I've worked with street dogs in India and also shelter dogs in the US for more than a decade.
What is seen as aggression in street dogs is almost always fear of being hit or beaten. The average street dog you see in India is probably one out of 10 that has survived it's siblings. This dog has seen its siblings die in horrifying ways - run over and crushed, drowned (in monsoons), frozen to death (winters), starved to death (all the time).
For this reason, having being brutalized by street life, the vast majority of street dogs are in fact not confrontational and will run away if given the chance (ie not cornered).
Also, contrary to perception, most dogs do not bark 80-90% of the of the time, and when they bark the majority of the time it is not aggression, but a means of communication, or warning or the result of fear.
All animal lovers, if they do care about stray dogs, they need to keep them in their homes or build shelters for those dogs.

Even though some of us are doing precisely that, this is utterly false logic. If you care about XYZ so much why don't you do all of XYZ? The reverse would be, if you love humanity so much, why don't you start adopting beggars? If you love cricket so much why don't you give up your day job and play it all day long forever?
People can show caring without having to qualify to some externally imposed metric.

That it is- a humane solution needs to be found, and that means more investment in sterilization programs. But I fear that unless we do something soon, a lot of people will start to actively seek violent solutions. So yes in essence I agree that the number of dogs on our streets is increasing and we need to think about how to tackle the problem. I do believe that violence and brutal killing will not help.
I was bitten by a dog for no reason, and it was then I developed extreme hatred for this filthy creature. Love to aim at their head with a small stone and see them running for cover with the tail between their legs.
Once can understand you fear, but your hatred makes you a part of the problem. In fact behaviour like yours is responsible for some of the problem because, forget a dog, throw a stone at anyone a few times and they will all start to react violently. You were bitten "for no reason" by one dog, so you take it out and get vicious pleasure by tormenting other dogs. That's as absurd as saying (since this is a cricket forum) that a left arm seamer cost my team a key game, now I hate all left arm seamers with a passion.
And to answer OP's question- the corporation is supposed to catch the dogs, sterilize them and then releases them in the same area. Often the last part does not work as well, government being government, so often they are released in other areas.
