First Boards of six Cricket Associations

In line with Clause 16 of the PCB Constitution 2019, the BoG approved First Boards of the six Cricket Associations for a one-year term.

During this period, the First Boards will carry out functions attributed to the management committees in the Model Constitutions for City Cricket and Cricket Associations, including managing and running day to day affairs, supervising the first registration of Cricket Clubs under each CCA as per applicable regulations/bylaws and monitoring and organising cricket events and activities within its jurisdiction.

Each First Board comprises high-quality individuals with diverse expertise, excellent reputation and a proven record that the PCB firmly believes will play an integral role in smooth transition into the elected Cricket Associations.

o Balochistan Cricket Association - Qaiser Khan Jamali (Chairman), Irfan Ahmad Awan, Munawar Khan Tareen, Murad Ismail, Nargis Hameedullah, Shah Dost, Syed Farid-ud-din and Zafarullah Jadgal (all members)

Club registrations and City Cricket Association events

The BoG noted that the registration of clubs across Pakistan will commence next month, with further details to be shared in due course. However, when the registration process opens, only club Presidents will be able to register the cricket club and all details will be shared with the First Board for further verification and scrutiny.

Clubs which participated in either 2017-18 or 2018-19 Fazal Mehmood club tournaments and fulfil the requisite criteria outlined in the bylaws approved by the BoG, will be awarded voting rights. Clubs, which did not participate in any of the two tournaments or do not meet the requisite criteria, will get the voting rights after the second scrutiny. All clubs will have playing rights.

The BoG approved the Election Regulations and proposed amendments to the domestic cricket bylaws, which are available on the PCB corporate website in Documents under PCB Model Constitutions.

The BoG was informed that the PCB will help the First Boards to organise City Cricket Association tournaments from May end for both the senior and U19 players, which will help in team selections for the 2021-22 domestic season. Further details will be announced in due course.

Great news, now City and Club cricket is set to be revived under the remit of these six Associations.

Don't know much about these administrators but hopefully they'll have been properly vetted.
 
Any news about School Cricket?

School cricket will fall under responsibility of the six associations. PCB are decentralising everything.

City Cricket Tournaments should begin end of May - that'll be our feeder system for FC cricket.

Does anyone know how to register a club in Pakistan.

Nadeem Khan explains it in the press conference. From first week of March there'll be an online registration process which'll be advertised in newspapers and social media, and only Club Presidents will be allowed to send applications.

Applications will then be vetted by these Associations.

Is it the same Javed Afridi who is among the members of Khyber Pakhtunkhwa Cricket Association? If yes then doesn't that count as a conflict of interest case as he runs Zalmi?

Any news about School Cricket?

Development of proper school cricket is a must to improve Pakistan cricket in the long run and to produce somewhat educated cricketers.

Age fudging will also be discouraged if school cricketers are registered with their DOB in school record.

Excellent news. Hopefully grassroots level cricket will be fully functional this year.
 
Ali Tareen is there as well in Southern Punjab committee and has left his role/ownership at Multan Sultans to work at the grassroots level in the region. I think its good to have Atif Rana of Lahore Qalandars and Javed Afridi of Peshawar Zalmi in the boards of Central Punjab and KPK respectively as their franchises have worked on number of development programs and tournaments for last 6 years so their experience can definitely come in handy at this level.
 
Okay PCB haven't given us much information on these new Chairmen, but done a bit of digging:

Balochistan Chairman - Qaiser Khan Jamali: UNESCO's provincial coordinator for Balochistan. Director of the Board of Directors of the Balochistan Rural Support Programme. Previously a member of PCB Board of Governors.

Central Punjab Chairman - Abdullah Khan Sumbal: Worked in many roles in the Civil Service; Commissioner of Lahore Division.

KPK Chairman - Anwar Zeb Jan: Not much info on him. LinkedIn profile suggests he used to be PCB's Regional GM of KPK between 2007-09 and is a Program Manager at a non-profit called RIPORT.

Northern Chairman - Saleem Asghar Mian: Former bureaucrat and FC cricketer. Previosuly headed the Rawalpindi Division Cricket Association. Maybe [MENTION=135038]Major[/MENTION] can give a background on him. Thank GOD no Shakeel Shaikh.

Sindh Chairman - Imran Hussain: No info on him.

Southern Punjab Chairman: Anees Muhammad Khawaja - Owner/Director of Mahmood Group.

These men are now accountable for overseeing regional, city, club, and U19/U16 cricket in their respective areas in Pakistan. PCB must do proper oversight. If we don't have honest and upright administrators we're back to square one.

The Pakistan Cricket Board today commenced the process for the registration of cricket clubs.

The clubs can apply for registration through an online form till 24 March. The fee for the registration, which has been kept at PKR 5,000/-, can be deposited online at any branch of Faysal Bank or MCB Bank.

Only the president of the club can apply for registration, holding a valid CNIC and a functional e-mail address of the club.

Upon successful verification of the applications, the presidents will receive another online link on the registered e-mail address through which they will enter the remaining data relating to categories of membership and players. The clubs whose applications fail the verification process will also be notified with reasons.

Hard copy of the club data will be submitted to the Chairperson of the First Board of relevant Cricket Association (CA) for further verification and scrutiny. The club registration will be confirmed after the scrutiny by a PCB-nominated inspection team.

In the first phase only those clubs who have participated in either of the Fazal Mehmood club tournaments organized by the PCB in 2017-18 and 2018-19 seasons and fulfil the requisite criteria, will be awarded voting rights. Remaining clubs will be considered for voting rights after the second scrutiny.

There are three membership categories: Affiliate, Associate and Full, with the last two having voting rights for their respective City Cricket Associations.

The registration for the trials of the senior and U19 teams of the 90 City Cricket Association teams will begin on Friday, 12 March. Players interested in registering themselves for the open trials can fill the form available here. The registration will close on 16 March 2021.

The trials will begin from 18 March and the schedule will be announced in due course.

The three coaching staffs of the six Cricket Associations – First XI, Second XI and U19 – will conduct the trials in their respective jurisdictions and each selected player should be a resident of the CCA they represent.

For the senior sides, the players who participated in the 2020-21 domestic season will be available for selection for their CCAs, as per their availability, while the remaining spots will be filled through trials.

Those teenage cricketers who are born on or after 1 September 2002 and before 1 September 2006 are eligible for the trials, while the U19 players who participated in the National U19 One-Day and Three-Day tournaments in the recently-concluded season will also be available for selection.

The senior CCA teams will feature in two tournaments – two-day and T20 – while the U19 sides will play 50-over competitions ahead of the 2021-22 domestic season, which will provide them an opportunity to lay a claim in their CA sides.

Director National High Performance Centre Nadeem Khan on Friday announced that the entire amount which the Pakistan Cricket Board (PCB) will receive for clubs’ registration and from the candidates interested in contesting the elections of club and city associations will be returned to their respective club and city associations as soon as the new bodies were formed.

Speaking at a hurriedly-called press conference, Nadeem said as no city or club bodies had been functional for the last two years, the PCB would get the entire amount to be transferred to the city associations after the completion of their elections.

He said the PCB would not take any money from clubs, adding it was not correct to say that the Board would earn tens of million of rupees from them.

“All the past and present cricketers are the products of clubs and the PCB plans to further promote cricket at the nursery level,” Nadeem insisted.

He, however, admitted that the registration fees of the clubs had been raised from Rs2,500 to Rs5,000 and annual subscriptions fee of Rs1,500 to Rs5,000 for the affiliate clubs and Rs7,500 is fixed for the associate and Rs20,000 for the full members club. Nadeem said the increase had been made after six years which he said was not a big amount.

All clubs irrespective of their category would have one vote, the official added.

To a question, Nadeem said the decision that all the amount collected through the registration of clubs and their elections would go back to the respective city associations could not be announced and due to this the ambiguity emerged that the PCB would get richer by tens of millions of rupees through club cricket fees.

It may be mentioned here that due to this uncertainty, former Test cricketer and selector Shafqat Rana has decided to close down his club in Lahore as he did not want to put further financial burden either on his club cricketers or on himself.

For the first time, Nadeem said, the PCB formed three categories of the club namely Full, Associate and Affiliate members. He said it would be optional for a club to join any category after completing the terms. He claimed that as he had himself been running clubs and academy he knew it was not a big financial burden on the club. However, he admitted there was a dearth of cricket grounds in the country, particularly in Lahore.

To a question about the status of the LCCA ground, Nadeem said the PCB did nothing to get its control because it was an action of the Lahore City government to take it back as no elected body was controlling it.
 
LAHORE: Cricketers and some club organisers including former Test cricketer Shafqat Rana and Azhar Zaidi have expressed their reservations over the Pakistan Cricket Board (PCB) plan of increasing the expenditure budget of the clubs organisers under its new constitution of 2019.

Shafqat in his earlier statement had said that he would close down his club in protest against PCB’s new policy for the clubs. In response to that, PCB’s Director of National High Performance Centre Nadeem Khan tried to clarify on Friday in a presser by saying that the PCB would not earn a single rupee from the club organisers as all the funds (approximately around Rs 23 crores) to be collected through the club registration and by holding elections of the clubs, will be returned back to the respective city cricket association which are yet to be formed.

