Sources said that the presiding officers will send the results of their polling stations to the returning officers, the returning officers will prepare the results and send them digitally and manually to the Election Commission, each returning officer will be given four data entry operators.

Ex-president Zardari confident ECP will hold free and fair polls

Former President Asif Ali Zardari on Sunday said he was confident that the Election Commission of Pakistan (ECP) would hold free and fair elections in the country on February 8, 2024.

With the date proposed for the general elections just two months away, the PPP has repeatedly bemoaned the lack of a level playing field. During a rally in Peshawar on Saturday, PPP Chairman Bilawal Bhutto-Zardari said his party was accustomed to overcoming unfair political challenges.

“Was there any level playing field in 1988 when IJI was formed against [former prime minister] Benazir Bhutto? But still, Benazir Bhutto won the election and became the first female prime minister of the country,” he had said.

He had also highlighted how the 2002 elections under the military ruler Pervez Musharraf were “snatched away” from the PPP. “Even then, PPP performed well. But some people turned out to be sellouts. Benazir termed them ‘Pakistan People’s Parasites’,” Bilawal had added.

However, in a statement today, Zardari said: “The country is heading towards transparent polls and the PPP is fully prepared for elections.”

“The PPP is the only party which is capable of fighting elections in all kinds of environments,” Zardari stated, adding that he was confident the PPP would emerge victorious on Feb 8.

The environment in the country is favourable for elections and polls should be held on time, Zardari said.

The former president’s statement comes a day after he held a meeting with UK High Commissioner Jane Marriott at Bilawal House in Karachi. A party statement issued after the meeting said that Zardari and Marriott, accompanied by their aides, held a detailed discussion on a “range of issues”.

Sources privy to details of the discussion told Dawn that the British envoy was keen to gauge the PPP’s confidence about the prospects of polls on Feb 8. Another point of interest for the foreign delegates, they said, was to know the party’s strategy for the upcoming national elections.

“President Zardari did not express any doubt about the Feb 8 polls because he believes that there is no other option left to run the country and the state affairs,” said a party leader.

“The PPP has made it almost public that it would not go for any formal or major alliance … but seat adjustment and deals with other contestants can be considered depending on the position of [political] parties in different constituencies.”

The PPP leader, however, shared his party’s concerns with the UK diplomat about level playing field in the run-up to polls. “I mean, he conveyed his feelings and thoughts within the party ranks about how one party [PML-N] is already seen coming into power months before the polls. The indicators and sentiments do not support the claims of level playing field,” the source said.

Separately, US envoy Donald Blome also met PPP leader Yousaf Raza Gilani yesterday. During the meeting, the leaders discussed the political landscape of south Punjab concerning the upcoming polls.

Despite father's confidence in ECP Bilawal foresees 'rigged polls'​

In a public address on Monday, Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari once again took a swipe at the electoral process, questioning the legitimacy of elections supervised by the Election Commission of Pakistan (ECP).

Bilawal, while addressing a party convention in Khyber-Pakhtunkhwa’s Nowshera district, expressed concerns that “pre-decided outcomes” could undermine the democratic essence of the electoral process, Express News reported.

The PPP chairman argued that "unfair elections" would not effectively address the existing problems facing the country. Without directly naming the Pakistan Muslim League-Nawaz (PML-N) but leaving little room for ambiguity, Bilawal accused a plan to make a person a four-time prime minister, seemingly targeting PML-N's leader Nawaz Sharif.

Bilawal's criticism of the PML-N and his skepticism about the electoral process are consistent themes in his recent addresses, particularly in Khyber-Pakhtunkhwa. He accused his former ally of aligning with influential forces to secure a prime ministerial position.

This public divergence of views between Bilawal and his father, former president Asif Ali Zardari, is noteworthy. Zardari, in a recent statement, dismissed speculations about the likelihood of rigged elections. He expressed confidence in the Election Commission of Pakistan, asserting that the environment in the country is conducive for transparent polls.

While addressing concerns about a "level playing field," Zardari expressed optimism about the ECP's ability to conduct fair elections in February 2024. He reposed confidence in the PPP's capacity to contest elections in various environments and confidently stated that the country is moving toward transparent elections.

Bilawal, however, in today's address, emphasised the critical importance of a free and fair electoral process for addressing pressing issues such as the struggling economy and the surge in terrorism. He argued that lacking a people's mandate could hinder the country's ability to formulate clear stances and policies on the international stage, reflecting the aspirations of the public.

In an intriguing turn, Bilawal hinted at the possibility of protest politics in the event of alleged election rigging. He suggested a scenario where "one would assume the role of prime minister while the other would engage in the politics of protest," hinting at potential post-election dynamics.

Bilawal also criticised the "ask-no-question" policy suggested by Nawaz Sharif to investors, cautioning against decisions that could violate people's rights. Drawing attention to the November 16 meeting between Nawaz Sharif and key businessmen in Lahore, Bilawal urged businessmen to share their profits with the broader populace.

Lastly, Bilawal called upon seasoned political figures with a 70-year legacy to contest elections based on their manifestos. He encouraged established leaders to present their plans through the democratic process, asserting that the electorate is well aware of the PPP's proposed solutions to the nation's challenges.

ECP ‘FINALISES’ CODE OF CONDUCT FOR GENERAL ELECTIONS 2024

ISLAMABAD: The Election Commission of Pakistan (ECP) has finalised the Code of Conduct for political parties for the general elections 2024, ARY News reported, citing sources۔

According to sources, the Election Commission of Pakistan has drafted a code of conduct in consultation with political parties in connection with the general election.

The suggestions of the political parties have also been included in the Code of Conduct draft. According to sources, political parties will not speak out against the sovereignty of Pakistan during the election campaign. The political parties will also avoid ridiculing the ECP during their election campaign.

Political parties and candidates will avoid gifts, greed, or bribery to other candidates to withdraw in their favor and will ensure the protection of the election staff and polling agents.

According to the draft, political parties will also ensure the implementation of 5% of women’s quota in the general elections 2024۔

Political parties and candidates will strongly refrain from encouraging violence on polling day, and showing weapons during the election campaign will be completely banned.

Aerial shootings and firecrackers will also be banned in the public gatherings.

According to the Code of Conduct, the election agent must be a voter of the relevant constituency, and the National Assembly candidates will be able to spend up to Rs10 million in the election campaign while ، Provincial Assembly candidates will not be able to spend more than 4 million rupees during their election campaign.

Bilawal urges CJP to ensure fair polls

NOWSHERA: PPP Chairman Bilawal Bhutto-Zardari on Monday urged the chief justice of Pakistan (CJP) and the chief election commissioner (CEC) to play their role in ensuring fair elections so that no one could question their legitimacy.

“State institutions should play their role within the constitutional framework to ensure free, fair and impartial elections to steer the country out of the existing economic crisis,” the PPP chairman said while addressing party workers in Nowshera.

“We will accept only the decision of people’s vote and will not accept anyone else’s decision at all, because the existing problems can be solved only by a government elected by the people,” he said.

He said the CEC and the CJP would have to do their part effectively to ensure fair elections so that no one could point a finger at their legitimacy.

Without naming anyone, Mr Bhutto-Zardari said those who had run away from local bodies elections lately started claiming that they would get a two-thirds majority in elections and change the 18th Amendment.

He made it clear that only PPP would be the winner if fair elections were held, claiming that his was the only political party that knew how to change the fate of farmers, labourers and jobless people.

Mr Bhutto-Zardari said growing poverty, unemployment and inflation had made lives extremely miserable; yet the government failed to play an effective role in addressing the core issues. He also warned that in case a victor was chosen even before the elections on Feb 8, opposition parties would not sit silent.

ISLAMABAD (Dunya News) - Jamiat Ulema-e-Islam chief Maulana Fazlur Rehman on Tuesday backed his party's decision to join hands with the PML-N in future.

Calling for reconciliation (in politics), he stressed the importance of granting every party its due right to contest elections.

He also warned against exploiting differences. He emphasised the need for a harmonious election environment and level playing field for all parties.

Maulana Fazlur Rehman cautioned against entrusting politics to "children" (an obvious reference to Bilawal), urging institutions to stay within defined boundaries.

He underscored the need for Muslim unity in supporting Palestine as he condemned the atrocities in Gaza. He said Palestine Day to be observed next Friday would hold immense significance.

ECP prepares four-level monitoring rooms for general elections

In a one-day online training workshop for Regional Monitoring Coordinators (RMCs), comprehensive training was provided on the monitoring framework and the setup of monitoring rooms at various levels.

