Strong earthquake rocks Islamabad, Lahore and other cities

A strong earthquake jolted several cities in the northern parts of the country — including Islamabad, Azad Kashmir, Peshawar, Rawalpindi and Lahore — on Tuesday afternoon.

The temors lasted for 8-10 seconds but were felt strongly, DawnNewsTV reported.

Several people have been reportedly injured and roads have been damaged in Mirpur district of Azad Kashmir. There are also reports of walls collapsing in the area.

Najeeb Ahmed, a deputy director at Pakistan Meteorological Department's earthquake centre, told DawnNewsTV that the quake measured 5.8 on the Richter scale and was at a depth of 10 kilometres.

The quake sent people racing out of buildings and offices in cities across the country. They were praying and reciting verses from the Holy Quran.

The cities where the temors were felt included Sialkot, Sargodha, Mansehra, Gujrat, Chitral, Malakand, Multan, Shangla, Bajaur and parts of Azad Kashmir.

People in the capital and other cities took to social media to share how they experienced the earthquake.

Earthquakes can get quite devastating.

I was in Pakistan in 2005. Still remember that heavy sound.

And some of my relative in AK have been affected and one even injured. May Allah have mercy on them.
 
It’s been a week of earth quakes all over the world. Sad to hear that people in ajk are affected now. Hope things get better

A powerful 5.8-magnitude earthquake jolted several cities and northern parts of the country on Tuesday afternoon, leaving at least 19 people dead and over 300 others injured, officials said. At least 100 of those injured are in a critical state.

The tremors lasted for 8-10 seconds and were felt strongly, DawnNewsTV reported.

Prime Minister Imran Khan, who is currently in the US to attend the United Nations General Assembly, has expressed his grief over the loss of human life. Both he and Army Chief Gen Qamar Javed Bajwa have issued directives to civilian and military agencies for emergency rescue and relief efforts.

Occurring just after 4pm, the shallow quake had hit 22.3 kilometres north of Jhelum, along the boundary separating the agricultural heartland of Punjab and Azad Kashmir, according to the US Geological Survey.

“The quake was 10 kilometres deep and was felt in most of Punjab province and some parts of Khyber Pakhtunkhwa. The worst hit was Mirpur, Azad Kashmir,” chief meteorologist Muhammad Riaz told AFP.

Other cities where tremors were felt included Islamabad, Mirpur, Peshawar, Rawalpindi, Lahore, Sialkot, Sargodha, Mansehra, Gujrat, Chitral, Malakand, Multan, Shangla, Bajaur, Swat, Sahiwal and Rahim Yar Khan.

Mirpur Divisional Commissioner Chaudhry Muhammad Tayyab said at least 19 people, three of them young children, were reported to have died and more than 300 others wounded due to the quake. Two of the victims were brought to the hospital dead, seven succumbed to their injuries in Divisional Headquarters Hospital Mirpur, while 10 people died in Jatlan village.

Among the people being treated for their wounds, at least 35 have sustained critical injuries, Tayyab said. The chief of the National Disaster Management Authority later put the number of critical injuries at around 100.


Earlier, AJK Minister for Sports, Youth and Culture Chaudhry Mohammad Saeed had told Dawn that a state of emergency had been declared in state-run and private hospitals in Mirpur.

Saeed, who had returned from Mirpur city, said most of the injured were from the outskirts of Mirpur, such as Afzalpur, Jatlan and New City.

"People were panicked in the beginning, but they have gradually started adjusting themselves with the situation," he added.

He revealed that pharmacies in Mirpur are offering free medicines to the victims, in a gesture of humanity.

AJK Prime Minister Raja Farooq Haider, who was in Lahore since Monday to attend Kashmir-related events, cut short his visit and rushed to Mirpur “to supervise rescue, relief and rehabilitation services”, his office said in a statement.

“The prime minister has directed all government departments to leave no stone unturned in helping out victims of this [...] natural disaster,” the statement added.

Tremors felt in India

Tremors were felt as far as New Delhi, while the Press Trust of India reported that people rushed out of their homes and offices in panic in several places, including in Rajasthan, Punjab and Haryana. According to DNA India, the quake was also felt in parts of Indian-occupied Kashmir and Uttar Pradesh.

Rescue efforts
The military's media wing had tweeted soon after the quake that Army Chief Gen Qamar Javed Bajwa has issued directions for troops to conduct an "immediate rescue operation" in aid of the civil administration for victims.

Army troops with aviation and medical support teams have been dispatched to the area, the statement had said.