However, Shafqat commenting on Nadeem’s response, said on Saturday: “They (PCB) must not charge club cricket. They should leave it up to the City Associations to charge them or not charge them at all and the PCB must withdraw these heavy registration fees and any other charges from an interested candidate contesting the elections of the club.”

He said the PCB, after keeping the grassroots cricket (club, city, regional, departmental) unattended for the last two years, had already damaged it and now its new model constitution for the clubs would further damage it.

Azhar Zaidi, head of P&T Gymkhana Club and a prominent cricket organiser, said that club cricket is the real nursery at the grassroots level and has produced many star cricketers for Pakistan team.

“I have been associated with club cricket for the last 50 years. Any cricketer, who appears in any trials at the PCB or at any other level, is trained by clubs. So it is the basic unit. Many cricketers who are sitting in the PCB have also been produced by one club or another.

“I am running P&T Gymkhana and anybody is most welcome to go and ask the boys what I am charging from them. We are serving the cricketers with no interest and producing the players for the PCB,” he argued.

“A few days ago, I met Nadeem Khan and asked him that since he knows everything about the importance of club cricket, it should be promoted. Yes, the PCB can surely point out the bogus clubs in business and those who are charging players extra money and ban them, but it should also help out generously those who are serving Pakistan cricket without personal interest,” he said.

“Every club pays from its own to book ground, provide lunch and to bear other expenses for playing any match or to run the nets so the expenditures are raising every day and the PCB should come out with a suitable policy to reduce the burden on the club cricket,” Azhar said.

Hafiz Shahbaz, the organiser of Gold Star Club, said the shutdown on club cricket for the last two years had already caused a great deal of damage to cricket as many cricketers have not returned to join the club. “The PCB should provide maximum facilities to club cricketers,” said Hafiz. “It is a simple theory that if the expenditure of a club increases the organiser either will increase the burden on cricketers or he will go to search for a short-cut, which will damage the cricket.”

Moreover, many club cricketers namely Kashif Ali, Ali Hussain, M Navid, Mir Saeed and Tayyab Tahir also expressed their reservations over the new policy of the PCB about club cricket and said the Board should come out with a generous plan to help out clubs as already two years had been wasted of the club cricket.

They said since many cricketers had also lost their jobs in different departments after the PCB disaffiliated them, the game now had less attraction for cricketers.

The Pakistan Cricket Board on Wednesday announced the schedule for the senior and U19 City Cricket Association trials in Balochistan and Sindh.

The trials will commence from 20 March and will be conducted by the Cricket Association coaches and appointed members of the junior selection committee.

The players are required to report for the trials at 8am in white-coloured clothing. The trials will run from 9am till 6pm.

Following the Khyber Pakhtunkhwa and Punjab’s provincial governments’ decision to halt sporting activities, the schedule for the trials in the remaining four CAs (Central Punjab, Khyber Pakhtunkhwa, Northern and Southern Punjab) will be announced at a later stage.

Central Punjab (CP)’s First Board has demanded six cricket zones in the city to create more opportunities for youngsters.

In its first meeting since appointment, the First Board has suggested Pakistan Cricket Board (PCB) on different matters. The members think that an increase in the number of zones will help in creating more opportunities for youngsters.

“In light of Lahore’s population, there must be at least six cricket zones in the city. To promote club cricket in Lahore, there is a dire need to increase cricket zones,” the members demanded.

Over 1,300 clubs apply for registration

• 862 applications submitted online in the past four days; with two days still remaining, PCB extends deadline till 8 April on the request of club owners

With still two days remaining and following a positive and encouraging response from the club owners for the registration of their clubs, the Pakistan Cricket Board has agreed to extend the deadline for club registration to Thursday, 8 April.

Since the start of the two-week online registration process on 10 March, the PCB has received over 1,362 applications, which are presently being reviewed by the PCB. In the next phase of the registration process, the successful club presidents will receive another online link on their registered email address through which they will be able to submit further information relating to membership and players categories.

The decision to extend the deadline has been taken following requests from a large number of club owners, who are in the process of completing their requirements, as well as on the basis that in the past four days 862 applications have been received online.

This sizeable number of applications submitted in the past four days is attributed to the PCB officials’ meetings with various club delegations from different parts of the country. In these meetings, the club owners sought clarity and explanation on the first registration process as well as some articles of the model constitution.
 
Good to see so many clubs registering. Hopefully a thorough review process is carried out before approving them as dont need clubs only in papers without any physical presence which happened in previous structures.
 
The 62nd meeting of the Pakistan Cricket Board’s Board of Governors (BoG), the second meeting of the year, will be held online on Saturday afternoon in order to safeguard the health and safety of members as well as the PCB Management due to the rising COVID-19 cases. Some of the matters that will be discussed at the virtual session are:

ii) Audit Committee’s report
iii) Updates from the Human Resource & Remuneration, Risk Management and Commercial Affairs Committees
iv) Discussion on Model Constitution of Cricket Clubs

22 per cent rise in club registration as process ends

Lahore, 9 April 2021:

The club registration process concluded on Thursday with the Pakistan Cricket Board receiving an unprecedented and overwhelming response from the passionate club cricket owners.

Just before the new constitution came into effect in August 2019, 3,115 clubs were registered with the PCB. However, following amendments to the model constitutions as well as the introduction of club affiliation and operational rules, the PCB has received 3,807 applications, which reflects an increase by 22 per cent.

The club registration process had commenced on 10 March and by 22 March, the PCB had received 1,362 applications. This means in the past 17 days, 2,445 more clubs have showed their support and confidence in the PCB by applying for registration.

The maximum number of applications have been received for Khyber Pakhtunkhwa Cricket Association which stand at 845. The breakdown of the other five Cricket Associations is Balochistan (502), Central Punjab (774), Northern (486), Sindh (676) and Southern Punjab (524).

Amongst the City Cricket Associations, Karachi being the major centre has brought forward 231 – the most – applications, while 222 have been received from Lahore.

In Central Punjab, over 100 applications have been received from Faisalabad. The PCB has gotten 94 applications from Sindh’s Hyderabad and 87 from Northern’s Rawalpindi, while 82 and 83 applications have come from Balochistan’s Quetta and Khyber Pakhtunkhwa’s Bannu, respectively. Sixty-one applications have been received from Southern Punjab’s Bahawalnagar.

Following the conclusion of the first step, the successful applicant club presidents will receive an online link on their registered email address for submission of further information relating to membership and players categories.
 
Model Constitution for Clubs

The BoG, in an effort to encourage, incentivise and recognise individuals supporting their clubs and following feedback from the relevant stakeholders, approved the following two amendments to the Model Constitution for Cricket Clubs:

• Article 8.2(e) has been deleted. Article 8.2(e) read as: “is not an incumbent office bearer of any political party, elected representative, Minister, Senator, MNA, MPA, MLA, Nazim, Naib Nazim, Councilor, a person who has contested general and/or local body elections in the last three years or draws financial or material support from any political, Religious, Ethnic or Sectarian party. The BoG was informed 3,807 applications were received, which was a 22 per cent increase on club registrations prior to the inception of the new domestic cricket structure in August 2019. The scrutiny phase and next opportunity for the clubs to register will be available later this year.

The BoG was also updated on the progress made in operationalising the six Cricket Associations. The PCB has now received applications for Cricket Association chief executives and shortlisted candidates will subsequently be interviewed later this month before formal appointments are made. After the chief executives have been appointed, the recruitment process for General Manager - Cricket Operations and Manager - Accounts will commence.

In the very near future, the PCB will be inviting applications for City Cricket Association head coaches, which will open up employment opportunities for, at least, 90 former cricketers.
 
Islamabad: The National Assembly Standing Committee on InterProvincial Coordination (IPC) has voiced its protest on the absence of Pakistan Cricket Board (PCB) Chairman Ehsan Mani.

PCB Chairman has failed to present himself various times in the past too. The committee, under the chairmanship of Agha Hassan Baloch, has warned Ehsan Mani of action if he doesn’t appear before the committee next time.

PCB official present in the meeting said that the chairman has returned to Pakistan from the UK and is under quarantine. He can attend the meeting virtually.

Agha opined that the members who came to the meeting also have precious lives. COVID-19 has affected all of them.

PCB official added that the fact-finding report, highlighting flaws of Pakistan Super League (PSL) season six’s bio-secure bubble has been sent to the chairman. Chairman PCB will take a decision after reviewing the report.
 
The Members of the National and Provincial Assemblies (MNAs/MPAs) and councilors can now contest in club elections, as per the official mandate circulated by the Governing Board of the Pakistan Cricket Board (PCB).

The previous regulation pertaining to the policy update has been terminated, and political figures are now permitted to be elected as the presidents and treasurers of clubs. However, the restrictions that prohibit government workers from becoming club officials will remain.

The PCB has also modified Article 8.4 of its Model Constitution. The article had previously allowed office bearers to be elected for two consecutive tenures and not be eligible for re-election unless there is a “lapse of one term of two years from the expiry of the second tenure”.

The revised article reads:

The term of an Office Bearer shall be two years. Provided that the tenures of the Office Bearers of the Club shall be calculated from the date that the election is notified under this Constitution.