All 32 Regional Election Commissioners have been appointed as RMCs for the General Elections 2024, following a two-day training session conducted at the ECP Secretariat in Islamabad two months ago. The RMCs will play a crucial role in ensuring effective and comprehensive monitoring at the divisional level, guiding and supervising monitoring teams in their respective districts.

The one-day workshop focused on the monitoring structure of the electoral watchdog, emphasizing the pivotal role of the upcoming provincial, divisional, and district-level monitoring control rooms. These control rooms will function under the supervision of the Central Monitoring Control Center in Islamabad.

Furthermore, RMCs will extend their training to District Monitoring Officers and Monitoring Teams within their divisions.

As part of the election monitoring strategy, four-level monitoring control rooms will be established, with legal actions being taken on the spot for any violations of the code of conduct during the elections. The entire monitoring system aims to ensure a fair and transparent electoral process.



 

ECP seeks deployment of army personnel for general elections 2024​


ISLAMABAD: The Election Commission of Pakistan (ECP) has sought deployment of Pakistan Army personnel inside and outside polling stations for the upcoming general elections, secluded to be held on February 8, 2024, ARY News reported on Saturday.

In a letter to Interior Ministry, the electoral watchdog sought deployment of Pakistan Army personnel to ensure comprehensive security and allowing people to “freely exercise” their right to vote.

Sources told ARY News that the ECP has sought a comprehensive report from the Interior Ministry regarding security in the upcoming general elections 2021.

The election commission also sought a comprehensive report on the availability of security personnel from the four provinces as well as Islamabad Commissioner by November 27.

“The report should also include the total number of security personnel available from the provinces and a security plan,” sources said while citing the letter.

It noted that in the absence of a sufficient police force, it was crucial to make timely alternative arrangements and enlist the assistance of Pakistan Army during general elections.

The letter further stated that the Centre and the provinces were constitutionally obliged to support the Election Commission of Pakistan (ECP). “It is the responsibility of the law enforcement agencies to improve the law-and-order situation in all the constituencies,” it added.

It is pertinent to mention here that the Election Commission of Pakistan (ECP) on Friday notified general elections on February 8, 2024.

According to details, the Election Commission of Pakistan issued a notification of the date of the general election under Section 57 of the Election Act۔

The notification said that in light of the Supreme Court’s order, the general elections will take place on February 8, 2024.

Zardari forms several teams to woo electables

LAHORE: PPP leader Asif Ali Zardari on Saturday formed different committees to reach out to ‘electables’ and other political players to formidably place the party in the 2024 elections.

“President PPPP has formed a committee for dialogues with other political personalities with immediate effect,” party’s information secretary Faisal Karim Kundi said on X (formerly Twitter) on Saturday.

Nayyer Hussain Bukhari, Qamar Zaman Kaira, Faisal Karim Kundi, Muhammad Ali Shah Bacha, and Sajid Toori will be the members of a committee in Punjab and Khyber Pakhtunkhwa.

For Sindh, Saeed Ghani and Nasir Hussain Shah and for Balochistan Chengez Khan Jamali, Rozi Khan Kakar and Sabir Ali Baloch are the members of the committees.

Observer believes move aimed at showing who is the real boss in PPP

Mr Zardari is president of the Pakistan Peoples Party Parliamentarians (PPPP) while his son Bilawal Bhutto-Zardari is the PPP chairman.

For parliamentary polls, Mr Zardari is authorised to award tickets on the platform of the PPPP. It is worth mentioning that before the apparent disagreement between Mr Bilawal and Mr Zardari, there was hardly a party notification issued by the PPPP.

“…when it comes to the question of general elections and distribution of tickets among candidates, it is Mr Zardari who calls the shots. And this notification of formation [of] committees to hold political dialogue by Mr Zardari shows that he may have tried to show that he is the main boss in the party,” a political commentator believes.

Talking to Dawn, Mr Kaira said Mr Zardari would hold a meeting with the members of these committees on his return from Dubai to give them tasks in this regard.

“These committees have been formed primarily to reach out to electables as well as other parties as part of the party’s preparations for the upcoming polls,” he said.

When asked whether PPP was perturbed over the PML-N’s efforts to take many electables on board, especially in Balochistan and south Punjab, Mr Kaira said: “We are going to start our polls campaign in Balochistan later this month and several known personalities will join hands with us… similarly, the PPP is already strong in south Punjab.”

Some PPP leaders on Saturday found it difficult to defend Mr Zardari’s comments about Mr Bilawal. In a TV interview a couple of days ago, Mr Zardari appeared to undermine the political maturity of his son, calling him “emotional and inexperienced”.

 
In the end, all parties do need the services of selectable to win some seats in those areas in which these parties are not popular enough. Youngblood and new faces is not any party's priority I guess.
 
Govt will support ECP in holding ‘fair polls’

Caretaker Federal Minister for Information, Broadcasting and Parliamentary Affairs Murtaza Solangi Tuesday said under Article 218(3) of the Constitution, the Election Commission of Pakistan (ECP) would fulfill its responsibility to conduct fair, transparent and impartial elections and the government would support it.

Talking to media in the federal capital, the interim minister noted that the Constitution comprised 280 articles, adding that it not only had the article pertaining to holding of elections in 90 days but also had Article 254.

“Everyone in Pakistan has freedom to express opinion, complain and criticize,” he said.

The minister maintained that the PML-N also had the same liberty as of the PPP and the other parties.

He said Caretaker Prime Minister Anwaarul Haq Kakar had apprised the people about his visit to the UAE on Monday night through a video message.

Shahid Khaqan flags concerns over general polls transparency

Former prime minister and Pakistan Muslim League-Nawaz (PML-N) disenchanted leader Shahid Khaqan Abbasi on Wednesday raised red flags about the forthcoming general elections transparency.

Expressing his reservations during the Samaa News program "Nadeem Malik Live" Abbasi urged political, judicial, and military leaders to come together and strategize for the upcoming elections.

Addressing the Election Commission's announcement of February 8 as the election date, Mr Abbasi insisted on the importance of adhering to the schedule.

He warned that any deviation from the prescribed timeline would require an explanation.



 
PML-N, MQM-P unite for general polls and local govt reforms

ISLAMABAD: Pakistan Muslim League-Nawaz (PML-N) and Muttahida Qaumi Movement-Pakistan (MQM-P) pledged to jointly contest the upcoming general elections in Sindh and strengthen local governments (LGs) nationwide through constitutional cover.

These commitments were made during a delegation-level meeting at the residence of PML-N leader Ahsan Iqbal. The PML-N delegation included Ahsan Iqbal, Ayaz Sadiq, Saad Rafique, and Bashir Memon, while the MQM-P team comprised Farooq Sattar, Aminul Haq, and Mustafa Kamal.

During the meeting, the MQM-P side handed over a draft bill to the PML-N, seeking constitutional amendments to politically, financially, and administratively empower LGs so that “the fruits of democracy are extended for the benefit of the populace”.

Following the meeting, leaders from both sides held a news conference to provide details.

 
Pakistan election commission accused of changing voting map to favour ex-PM

The election commission of Pakistan is facing accusations of using a controversial exercise to redraw the voting map in order to favour the return of former prime minister Nawaz Sharif to power, amid allegations of pre-polling rigging and increasing doubts over the fairness of the coming general elections.

The process of amending constituency borders, known as delimitation, follows on from a census that was recently carried out, which was marred with controversies.

A record 1,300 objections have been raised across the country over the proposed changes to constituencies by the election commission, including over the merging of the Balochistan districts of Harnai and Sibi into a single constituency, despite them being 400 km apart with no road connections and stark climate, culture and demographic differences.

The election date was delayed from November to February next year on the pretext of waiting for the census results, though political opponents have alleged the delay was to give more time to three-time former prime minister Sharif to return from exile in the UK and prepare to run again in the elections.

Sharif is said to be the favoured candidate of Pakistan’s all-powerful military who have long played kingmakers in general elections. Sharif’s Pakistan Muslim League-Nawaz (PML-N) party has denied favourable treatment.

More than 80% of petitions reportedly accused the delimitation committee of favouring certain people, groups and parties, and further increasing doubts over free and fair elections. The final decisions will be announced on 30 November.

The monitoring group Free and Fair Election Network has also raised serious objections over the preliminary delimitations and said that more than one-fifth of the proposed constituencies did not conform to the regulations on voter numbers.

Deenar Domki, a politician from Balochistan, has objected to the merging of the Harnai and Sibi districts and alleged that the constituency borders were being altered to favour former minister Noor Muhammad Dumar, who recently joined Sharif’s PML-N party. He claimed Dumar was the “main beneficiary of this unjust demarcation”, pointing out that some voters would have to cross five districts in order to vote or participate in local campaigning.

