I also thought so, when first I landed at Pearson. You have no idea how popular cricket is in Canada!!! Also, to fill a stadium like Rogers' centre (48,000 capacity), you don't need full 2mn South Asian (& other cricket playing nationals) to follow the game - one out of 25 is more than enough - it'll be far, far better than those UAE grounds, which produces more runs than paid spectators.
Sahara Cup was a super hit in mid 90s - since then, South Asian population has at least tripled in 20+ years & now Afghan, Lankan & BD community has their own team to cheer for. What AFG-SRL-BD, even, I feel there'll be more WI crowd in Toronto than Kingston, if their match is played here!!!! You have no idea how many Sri Lankan & Afghans are there in GTA (not to mention other 3 nations which has 1.70bn population in total across planet earth & one of the largest expat base in GTA) and most of them are earning decent enough for spending even $450, for a family pass for the whole tournament (which they'll share among neighbors by respective match day).
Besides, in Canada, full summer (July & August) is Eid - schools are closed, lots of paid vacations - people save money for fun in those 2 months. 8 hours day light means, people easily visit among places 250km away & come back in same day driving. A cricket match in Toronto means, it's basically covering Eastern Canada from Halifax to Ottawa & even some part of US - Toronto -NY/Chicago now is like local bus service, couple of fights in almost every hour & the tickets are quite cheap - and it's not our Asian airport that you need 2 hours for checking out of airport, after 45 minutes of international flight.
If it's marketed properly, the potential are unlimited - TV money is same, on field branding is at least same, if not higher - gate money is at least 100 times more than UAE. Average 10K/match @ $25 (which is damn cheap compared to any such entertainment - a trip in Zoo costs $40/person, just at gate, then $3-7 for every event/ride; parking at downtown is $35/day flat or $10+/hour

) means ~$250,000 match day - 13/14 matches means, over $3mn = 25 crore+ PKR, just at gate. On top of that, I do believe CBC, TSN or Sportsnet will buy Canadian broadcasting rights.
Obviously there is logistical costs, tax ...... but, that's more or less everywhere - probably more in UK & UAE. Toronto is expensive, but that's for accommodating club cricketers - Taj Palace, Marriott or Westin doesn't charge much less at Mumbai or Lahore or Dhaka than Toronto Hilton.