Besides this policy change, reports suggest that the PCB had succumbed to political pressure and revised its policies for influential assurances. If this is true, then the ordinary candidates who wish to join the PCB hierarchy in the future may not be able to match the competition.

PCB faces difficulties in hosting City Cricket Championships

The constant rise of novel coronavirus in Pakistan has started to affect the schedule of sports competitions across the country.

In this scenario, the Pakistan Cricket Board (PCB) is also facing problems in organizing City Cricket Championship in six associations.

The selection process for teams in Sindh and Balochistan has been completed, however, the spread of the virus in both the associations has delayed the holding of the championships.

The trials in the remaining four associations Central Punjab, Southern Punjab, Northern and Khyber Pakhtunkhwa have not been started yet.

In the current situation of COVID-19, it does not seem possible to hold trials in all four associations even during Ramadan. Various proposals are being considered for holding an Inter-city Cricket Championship within the board.

If PCB doesn’t organize Inter-city Championship, the board will face difficulties in forming teams for the upcoming domestic season. The board has two months before the monsoon for the Championship.

PCB receives 3989 applications for club registration

Lahore, 29 April 2021:

Following requests from a number of cricket clubs who had missed registration in the first phase of the process, the Pakistan Cricket Board reopened the registration portal for seven additional days from 0900 on Thursday, 22 April to 1700 on Wednesday, 28 April.

At the conclusion of the extended window, a total of 3989 applications have been received, during the extended period 178 additional applications were received. This is now a 30 per cent increase in the last club registration process that ran prior to the introduction of the new PCB Constitution in August 2019.

In the first phase of the registration process, which ran from 10 March to 8 April, nearly 3,807 clubs had applied for registration.

Most applications were received from Khyber Pakhtunkhwa Cricket Association (865), a total of 827 applications have been received from Central Punjab Cricket Association. Applications submitted from the Sindh Cricket Association are 710, 537 from Southern Punjab, 533 from Balochistan Cricket Association and 517 from Northern Cricket Association.

Amongst the City Cricket Associations, Lahore leads with 244 applications, Karachi has received 233 applications.

Faisalabad received 106, Hyderabad received 102, Rawalpindi received 93, Bannu and Quetta received 85 and 83 applications.

In the Southern Punjab region, Bahawalnagar received 63 applications.

Upon successful verification of the applications, the presidents will receive another online link on the registered e-mail address through which they will enter the remaining data relating to categories of membership and players. The clubs whose applications fail the verification process will also be notified with reasons.

There are three membership categories: Affiliate, Associate and Full, with the last two having voting rights for their respective City Cricket Associations.
 
LAHORE - The Lahore High Court’s Multan bench has given stay to petitioner Ahmed Nawaz preventing Pakistan Cricket Board (PCB) to go ahead on the work on provincial associations. The honorable Judge Justice Muzamil Akhtar Shabir has suspended the PCB constitution and issued notice to PCB to respond to the petition and has set May 26 as the next date of hearing. Petitioner Ahmad Nawaz has challenged several provisions of the constitution of the PCB which came into force in 19 August 2019. The petitioner contends that the cricket board unconstitutionally allowed the governing board members to continue their work. The petition contends that all decisions of the governing board members after the expiration of their term are unconstitutional and illegal. The petition also challenges the appointment of officials of provincial associations.

LAHORE: Former chairman Pakistan Cricket Board (PCB) Najam Sethi and ex-members of the Board of Governors of the PCB Nouman Butt and Shakil Sheikh and others have slammed the decision of the PCB of handing over the management of provincial cricket associations to the Deputy Commissioners.

In a tweet message Najam Sethi said: “PCB has handed over the management of provincial cricket associations to the DCs. The bureaucracy cannot run cricket. It has already destroyed other sports in the country. Such disastrous decisions should be reversed and policy makers taken to task!’.

Ex-member BoG Nouman has also raised his voice against the decision which was interestingly taken by the Chief Secretary Punjab on the recommendation of newly-appointed chairman of the newly formed Central Punjab Cricket Association, Abdullah Sumbal, who is also a high-ranked serving government official.

“Our bureaucracy is already running the Sports Board Punjab and everyone knows what the contribution of the bureaucrats is and how they have destroyed other games and now cricket is also being handed over to the baboobs to further ruin it,” Nouman said.

He lamented that everything bad was done by the incumbent body of the PCB under the nose of patron-in-chief PCB, Prime Minister Imran Khan. “I can’t believe that the Prime Minister is unaware of all these dirty actions of the PCB management which is drawing record high salaries but doing nothing,” he said.

Nouman added that recently a female Director Human Resource PCB has been hired on a hefty salary which has further burdened the Board’s coffers. “Since taking charge, PCB chairman Ehsan Mani has shown this practice of first hiring a person for a post and then giving an ad for that post which suits that hired person,” he pointed out.

Meanwhile, Sethi also raised his concern over the huge perks and benefits of the PCB management and demanded the salaries of all the highly ranked officials be uploaded on the PCB official website so that everyone could compare it with what his (Sethi’s) management was drawing and what is going on today.

“Will PCB put up a table on its website detailing salaries and perks of CEO, CFO, COO and Directors, Consultants and GMs now compared to 2018 under previous management?” Sethi asked in a tweet.

Another ex-member of the Board of Governors, Shakil Sheikh also raised a similar question in a tweet, “Why does PCB need such a highly salaried HR Director when there are no big HR issues and a manager at one tenth cost has done a good job for two decades?”

It may be mentioned here that the PCB wasted almost 16 months in announcing the interim bodies of six provincial cricket associations in the first week of March this year, under its newly adopted constitution of 2019. So far these provincial cricket associations, which are formed for just one year to hold the elections at the city levels, could not hold a single meeting while the first three months out of one year have already passed.

Meanwhile, with reference to the concerns expressed by Najam Sethi and other ex-BoG officials, PCB said that the Central Punjab Cricket Association has only asked for the assistance of the Commissioners to facilitate it in holding the matches and conducting the elections of all the cities of the association which will be due after the completion of the club cricket registration by June 21.

The PCB further says that the head of the Central Punjab has suggested to the chief secretary Punjab to hand over all the cricket grounds to it or to facilitate it for conducting matches.

The PCB further clarified that it was not an overall decision of the Board as five other cricket associations namely Sindh, Balochistan, Southern Punjab, KP and Northern had not asked for such assistance.

Ninety-three sides will be in action across the country in the City Cricket Association Tournament 2021-22 from 5 July to 6 August, which will provide a pathway to around 1,800 cricketers to graduate to the Cricket Association tournaments that include first-class, non first-class three-day, 50-over and 20-over competitions.

According to the event format, each match will be of two days with 100 overs to be bowled each day in seven hours and 20 minutes of play with a two-hour break from 1200-1400. To encourage positive and result-oriented cricket, first innings will be limited to 75 overs per side and no bowler shall bowl more than 15 overs in an innings.

Each City Cricket Association, depending on the number of cities in that association, will be split into groups with each Cricket Association to ultimately have a champion.

Balochistan comprise 13 City Cricket Associations, Central Punjab 16, Khyber Pakhtunkhwa 19, Northern 11, Sindh 17 and Southern Punjab 14. However, and as per past practice, the three Lahore Zones will have two sides each, which takes the grand total of sides participating in the tournament to 93.

As part of its strategy to encourage, attract and reward cricketers, the PCB, for the first time at this level, will be offering match fees to the cricketers.

This tournament has been redesigned following the 19 August 2019 constitution and as in line with the City Cricket Association Model Constitution. Previously, inter-district competitions were held to assist in regional sides’ selections for the domestic season.

Balochistan, Northern and Southern Punjab CCAs have been split into two groups each with the group leaders to progress to the final.

In contrast, the Central Punjab, Khyber Pakhtunkhwa and Sindh CCAs will be divided into three groups each with group leaders to progress to the triangular series stage and the side with most points to be adjudged as the winner.

As limited club cricket was played in the 2020-21 season due to the Covid-19 pandemic as well as the ongoing registration process, the 93 sides have been selected through an open trial process.

These trials were conducted by the national selectors and to ensure meritocracy, independent observers watched the trials, which were also filmed and recorded for future references.

The PCB hopes after club cricket resumes at some stage this year, the requirement for open trials will not be required as top club cricket performers will automatically be chosen for the CCA tournament from next year.

PCB Director High Performance, Nadeem Khan: “I am pleased that after weeks of hard work, we have been able to finalise City Cricket Association Tournament details, including conducting open trials across the country. Today, we have announced the event schedule, while over the next few days, we will release the squads so that the players can start preparing for this tournament.

“This event is extremely important for the emerging cricketers who aspire to become professional cricketers. To give them a flavour of high level cricket and to reward and incentivise them, we have introduced match fees for the first time. I am sure the players will be encouraged by this initiative and will try to give their best so that they can move in an upward direction.

“Once the 3,800-odd clubs are up and running, this will make a perfect pyramid for quality, competitive and tough Pakistan cricket structure. These club cricketers, who will also emerge from school and university cricket, will move to the City Cricket Association sides, then to the Cricket Association sides and ultimately to the Pakistan men’s national cricket sides.

“Through this model and structure, backed up by high-quality coaching and player development staff, we will succeed in producing players who are highly skilful, technically correct and mentally tough.”