Domki accused the election commission of accepting bribes and said decisions had been made “in a closed room with no information about geography, cultures and demography of constituencies”.

“This is pre-poll rigging,” said Donki. “With such measures, there can’t be free elections.”

Many accused the election commission of redrawing the map in order to directly undermine the support of Pakistan Tehreek-e-Insaf (PTI), the political party of ousted prime minister, Imran Khan, which is still hugely popular among voters.

Khan was brought to power in 2018 with the backing of the military, and his election faced similar allegations of vote-rigging. However, after Khan’s relationship with the military establishment soured, he was toppled from power in 2022. After Khan began publicly criticising top military leadership, including accusing them of trying to assassinate him, he was eventually imprisoned in August.

Khan is now facing about 200 court cases. The current caretaker government, which is largely seen to be controlled by the military, took the highly unusual decision that Khan would be tried behind closed doors in prison, in what appeared to be a bid to prevent his trial drumming up further political support.

Despite the Islamabad high court reversing this decision, this week Khan was not presented in the court as scheduled, with the government alleging it was due to “threats on his life”.

Figures from PTI accused the election commission of using the delimitation exercise to target Khan’s stronghold region of Khyber Pakhtunkhwa province where the party has ruled for over a decade, and favour a newly formed party that will directly challenge PTI.

In recent months, senior PTI leaders have already faced arrest and harassment and members of the party have accused the caretaker government of pre-poll rigging by preventing them from holding political rallies, as well as detaining and abducting workers and party leaders for months and forcing them to leave the party.

Figures from other major opposition parties also voiced concern at the election commission’s actions. Nadeem Afzal Chan, from the Pakistan People’s Party, said that constituencies were being redrawn even when there had been no marked change in population.

“What is the point of changing the demography of constituencies? It is clearly political engineering to benefit Sharif’s PML-N,” said Chan. “We can’t have free elections with such massive pre-poll rigging and such demarcations of the constituencies.”

Michael Kugelman, a senior associate for south Asia at the Wilson Center thinktank in the US, said that if the proposed delimitation goes ahead, it would create electoral disadvantages for those going up against PML-N, an indirect form of pre-election rigging. “How that process plays out will be an important part of the election story,” said Kugelman.

The spokesperson for the election commission said that the commission was hearing the appeals through an open court. “As far as preliminary delimitation is concerned, the commission has done it as per law. At the moment I can’t comment on it as delimitation is not yet finalised and officially published,” said the spokesperson.

 
And the tale of favoritism and corruption continues. I doubt that these elections will be fair once they are done. These controversies will start a new wave of criticism.
 
General election 2024 schedule this month: ECP

Chief Election Commissioner (CEC) Sikandar Sultan Raja said Friday that the much-awaited schedule for general elections would be issued 54 days ahead of the February 8 polls, which is expected to fall in the third week of December..

In June, the Pakistan Democratic Movement (PDM) government amended Section 57 of the Elections Act to give powers to the election organising body for fixing a date general election date, while defining the timeline of procedures from the announcement of the polls’ schedule till the polling day, which is about 54 days.

During an informal conversation with journalists, CEC Raja was asked when would the commission release the election schedule. In response, he said: “Count 54 days backwards from February 8.”

The CEC mentioned that the updated constituency lists had been released, and all other election prerequisites were being completed smoothly. He said the ECP has been proactively handling election-related responsibilities ahead of schedule.

The timely announcement of the election schedule, appointment of returning officers (ROs), and district returning Officers (DROs) will be ensured at an appropriate time, he added.



 
PML-N’s Abbasi says not contesting general elections

Expressing his displeasure over the policies adopted by Pakistan Muslim League-Nawaz (PML-N), the party’s senior leader and former prime minister Shahid Khaqan Abbasi has confirmed that he would not contest the upcoming general elections, slated to be held on February 8, 2024.

Abbasi had stepped down from the party office soon after the appointment of Maryam Nawaz as senior vice president and chief organiser.

The senior leader, however, rejects reports claiming differences with the party leadership. Abbasi said that he had resigned as the party’s senior vice president in an effort to give Maryam an “open field”.

In an interview with Voice of America (Urdu), Abbasi said: “I am not contesting elections as I do not want to be part of the possible fault [that could emerge] after the election.”

Blasting the mainstream political parties, the senior leader said that the major parties did nothing but increase the suffering of the masses.



 
Won't accept any 'selection' in elections: Sirajul Haq

Jamaat-e-Islami (JI) Emir Sirajul Haq said on Sunday that his party will not allow any "selection" in the upcoming elections.

Addressing a press conference in Lahore, Haq said: "The country's youth will continue their efforts from December 10 to February 8 for the elections. We are hopeful that the elections will be held in the country. The country will have to face severe hardships if the democracy is derailed."

He made it clear that the JI would opt for alliance with the masses only.

"The only thing the rulers had done was witness a surge in their properties and factories," he said.

He urged the masses to extend support to his party in the upcoming elections, scheduled to take place on February 8.

"The country's resources have plundered in the last 76 years. Nobody is aware that the loans taken from foreign countries have been utilised," Haq asserted.



 
ECP seeks army’s deployment during polls

The Election Commission of Pakistan (ECP) on Monday requested the federal government for the deployment of the Pakistan Army and civil armed forces’ personnel at the polling stations during the general elections, scheduled to be held on February 8.

The request, made through a letter addressed to Federal Interior Secretary Aftab Akbar Durrani, invoked Article 220 of the Constitution, emphasising the duty of all executive authorities to support the ECP in fulfilling its functions.

The letter, signed by ECP Secretary Omar Hamid Khan, disclosed a significant shortfall of 267,558 security personnel required for the effective conduct of the general elections.

Breaking down the current strength of police personnel versus the necessary deployment for election purposes, the commission provided details sourced from the inspector generals of police of provinces and Islamabad.

The most populous province, Punjab, currently has 108,500 police officials in contrast to the required 277,610 security personnel. Similarly, Sindh, the second-largest province, boasts 105,000 police personnel against the necessary 123,500 security officers.

The provinces of Balochistan and Khyber-Pakhtunkhwa (K-P), facing constant threats of terror attacks and recent incidents targeting security personnel and civilians, are also grappling with a shortage of security forces.

Balochistan reports 18,150 police officers compared to the required 31,919 security personnel, while K-P has 93,260 police officers against the recommended strength of 149,077 security officers.

Furthermore, the capital city Islamabad has 4,500 police officers available against the stipulated requirement of 9,000 security staff.




 

Nawaz, Fazl discuss possibilities of seat adjustment, joint presidential candidate​


LAHORE (Dunya News) – Former prime minister Nawaz Sharif on Monday met Jamiat Ulema-e-Islam chief Fazlur Rehman and discussed collaborative efforts, including seat adjustments and a joint presidential candidate.

Rehman visited the central secretariat of PML-N at Model Town where he received a warm welcome from Nawaz Sharif and Shahbaz Sharif.

The participants in the meeting included PML-N chief organiser Maryam Nawaz Sharif, Senator Ishaq Dar, Ahsan Iqbal and Khawaja Saad Rafiq.

The leaders discussed the current political landscape of the country, strategising for the upcoming elections. They deliberated upon the seat adjustment formula between JUI-F and PML-N.

Saad Rafiq briefed the participants on the status of political negotiations with the MQM in Sindh.

They reached a consensus on MQM’s proposed nationwide local government system, agreeing to support a constitutional amendment for its implementation in the next parliament.

The two parties decided to form an electoral alliance with the MQM and like-minded groups. In Sindh, the three parties will collaborate on seat adjustments, entrusting the decision of candidates to provincial leader Bashir Memon, and the nominated leaders of MQM.

For Balochistan and Khyber Pakhtunkhwa, the PML-N and JUI-F agreed on full seat adjustments, aiming to present a unified front. If consensus eludes the two parties, a common strategy would be adopted, with one party nominating a candidate for the national seat and the other for the provincial seat.

The meeting also discussed ways to select a joint presidential candidate.
 
It seems PML (N) is ready to join hands with everyone to make sure that they have the enough numbers to have a prime minister of their choice.
 

Pakistan’s Finance Division releases Rs17.4 billion to election regulator amid reports of delay in polls​


Pakistan’s Finance Division said on Tuesday it had released Rs17.4 billion to the country’s election regulator so that it can hold polls in the country, with the development taking place amid reports of a delay in the upcoming national elections scheduled for February 8.