In a later update, Inter-Services Public Relations said Pakistan Army aviation helicopters had completed aerial reconnaissance for damage assessment in Mirpur, Jarikas and Jatlan areas. Army troops have also reached these areas. "Relief and rescue efforts [are] underway," it added.

Prime Minister Imran, in a statement from New York, "expressed his profound sorrow over the damage and loss of precious lives" caused by the earthquake.

The premier also instructed the relevant departments to provide all possible assistance for relief in the disaster-struck areas.

The National Disaster Management Authority has also been instructed to speed up its relief operations in all areas hit by the earthquake.

Pakistan's vulnerability
Pakistan straddles part of the boundary where the Indian and Eurasian tectonic plates meet, making the country particularly susceptible to earthquakes.

In October 2015, a 7.5-magnitude quake in Pakistan and Afghanistan had killed almost 400 people, flattening buildings in rugged terrain, which impeded relief efforts.

The country was also hit by a 7.6-magnitude quake on October 8, 2005, which killed more than 73,000 people and left about 3.5 million homeless, mainly in AJK.

Just out of curiosity, are buildings in Pakistan designed with earthquake/dynamic loads in consideration? Being such an earthquake prone region, all buildings need to be earthquake resistant. Making buildings earthquake resistant isn't even a very difficult task if the measures are implemented during initial construction.
 
MUZAFFARABAD/ISLAMABAD: A 5.8-magnitude earthquake struck southern Mirpur district of Azad Jammu and Kashmir (AJK) on Tuesday, leaving at least 25 persons, including women and children, dead and around 400 others injured, many of them seriously, officials said.

Occurring at about 4pm, the shallow quake hit 22.3 kilometres north of Jhelum, along the boundary separating the agricultural heartland of Punjab and AJK, according to the US Geological Survey. A soldier is among the dead.

“The quake was 10km deep and felt in most of Punjab and some parts of Khyber Pakhtunkhwa. However, the worst hit was Mirpur district of Azad Kashmir,” chief meteorologist Mohammad Riaz was quoted by TV channels as saying.

National Disaster Management Authority (NDMA) Chairman Lt Gen Mohammad Afzal said the situation was under control and rescue operation was under way.

Mohammad Tayyab, Mirpur Divisional Commissioner, told Dawn that since the epicentre of the earthquake was within the AJK territory, on the left bank of the River Jhelum, it had played havoc between Jatlan and Khari Sharif, damaging hundreds of houses, vehicles and other infrastructure, in addition to causing physical losses.

He said as many as 12 persons had died either on way to or at the Divisional Head*quarters Hospital, Mirpur, while around 13 had lost their lives in different villages between Jatlan and Khari Sharif within the jurisdiction of Afzalpur and Mangla police stations. Of the injured persons, 150 were retained at the DHQ Hospital, five shifted to CMH Mangla and as many to CMH Rawalpindi. The rest had been sent home after necessary treatment, he said.

The cellular phone service and electricity supply in rural areas had been suspended due to which people were unable to contact their near and dear ones immediately.

In Mirpur city, people said they were caught off guard by the unexpected calamity.

“I was in my house when it started trembling [...] The ceiling developed cracks and the items on shelves started falling down,” said Waheed Hameed Butt, a resident of F-1 Sector in Mirpur.

“We rushed outside and were joined by almost everyone from the entire neighbourhood. Children were crying and elders were reciting kalima. I have never experienced such a harrowing earthquake in this area,” said the 40-year-old father of three.

In Mirpur University of Science and Technology (MUST), located along Chowk-i-Shaheedan, an eighth semester student from Gilgit-Baltistan, identified as Hameedullah, got so much panicked that he jumped from the second floor of building and was seriously injured. He died on way to hospital, Mr Butt said.

Chaudhry Mohammad Saeed, AJK Minister for Sports, Youth and Culture, who represents Mirpur city in the AJK legislature, told Dawn that a state of emergency had been declared in all public and private hospitals of the town.

Mr Tayyab said the quake had also caused breaches in Upper Jhelum canal at different points from where water had spilled over to adjacent areas. However, 95 per cent of the canal water was diverted to River Jhelum, he said.

Two bridges over the canal had been badly damaged, he said, adding that the road running parallel to the canal had either sunk or developed wide cracks.

Pictures and visuals shared by residents showed the quake had left several vehicles either toppled or damaged by the debris of fallen boundary walls.

Mr Tayyab said the civilian administration was being assisted by army teams in rescue operation as well as treatment of the injured.