Pakistan Cricket Board today announced seven of the 11 City Cricket Association sides of the Northern Cricket Association and 17 City Cricket Associations of the Sindh Cricket Association for the City Cricket Association Tournament 2021-22, which will be held from 5 July to 6 August. The remaining four CCA teams of the Northern CA and other four Cricket Associations will be announced during the course of the week.

The inter-city tournament will be a pathway for selection in the Cricket Association sides for the four-day first-class, non first-class three-day, 50-over and 20-over competitions in the PCB Domestic Season 2021-22, which will commence in September.

According to the event format, each match will be of two days with 100 overs to be bowled each day in seven hours and 20 minutes of play with a two-hour break from 1200-1400. To encourage positive and result-oriented cricket, first innings will be limited to 75 overs per side and no bowler shall bowl more than 15 overs in an innings.

The sides have been selected through a merit-based system with open trials conducted by the national selectors or second XI head coaches. All the trials were filmed by the team analysts and were staged in the presence of independent Cricket Association observers.

Players who are automatic selection in the Cricket Association sides, either through their previous season’s performances or consistent performances over the past couple of years, were exempted from the open trials. This was to ensure more opportunities were provided to the emerging cricketers to feature in the inter-city tournament and move to the higher level in the three different formats.

To give these emerging and young cricketers a flavor of what lays ahead if they display discipline, talent and performance, the PCB has decided to introduce the concept of match fee for them. This initiative has been introduced for the first time and is consistent to the PCB’s policy of encouraging and rewarding best performers.

Through domestic contracts in the 2020-21, the players have earned between PKR1.7million to PKR3.4million, depending on the number of matches played and share in the prize monies. This is part of the PCB’s strategy and endeavor to introduce professionalism, promote high-performing cricketers and narrow the gap with international cricket.

With around 80,000 cricketers from 3,800 registered clubs likely to feature in club cricket from this season and schools, colleagues and universities cricket also expected to start soon, this will be made a perfect talented-based system, which will provide the best athletes a pathway to the National High Performance Centre for further development before they are exposed to international cricket.

Fourteen City Cricket Association sides of the Southern Punjab Cricket Association were announced today for the City Cricket Association Tournament 2021-22, which will be held in that jurisdiction from 5-31 July. As such, 38 out of 93 City Cricket Association sides have now been announced with the remaining 55 to be unveiled during the week.

The inter-city tournament will be a pathway for selection in the Cricket Association sides for the four-day first-class, non first-class three-day, 50-over and 20-over competitions in the PCB Domestic Season 2021-22, which will commence in September.

According to the event format, each match will be of two days with a minimum of 100 overs to be bowled each day in seven hours and 20 minutes of play with a two-hour break from 1200-1400. To encourage positive and result-oriented cricket, first innings will be limited to 75 overs per side and no bowler shall bowl more than 15 overs in an innings.

The sides have been selected through a merit-based system with open trials conducted by the national selectors or second XI head coaches. All the trials were filmed by the team analysts and were staged in the presence of independent Cricket Association observers.

Some surprising names there. One of them is Rommel Shahzad who I believe is a Canadian cricketer and the other one being the son of Nauman Niaz in the Rawalpindi team.
 
Pakistan Cricket Board today announced remaining four of the 11 City Cricket Association sides of the Northern Cricket Association for City Cricket Association Tournament 2021-22, which will be held in that jurisdiction from 5 July to 24 July. Earlier, on 13 June, seven of 11 City Cricket Association sides of Northern were announced.

As such, 55 out of 93 City Cricket Association sides have now been announced with the remaining 38 (Khyber Pakhtunkhwa 19 and Central Punjab & Lahore 19) to be unveiled during the week.

The inter-city tournament will be a pathway for selection in the Cricket Association sides for the four-day first-class, non first-class three-day, 50-over and 20-over competitions in the PCB Domestic Season 2021-22, which will commence in September.

According to the event format, each match will be of two days with a minimum of 100 overs to be bowled each day in seven hours and 20 minutes of play with a two-hour break from 1200-1400. To encourage positive and result-oriented cricket, first innings will be limited to 75 overs per side and no bowler shall bowl more than 15 overs in an innings.

The sides have been selected through a merit-based system with open trials conducted by the national selectors or second XI head coaches. All the trials were filmed by the team analysts and were staged in the presence of independent Cricket Association observers.

Nineteen City Cricket Association sides of the Central Punjab Cricket Association were announced today for the City Cricket Association Tournament 2021-22, which will be held in that jurisdiction from 5 July to 6 August.

After today’s announcement, the PCB has unveiled all 93 City Cricket Association sides (Balochistan 13, Central Punjab 19, Khyber Pakhtunkhwa 19, Northern 11, Sindh 17, Southern Punjab 14) in a short span of 13 days from 13 June to 25 June.

The inter-city tournament will be a pathway for selection in the Cricket Association sides for the four-day first-class, non first-class three-day, 50-over and 20-over competitions in the PCB Domestic Season 2021-22, which will commence in September.

According to the event format, each match will be of two days with a minimum of 100 overs to be bowled each day in seven hours and 20 minutes of play with a two-hour break from 1200-1400. To encourage positive and result-oriented cricket, first innings will be limited to 75 overs per side and no bowler shall bowl more than 15 overs in an innings.

The sides have been selected through a merit-based system with open trials conducted by the national selectors or second XI head coaches. All the trials were filmed by the team analysts and were staged in the presence of independent Cricket Association observers.

Pakistan Cricket Board today announced coaches of the 19 City Cricket Association sides of Central Punjab, 17 sides of Sindh and 19 sides of Khyber Pakhtunkhwa for the City Cricket Association Tournament 2021-22, which will commence next month. The remaining coaches of three Cricket Associations (Balochistan, Northern, Southern Punjab) will be announced during the course of the week.

Last week, the PCB announced squads of all 93 sides of the City Cricket Associations.

The coaches have been selected following a robust and transparent recruitment process.

In the first phase, the posts for CCA coaches were advertised and later their CVs were received physically and also on an online portal. A four-member selection panel comprising of of Saqlain Mushtaq (Head of International Player Development NHPC), Grant Bradburn (Head of High Performance Coaching NHPC), Umer Rashid (Coach NHPC) and an official from the HR Department PCB was constituted.

In the second phase, candidates were interviewed and shortlisted (approximately 3) from each City Cricket Associations and their names along with recommendations from the selection panel were forwarded to the PCB Domestic Department.

In third phase, the lists of all the candidates including the shortlisted ones along with the recommended candidate of the selection panel was shared with the respective Chairman of each Cricket Associations, who did the final evaluation based on the markings of the selection panel.

After their approval, it was sent to PCB CEO and PCB COO for their approvals.

In the last phase, the lists were sent to the PCB Security department for final vetting.

The following are the 55 coaches of City Cricket Associations. The remaining 38 coaches of City Cricket Associations will be announced in the coming week.

The BoG approved an activity-based annual budget of its 2021-22 fiscal year.

The PCB has budgeted a total spend of PKR8.997billion for its cricketing and operational activities that revolves around home and away international series by its national sides, domestic cricket operations, operational expenses of the newly formed six Cricket Associations, Pakistan Super league (PSL) and its administrative expenses.

There is an increase of roughly around PKR2billion in spends from last year. This is mainly due to the increase in international series (from nine to 16), more domestic events (from 11 to 18), retainership increase from 10 per cent to 25 per cent of both men and women cricketers, equalisation of match fee for the men’s side, an inflationary adjustment to its staff salaries, production cost of home cricketing series and Covid-19 related protocols.

HBL Pakistan Super League 6

The BoG congratulated the PCB management on the successful completion of the HBL PSL 6 in incredibly difficult situations as well as Multan Sultans on their maiden success under the Sheikh Zayed Cricket Stadium floodlights in Abu Dhabi.

The BoG also appreciated the support of all the six franchise owners in the delivery of one of the most popular leagues in the world as well as all the players who spent extended time in a bubble in Abu Dhabi and, in spite of the difficult circumstances, played outstanding cricket.

The BoG appreciated that the PCB’s back and front-office staff worked relentlessly to professionally and strategically overcome the continuously changing landscape that tested their operational acumen and decision-making to the limits. These skills, supported by critical decision-making, ensured the staging of the remaining 20 matches in quality playing conditions and completion of the event without any complications or surprises once the schedule was formally announced on 3 June.

The BoG observed that by delivering the remaining matches, the PCB had further contributed in enhancing and highlighting the positive and soft image of Pakistan, while also demonstrating itself as one of the most resilient cricket boards.

The BoG was informed that the PSL 7 will be staged in Pakistan and discussions with the six franchise owners to find the right window during a packed 2021-22 domestic season will commence soon. The BoG was also updated on the process that will be implemented before new commercial partners are invited to come on board for the future events.

Other updates and discussions

The BoG was informed that the PCB has submitted expression of interest for six ICC Events in the 2024-31 cycle. Of these six events, the PCB is keen to host the three-venue ICC Champions Trophy 2025 and 2029 on its own, while it has offered to host the remaining four events – two eight-venue ICC T2o World Cups 2026 and 2028, as well as the two 10-venue ICC Men’s Cricket World Cups 2027 and 2031 – in partnership with other Asian countries.

