Decorated Indian officer arrested over ties to Kashmiri fighters [Granted bail Update Post #34]

Police in occupied Kashmir have arrested a long-serving counterinsurgency officer for allegedly having ties with Kashmiri groups fighting against Indian rule, officials said on Sunday.

"Police intercepted a car in southern Kashmir on Saturday night and arrested Deputy Superintendent Davinder Singh along with two [Kashmiri fighters] and their civilian aide," Inspector General Vijay Kumar told reporters in Srinagar.

The case has rattled the Indian security apparatus in the region, where Kashmiris have been fighting for decades, demanding independence or a merger with Pakistan.

Kumar called the arrests a big operation and claimed that one of the arrested Kashmiris was a top commander of the group Hizbul Mujahideen, who had reportedly deserted police ranks in 2017 with four weapons.

He alleged that the commander, Naveed Baba, was second in command in Hizbul Mujahideen.

"Some weapons and ammunition were recovered from the arrested men," Kumar said.

"The issue is very sensitive and all intelligence agencies and police are jointly interrogating the officer," he said. "Given the circumstances, this is a heinous crime."

Singh has long served in the Indian police's Special Operations Group, a dreaded counterinsurgency unit that has been widely accused by Kashmiris and human rights groups of some of the worst violations reported during the last three decades of conflict; from summary executions, torture and rape to holding suspects as well as civilians for ransom.

Singh was currently working at the anti-hijacking unit at Srinagar's airport, one of the most fortified and heavily guarded airports.

Last week, he was among the officers who received New Delhi-based foreign envoys of 15 countries who came to visit the region for the first time after India unilaterally stripped occupied Kashmir's semi-autonomous status and imposed a communications and security lockdown in August. The European Union had refused to take part in the diplomatic visit because they would not be allowed to meet detained local politicians, reports said.

Singh was once injured in an operation and was later given the Indian president's gallantry award.

This is not the first time Indian law enforcement officers have been implicated in aiding the freedom movement in Kashmir, one of the most militarised zones in the world.

In 2012, Indian police arrested two intelligence officials and two low-ranking police officers for ties with Kashmiri fighters in the region.

In 2006, three Indian soldiers and two police officers were detained for alleged links with a Kashmiri group. The police force removed the two officers from service, without revealing if they were charged with any crime, while the army has remained quiet about the status and fate of the detained soldiers.

The Jammu-Kashmir police on Sunday confirmed the involvement of one of its senior officers in terrorism and said that he will be dealt with “as a terrorist”. Deputy superintendent of police (DSP) Davinder Singh was arrested along with three other persons on Saturday including Hizbul Mujahideen’s second-in-command , said Kashmir’s inspector general of police Vijay Kumar.

“This police officer has worked in many anti-terrorism operations but the way he was captured yesterday in which he was driving two-three militants in a vehicle to Jammu, it is a heinous crime. That is why we have treated him like other militants and arrested him properly and brought him on remand,” Kumar said.

Singh, who was captured with terrorists when he was travelling with them in a car on National Highway in south Kashmir, is being jointly interrogated by security agencies, said the police official.

The police, army, CRPF, IB, RAW, CID and other secret agencies were jointly interrogating him. Since, the issue is sensitive that is why we don’t want any loopholes in this,” said Singh.

Those arrested also include Hizbul Mujahideen’s second-in-command Naveed Babu who has been allegedly involved in the killings of civilians, including the non-local fruit traders and laborers in Kashmir.

Naveed Babu, a resident of south Kashmir, was a constable in police in 2017 and had fled with four rifles from Budgam in June that year, said the IG.

“After that he has been involved in many police and civilian killings. And last year many orchards were burnt and people were threatened. Till today 17 FIRs are registered against him And he is the Hizbul Mujahideen second in command after its chief Riyaz Naikoo,” Kumar said.


Vijay Kumar said that Singh has been a part of many anti-terrorism operations and was recently also involved with the security of a 15-member foreign envoys’ delegation who visited Jammu and Kashmir on Thursday.

Asked about whether Singh’s involvement with security and receiving of foreign envoys was not a security breach, Kumar said, “At that time he was on a legal bona-fide duty and we did not know about his involvement. How could we stop him from duty at that time?”

Giving details of the operation, Kumar said that on Saturday SP Shopian got information that two terrorists have left from Shopian in an i-10 vehicle and were going towards Jammu National Highway. Singh said the SP then informed him and he directed the DIG south Kashmir to lay a checkpoint on the highway.

“He established a Naka and after searching the vehicle, he found two wanted terrorists. Along with the terrorists, he also found a deputy superintendent of police. Another person was there who is an advocate and in our list he is an over the ground worker of militants,” Kumar said.

Kumar said that the police searches are still underway at many places and also some hideouts have also been busted.

“A terrorist hideout was also busted in Shopian which was some 8 feet underground equipped with food and living facilities,” he said.

“This operation is a chain operation and we are getting many leads and launching subsequent operations. We can’t reveal more at this time,” added Singh.

The other two persons arrested from the car were Rafi Ahmad Rather, a resident of Shopian who is a Hizbul militant, and Ifan Shafi, an advocate of Shopian.

The IG also said that a case under FIR No 5/2020 and under section 7/25 Indian arms act, ¾ explosive substances act, section 18,19,20,38, 29 unlawful activities act has been registered.

