I've always loved Dale Steyn's action

Different people will consider different aspect as the best.

For me overall the best I have seen is Shoaib akhtar. Not just the action but from start to finish he is the best bowler I enjoyed watching.

Of current players I enjoy Anderson in English conditions. Starc and Boult will round up my top 3.

From spinners perspective Shane warne was my favourite. Ramesh pawar and greame swann came in next. Paul Adams and Murali were next.

Current spinners Kuldeep is my favourite.

Actions are subjective to an individual so you cannot decide who has the best action.

Shoaib Akhtar for me....the long run up..the hair...the jump at the crease...the grunt as he delivers the ball and then the stare down...doesnt get much better than that.

Shane Warne has the best spin action.

His boowling action is such that it helps in bowling at the right areas. His bowling action and those yorkers are a treat to watch.