The ICC’s evaluation committee will now examine and evaluate the PCB as well as other members’ expression of interests and revert with their decision, before the second phase of the event hosting process begins in September. The PCB remains hopeful that it will earn hosting rights of, at least, one event, which, in turn, will act as a great boost to Pakistan, which last staged an ICC event in 1996.

The BoG was briefed on the engagement of Restrata and ESI, which will support the PCB in setting up bio-secure protocols and conduct security assessments, respectively during the 2021-22 season. Between September 2021 and March 2022, New Zealand, England, West Indies and Australia will tour Pakistan. The services of two leading companies will also be available for PSL 7.

The BoG noted with satisfaction that more than 93,000 cricketers from over 3,800 clubs have registered online and will now shortly go through the scrutiny and screening process before participation in grassroots cricket commences across the country.

The BoG advised the PCB to hold quarterly meetings with the Chairs of the six Cricket Association First Boards to understand the progress they are making along with any challenges being faced and finding ways to further support and assist them in becoming self-reliant and autonomous.

The PCB was updated on the workforce assessment, which is presently being carried out to make the organisation more cost-effective, while retaining its status and reputation as a highly professional, credible and efficient cricket board.

The BoG also received comprehensive updates on governance, real estate, constitution and legal matters.

Pakistan Cricket Board today announced the remaining three City Cricket Associations coaches and also confirmed the revised schedule of the two-day City Cricket Association Tournament 2021-22. According to the revised schedule, the matches under the Balochistan Cricket Association jurisdiction will start on 24 July, while Central Punjab, Khyber Pakhtunkhwa and Sindh-phase matches will get underway on 16 July. Northern-leg event will begin on 27 July.

As regards the coaches and following last week’s announcement of the Central Punjab, Sindh and Khyber Pakhtunkhwa CCA coaches, which are available here, the PCB has confirmed the appointments of 13 Balochistan CCA sides, 11 Northern CCA sides and 14 Southern Punjab CCA sides following approvals by the relevant CA chairmen.

Furthermore and following a player performance review, which was part of the team selection process, some changes in the 93 squads have been made and the updated squad list is available here.

The two-day inter-city tournament is a pathway for the selection of the Cricket Association sides for the four-day first-class, non first-class three-day, 50-over and 20-over competitions in the PCB Domestic Season 2021-22, which will commence in September.

According to the event format, each match will be of two days with 100 overs to be bowled each day in seven hours and 20 minutes of play with a two-hour break from 1200-1400. To encourage positive and result-oriented cricket, first innings will be limited to 75 overs per side and no bowler shall bowl more than 15 overs in an innings.

The competition starts on Friday, 16 July, to be played in the Central Punjab, Khyber Pakhtunkhwa and Sindh Cricket Association jurisdictions. Matches of the Balochistan and Southern Punjab-leg will start on 24 July, while Northern-phase matches will commence on 27 July.

While outstanding players from these City Cricket Association competitions will be provided an opportunity to graduate to the next level, they will also receive a PKR 5,000 match fee along with daily allowances. To provide a better, safer and healthier environment, all travel will be arranged and provided for by the PCB, while they will be lodged at hotels on PCB’s panel.

The PCB has already for the first time, through a robust and stringent recruitment process, appointed qualified coaches at this level. These coaches, who are aligned with the National High Performance Centre’s coaching philosophy, will work with players and help them to hone their talent and skills.

Most of these 93 coaches are former first-class or international cricketers who have been integrated into the system in line with the strategy to utilise their knowledge as well as to provide them with employment opportunities.

Not only will the players be professionally looked after by the PCB, the match officials will also be provided an environment where they can produce better performances and move up the ladder. In this regard, they, along with the scorers, will receive the same match fee and allowances they had received when the tournament was last staged in the 2018-19 season.

The tournament could not be held in 2019 following the disbandment of the regional cricket associations, while this was the only tournament that was affected in 2020 by the Covid-19 pandemic when sport activities, including cricket, were suspended.

Furthermore, and taking into consideration concussion guidelines and Covid-19 times, on-call doctors will be available to assist the players throughout the duration of the event, as and when required.

Rs 5,000 per match is just pathetic and criminal in today's inflationary times. Granted the PCB might be strapped for funds but no parent will allow their kid to play cricket with such meager pays and returns. You have to pay atleast Rs 100,000 per match to allow Pakistani parents to permit their kids to take up cricket.

262 matches in 50 venues in 2 days? That is insane, the PCB is treating this excercise as if to just get it over with. This tournament should get atleast 2 months.
 
LAHORE: Five months after announcing the chairmen of all six City Cricket Associations, the Pakistan Cricket Board has summoned its second meeting with them on July 27 here at the National High Performance Centre.

According to the agenda, the chairmen of the CAs will share their experiences so far despite several appointments in the executive bodies in each of the associations still to be made.

That delay has meant cricket hasn’t been held at grassroots or district levels hasn’t been played for the last two years.

In other agenda points, domestic cricket season, cricket clubs, role of each CA, Development of umpires, scorers and coaches, human resources for each CA and their seed budget will be discussed.

It was observed that only the best trained and qualified coaches will support the six Cricket Associations in their endeavours in spotting and promoting quality talent to the next level.

In this regard, Grant Bradburn, Head of High Performance Coaching, provided a detailed briefing on the extensive work being done at the NHPC in relation to the player and coach development. The officials were assured the best available coaches had been appointed at the City Cricket Association level, who were successfully transferring their knowledge and experience in the ongoing two-day inter-city tournament.

The Cricket Associations also shared their plans around grassroots cricket, which is likely to resume with clubs, schools, college and university cricket later in the year. The officials also provided an update on their plans of setting up training and practice facilities, including developing or managing new infrastructures and stadia.

The PCB updated the Cricket Association officials on the club registration and scrutiny process. The Cricket Association officials were informed over 4,000 clubs have applied for registration through an online process and the next phase of the process will commence in due course.

PCB Chief Executive Wasim Khan: “I am delighted with today’s session as it has helped both the PCB and the Cricket Associations to understand each other better that will help in collectively moving forward. For Sindh and Central Punjab, the three-year sponsorship term will commence from the 2021-22 season, while Southern Punjab’s sponsorship agreement will expire at the end of the 2022-23 season.

This sounds exactly like what was needed. I don't know how much input Wasim Khan has had, but regardless the PCB seem to be taking some concrete steps to providing some structure at grassroots level.
 
Sixty-fourth meeting of the PCB Board of Governors took place on Saturday at the National High Performance Centre. Mr Aasim Wajid Jawad and Mr Javed Kureishi joined through videoconference.

The BoG received updates from the four constitutional committees – Audit Committee, Commercial Affairs Committee, Nomination Committee and Risk Management Committee – and were also presented with the Chairman’s and Chief Executive’s Reports.

Three chairpersons of the First Boards of the Cricket Association – Abdullah Khan Sumbal (Central Punjab), Anwar Zeb Jan (Khyber Pakhtunkhwa Cricket Association) and Muhammad Anees Khawaja (Southern Punjab Cricket Association) also attended the session as observers. The other three First Board chairpersons – Qaiser Khan Jamali (Balochistan Cricket Association), Saleem Asghar Mian (Northern Cricket Association) and Imran Hussain (Sindh Cricket Association) – will attend the 65th BoG meeting as observers.

The three chairpersons made presentations on their Cricket Association’s targets and objectives, which were aimed at putting the preliminary structures in place so that a strong and robust Pakistan cricket future can be built.

The chairpersons also shared the respective schedule of events within their jurisdiction with timelines of the clubs, schools, collegiate and university cricket. These events will commence later this year and will flow into the mid of next year.

The BoG also noted with interest the infrastructure development plans the cricket associations have put in place. This includes developing high performance centres and acquiring playing facilities from the local administrations in cities that are presently void of these basic facilities but boast tremendous cricket talent.

The BoG appreciated the efforts of the chairpersons and their staff for making a promising start and prioritising their targets. The BoG, while assuring their complete support from resource and funding perspectives, reiterated that special focus had to be placed on grassroots cricket to ensure activities at the lower level club and school level are resumed as early as practically possible so that the talent can be identified and channelised.
 
After the Pakistan Cricket Board Chairman Mr Ramiz Raja announced an increase in the retainers of domestic contracts by PKR100,000 across all five categories, the cricket board confirmed the list of 191 players who will be offered the enhanced packages for the 157-match six senior men’s events from 15 September to 30 March.

Monday’s announcement means 10 players in A+ category will now receive a monthly retainer of PKR250,000 each, followed by PKR185,000 each for the 40 cricketers in Category A, PKR175,000 each for 40 players in Category B, PKR165,000 each for the 64 players in Category C and PKR140,000 each for the 37 players in category D.

The retainers are in addition to the match fees, daily allowances, share in prize moneys and PCB-arranged lodging, boarding and traveling the domestic cricketers will receive during the six-and-a-half months of cricket.

As such, a Category A+ player, featuring in all matches, can earn up to PKR5million, whereas, a Category D player, who shows fitness and form throughout the season, can earn up to PKR3.75m annually.