On Monday, Information Minister Murtaza Solangi said the Election Commission of Pakistan (ECP) had approached the government to release funds worth Rs17.4 billion, adding that there was no “crisis on meeting the financial needs of the ECP.”

The government allocated Rs42 billion for the upcoming general elections in this year’s budget, but it had only issued Rs.10 billion to the Election Commission of Pakistan in July. Pakistani media widely reported on Monday there had been a delay in the disbursement of the remaining amount, at which the ECP summoned the finance secretary.

“Finance Division has released Rs. 17.4 billion to the Election Commission of Pakistan in addition to Rs. 10.0 billion released in July 2023 for conduct of general elections in the country,” the Finance Division said in a statement on social media platform X. It said the total amount disbursed to the ECP since July now totaled Rs27.4 billion.

“Finance Division remains committed to provision of funds as and when required by the Election Commission of Pakistan,” the statement said.

Pakistan, following more than a year of political turmoil since the ouster of ex-prime minister Imran Khan in Aprill 2022, is finally headed to general elections in February next year, with many analysts expecting the polls to lead to some stability in the South Asian country.

The ECP last week put to rest rumors of a delay in election and its top official said the regulator would release a schedule in December for the upcoming general election.

“Count 54 days backwards from February 8,” Chief Election Commissioner Sikandar Sultan Raja said in an informal chat with journalists, which means the announcement could be expected in the third week of December.

The outgoing Pakistani government had amended the Elections Act to empower the ECP to fix and announce the election date and specifying the timeline for the announcement of election schedule, which needs to be done about 54 days before the polling day.

On Monday, ECP Secretary Omar Hamid Khan requested the interior ministry for the deployment of armed forces and other law enforcement agencies personnel at polling stations to ensure foolproof security arrangements, citing a shortfall of police personnel across the country as Pakistan heads toward elections.

“Keeping in view, the deficiency of Police personnel indicated by the Provinces and the Federal Capital, the Election Commission of Pakistan has decided that in view of the clear shortfall of 277,558 personnel, the services of Pakistan Army and Civil Armed Forces (CAFs) shall have to be requisitioned in static mode in terms of Article 220 of the Constitution of the Islamic Republic of Pakistan at the Polling Stations to ensure smooth elections,” Khan wrote in a letter to the interior ministry.

“This is all the more relevant in the context of fragile security cum law-and-order situation prevalent in country.”

Khan said as per reports from the Inspector Generals of Police (IGPs) of all four provinces and Islamabad, there is a shortfall of around 4,500 police personnel in the capital city, 169,110 in Punjab, 56,717 in KP, 33,462 in Sindh, and 13,769 in Balochistan.

The regulator said as per Article 220 of Pakistan’s constitution, all executive authorities of the administration and the provinces are bound to assist the ECP in its task of holding free, fair and transparent elections.

“While the ECP takes all necessary steps to organize an election in accordance with the Constitution and the relevant Election Laws, it also expects the same commitment from the executive authorities and law enforcement agencies to maintain law and order in the area of the constituencies during the conduct of elections,” the letter read.

ECP to have full security for holding polls in peaceful environment, says interior minister

Interim Interior Minister Sarfraz Ahmad Bugti on Tuesday said the Election Commission of Pakistan (ECP) would have full security for holding the upcoming general elections in a peaceful environment.

The general elections in the country are scheduled for February 8. A day ago, the ECP sought the deployment of the army and civil armed forces outside polling stations for the elections to meet the shortfall of over 277,000 police personnel across the country.

Speaking with Dunya News show ‘Nukta Nazar’, the interior minister assured that the caretaker government would take the necessary measures to provide all required facilities to the ECP for transparently conducting the general elections.

“Political parties should cooperate with law enforcement agencies (LEAs), before arranging any public meeting or corner meeting for election campaign,” he said.

Bugti said timely information about public gatherings or meetings would help security institutions for making better arrangements for them.

Commenting on the rising terrorism incidents in different parts of the country, he said LEAs were “fully” alert to control the menace of terrorism.

The interior minister the country’s enemies were trying to sabotage the peaceful environment of Pakistan.

Bugti said security institutions were taking all possible steps to defeat terrorism in a “befitting manner”.

Earlier today, at least six people, including four children, were injured in an improvised explosive device blast on Peshawar’s Warsak Road.

Pakistan has witnessed an uptick in terror activities in recent months, especially in Khyber Pakhtunkhwa and Balochistan after the banned militant Tehreek-i-Taliban Pakistan had ended its ceasefire with the government in November last year.

According to data released by the Pakistan Institute for Conflict and Security Studies, the country experienced a 34 per cent increase in anti-state violence last month.

It had revealed that KP emerged as the most affected province, documenting 51 attacks, causing 54 fatalities and 81 injuries.

Meanwhile, Balochistan had recorded nine attacks, resulting in 18 fatalities, including that of 15 security forces personnel and three civilians.



 

Pakistan PM says Imran Khan free to contest upcoming general elections in February​


Caretaker Prime Minister Anwaar-ul-Haq Kakar has said the country’s former premier Imran Khan does not face legal obstacles to contest the upcoming general elections and is likely to participate in them next year in February.

Khan, who has been in jail since August 5 following a conviction in a case involving the illegal sale of state gifts, faces several other cases which he deems “politically motivated” to exclude him from politics.

While his three-year sentence was suspended by the Islamabad High Court, he remains incarcerated on charges of leaking state secrets by revealing the contents of a confidential diplomatic cable which he says proves US involvement in toppling his administration, a claim consistently refuted by American officials.

Khan’s Pakistan Tehreek-e-Insaf (PTI) party alleges a crackdown against its leaders as “pre-poll rigging,” but Kakar, in an exclusive interview with Independent Urdu published Wednesday, dismissed any “state coercion” against political parties.

“His party and up till now, he himself faces no legal restrictions that would keep him from contesting the elections. So, until the schedule is announced or something unforeseen happens which we are not aware of yet, during this conversation, then I can’t say anything. Till today, he is in the position of contesting, and he will contest.”

“There is no legal restriction on him [Khan] or his party that is keeping them away from the political or election process,” the prime minister said. “Until the [election] schedule is announced or something unforeseen happens which we are not aware of at the time of this conversation then I can’t say anything. Until today, he is in the position of contesting [the polls], and he will contest.”

Election schedule to be declared on time, ECP tells Peshawar High Court

The Election Commission of Pakistan on Tuesday informed the Peshawar High Court that under the law, the schedule of general elections was to be declared at least 54 days ahead of the Feb 8 polling day, so it still had many days to do so.

The court directed it to produce the election schedule after its formal announcement.

The directions were issued by a bench consisting of Justice Abdul Shakoor and Justice Syed Arshad Ali during the hearing into a petition filed a few months ago against the delimitation of the countrywide constituencies by the ECP as well as its “steps to delay” general elections.

The petition was filed by lawyer Naeem Ahmad Khattak in August challenging the ECP notification for delimiting constituencies and seeking orders for protecting the election period specified by Article 224 of the Constitution.

PTI should retain bat as poll symbol, candidates allowed to campaign: Sanaullah

PML-N Punjab President Rana Sanaullah on Thursday said PTI should be allowed to run door-to-door campaigns and retain its long-held election symbol of bat as he dismissed the notion that either move could hurt his own party’s chances in the forthcoming Feb 8 polls.

On October 21, the embattled PTI asked the Election Commission of Pakistan (ECP) to immediately allot it the “bat” as its electoral symbol for the upcoming general elections, terming the delay in issuance of the electoral symbol “unjustifiable” and “intolerable”.

On November 24, the ECP annulled the intra-party polls of the PTI held in June last year, giving the former ruling party 20 days to go for a fresh election if it did not want to lose bat as its electoral symbol.

On December 2, the PTI, despite challenging the ECP’s ruling in the Sindh High Court, held fresh intra-party elections and elected Barrister Gohar Ali Khan as the party’s new chairman.

On December 5, the PTI submitted the results of its elections and other required documents to the ECP, asking it to issue a certificate in this regard as early as possible.

Speaking on Geo News show Aaj Shahzeb Khanzada kay saath today, Sanaullah said the allotment of bat to PTI would not be of any consequence to the PML-N. “They (PTI candidates) should carry out door-to-door campaigns. The symbol of the bat should also remain with them (PTI),” he said.

The former interior minister was of the view that changing the PTI’s symbol before the elections wouldn’t make any difference, adding that such a switch might, in fact, allow the embattled party to get “one more reactionary vote”.

When asked if the PML-N was in a difficult situation in urban areas and could face defeat, he branded it as “mere propaganda on social media”.

