Although Naseem Shah's second last over produced good results but if you analyze it, the over had many bowling mistakes and a proper batsman would have hit a six off the full toss by just timing it. All in all Pakistani fast bowlers are struggling in dew conditions

One of the reasons is that they don't play domestic cricket a lot. The conditions are very wet early in the morning of our domestic cricket, which usually takes place in winter. You learn how to bowl under wet conditions.

How to bowl under these conditions if you are a fast bowler? You have to hold the ball with a lose grip. The tighter you hold, the more is the chance of the ball slipping out of your hand. Split your two fingers on top of the ball. Have a reasonable gap. Ideally of the same width as of the seam of the ball. This gives a more secured grip of a wet ball than the two fingers held together.

When the ball is wet, with the split finger grip of the ball, your wrist should be doing the work along with a very quick arm action. That is, the wrist should be pushing the ball. The arm speed and the wrist are particularly important because your lower body is unable to support you the way it does under dry conditions. The reason behind the lesser lower body support (in wet conditions) is the gripping of your feet. You lower body pays an important role in generating pace. If your feet (base) are not having a solid grip of the ground, you will not be able to generate effective pace. In wet conditions, even if you are wearing spikes, you will struggle getting a good grip of the ground.

In order to compensate poor feet grip and poor/wet grip of the ball, you wrist and shoulder have to do overtime.

If you play in wet conditions, the above would make a huge difference. If it doesn't then try to make the umpires switch the ball as many times as possible. In lower level cricket, they use cheap balls which bloat more easily and faster than the expensive ones. The bloated balls are a death of fast bowlers. They come on bats much better and are much easier to hit.