This is a significant rise compared to a flat retainer of PKR50,000 that was offered to the domestic cricketers when the revised cricket structure was launched in the 2019-20 season. In the 2020-21 season, slab system was introduced and remunerations were fixed at PKR150,000 for A+ Category, PKR85,000 for Category A, PKR75,000 for Category B, PKR65,000 for Category C and PKR40,000 for Category D.

The latest announcement reflects the value and importance the PCB has decided to put into its domestic events as it aims to attract, incentivise, challenge and provide opportunities to the talented youngsters so that top-notch cricketers can graduate to the next level and strengthen the men’s national cricket team.

PCB Chairman Ramiz Raja: “It is extremely important that our domestic cricketers are paid well-enough so they continue to focus on upgrading their skills and fitness levels without worrying about how they have to take care of their families, loved ones and careers.

“It is duty of Pakistan Cricket Board to look after the cricketers in the country and I am very happy to announce this move. The significant increase in salaries, which I am hopeful will improve further in future, strengthens our current domestic system and removes ambiguities surrounding the welfare and sound earning opportunities for our cricketers who can adopt first-class cricket as a career.”

Amongst the 191 cricketers who have been offered domestic contracts for 2021-22 include 20 cricketers from the recently-organised CCA two-day tournaments. Out of these 20 cricketers, 11 are from far-flung areas of Balochistan and Khyber Pakhtunkhwa as the PCB remains committed in not only tapping talent from these areas but also involving them in the national framework.

In a continuation of its policy of rewarding last season’s top-performing cricketers, Kamran Ghulam, the recipient of the PCB Domestic Cricketer of 2020 award, and off-spinner Sajid Khan, member of the Test side, have been promoted to A+ category from C and A categories, respectively.

Kamran broke the 36-year-old record of the most runs in a first-class Quaid-e-Azam Trophy tournament when he scored 1,217 last season, while his Khyber Pakhtunkhwa teammate Sajid was the most successful bowler as he snared 67 wickets at 25.09 runs apiece.

The 191 domestic contracts have been split between the six CAs with each association earning a maximum of 32 players who were selected following a consultation process between the head coaches and their chairs and chief executives. These cricketers have been shortlisted from a pool of 40 players each per CA, who were announced on 4 September.

Players who have not been offered domestic contracts, will remain available for selection for their association and, like last year, will receive match fee, daily allowance and share in prize money.

A number of leading international cricketers have confirmed to the PCB they will prefer event-based contracts instead of the season contracts. These cricketers will be offered the agreed contracts in the lead up to the event they will make themselves available to participate in.

U19 Cricket Associations trials to commence from Saturday

• Trials to be held in Abbottabad, Faisalabad, Islamabad, Karachi, Lahore, Multan and Quetta from 25 September to 1 October

• As per the ICC U19 Cricket World Cup 2022 age criteria, players born on or after 1 September 2002 will undergo trials

As many as 490 CCA U19 players will undergo trials for the six U19 Cricket Associations sides, the Pakistan Cricket Board announced today. Twelve teams (two teams from each cricket association) will feature in the National U19 Championship (three-day event) and National U19 Cup (one-day tournament).

Amongst the 490 players, 60 players each are from five Cricket Associations. As matches in the Central Punjab jurisdiction were affected due to rain and the players could not get a chance to showcase their skills, they have been given another chance of proving their worth in the trials. As such, 190 players are selected from Central Punjab.

Other than the 490 players, more than 30 U19 players who were part of the Pakistan U19 camp that recently concluded in Karachi will get automatic selection in their respective cricket associations’ teams. The players who featured in the last U19 domestic cricket season and players that featured for Pakistan U16 are also eligible to feature in the trials. As per the ICC U19 Cricket World Cup 2022 age criteria, players born on or after 1 September 2002 will feature in the trials.

The trials will be held at six Cricket Associations venues from 25 September to 1 October. A five-member national junior selection committee comprising Saleem Jaffar, Javed Hayat, Sanaullah Baloch, Taufiq Umar and Wajahatullah Wasti will conduct the trials while Kamran Khan will work as an additional member.

Five Cricket Associations will host trials over two days, while Central Punjab will host trials at two venues for three days. On 25 and 26 September, National Cricket Ground, Islamabad, Multan Cricket Stadium, Multan and NSK Oval Ground, Karachi, will hold trials for Northern U19, Southern Punjab U19 and Sindh U19, respectively.

Bugti Stadium, Quetta, and Abbottabad Cricket Stadium, Abbottabad, will hold trials for Balochistan U19 and Khyber Pakhtunkhwa U19 sides on 29 and 30 September.

Saeed Ajmal Academy Ground in Faisalabad will hold trials on 29 September, while Township Whites Cricket Ground in Lahore will host trials for Central Punjab U19 team from 30 September to 1 October.

Strict Covid-19 protocols will be implemented to ensure health and safety of players. As such, temperatures checks will be done on entry points of the venues. Players will have to wear masks when not inside the boundary ropes and maintain social distancing at any given time. Sharing of equipment and use of saliva on ball will not be allowed.

The National U19 Championship (three-day event) and the National U19 Cup (one-day tournament) will be played from 10 October to 12 November.
 
Sindh will start their title defence when the opening round of the Cricket Associations Championship (three-day event) begins across three Punjab cities on Wednesday.

Faisalabad’s Iqbal Stadium and Saeed Ajmal Academy, Rana Naveed Academy in Sheikhupura and LCCA Ground in Lahore will host matches from 29 September to 14 November.

Sindh who recently won the Cricket Associations T20 tournament in Quetta will take on Central Punjab at the LCCA Ground in the opening round of the tournament. Balochistan will take on Khyber Pakhtunkhwa at the Iqbal Stadium in Faisalabad, while Southern Punjab will face Northern at the Rana Naveed Academy in Sheikhupura.

The Cricket Associations Championship will be played on a double-league basis with each team playing the other twice.

The final round of the tournament will be held from 12 to 14 November. The team accumulating the most points will be declared winners. The points breakdown is give below:

The captains of the six teams while talking exclusively to pcb expressed their hope of winning the event in what promises to be a competitive cricket season.

Balochistan Second XI captain Azeem Ghumman: “Our preparations for the three-day tournament are good. We had some practice sessions recently and we are hopeful of doing well.

We have a good combination of young and experienced players in the squad. We have good all-round players available in our team and with three to four experienced batters in our squad we look to do well in batting department.”

Central Punjab Second XI captain Ali Shan: “We are fully prepared to do well in the red-ball tournament. We had couple of good sessions before the start of the tournament and we are eager to perform on the ground.

Our fast bowling department is very strong and with seasonal batters in the squad, we are looking to produce some good performances in the tournament.”

Khyber Pakhtunkhwa Second XI captain Waqar Ahmed: “We had a good one week preparations camp to get ourselves ready for the tournament. We have a young and energetic squad who are excited to perform in all three departments of the game.”

Northern Second XI captain Umar Waheed: “The preparations for the tournament are well on track as we have worked hard to rectify mistakes made in the last season. The combination of the team is well balanced with good spinners, the players know each other well which will help us to do well on the ground.”

Sindh Second XI captain Saifullah Bangash: “We have prepared well from the last season and are looking forward to doing well this season to become champions again. The players are relaxed; they have no pressure on them after winning the opening tournament (Cricket Associations T20) of the season. The players are ready to play quality cricket in the tournament.

We have good young players in the batting and bowling line-ups who are all set to showcase their talent on the field.”

Southern Punjab Second XI captain Moinuddin: “We have adjusted well to the conditions before the start of the tournament. We worked tirelessly on our skill level and we are aiming to produce good results when we go on the field.

“We have almost the same players that played in the recently concluded T20 tournament and we are looking to dominate in the red-ball tournament.”

Mukhtar Ahmed’s century led Southern Punjab to their first win in the ongoing Cricket Associations Challenge here on Sunday. Central Punjab and Khyber Pakhtunkhwa also recorded victories in their second round matches of the tournament.

At Saeed Ajmal Cricket Academy in Faisalabad, Balochistan managed to score 258 for five in 45 overs after being asked to bat by Southern Punjab. Left-handed batter Ali Waqas top-scored with a quick-fire 82-ball 92, hitting eight fours and three sixes. Fahad Iqbal was other notable run-getter with a 79-ball 67, smashing seven fours and one six. Both added 132 runs for the third-wicket.

In reply, Southern Punjab achieved the target in the 37th over with openers Mukhtar Ahmed and Zeeshan Ashraf providing a flying start to the innings. The opening pair knitted 206 runs. Zeeshan was unlucky to missed out on his hundred as he fell to leg-spinner Aftab Ahmed for 99. Zeeshan struck 11 fours and three sixes during 75 balls innings. Mukhtar top-scored with a 92-ball 103, hitting seven fours and as many sixes. Waqar Hussain coming to bat at number three returned undefeated on 45 off 39 balls. His innings included five fours and one six.

For Balochistan, leg-spinner Aftab bagged three wickets for 69.

An all-round performance from Fahad Munir guided Central Punjab to a 98-run win over Northern at the LCCA Ground in Lahore. Opting to bat, Central Punjab scored 272 for six in 45 overs. Mohammad Faizan top-scored with a 58-ball 47, hitting three fours and one six. Fahad coming to bat at number six scored 41 off 50 balls, smashing three fours and one six.