“There is no truth to it. This is propaganda,” he added.

The PML-N leader added that he and other PML-N leaders have personally visited areas in Lahore to gauge the response of voters and have also conducted surveys.

Sanaullah said that it was “quite evident” that the PML-N position in rural areas was strong but admitted that urban areas would require some work.

“We will have to go door-to-door [in urban areas],” he said. “Get a survey conducted after ten days from the date of the election and you will find out how PML-N would clean sweep.”

ISLAMABAD: With the Election Commission of Pakistan (ECP) all set to unveil schedule for the Feb 8 polls next week, Chief Election Commissioner Sikandar Sultan Raja on Thursday said printing and delivery of final electoral rolls had successfully been completed.

Talking to Dawn, a senior official said the schedule would most probably be announced on Dec 14. At the same time, he added, district returning officers (DROs), returning officers (ROs), and assistant returning officers (AROs) would also be appointed.

High courts of all the four provinces had declined to spare judicial officers for appointment as DROs and ROs, and now officers would be drawn from the district administration to perform these duties, said the ECP official, requesting anonymity.

In a message on the occasion of National Voters Day, CEC Raja said printing and delivery of final electoral rolls had successfully been completed, adding that his department was fully cognisant of its constitutional and legal responsibilities.

LAHORE: As the political activities in the country gain pace ahead of the upcoming general elections, the Pakistan Muslim League-Nawaz (PML-N) and Istehkam-e-Pakistan Party (IPP) have reached an agreement on seat adjustments for the polls scheduled to be held on February 8, 2024.

The development comes after IPP's patron-in-chief Jahangir Tareen called on PML-N President Shehbaz Sharif at the latter's Lahore residence on Thursday, sources told Geo News.

During the high-level huddle, both parties discussed the country's political situation and the possibility of seat adjustment, at both provincial and national levels, to strengthen their respective positions ahead of general elections.

The sources added that the meeting, attended by PML-N's Rana Sanaullah, Ayaz Sadiq, and IPP's Aun Chaudhry, ended with both sides agreeing on seat adjustments in polls.

However, details about the number of seats will be finalised in meetings later on, the sources added.

The development comes after the PML-N made a similar deal with the Pakistan Muslim League-Quaid (PML-Q) when PML-N supremo Nawaz Sharif visited PML-Q President Chaudhry Shujaat Hussain's residence in Lahore following a 15-year break.

During the 40-minute-long meeting on Wednesday, both parties concurred on seat adjustment for two National Assembly and three Punjab Assembly constituencies — seats pertaining to PML-Q's leader Tariq Bashir Cheema and Chaudhry Salik Hussain's constituencies.

Geo News also reported that PML-Q's Shafay Hussain's provincial assembly constituency is also part of the electoral agreement

The prospects of an IPP-PML-N alliance in Punjab will not only be a major boost for Nawaz's party — looking to strengthen its position in the country's most populated province — but will also strengthen Tareen-led party which has wooed notable electables from the Pakistan Tehreek-e-Insaf (PTI).

Since its launch in June this year, the IPP — led by former premier Imran Khan's close aides Tareen and Aleem Khan — has been the primary choice of a series of PTI defectors who parted ways with the Khan-led PTI following the May 9 riots which saw military installations being targeted after Khan was arrested in the £190 million graft case.

Notable PTI leaders who have joined Tareen's ranks include Fayyaz ul Hassan Chohan, Firdous Ashiq Awan, Murad Raas, Imran Ismail, Ghulam Sarwar Khan, Farrukh Habib, Andleeb Abbas, Sadia Sohail, Sumaira Bokhari, Ali Nawaz Awan and others.

This is the third notable political boost for the Nawaz-led PML-N as the party last month succeeded in wooing more than 30 key political figures from Balochistan to join its ranks ahead of the polls.

The party also struck an agreement with the Muttahida Qaumi Movement Pakistan (MQM-P) to jointly contest the February 8 elections

PML-N's wave of alliances comes amid allegations from PTI and Pakistan Peoples Party (PPP) who have been voicing concerns of being denied a level playing field and the absence of equal opportunities for the political parties in the country.

Bilawal wants Nawaz to get 'elected', not 'selected' again​

In a scathing criticism of Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif, Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto-Zardari Saturday lambasted the former premier, calling him to at least come to power via "election" and not "selection" as he aims for a fourth term as the country's prime minister, Geo News reported.

Firing a broadside at the three-time former premier, Bilawal, while addressing a political gathering in Lower Dir, called out Nawaz for coming into power three times via "selection" and trying to do the same ahead of the upcoming general elections slated for February 8, 2024.

“Mian sahib you have come [to the power] three times via ‘selection’. At least be ‘elected’ for [your] fourth tenure [as prime minister this time],” Bilawal said.

Bilawal's remarks came as the PPP and the PML-N — former allies — have witnessed an intensifying verbal showdown with the former accusing the latter of getting special treatment, whereas the rest of the parties are being denied a level playing field ahead of elections.

Calling on Nawaz to indulge in politics that respects the sanctity of the vote and does not insult it, the former foreign minister underscored that he along with the people of Pakistan will accept the PML-N supremo as the country’s premier if he comes to power “via selection”.

“If [Nawaz] comes through selection then neither the public nor I will accept [that result],” he warned, adding that he will resist every “selected” ruler.

The PPP leader also censured Nawaz's bid to become the prime minister for the fourth time, saying that what difference would it make if a person who has failed three times, comes to the power one more time.

Bilawal also said that the PML-N supremo had been involved in “revenge politics” when he was “selected” via the Islami Jamhoori Ittehad (IJI) — Nawaz-led political alliance formed against the PPP’s Benazir Bhutto-led government in 1988.

“In his second term, Mian sahib wanted to become amir ul momineen,” Bilawal said.

Taking a dig at Nawaz’s ouster as the country’s premier on all three occasions, Bilawal said that even in his third term, the PML-N supremo locked horns with the “same people” who did him “favours”.

“Mian sahib, after his third ouster, started complaining ‘mujhay kyun nikala?’ [why was I ousted?] and eventually landed in Avenfield [apartments], seemingly to bring a revolution”.

“He was facilitated to hold a mass public gathering upon his return, but he did the same what he has been doing all these years,” Bilawal said.

“Now Mian sahib is asking to be made prime minister with a two-thirds majority,” he added.

Taking a jibe at Pakistan Tehreek-e-Insaf’s (PTI) former chairman Imran Khan and Nawaz simultaneously, Bilawal underscored that the country can neither afford a “player” nor a fourth-timer amid prevailing economic turmoil.

Stressing the need for “new politics”, Bilawal warned that Nawaz would once again indulge in his old ways if he came to power the fourth time.

Continuing his tirade against Imran, the former foreign minister said that politics of revenge received significant emphasis during the Zaman Park prime minister’s tenure.

“[We] had only one [principle] difference with the PTI founder that he came [to the power] via selection. […] and relied on umpire’s finger for his politics.”

Veteran politician and senior lawyer Aitzaz Ahsan has claimed that the Election Commission of Pakistan (ECP) and the caretaker government are trying to ensure Nawaz Sharif wins a two-thirds majority in next year’s general elections.

“The way things are going, they are trying to give Mian Sahib a two-thirds majority. The election commission, the administration and the caretakers [are in this]. However, it will not be easy,” Ahsan said in an interview on DawnNewsTV programme “Doosra Rukh” on Friday night.

Ahsan said Nawaz being prime minister was a forgone conclusion. “He already is prime minister. Today he’s getting the protocol of a prime minister. He has become PM for the fourth time. Now the rest of it is ceremonial.

“However, if there is a level playing field, PML-N will have a very minor part in the next [National] Assembly.”

He also called PML-N a ladla — favoured one. “PML-N has been given special treatment. [Nawaz] was in London for four years; has any prisoner or criminal been granted such permission? He [Nawaz] said he’d be gone for weeks.

“And the man [Shehbaz] who gave guarantees for him became the prime minister.

“Muslim League Noon are not just ladlay, they are ladla plus.”

He also spoke about PTI’s attempts to retain its bat symbol for the upcoming general elections.

“There are several options they have — which I won’t be able to delve into — because I have shared them with my associate [PTI chairman] Gauhar Khan.”

He said even if the bat symbol is stripped from the PTI, “the bat symbol can come through other ways.

He said those who think they can “eliminate” parties, have forgotten how despite hanging Zulfikar Bhutto, the PPP came into power three times. “There can be no elimination. Benazir Bhutto was martyred. She has left this world. In that same year, her party came into power with a party prime minister and president.”

