan T20 XI would look like made up entirely of players who never played at T20I for Pak. I have limited my team to players who I saw playing, because a key factor is to identify players who I think had the game to play T20 cricket. So here goes.

1) Saeed Anwar (Thats an easy one)
2) Majid Khan (Amazing stroke player, could accelerate at will, plus a bit of offspin)
3) Javed Miandad (Shepherd the innings)
4) Saleem Malik (again all the shots in the world)
5) Asif Iqbal (Could play the big shots, and innovate, excellent fielder, could bowl a bit too)
6) Wasim Raja (The most aggressive and biggest hitter I could remember from the old days, also could bowl legspin)
7) Imran Khan (Captain, enough said)
8) Moin Khan (It was between him and Salim Yousuf)
9) Wasim Akram
10) Saqlain Mushtaq
11) Waqar Younis.

Other guys who could have made it. Zaheer, Intikhab, Mohsin, Sarfaraz Nawaz

Saeed Anwar
Amir Sohail
Javed Miandad
Ijaz Ahmed
Saleem Malik
Imran Khan (c)
Moin Khan (wk)
Wasim Akram
Saqlain Mushtaq
Waqar Younis
Mohammed Zahid.

Any team with Asif Iqbal automatically qualifies for greatness in my view!

I like your line up. I would drop Malik though to bring in a bowler. I think the team is already a batting heavy weight.

My bowler would be Muhammad Zahid.
