Two teenagers who died in a crash which sparked a riot in Cardiff have been named locally as Kyrees Sullivan, 16, and Harvey Evans, 15, the BBC has been told.

The boys were killed while riding an electric bike in Ely shortly after 18:00 BST on Monday.

Some residents claimed to the PA news agency that the boys were being chased by police.

South Wales Police denied that the boys were being pursued.

Cars were set alight and fireworks thrown at police as more than 100 people gathered following the crash.

Bridy Bool, who knows the family of Harvey, said he had "loads of friends" and loved motorbikes and football.

"He was best friends with Kyrees and [they] were into the same things. It was not unusual for them to be together," she said.

Ms Bool said she believed the pair were being chased by officers "as there are videos going around".

Police dismissed this claim and said they arrived at the scene after the crash, remaining there to manage "large-scale disorder" until the early hours of Tuesday.

Up to 12 officers were injured in the rioting, said South Wales Police and Crime Commissioner Alun Michael.

"It would appear that there were rumours, and those rumours became rife, of a police chase - which wasn't the case," Mr Michael said.

South Wales Police said arrests had been made but did not say how many.

Cars were set alight and fireworks thrown at police as 100 to 150 people gathered in Ely on Monday night.

At about 20:00, police tweeted that they were still at the scene of the collision but were also working to "de-escalate ongoing disorder".

The force said it had received a large number of calls from "understandably frightened" residents.

By 01:10 BST on Tuesday, police said a number of vehicles had been set alight and arrests were being made.

Connection 'far from clear'

The force said its thoughts were with the families of the boys who died as well as those affected by the rioting.

More arrests would follow, a police spokesperson said.

Mr Michael told BBC Radio 4's Today the crash was "being investigated in its own right", but that it appeared to have sparked the disorder.

He said the connection between the two events was "far from clear".

"There's going to be investigations going on this morning to try and establish what happened," Mr Michael said.

"Our focus now is to fully investigate the circumstances of the collision and the appalling scenes that followed", the spokesperson added.

First Minister Mark Drakeford - whose Cardiff West constituency includes Ely - said he was "very concerned" by the "upsetting reports".

Prime Minister Rishi Sunak's spokesperson said what had happened was "appalling and completely unacceptable".

The IOPC said: "We have not received a referral from South Wales Police with regards to the incident in Ely last night and there is no indication yet that we will receive a referral."

It will only become worse.

The UK police are not seen in a positive way. They cant catch real criminals but regularly chase kids, hound them for minor things. After the London MET police's huge sexual abuses cases for so many cops, many females are now scared to even call the police.

Riots are a normal part of UK culture now.

The riots in the past were due to the police not doing their job.

We've had the Handsworth(Bham) riots in the 80's caused by police brutality, racism and unneeded arrests.

Bradford riots were due to the police not stopping Neo-Nazis from intimidating and attacking Asians.

The England riots were due to cops shooting dead a man in Tottenham, without reason.

Now these in Cardiff is due to police chasing kids, putting the public at risk which also resulted in their deaths.

A lot of the cops are people who were bullied as youngsters or lacked confidence but putting on uniform gives some of them a sense of superiority.

Police are to uphold the law, they work for the public and should always keep this in mind.

Crime is rising in general over the years, they arent doing their jobs properly.
 
Good to see the police exposed here. They lied to the public about not chasing after those two teenagers. Tragic loss of life. Those behind the wheel of that police van need to be identified and sacked immediately.

The devastated mother of one of the teenage boys killed in an e-bike crash after being followed by a police van has claimed officers ‘killed my son’.

The death of Kyrees Sullivan, 16 and Harvey Evans, 15 sparked riots on an estate in Ely Cardiff on Monday night.

At a vigil for the boys last night, Belinda Sullivan, mother of Kyrees, blasted South Wales Police force, telling The Daily Telegraph: “The police killed my son. I’ve got nothing else to say.”

Less than two minutes before they died, a police van was seen following the pair on CCTV.

Police initially denied that the teenagers were being followed by police, and yesterday said the van in question was half a mile away at the time.

Rachel Bacon, Deputy Chief Constable of South Wales Police, said she was 'aware of concerns in the local community' about what happened.

She said yesterday: “At the time of the collision, the police vehicle is in Grand Avenue, half a mile away from Snowden Road.

“There was no police vehicle in Snowden Road at the time of the collision, and we believe there were no other vehicles involved.”

She said police initially denied the pursuit because: “The situation yesterday morning was still very unclear.”

The force has referred itself to the Independent Office for Police Conduct.

Harvey’s family said: "Our hearts are truly broken by the sudden death of Harvey, our much-loved son, grandson, brother, nephew, friend, and boyfriend.

"He lived life to the full, he had a big heart and deep down he truly cared. He was a best friend to Kyrees, and our thoughts and prayers are with his family also.

"We ask for peace within the community and request that people leave the investigation to the police so we can get the answers we so desperately need to lay Harvey to rest.

"As Harvey’s mum I want to remember our son as the fun and loving son that he was and not as the media are portraying him now.”