The embattled PTI has asked the ECP to immediately allot it the “bat” as its electoral symbol for the upcoming general elections.

The party, which has complained of the lack of a level playing field, termed the delay in issuance of the electoral symbol “unjustifiable” and “intolerable”.

Previously, PTI spokesperson had urged the watchdog to promptly release detailed decision in line with the verbal order given on Aug 30, as it had no legal and constitutional justification to withhold the party’s electoral symbol.

The spokesman made it clear that the concept of free, fair and transparent polls “without the largest and most formidable political force of the country was a farce”.

He added that the “conspiracy to keep PTI out of the electoral arena on the state-mandated and unknown technical grounds” was akin to an attack on the Constitution and political system of the country.

PTI seeks immediate allocation of ‘bat’ symbol

ISLAMABAD: The Pakistan Tehreek-i-Insaf (PTI) on Saturday expressed reservations over the Election Commission of Pakistan’s (ECP) “dilly-dallying tactics” in granting the party its election symbol, the ‘bat’.

The party has called for immediate action from the electoral body to avoid further complications, stressing that it had already submitted all the required documents to the commission after holding intra-party polls.

In a statement, a PTI spokesperson emphasised the urgency of the matter, urging the Lahore High Court (LHC) to expedite the hearing of Barrister Ali Zafar’s petition to avert the “tragic death of democracy”.

Mr Zafar’s petition challenges the ECP’s Nov 23 order, which annulled PTI’s intra-party polls held in June last year, giving the former ruling party 20 days for a fresh election if it did not want to lose its electoral symbol. Subsequently, the party conducted the polls on Dec 2, electing Barrister Gohar Khan as its new chairman.

The spokesperson alleged that the PTI was the target of the worst state repression and ongoing political engineering before the elections, adding that all the evidence and signs were enough to expose the state’s ambitions to commit historical electoral fraud in the coming general election.

He went on to say that “the country’s most popular political party”, which he claimed enjoyed the support of over three-fourths of the eligible voting population, was being subjected to a conspiracy and a “technical knockout”.

The party official said that all unconstitutional, illegal and undemocratic tactics were repeatedly being used to sideline former PTI chairman Imran Khan, currently imprisoned in Adiala Jail, and his party from the political arena.

He also criticised the current governments in Pakistan as unconstitutional and undemocratic, alleging that their main objective was to undermine Mr Khan’s public mandate.

The spokesperson highlighted the May 9 incidents, claiming a concerted effort to dismantle PTI and suppress its supporters, including the detention of Mr Khan and other party workers.

Accusations were also levelled against the ECP and its leadership for discriminatory practices and decrees aimed at erasing PTI’s political presence. The spokesperson asserted that these actions reflected a desperate attempt by anti-democratic forces to exclude the party from politics.

The official also condemned the ECP’s decision to invalidate PTI’s intra-party elections and the demand for a re-election within 20 days.

He insisted that it was unprecedented in the country’s history that Imran Khan, PTI’s founder chairman-for-life, voluntarily stepped down from the position for the sake of democracy and the rule of law.

The spokesperson said that instead of handing over the chairmanship of the party to someone from his family, Mr Khan nominated a capable and loyal party worker as a candidate for the post of chairman in the intra-party elections.

After completing its intra-party elections on Dec 2 and submitting all necessary documents to the ECP, the PTI expressed dismay at the ECP’s failure to issue the party’s election symbol. Since general elections are around the corner, this delay by the ECP was a severe form of pre-poll rigging, the spokesperson said.

He argued that withholding the ‘bat’ symbol is tantamount to undermining the country’s Constitution, democracy, transparent elections and political identity from millions of Pakistanis.

Meanwhile, PTI Chairman Barrister Gohar Khan called on the ECP to issue party’s poll certificate without delay. “Free and fair election in any constitutional democracy means the participation of all political parties in the process and the election symbol of a political party signifies that process.”
 
The Election Commission of Pakistan (ECP) on Sunday refuted the news item claiming that the electoral watchdog had issued the schedule for the forthcoming general elections.

A spokesperson for the ECP dismissed a news report published in the local newspaper, labelling it as baseless and lacking any factual basis.

The spokesperson clarified that the schedule circulating on social media platforms is fraudulent. The ECP representative highlighted the consistent emergence of false information regarding the elections in both print and electronic media.

Emphasising the need to rely solely on statements from the official spokesperson of the ECP, the spokesperson urged the public to dismiss any information claiming to originate from the commission but not endorsed by its official representative.

On Thursday, Chief Election Commissioner (CEC) Sikandar Sultan Raja had said that the commission will announce the election schedule in the coming few days.

In his message on National Voters Day, Raja noted that the printing and delivery of the final electoral rolls had concluded.

He added that the ECP would notify the district returning officers, returning officers, and assistant officers in the coming days.

He said the commission was fully aware of all its constitutional and legal responsibilities. Emphasising the ECP’s complete preparedness and commitment, the CEC assured voters of complete security throughout the election process, ensuring the exercise of their voting rights with privacy and transparency in the polls scheduled to take place on February 8, 2024.

The administration across the border has always taken a keen interest in what goes on across the border. In fact even further than that, they sent teams into Afghanistan as well before fleeing when the Taliban took over. It's just common sense that they will want a Pakistan govt which works well with them.
 
General elections should be on 8th February 2024, no matter what, there should be no delay.
The point of the elections is to elect the peoples representatives. The whole process is a sham with PTI guys being arrested, houses being smashed and others being kidnapped. The mafia cannot stomach the PK electing representatives that they want, not who the establishment want.

Holding an election where the people's choice has been jailed and prevented from taking part is a mockery. Nawaz Sharif or Bilawal Bhutto will be representing outside interests not the people of Pakistan.

ECP notifies new election commissioners for Sindh, Balochistan​

ISLAMABAD: The Election Commission of Pakistan (ECP) has appointed new provincial election commissioners in Sindh and Balochistan with immediate effect, The News reported on Tuesday.

The development comes just days ahead of the expected announcement of the schedule for general elections which are set to take place on February 8 next year.

The electoral body, according to a notification, transferred and posted Aijaz Anwer Chohan as provincial election commissioner Balochistan in place of Sharifullah who will now assume his charge in Sindh for the same post.

The transfer and posting of both provincial election commissioners was approved by Chief Election Commissioner Sikandar Sultan Raja. The decision, according to ECP, has been taken in the public interest.

"The postings and transfers of following officers under the ECP are made in public interest with immediate effect and until further orders," the notification says.

It is pertinent to note that MQM-P had demanded the removal of Aijaz Anwer Chohan, saying free and fair elections were not possible under his supervision.

DROs, ROs appointed by ECP
Meanwhile, the electoral body also issued a notification of the appointment of district returning officers (DROs), returning officers (ROs) and assistant returning officers (AROs) for the general polls, an ECP spokesperson wrote in a post on X, formerly Twitter.

“In pursuance of the provisions of Section 50 of the Elections Act, 2012 (Act No. XXX|ll of 2017), the Election Commission of Pakistan publishes herewith, for general information, a list of District Returning Officers appointed for the District noted against them in connection with the conduct of General Elections-2024 to the Constituencies of the National Assembly and Provincial Assemblies falling within their administrative jurisdiction,” a notification by the ECP read.

Thirty-six DROs have been appointed for the National Assembly elections in Khyber Pakhtunkhwa, 41 in Punjab, 30 in Sindh, 36 in Balochistan, and one in Islamabad.

Forty-five ROs have been notified for Khyber Pakhtunkhwa, three in Islamabad, 141 in Punjab, 60 in Sindh and 15 in Balochistan.

For the provincial assembly elections, 155 ROs and AROs have been notified in Khyber Pakhtunkhwa, 297 in Punjab, 130 in Sindh, and 51 in Balochistan.

The notified officers have been directed to assume their responsibilities immediately.

According to the notification, the political parties contesting the elections to the seats reserved for women and non-Muslims to the National Assembly and the provincial assemblies of Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan will file separate lists of their candidates in order of priority with the respective returning officers by the last date of the filing of nomination papers as per the election programme.

ECP extends visa application date for foreign election observers​

ISLAMABAD: The Election Commission of Pakistan (ECP) has extended the visa application date for foreign election observers, ARY News reported on Wednesday citing sources.

According to sources, the ECP has sent a letter to the foreign ministry regarding the extension of visa application date for international observers.

The letter stated that the date has been extended for 15 days, from December 15 to December 31.

Sources said that the reason for the extension is to ensure the participation of international observers in the upcoming polls.

On October 25, the Election Commission of Pakistan (ECP) issued invitation for foreign election observers.

