I felt especially bad for the poor people who couldn't afford it and helped a couple of old ladies who saw me and asked if I could help to somewhat appease my conscience and the feeling of guilt. It was pretty much the same situation in most government institutions.

This of course is unheard of here in Germany (among others) and would be grounds to charge and indict both parties but that's only because there is such a strong system in place. Some other countries I have lived in also had some varying degrees and varieties of corruption.

So being incorruptible in a place like Pakistan is almost impossible while in many places in the West all one has to do is follow the law and work through the normal channels.

In civil service of Pakistan, there are occasions where you will have to facilitate corruption for your seniors and if you don’t oblige, it is going to impact your promotion.

It is nowhere near as black and white as people make it out be. Most 17 grade officers join service with the intention of working honestly, but then they get a reality check and realize how the system works, and thus they have no choice but to do what others have done.

Sometimes one has to be corrupt in a corrupt system. For eg in Pakistan I went to stand in the lines at Nadra from 5 am (because that's when people start to gather and some come even earlier) till 5 pm in the summer heat for 2 days but couldn't get to the counter, not to mention they usually found loopholes to send you back for something else unless of course you find one of their agents roaming around who can get you direct access ranging from 2k to 5k Rupees which I paid of course as I needed my documents urgently. I felt especially bad for the poor people who couldn't afford it and helped a couple of old ladies who saw me and asked if I could help to somewhat appease my conscience and the feeling of guilt. It was pretty much the same situation in most government institutions.

This of course is unheard of here in Germany (among others) and would be grounds to charge and indict both parties but that's only because there is such a strong system in place. Some other countries I have lived in also had some varying degrees and varieties of corruption.

So being incorruptible in a place like Pakistan is almost impossible while in many places in the West all one has to do is follow the law and work through the normal channels.

Of course this type of forced corruption has nothing to do with the corruption of the ruling elite which is due to greed, power etc and is in part the reason for the existence of the whole damn corrupt system in place.

You cant on the one hand support the people that create the system and then at the same time claim that you sympathise with the bureaucrats who follow orders from those same criminals. competent people can be corrupt or not corrupt. Competence is required to accomplish any big cause whether it is running a prestigious school or a drug empire