Within an hour of the tragedy, Director General of the Inter-Services Public Relations (ISPR) Maj Gen Asif Ghafoor said in a tweet that the army chief had directed immediate rescue operation in aid of civil administration for the victims of the earthquake in AJK. Army troops with aviation and medical support teams [had been] dispatched, he added.

Later, in a brief statement, the ISPR said the army aviation helicopters had completed aerial survey for damage assessment in Mirpur, Jhari Kas and Jatlan areas. “The army teams have reached the affected areas and rescue efforts have been initiated,” the statement added.

“The situation is calm and under control. Rescue teams are moving from village to village to assess losses as well as needs of the survivors,” Mr Tayyab said.

In a most immediate alert, the NDMA warned against likely chances of aftershocks in the next 24 hours and asked all regional disaster management bodies to take all necessary precautionary measures to avoid any [further] loss of lives and damage to public and private property.

Dr Mirza Shahid Baig, a former head of the AJK University’s geology department, said that New Mirpur (affected area) was situated on the Samwal-Jharik Kass active fault line which had multiple earthquake history. “Earlier the fault line was activated during the 2005 earthquake with infrastructure damages and today it has been reactivated with 5.9-magnitude earthquake,” he said.

“The aftershocks are going to occur within next 3-4 months because the New Mirpur area lies in the active sub-Himalayan mountain belt,” he said, asking the people and administration in the area to remain prepared for any eventuality.

The prime minister visited the DHQ Hospital and took a briefing from the divisional and district administration on the impact of losses and rescue and relief operation.

It’s the second major earthquake to have hit AJK in two decades. Earlier in 2005, more than 46,000 people were killed in northern districts of AJK, mainly Muzaffarabad, after being hit by a 7.6-magnitude earthquake. The overall deaths were more than 73,000 as parts of neighbouring KP province were also hit by that earthquake. However, southern AJK districts, including Kotli, Mirpur and Bhimber, had remained unaffected by the 2005 earthquake.

In October 2015, a young boy was killed and his sibling and another boy were injured in Islamgarh town of Mirpur after the boundary wall of a house had fallen on them due to an earthquake.

Mangla Dam safe

Addressing a press conference in Islamabad, NDMA Chairman Lt Gen Afzal said: “”Right now, I can confirm the death of 10 people; whereas some reports say 17 people died and others say 15 people lost their lives. Approximately, 100 people are injured, but some reports say 300. Some of them only suffered minor injuries, so if I were to count those with serious injuries, the figure is around 100.”

The NDMA chairman said the exact loss of public and private property would be estimated in two to four days. He said eight bodies were in Mirpur hospital and two others at a different place.

Responding to a question, he did not rule out aftershocks, but said there was nothing serious as tens of fault lines were present in the whole country. He said Mangla Dam was completely safe and only turbine operations were shut down because a lot of silt had accumulated in the reservoir due to the earthquake.

“The dam is being drained to flush the silt after which normal operations will resume; water is being released in a highly regulated manner and about 50,000 cusecs are released to avoid flooding in Jhelum and PD [Pind Dadan] Khan,” he added.

Gen Afzal said the worst-hit areas included Mirpur city, small town Jatla and two small villages Manda and Afzalpur where infrastructure had been damaged by the quake. “Besides this, some injuries as well as small structural damages have been reported in some far-flung villages in Bhimber,” he added.

He said the main road between Mangla and Jatla, running alongside a river, had been badly damaged. “Three major bridges have also been damaged.”

He said the NMDA and other relevant organisations would first complete the rescue operation and then go for relief and rehabilitation work.

“NDMA officers as well as army troops have been dispatched to the affected areas. Besides, the district administration teams, State Disaster Management Authority (SDMA) teams and our teams are already present in the disaster-hit areas,” he added.

Gen Afzal said 200 tents, 800 blankets, 200 kitchen sets and 100 medical kits had been dispatched to the affected areas and these will be provided to the people by Wednesday. He said the DMA Punjab had volunteered 20 ambulances, medical teams and six rescue vehicles along with a team of 100 rescue officials, while the army’s search and rescue team was already on its way. “Forces from Jhelum and Mangla cantonments have begun to arrive,” he said, adding that rescue and search teams from Islamabad and Lahore would also be dispatched to the affected areas.

The NDMA chairman said that over the next few days a plan would be chalked out for rehabilitation, recovery and restoration of normalcy in the quack-hit areas.

Do you really think many if any buildings in Pakistan are designed or made with this aspect even being considered whereas they do not even keep health and safety measurements either as in fire exits in buildings.

MIRPUR: At least 32 people were injured on Thursday as aftershocks rocked the cities of Mirpur and Jhelum, two days after a 5.8-magnitude quake hit Azad Jammu and Kashmir.