For Northern, right-arm fast Shadab Majeed bagged two wickets for 44.

In reply, Northern were bowled out for 174 in the 36th over. Aaqib Liaquat top-scored with 39 off 68 balls, which included three fours and one six.

Fahad with his off-spin was pick of the bowlers for Central Punjab as he took three wickets for 31. He was supported by Mohammad Irfan Jnr and Sohaibullah, both picking two wickets each.

At Rana Naved Cricket Academy in Sheikhupura, an all-round performance from Aamer Azmat led Khyber Pakhtunkhwa to a comfortable seven-wicket win over Sindh.

Chasing 303 to win, Khyber Pakhtunkhwa opening pair Aamer and Junaid Afridi provided a solid 145-run start. Junaid struck 11 fours during his 85-ball 88 innings, while Aamer scored 87 off 75 balls faced. The right-handed batter Aamer innings included 10 fours and four sixes.

Fazal-ur-Rehman (48, 42b, five fours, two sixes), Saqib Jamil (39 not out, 30b, two fours, one six) and Mohammad Bilal (26 not out, 25b, two fours, one six) helped his side achieved the target in the 43rd over.

Earlier after being put into bat, Sindh scored 302 for five in 45 overs. Mohammad Taha top-scored with 91 off 95, hitting 10 fours and one six. He was supported by left-handed batter Faraz Ali who scored 65 off 70, laced with eight fours. The pair of Taha and Faraz knitted 141 runs for the third wicket.

For Khyber Pakhtunkhwa, right-arm fast Aamer picked two wickets for 37.

LAHORE: After failing to restore domestic cricket structure during more than two and a half years according to the new constitution, the Pakistan Cricket Board (PCB) has now decided to outsource the process of the scrutiny of clubs across the country.

The PCB, in this regard, has given an advertisement on its website seeking bids for the scrutiny process.

Interestingly, it is the first time that the PCB is going to outsource the scrutiny of clubs. And how it will get an experienced organisation to do this job remains a big question. According to the PCB, around 4,000 clubs from across the country have applied for registration.

The PCB, which implemented its new constitution on Aug 19, 2019, has struggled to make its domestic structure functional as the entire system is being run on an ad-hoc basis.

After implementing its new constitution, the PCB dissolved all clubs, districts and regional associations’ bodies affiliated with it. After almost one and a half years, the PCB could appoint only an ad-hoc body for six provincial cricket associations to run domestic cricket. These bodies were formed for one year on March 5, 2021 but the delay in completing clubs’ registration and scrutiny, the tenure of the six associations on ad-hoc was extended for six months on March 5 this year.

For the registration, the PCB received millions of rupees from the 4,000 clubs seeking to get registered. The new PCB constitution was introduced by Ehsan Mani as chairman but he failed to implement it during its three-year tenure.

His predecessor Ramiz Raja, though took charge on Sept 11, 2021, still there is a lot of work pending as regards full restoration of the country’s domestic cricket. And as there are chances that Prime Minister Imran Khan may lose his premiership as a result of the no-confidence vote in the Parliament, the change of guard in the PCB, as per the organisation’s tradition, is also expected.

And it is likely that the new political development at the helm may bring in a new PCB chairman and the work on restoring the domestic cricket system maybe delayed, or altogether a new system may be introduced.

Coaches of the six Cricket Associations will undergo a three-day review and assessment process that will conclude with a seminar at the National High Performance Centre, Lahore from Monday.

A total of 24 coaches will undergo the review, these include first and second eleven head and assistant coaches.

On the first two days, coaches will be interviewed individually in 30 minute sessions by a committee which includes NHPC coaches Umar Rasheed, Shahid Mahboob and Sajjad Akbar.

During the interviews the committee will review each of the 24 coaches’ 2021-22 domestic cricket season.

The three-hour long seminar on Wednesday will aim to both review the season while also focusing on the targets for the 2022-23 domestic cricket season. The seminar will be attended by the 24 Cricket Association coaches, NHPC coaches and Director High Performance Nadeem Khan.

Divisional tournaments at the U19 and senior levels will be part of discussion, amongst other various important matters, when the chief executives of six Cricket Associations will converge at the National High Performance Centre in Lahore tomorrow for a round of meetings with the Pakistan Cricket Board officials.

The feasibility of the introduction of divisional tournaments in all six CAs will be discussed with the aim of providing more opportunities to up and coming cricketers. These divisions will form a buffer between the City Cricket Association and Cricket Association levels – becoming an integral rung for cricketers to nurture their talent before they are introduced at the apex domestic level.

Following the resounding success of the Club winter league cricket, the protocols for the upcoming summer league across the six CAs will also be discussed at the two-day meeting.

The CCA U19 tournaments and development, growth and promotion of the sport at the school level will be on the agenda along with other matters.

A round of healthy discussions between Cricket Associations and the Pakistan Cricket Board to further boost and develop cricket at pathways and grassroots concluded on Friday.

In a bid to bolster pathways structure, U19 and senior divisional tournaments have been introduced, which will sit between City Cricket Association and Cricket Association levels. Divisional tournaments will provide up and coming cricketers opportunities to nurture their talents and players struggling at the first-class and Second XI to regain their rhythm and form.

Each CA will have four divisional sides. The senior divisional teams will compete in three-day double-round robin tournaments and the U19 teams will play one-day tournaments.

A club cricket structure based on three tiers has been introduced to ensure cricket continues to grow at grassroots and players aspiring to graduate to apex level get ample opportunities to prove their mettle. The clubs, based on their performances in the last season, will be split into three divisions with the promotion and relegation system.

The clubs will play at least seven matches each in summer and winter leagues.

PCB Director – High Performance, Nadeem Khan: “We had a series of fruitful discussions with the chief executives of all Cricket Associations and it makes me very happy that we have been able to reach a consensus on a pathway and grassroots structure which will further strengthen our cricket.

“It is our vision to eradicate the system of open trials as no player can establish their credentials in a span of few balls or overs. To gauge the talent of a player and provide them with the desired resources to upskill themselves in terms of skills and fitness, it is important that we have a proper structure at every level of the game.

“I want to thank all the chief executives for taking out their time to have these discussions over two days at the National High Performance Centre in Lahore, and I am sure they will go a long way in development and promotion of the game.”

To ensure a good pipeline of talent into the FC system, PCB needs to invest in quality coaches and training facilities at the divisional level.
 
Pakistan Cricket Board, as part of his commitment to promote, implement and establish transparency and fairness, has appointed renowned auditing and accounting firm KPMG Taseer Hadi & Co. to conduct country-wide club scrutiny.

The scrutiny will commence in the Kasur District where the process will run from 1-4 June and 50 registered clubs will take part.

Following Kasur District, KPMG Taseer Hadi & Co. will conduct club scrutiny in other districts with an aim to complete the process within four months. Complete schedule of the club scrutiny in other districts will be announced in due course through the Cricket Associations.

KPMG Taseer Hadi & Co. involvement is the fourth phase in the process. In the first phase, basic information about the clubs was collected where 4,022 clubs applied, in the second phase, players’ data from 3,822 clubs was submitted through an online process. In the third phase, 3,644 clubs submitted the printed forms as part of the process.

Following the third phase, 3,644 clubs from a total of 3,822 clubs that had applied in the second phase will be scrutinized. Out of 3,644 clubs, 813 completed the process in the Khyber Pakhtunkhwa Cricket Association jurisdiction, followed by 770 clubs in the Central Punjab Cricket Association, 617 clubs in the Sindh Cricket Association, 502 clubs in the Southern Punjab Cricket Association, 482 clubs in the Balochistan Cricket Association and 460 clubs in Northern Cricket Association.

Director – High Performance, Nadeem Khan: “The involvement of KPMG Taseer Hadi & Co in the club scrutiny process will bring transparency, openness and fairness in this important process as we head towards complete involvement and participation of genuine cricket clubs so that they can continue to play their important role in providing opportunities to young cricketers and feeding quality talent to the national framework.

“The genuine cricket clubs will also assist in the elections at the City Cricket Association level that will lead to the formation of the six elected Cricket Associations with three Cricket Association representatives getting on the Board of Governors. It is the PCB’s endeavour to complete this process within four months so that we can put in place a robust cricket and administrative structure.”

The squads of 13 sides from Balochistan and 19 sides of Khyber Pakhtunkhwa are also announced and available here. The squads from other four Cricket Associations will be unveiled early next week.

The CCA squads have been selected through a robust process. The performers from last year’s CCA tournament, players that have featured in last year’s CA U19 events and are not eligible to feature in future U19 tournaments have been selected. The remaining players were selected from open trials(Preference to be given to performers from winter league). In Central Punjab Cricket Association, beside players’ performances in the CCA tournament, the players were also selected from two-day camp of performers of community cricket.

19 CCA teams of Khyber Pakhtunkhwa have been divided into four pools. The matches will commence in this jurisdiction from 19 June. Balochistan comprise 13 City Cricket Associations that are divided into three Pools. They will host the matches from 20 June. Sindh consist of 17 teams which are divided into four Pools. The matches in this part of the region will begin from 21 June.