The ECP announced an ‘open door policy’ for domestic as well as international observers for the sake of transparency of the upcoming general election.

“It will be compulsory for foreign observers to get accredited with the election commission after their arrival in Pakistan,” the ECP said in a statement.

“The observers could submit their particulars at the Ministry of Foreign Affairs ‘Pakistan Online Portal’ for issuance of visa,” election commission stated.

“Accreditation form will not be issued to the individual having political affiliations,” ECP said. The ECP also clarified that security clearance will be compulsory for the foreign election observers.

PTI demands equal footing in election campaign​

RAWALPINDI: PTI Chairman Barrister Gohar Ali Khan has urged for a level playing field for their election campaign, seeking permission from the Election Commission of Pakistan (ECP) to hold a convention for its upcoming poll drive.

Addressing the media outside Adiala Jail following a meeting with former PTI chairman Imran Khan, Gohar reiterated the demand for fair electoral conditions, adding he has sought guidance from Imran for the party’s strategy.

He announced that PTI would not engage in any electoral alliance with any party associated with the PDM.

Reflecting on a meeting with President Dr Arif Alvi held a day earlier, Gohar said the two-hour meeting was “positive”.

"We appealed to the president for a fair playground for PTI and to ensure transparency in the upcoming elections."

President Alvi shares the belief that elections must be transparent and that all political parties must be allowed to participate, he added.

Addressing concerns regarding the delay in allotting PTI its election symbol 'bat', Gohar stressed the urgency, indicating that while the allotment was mandated within seven days, it has now exceeded ten days.

He reiterated that the ECP cannot strip a political party of its election symbol.

Pointing to alleged attempts to isolate PTI, the PTI chief conveyed the founding chairman's demand for transparent election requisites to be met, citing ongoing conspiracies against the party.

Calling upon the ECP’s responsibility for transparent elections, he urged an immediate announcement of the election schedule.

Gohar vehemently denounced the indictment of Imran Khan and former foreign minister and party leader Shah Mehmood Qureshi in the cypher case.

Meanwhile, PTI General Secretary Omar Ayub has announced to hold first virtual public meeting on December 17 at 9pm.

In a statement, he expressed the hope that PTI would win the general elections scheduled to be held on February 8.

The Election Commission of Pakistan (ECP) Thursday rejected claims that it was planning on delaying the general polls.

In a hiccup for the poll organising authority, the Lahore High Court (LHC) suspended the ECP’s notification requesting returning officers (ROs) from the bureaucracy for the general elections on February 8, 2024 — the election date — on petition of the Pakistan Tehreek-e-Insaf (PTI).

In a press conference earlier, PTI Chairman Barrister Gohar Khan had claimed that there were “fears” that the elections could be delayed as the “election commission has already moved elections forward by making excuses”.

“The election schedule had to be released today [but the ECP hasn’t issued it yet],” Gohar, who was recently appointed as the party’s chairman in place of PTI founder Imran Khan, said.

In response to the claims, the electoral body said: “During a press conference, the PTI chairman levelled allegations against the commission of delaying polls. We reject these claims which are aimed at misguiding the people.”

The ECP, in a statement, clarified that the polls will take place on February 8 and that “all preparations” are geared up for staging them.

“In connection with the polls, district returning officers [DROs] and returning officers were appointed and their training was also underway,” the commission said, adding that training was crucial for a smooth electoral process.

However, the ECP noted that the PTI challenged the appointment of the officers in the LHC and as a result, their appointments were suspended.

“Following their suspension, the commission is now contemplating the situation and will soon announce a plan of action. However, the commission cannot be blamed in any manner for the current situation.”

ECP rejects PTI chairman Gohar’s allegation regarding poll delay, calls it ‘failed attempt to mislead people’

The Election Commission of Pakistan (ECP) on Thursday responded to PTI Chairman Barrister Gohar Ali Khan’s allegation that Feb 8 elections could be delayed, branding his remarks a “failed attempt to mislead the people”.

In a press conference held earlier in the day, Gohar had doubted that the general elections would be held on its currently scheduled date.

He claimed the ECP had already moved the elections forward, questioning why it did not release the election schedule, which it was supposed to do today.

The PTI chairman criticised the commission for not providing a level playing field to his party, and cited senior party leader Sher Afzal Marwat’s “abduction” today as the latest example of the ECP’s bias.

“Free and fair elections will not be possible due to this entire process,” Barrister Gohar stated. “We have always had one stance, which is for the election commission to conduct fair and free elections.”

He added that the appointment of civil servants as returning officers (ROs) and district returning officers (DROs) instead of judicial officers could never ensure fair and free elections.

ECP Spokesperson Haroon Shinwari, in a statement, refuted Gohar’s allegations, reiterating that all the arrangements for holding the elections on February 8 were already in place.

He said that the DROs and ROs had already been appointed and undergoing training in various parts of the country — which he said was necessary before the announcement of election schedule.

The spokesperson further said that once the election schedule is announced, only then the nomination papers could be filed by the candidates and the ECP could perform its duties.

He said that the election commission could not be “held responsible for the current situation in any way”.

PPP urges CEC to remove reservations of all political parties

Information Secretary, Pakistan People’s Party (PPP) Faisal Karim Kundi Thursday urged the Chief Election Commissioner (CEC) Sikandar Sultan Raja to remove the reservations of all the political parties and ensure provision of level playing field to them during the upcoming general elections on February 8.

“PPP’s stance on general polls is very clear that the ECP should conduct timely, free and fair elections in the country,” he said while addressing a press conference here.

Faisal Kundi aid that a delegation of PPP already met the Chief Election Commissioner (CEC) and apprised him about the reservations and need to provide level playing field in the upcoming polls. The CEC has assured them that there will be no delay in the elections, he added.

Faisal Kundi said that the masses should decide to vote for any political party in general elections as it was the right of the people to vote and elect the party to rule in the country.

“The masses will not accept any government unless free and fair elections are ensured. The credibility of the Parliament will be nothing if free, fair and transparent elections were not conducted in the country,” he added.

About the rumors regarding the ban on social media during elections, he said that PPP would fully oppose the restriction of social media as it was important tool to approach the masses during the elections.

Faisal Kundi said that the country was facing critical law and order situation especially, in Khyber Pakhtunkhwa and Balochistan and the social media was the best tool to access the people in the situation, adding that the ECP should also address the issue.

“PPP always talked about the implementation of the National Action Plan (NAP) in letter and spirit to root out the terrorism from the country,” he added.

He said that President Pakistan People’s Party Parliamentarians (PPPP) Asif Ali Zardari has categorically stated that transparent and timely polls was the only solution to get rid of all the challenges being faced by the country.

Faisal Kundi said that law and order, economy, inflation and unemployment were the key challenges being faced by the country and PPP has the solution of all these issues.

He said that this time, if the selection process was adopted instead of transparent elections, the nation would not accept it because now there was majority of young people who were conscious and they would not accept the selection.



 
February 8 polls hit a snag after LHC ruling

A day after a Lahore High Court order suspended a notification by the Election Commission of Pakistan (ECP) regarding the appointment of returning officers (RO) and district returning officers (DROs) from the bureaucracy, the election watchdog on Thursday stopped a three-day session to train ROs, only a day after its commencement.

The high court order, which came in response to a petition submitted by the PTI, has seemingly brought the electoral process to a standstill, causing widespread concern among political parties — including the petitioner PTI — regarding general elections which are slated for Feb 8 next year.

In its petition in the high court, PTI had contested the appointments of bureaucrats to act as DROs and ROs for the upcoming general elections and sought the appointment of officials from the lower judiciary for the poll exercise.

The watchdog was expected to announce the election schedule within this week, but now it seems to be in limbo.

An ECP official said the announcement of the schedule depended on the final verdict in the case related to the appointment of DROs and ROs.

“The ROs are the ones who issue public notices inviting nominations and also receive and scrutinise nomination papers. An election schedule cannot be issued in the absence of ROs,” he said. “In fact, it is the job of the ROs to implement the schedule,” the ECP official explained.

SC suspends LHC verdict, orders ECP to issue poll schedule today

The Supreme Court on Friday suspended a Lahore High Court (LHC) order against the appointment of election officers from the bureaucracy of Punjab, directing the Election Commission of Pakistan (ECP) to issue the schedule of the general elections before midnight.

The ECP earlier today challenged the LHC verdict, a move aimed at preventing a potential delay in the upcoming general elections scheduled for February 8.