According to National Seismic Monitoring Centre, the epicentre of the 4.4-magnitude tremor was six kilometres north of Jhelum.

Sources said most of the injured were from the Thothal district in Mirpur.

The tremor came as rescuers continued to pick through toppled buildings to reach victims from Tuesday's earthquake which killed 39 and injured nearly 600.

Near Mirpur, roads were completely destroyed and vehicles overturned by the tremors while bridges, mobile phone towers, and electricity poles were also badly damaged in the melee.

The quake sent people in Lahore and Islamabad running into the streets, while tremors were also felt as far as New Delhi. Tremors were also felt in Rawalpindi, Murree, Jhelum, Charsadda, Swat, Khyber, Abbottabad, Bajaur, Nowshera, Mansehra, Battagram, Torghar and Kohistan.

At least 53 individuals suffered minor injuries in Azad Jammu and Kashmir's Mirpur city after a shallow tremor hit Mirpur on Thursday. Additionally, Radio Pakistan reported that tremors were also felt in Jhelum and adjoining areas.

According to the medical superintendent of Divisional Headquarters Hospital in Mirpur, Dr Farooq Noor, the injuries occurred in Thothal, Kalyal and a katchi abadi in F1 sector of Mirpur.

An AFP reporter in Mirpur described the ground shaking, while Pakistan's top meteorologist, Muhammad Riaz, said the epicentre of the 4.4-magnitude tremor was 12 kilometres deep.

"It's hell. I am running to save my life," Mohammad Bilal, told AFP moments after the tremor.

"I thought most of the building would have tumbled down," said Sagheer Ahmad. "Allah is very kind to us."

City residents huddled in the streets, some still barefoot, others reciting verses from the Quran. Some patients were also evacuated from a nearby hospital.

Citing the "situation resulting from the devastating quake aftershocks", the authorities announced that schools in the Mirpur district will remain closed on September 27-28.

The US Geological Survey put the quake at 4.7-magnitude and 10 kilometres deep, adding that it had struck just four kilometres outside of Mirpur.

Additionally, the National Seismic Monitoring Centre in Islamabad recorded a 4.4-magnitude quake 6km north of Jhelum with the depth of 12km.

Minor tremors were also felt in Lahore and Sialkot, causing many residents to leave their homes and offices.

Taking to Twitter, various people said they had felt minor tremors in Lahore, with some speculating that they may have been aftershocks from the devastating earthquake two days ago.

The quake comes two days after a 5.6 magnitude earthquake hit residents of Azad Jammu and Kashmir's (AJK) Mirpur city. It was also felt in the federal capital and several other cities.

On Wednesday, the death toll rose to 38. The National Disaster Management Authority (NDMA), however, had put the death toll at 25 and said 459 were injured.

ISLAMABAD: Prime Minister Imran Khan on Friday announced Rs500,000 compensation money for each person killed in the recent earthquake in Azad Jammu & Kashmir (AJK) and Punjab.

According to the Prime Minister Office (PMO), Mr Khan made the announcement during his telephonic conversation with National Disaster Management Authority (NDMA) chairman Lt Gen Mohammad Afzal who called the former.

PM Khan is presently in the United States to attend the UN General Assembly session.

The NDMA chief briefed the prime minister on the latest situation in Mirpur in the wake of Sept 24 earthquake and its aftershocks.

The prime minister was also apprised of the details of loss of lives, injuries and damage to properties in the affected areas of Mirpur and Bhimber districts in AJK and Jhelum district in Punjab.

PM Khan, while expressing grief over the loss of precious lives, damage to properties and suffering of affected people, directed the NDMA chairman to provide all necessary assistance to the earthquake victims and utilise all possible resources in this regard.

“In pursuance of the directives of the prime minister, a financial assistance amounting to Rs500,000 has been decided to be disbursed among families of the deceased while financial assistance to the injured and loss of property would be announced in due course of time,” an official press release issued by the PMO said.

The prime minister directed that financial assistance be provided on an urgent basis, particularly to the families of those who have lost lives due to the earthquake.

He further directed that the assessment of the losses be completed at the earliest to provide assistance to the affected people and restore and reconstruct communication links and services in the affected areas.

PM Khan expressed his desire to visit the affected areas to observe the losses and meet the affected people on the first available opportunity on his return to the country.

The NDMA has also decided to commemorate the National Resilience Day (October 8, 2005) in the affected areas to express solidarity with the earthquake-affected people.