Matches in Central Punjab, Northern and Southern Punjab jurisdictions will begin after a week’s delay due to pre-monsoon rain in this part of the country. The three Cricket Associations will now hold their matches from 24 June. 19 teams from Central Punjab are split into four pools. 11 teams from Northern are divided into three pools, while 14 teams from Southern Punjab are divided into three pools.

The winners from Central Punjab, Khyber Pakhtunkhwa and Sindh CCAs will be declared after group leaders progress to the semi-final with the top two teams playing the final. In contrast, Balochistan, Northern and Southern Punjab CCAs will be divided into three groups each with group leaders to progress to the triangular series stage and the side with most points to be adjudged as winner.

According to the event format, each match will be of two days with 100 overs to be bowled each day in six hours and 40 minutes of play with a one-hour break from 1200-1300. To encourage positive and result-oriented cricket, first innings will be limited to 75 overs per side and no bowler shall bowl more than 15 overs in an innings.

Pakistan Cricket Board today announced 17 City Cricket Association sides of the Sindh Cricket Association and 14 City Cricket Associations of the Southern Punjab Cricket Association for the City Cricket Association Tournament 2022-23. The squads are available here.

The tournament commenced in Balochistan and Khyber Pakhtunkhwa on 19 and 20 June. Sindh will host matches from Tuesday, 21 June, while matches in Central Punjab, Northern and Southern Punjab will begin from 24 June. The tournament will conclude on 21 July.

The sides in the Central Punjab and Northern cricket associations will be unveiled in due course.

Cricketers have raised serious concerns over the daily allowance handed to them in the ongoing City Cricket Association Tournament.

According to the details, a total of 93 teams are participating in the senior tournament under City Cricket Associations. Competitions in Khyber Pakhtunkhwa started yesterday, and will start today in Balochistan; teams in Northern, Central and Southern Punjab will be in action from June 24.

The players part of the playing XI will get a match fee of PKR 5,000 while players out of the squad will settle for PKR 500.

Similarly, the daily allowance of coaches, including former cricketers, has only been fixed at PKR 500. Cricketers and coaches have raised serious concerns over this policy.

They have opined that Pakistan Cricket Board (PCB) spends millions on domestic cricket. They will further progress to the next stage and then represent Pakistan.

"In this day and age, a daily allowance of PKR 500 is a joke. Non-playing cricketers should get at least half of the match fee of PKR 2500," players said.

One coach highlighted that coaches of under-19 teams were given a daily allowance of PKR 1000. So, the decision to give a small amount of PKR 500 in the senior tournament is incomprehensible

"If the PCB really wants to improve cricket at the grassroots level, it should reconsider the decision of daily allowance of cricketers and coaches," a coach said.

Lahore, 22 June 2022: Pakistan Cricket Board today announced 19 and 11 teams of the Central Punjab and Northern cricket associations for the City Cricket Association Tournament 2022-23. The squads are available here.

After today’s announcement, the PCB has unveiled all 93 City Cricket Association sides (Balochistan 13, Central Punjab 19, Khyber Pakhtunkhwa 19, Northern 11, Sindh 17 and Southern Punjab 14).

The tournament has already commenced in Balochistan, Khyber Pakhtunkhwa and Sindh. Central Punjab, Northern and Southern Punjab will host matches from Friday, 24 June. The tournament will conclude on 21 July.

Lahore, 9 July 2022: Kurram won the Khyber Pakhtunkhwa-leg of the two-day City Cricket Association Tournament 2022-23 on first innings lead basis after their final against Nowshera ended in a draw at the Sardheri Ground, Charsadda on Friday.

Kurram successfully defended their first innings score of 260 to dismiss Nowshera for 201. When the match ended, Kurram were 176 for six in their second innings from 59 overs.

The stars of Kurram’s win were opening-batter Imran and wicketkeeper-batter Abdul Aziz as both struck half-centuries in their side’s modest 260 all out in 69 overs. In return, Kurram’s Mohammad Naeem and Mohammad Ashraf bagged three wickets apiece to bowled out Nowshera for 201 in the 48th over.

In the four-group 19-team Khyber Pakhtunkhwa-leg, Kurram topped Pool D with 13 points, while Nowshera topped Pool C with 16 points to qualify for the semi-finals. The other two teams to qualify for the semi-finals were Mardan from Pool A and Mansehra from Pool B.

The first semi-final was played between Mardan and Nowshera at the Sardheri Ground, Charsadda from 4 to 5 July. On first innings lead, Nowshera was declared the winners and hence made it to the final. In the second semi-final being staged at the Ameen Cricket Ground Shah Alam in Peshawar on same dates, Mohammad Naeem’s century and three wickets apiece by Abdur Rauf and Shahid Aziz led Kurram to first innings lead over Mansehra and helped the side to qualify for the final. The two-day match ended in a draw.

Nowshera’s Gohar Ali topped the batting charts with 513 runs from six outings in the tournament. The right-handed batter struck one century and four half-centuries. Second on the batting chart was D.I Khan’s Mohammad Usman who scored 466 from four matches at 93.20. The right-handed batter struck two centuries and three half-centuries.

In the bowling charts, Nowshera’s Usman Tariq topped the table with 34 wickets from six matches with two five-for in an innings. Mansehra’s Sher Badshah bagged 21 wickets from five outings in the tournament.

The winners from other five City Cricket Associations will be announced later this month.

Islamabad, 18 July 2022: Attock won the Northern-leg of the two-day City Cricket Association Tournament 2022-23 after topping the triangular stage with 10 points. Bagh-Hattian ended up on the second spot with two points and Chakwal finished third with one point.

In the first match of the triangular stage, Attock defeated Chakwal by eight wickets at the Shalimar Cricket Ground in Islamabad to pocket nine points. The stars for Attock in the match were Atif Khan, Malik Aswad and Mohammad Mohsin Kamran. Atif scored an unbeaten 115 off 121 balls. Aswad and Mohsin took five wickets each.

The second game of the triangular stage played between Chakwal and Bagh-Hattian at the Shalimar Cricket Ground, Islamabad was abandoned due to rain without a ball being bowled. Both sides were awarded one point each. In the third and final match of the triangular stage, Attock played out a drawn game against Bagh-Hattian at the House of Northern in Islamabad. The match was disrupted due to rain which was played from 14 to 15 July.

Earlier, in the three-group 12-team Northern-leg, Chakwal topped Pool A with seven points. Attock topped Pool B with 22 points, while Bagh-Hattian topped Pool C with nine points.

Attock’s Atif Khan, who scored a century in the first match of the triangular stage, was the most successful batter with 384 runs from five matches at 128. The left-handed batter scored two centuries. Second on the batting chart was Mirpur-Bhimber’s Usman Maroof who amassed 268 runs from three matches at 67.

Attock’s left-arm bowler Inzamam-ul-Haq bagged 23 scalps from five matches, including two five-wicket hauls. Mohammad Asjad representing Islamabad was second on the list with 16 wickets from three outings in the tournament. His wickets tally also boosted two five-fors.

Meanwhile, Kurram won the Khyber Pakhtunkhwa-leg on 8 July. Shaheed Benazirabad were crowned champions of the Sindh-leg on 14 July. The winners of the Balochistan and Central Punjab legs will be declared later in the evening, while Southern Punjab-leg champions will be decided later in the week.
 
Faisalabad, 6 September 2022: The Cricket Associations T20 kicked off today at Bohranwali Ground in Faisalabad with Sindh defeating Southern Punjab in the first match and Central Punjab beating Balochistan in the second.

The tournament – in which second XI sides of the six Cricket Associations take part – is being played on double league basis, meaning each team will get 10 matches, which will, in turn, provide more playing opportunities to players at this level.

The team that finishes at the top of the points table will win the tournament.

Sindh beat Southern Punjab by seven wickets

Ammad Alam made 41 not out off 37 balls in Sindh’s successful chase of 138. The chasing team overhauled the target with eight balls and seven wickets spare. Ammad was Sindh’s top-scorer and struck three sixes and a four.

The opening pair of Jahanzaib Sultan (26 off 20) and Mohammad Afzal (35 off 25) provided a solid start with a 55-run partnership and Mohammad Taha, the Sindh captain, made 25 off 21.

Ali Usman took all three Sindh wickets.

Southern Punjab, after being asked to bat, made 137 for six with Umar Siddiq and Yousuf Babar posting 47 each. Umar made his 47 off 49 balls (four fours) and Yousuf’s innings lasted 36 balls, in which he smashed three sixes and two fours.

Central Punjab beat Balochistan by 43 runs

Half-centuries from Abid Ali (54 off 29), Gauhar Hafeez (50 off 36) and Rizwan Hussain (52 off 32) laid the foundation for Central Punjab’s win over Balochistan. Central Punjab posted 193 for four after captain Rizwan elected to bat after calling correctly at the toss.

Top scorer Abid Ali smashed six fours and three sixes, while Gauhar smashed four fours and two sixes. Central Punjab captain Rizwan stroked five fours and smacked three sixes.

Balochistan could manage only 150 for nine as Mohamamd Waheed picked up three for 36 and Haseeb-Ur-Rehman returned two for 20. Balochistan’s Mohamamd Shahid, with 44 off 33, was the top scorer, while Abdul Hanan made 33-ball 35.