Apparently there's a lot more here than first meets the eye. The Kashmiri twitterverse, including noted academics, were quick to note that this cop was instrumental in the Afzal Guru saga. Was this cop a double/triple/quadruple agent, playing both sides? Is this a case of internecine warfare within the Indian security apparatus? Friendly fire that inadvertently nabbed their own operatives? According to Dr Ather Zia, a Colorado-based academic, the HM guy he was travelling with is actually a former cop and Ikhwani, who were the pro-India militia in the 90s.

For the first time even some Indians with verified Twitter accounts are admitting that these people were being carried to launch a false flag attack and then same drama that Pakistan trained them and this would have obviously resulted in taking focus off domestic issues and Kashmir lock down. Pakistan has warned the international community already that this is likely to happen.

Much more honest than European and Canadian governments which rely on US NATO troops to protect them; criticize the US government in public; but quietly acquiesce when the US orders them to do something (like contributing troops to the Iraq War). Much more honest than the Chinese who put millions of Muslims in concentration camps but deny it.

2. Anyway, the issue is not about whether the US is honest or not. The issue is whether the Pakistani Govt/Army/ISI can be believed. Given that only 6% of the US government finds them trustworthy, in my opinion the answer is no.

As for the Indian officer, it appears he was doing something on this own. If it was something planned by the Indian Army/Police, it doesn't make sense why he would have been arrested and the media informed.

In case you wonder why does Afzal Guru's name is popping up in the news. It is because the same police officer had said to him to take a person from kashmir to Delhi who was later found involved in Parliament attack 2001.

Well being a kashmiri we knew Afzal Guru was innocent and he was charged falsely by the govt. And the Congress hanged him for election purpose.
Even there are so many fake encounters done to common kashmiris by the police and army to earn medals and promotion.

They can't yet trace how it all happened (they say it's due to all suspects being dead already) but they arrested some who purchased chemicals from Amazon.

I personally dunno how much this impacted Pulwama (it looks very likely tbf) and if it did, whether the higher ups knew.

Circumstantial evidence is important but it still requires a BIG jump in this case.

NIA says it will file a case against this guy.

Dunno if there is a massive conspiracy to hide it all and make it all look legit in our eyes or we missing something.

Going by our govt's track record of lying and anti-national activities, one can't blame people for being cynical about this.

It's like the good old defense argument that Modi brought Army to control Gujarat riots in 2001 which looks LOGICAL on the face of it but this happened:

NIA files charge sheet against J-K rogue cop Davinder Singh

The National Investigation Agency (NIA) has filed a charge sheet against suspended deputy superintendent of Jammu and Kashmir Police Davinder Singh for his association with terrorist groups in Kashmir valley, officials said Monday.

The charge sheet which also names five others including Hizbul Mujahideen terrorists Syed Naveed Mushtaq alias Naveed Babu and Rafi Ahmad Rather, Irfan Shafi Mir, Tanveer Ahmad Wani, a former trader on the LoC and Syed Irfan Ahmad (brother of Naveed Babu) was filed in a NIA Special Court in Jammu, the agency said in a statement.

The charge sheet was filed under various sections of the Indian Penal Code (IPC), the Unlawful Activities Prevention Act (UAPA) and the Explosive Substances Act..

“The investigation has revealed that accused were part of a deep-rooted conspiracy hatched by the Pakistan-based terrorist organization Hizb-ul-Mujahideen and Pakistani State Agencies to commit violent acts and to wage war against the Union of India,” the NIA statement said.

Singh was arrested in January this year for providing safe passage to terrorists Naveed Babu, Rafi Ahmed Rather and Irfan Shafi Mir.

“Accused Devender Singh was also in touch with certain officials of Pakistan High Commission in New Delhi through secure social media platforms. Investigation revealed that he was being groomed by Pakistani officials for obtaining sensitive information,” the NIA said.

It also said that in February 2019, in order to shield Hizbul Mujahideen Syed Naveed Mushtaq from the heightened surveillance of security agencies, Devender Singh along with Irfan Shafi Mir and Syed Irfan Ahmad, arranged safe shelter for him and his associate in Jammu.” Accused Devender Singh used his own vehicle for the movement of HM terrorists and also assured them help in procuring weapons,” the NIA said.

Earlier last month, a Delhi court had granted bail to Davinder Singh after the Delhi police failed to file charge sheet against him during the statutory period of 90 days in a conspiracy case.

The Delhi police’s special cell (anti terror unit) had filed a case against Singh, for alleged criminal conspiracy and activities against the interest of the country.

Despite the bail, Singh has remained in jail in the case being probed by the NIA following his arrest while ferrying Hizb-ul-Mujahideen terrorists in a vehicle on the Srinagar-Jammu highway in January.

Singh’s bail in the conspiracy case drew fire from the opposition. The NIA had then tweeted that the investigation was in full swing and that the agency would file a charge sheet against Davinder Singh and other accused persons in the first week of July.

The police officer who is suspected to have turned rogue, was arrested under the Unlawful Activities Prevention Act, or UAPA, the anti-terror law.

The J-K Police had seized an AK-47 assault rifle, three pistols, five hand grenades, 174 rounds of AK-47 and 36 rounds of pistol ammunition and other incriminating material from his car

The NIA later took over the case from the Jammu and Kashmir Police.