According to the NDMA situation report, death toll from the devastating earthquake in southern AJK has increased to 38, with the most number of victims belonging to Mirpur district. Other victims belonged to Bhimber and Jhelum districts. More than 500 people are being treated for injuries at different hospitals in AJK, Rawalpindi and Islamabad.

Different survey teams from the NDMA, Punjab and local administrations are inspecting the quake-affected sites and making assessment of loss of properties.

Prime Minister Imran Khan arrived in Azad Jammu and Kashmir's (AJK) Mirpur city on Monday to express solidarity with the victims of a recent earthquake that wreaked havoc in the region.

During a meeting with the AJK Prime Minister Raja Farooq Haider, Prime Minister Imran was briefed on the losses as well as rescue, relief and rehabilitation measures taken by the AJK officials, Radio Pak reported.

The meeting, chaired by the Pakistani premier, was also attended by Foreign Minister Shah Mahmood Qureshi, Minister for Kashmir Affairs and Gilgit-Baltistan Ali Amin Gandapur and National Disaster Management Authority Chairman Lt Gen Mohammad Afzal.

He also visited the divisional headquarters hospital to inquire after the health of some of the survivors being treated there. During his visit, he expressed his "grief" over the losses caused by the earthquake.


"I was [on my trip to] the United Nations when I heard about the earthquake and I was extremely saddened," he was quoted as saying by his official team. "I wanted to visit immediately but my return from the United States was delayed.

"The people of Mirpur, who suffered [...] losses, have my greatest sympathies. I can feel your pain."

He said that the government was working on a package for the rehabilitation of victims. "Every possible step for the [assistance] of earthquake victims will be taken immediately," he assured.

Strict security arrangements were made in the area ahead of Prime Minister Imran's visit.

According to Divisional Commissioner Chaudhry Tayyab, the number of the people with serious and minor injuries was 172 and 680, respectively, in Mirpur district. Of the seriously injured persons, 27 were still being treated at Divisional Headquarters Hospital and three in the Combined Military Hospital, Mangla, while the rest had been discharged, he said.

Mirpur district suffered the most damage from the 5.6 magnitude earthquake, that rocked parts of Punjab as well as some of the country's northern areas on September 24. About 40 people died, 38 of whom belonged to the Mirpur district, Tayyab had said.

At the time, the premier was in New York, where he had gone to attend the 74th annual session of the United Nations General Assembly. He returned to Islamabad on Sunday.

On Friday, he had announced Rs500,000 compensation for each person killed in the quake in AJK and Punjab.

Tayyab said the cheques for the amount would be distributed among dependants of the deceased on Monday, most probably by AJK Prime Minister Raja Farooq Haider who had reached Mirpur to receive the prime minister.

However, no announcement has yet been made about compensation to the injured or for those who had suffered property losses, neither by the federal nor by the AJK government.

Under the AJK Natural Calamities and Distressed Persons Act, 2011, compensation for each deceased and injured person is Rs150,000 and Rs50,000, respectively. The compensation for the destroyed or damaged concrete house is Rs100,000 and for the katcha house Rs60,000.

Earthquake of 5.8 Magnitude Hits Northern Pakistan

An 5.8 magnitude earthquake jolted parts of Pakistan early on Monday morning, according to the National Seismic Monitoring Centre in Islamabad.

According to Radio Pakistan the quake jolted Khyber Pakhtunkhwa and northern areas. KP Provincial Disaster Management Authority (PDMA) spokesman Taimur Ali said the earthquake was felt in Peshawar, Malakand, Mardan, Charsadda, Attock and in the Hazara division creating fear among locals. Locals added that jolts were felt in Shangla, Kohistan, Battagram, Torghar, Swat and other northern areas of the country, DawnNewsTV reported.

Ali said that no causalities were reported yet, adding that the PDMA was in contact with the district administration to collect details of damage that may have occurred.

The NSMC recorded the quake in the Hindu Kush region in Afghanistan with a depth of 157 km.

Additionally, a 3.8 magnitude earthquake was recorded 10 km northeast of Jhelum on Sunday.

Last week, a 5.2-magnitude earthquake shook parts of KP, sending people out of buildings and on to the streets. The epicentre of the quake was in the Hindu Kush region in Afghanistan, according to data released by the Pakistan Meteorological Department (PMD).

The quakes come as people remain on edge after a powerful 5.6-magnitude earthquake rocked several cities and northern parts of the country on September 26, including in KP, leaving at least 38 people dead, over 500 injured and thousands of houses and road infrastructure damaged. Following the quake, at least 67 individuals were injured after shallow tremors struck Mirpur city of Azad Kashmir.
