Previous Prophets and Messengers- peace be upon them all- were sent to specific regions/ nations/ people but our Prophet Muhammad- sallallahu alaihi wasallam- was sent for the whole of the mankind. There is no rebirth or reincarnation in Islam. The karmic acts of a human will not decide their rebirth status. This alone puts Islam and other Abrahamic religions out of Dharmic fold.They come under dharmic fold
The Ummah is often divided into two categories:
Ummat-e-Ijabat: Those who have accepted Islam.
Ummat-e-Dawat: Those who have not yet accepted Islam or are disbelievers. They are to be invited to Islam.
So according to this definition, they are ummati but they will not be going to jannah according to Islamic teaching until they revert to Islam and accept Prophet Muhammad (S.A.W) the last messenger of ALLAH. You still have to be a Muslim if you want to enjoy the perks of being the UMMATI of Muhammad (S.A.W) on the day of Judgement.

But, I believe OP was asking whether non-Muslims (those who don't believe in Islam) could be considered as parts of Ummah.

If I do not associate myself with a certain institution , do not believe in them , do not follow the guidelines, I cannot me a member of that institution.

Just see your own book and then compare it with the story of Noah from Christians and Muslims , Study the translated version of Kalki Avtar , and last but not the least just use your common sense , there were so many religions before Islam , Before Hinduism , all of them vanished with time , if there Gods were true then surely they would have done something to stopping the demise of those religions? And ofcourse not two religion could be true because it would means two gods and struggle for power which potentially destroying everything between heaven and earth so All it left with is just one God , One World , seems natural to me.Non Muslims are part of Dar Al Harb. There is No evidence of any prophet ever sent to Asia, Australia, Americas and told them about oneness of God or to face towards Mecca to Pray.
In fact, there is no evidence of any Jewish prophets ever visiting Mecca on a pilgrimage. So even Jews and Christians are also not part of Dar Al Islam.

This means IMO that you have to believe in Muhammad to be his Ummati and be the best ones.
yeah. That is why I quoted QURAN HERE. Ummati here like the nation of Prophet Muhammad (SAW). So only Muslims fall under this category if we think about it.Yes. Quran has "Ummah". But, not Ummat-e-Ijabat or Ummat-e-Dawat.

Just like you don’t need evidence to believe in people of the forest or celestial beings, people of the abrahamic faiths dont need evidence for prophets. Stories about Noah, lot, yousaf , daood, moosa, Jesus, Ibrahim are all repeated with some variation across religious books for all three abrahamic faiths passed down from way before Christ, and known history.