Yesterday, LHC Justice Ali Baqar Najafi ruled in favour of a petition filed by the Pakistan Tehreek-e-Insaf (PTI) challenging the appointment of district returning officers (DROs), ROs, and assistant returning officers (AROs) from the Punjab bureaucracy for the polls. The PTI's plea also sought the court's assistance in appointing judicial officers as ROs.

Following the decision, Caretaker Federal Information and Broadcasting Minister Murtaza Solangi suggested a possible delay in the general elections. This was attributed to the 54-day mandatory campaign period for the February 8, 2024 polls, which commenced on December 16. However, the three-day training of the officers responsible for overseeing electoral activities was halted due to the LHC order.

Caretaker Interior Minister Sarfaraz Bugti has resigned from his position, sources said on Friday.

Reports said that the resignation was submitted on December 13 but was accepted on Friday by caretaker Prime Minister Anwaarul Haq Kakar.

PPP to begin election campaign from Dec 27

Following the issuance of election schedule for general polls 2024, the Pakistan People’s Party (PPP) on Saturday announced that it would begin election campaign from December 27 with a ‘no hate’ policy.

Addressing a press conference, PPP leader Sharjeel Memon said that the party plans to officially launch its election campaign with a mass gathering in Garhi Khuda Bakhsh on December 27 – the day PPP supremo and ex-premier Benazir Bhutto’s was assassinated.

The former provincial minister made these remarks following the party’s board meeting held under the chairmanship of PPP Chairman Bilawal Bhutto-Zardari.

During the meeting, Sharjeel Memon said, the participants reviewed the country’s political situation after the announcement of the election schedule “The PPP is the only party that stresses the need for holding timely elections in the country,” the PPP leader said, castigating other political parties for ‘seemingly running away from the polls’. “Bilawal Bhutto has made it clear that PPP runs its campaign on positivity, not negativity. We will have to bury the old ways of politics with an end hate policy,” Sharjeel Memon added.

However, he regretted, some political leaders were still demanding revenge while ones who wanted to take action against their rivals are sitting in jail themselves.

The former minister said that Bilawal made it clear that the country’s problem isn’t taking revenge from one’s opponents, but the redressal of the nation’s issues.

Removing further impediments in the path of the February 8 polls, the Supreme Court (SC) on Monday ruled that objections could not be raised to the delimitation of constituencies once the election schedule was released.

The order was passed by a three-member apex court bench headed by Justice Sardar Tariq Masood and comprising Justice Mansoor Ali Shah and Athar Minallah on a plea filed by the Election Commission of Pakistan (ECP).

In its petition, the electoral body challenged changes to two constituencies in Zhob and Shirani made by the Balochistan High Court. However, the SC set aside the BHC’s order today and accepted the ECP’s appeal.

During the hearing, Justice Minallah asked how could the court use the authority that lawfully lies with the election commission.

“Challenges to constituencies have all been rendered ineffective after the release of the election schedule,” Justice Shah remarked, highlighting that the electoral process could not be affected to provide relief to an individual.

“We have to draw a line and set a limit in this regard,” the judge added.

Meanwhile, Justice Masood said he did not understand why everyone wanted elections to be delayed. “Let polls take place,” he asserted.

At one point, Justice Minallah said that there would be a “flood of petitions” in the top court if the SC passed an order on the ECP’s plea. “Everything else comes to a halt once the election schedule is issued,” he said, adding that the electoral body’s biggest test was to ensure fair polls on Feb 8.

The court subsequently declared the BHC decision null and void. The development comes two days after the ECP released the much-awaited election schedule, after intervention from the top court, ensuring that polls were being held on time.

On Friday, the SC had taken up a hurriedly moved appeal by the ECP against the Lahore High Court’s suspension of the appointment of returning officers and district returning officers from the judiciary, raising concerns that polls would be jeopardised.

During the proceedings, which commenced late in the evening, the apex court had suspended the LHC verdict and directed the electoral body to immediately release the election schedule.

PHC questions polls transparency amid crackdown

The Peshawar High Court (PHC) has reserved its order on maintainability of a writ petition seeking judicial oversight of the February 8 general elections. The court has, however, raised questions over transparency of elections being held amid a crackdown against “a political party”.

A division bench of the high court, comprising PHC Chief Justice Mohammad Ibrahim Khan and Justice Shakeel Ahmed, on Monday took up the petition filed by Moazzam Butt, a lawyer associated with the PTI, against appointment of election supervisors from civil bureaucracy.

The Election Commission of Pakistan (ECP) on December 12 announced appointing District Returning Officers (DROs), Returning Officers (ROs) and Assistant Returning Officers (AROs) from bureaucracy.

The PTI challenged this move in provincial high courts including the Lahore High Court (LHC) and the PHC. A single-member bench of the LHC on December 14 suspended the ECP notifications.

However, a three-member bench of the Supreme Court on December 15 suspended the LHC order, noting that the LHC “with a stroke of pen” stopped a total of 2,753 DROs, ROs and AROs from performing their duties “thereby derailing the process of elections”.

Issuing a contempt notice to the PTI’s lawyer who had filed petition in the LHC, the SC noted that while ordering the ECP to announce the election date in consultation with the president, the apex court had stipulated that, “no one should be allowed to put forward any pretext to derail democracy”.

LAHORE: Jamaat-e-Islami (JI) Ameer Sirajul Haq on Sunday declared that they will not form electoral alliance with the Pakistan Muslim League Nawaz (PML-N) and Pakistan People’s Party (PPP) in the upcoming general elections.

While talking to journalists, Sirajul Haq said that JI won’t allow anyone to rob public mandate in the general elections. “PML-N and PPP destroyed the entire country. JI will not accept the election results if fair elections are not held and a level-playing field is not provided to all political parties.”

He detailed that JI issued election tickets to more than 50% of candidates. He criticised that a favourable environment is being created for a blue-eyed personality.

The JI Ameer said the judiciary, establishment and election commission must remain impartial for holding free and fair general polls.

Sirajul Haq said that Jamaat-e-Islami is the best option for Pakistanis in the upcoming polls whose manifesto is making Pakistan a welfare, prosperous and peaceful state. “The three major parties failed to deliver despite getting opportunities many times.”

He announced that Jamaat-e-Islami will change the obsolete governance system of Pakistan after becoming successful in the elections. He added that the International Monetary Fund (IMF) slaves will see defeat in February 8 general elections.

He detailed that JI issued election tickets to more than 50% of candidates. He criticised that a favourable environment is being created for a blue-eyed personality.

The JI Ameer said the judiciary, establishment and election commission must remain impartial for holding free and fair general polls.

Sirajul Haq said that Jamaat-e-Islami is the best option for Pakistanis in the upcoming polls whose manifesto is making Pakistan a welfare, prosperous and peaceful state. “The three major parties failed to deliver despite getting opportunities many times.”

He announced that Jamaat-e-Islami will change the obsolete governance system of Pakistan after becoming successful in the elections. He added that the International Monetary Fund (IMF) slaves will see defeat in February 8 general elections.

Major parties reject lawyer bodies’ demand for CEC Raja’s sacking

The Pakistan Peoples Party (PPP), the Pakistan Tehreek-e-Insaf (PTI), and the Pakistan Muslim League-Nawaz (PML-N) Tuesday rejected lawyer bodies’ demand for Chief Election Commissioner (CEC) Sikandar Sultan Raja.

The Supreme Court Bar Association (SCBA), the Pakistan Bar Council (PBC), the Sindh High Court Bar Association (SHCBA), and the Punjab Bar Council (PBC) had raised concerns over the election procedure and CEC Raja’s conduct.

The general elections are closing in, but there seems to be a new controversy every other day that might affect the sought-after polls, prompting fears that the already delayed polls might be pushed further forward.

While several political parties gave a host of reasons as to why the elections should not take place on February 8, 2024, the Supreme Court has closed all doors for putting the elections forward — as now no court can entertain any petition challenging delimitation carried out by the Election Commission of Pakistan (ECP) anymore.

The politicos have also raised questions about whether caretaker Prime Minister Anwaar–ul–Haq Kakar’s administration can ensure free, fair, and transparent elections, as are allegedly favouring the Pakistan Muslim League-Nawaz (PML-N).

In a statement, the SCBA expressed “deep concerns regarding the mounting discrepancies in election procedures, delimitations and seat allocations” that had raised “serious questions about the transparency of elections under” CEC Raja.

“Mere adherence to election timelines without addressing grievances may undermine stability rather than contribute to it,” the SCBA said. “Therefore, it is imperative to address these issues effectively to safeguard both the democratic process and national resources.”

“The present Chief Election Commissioner should go home as under him, free, fair and impartial elections with equal opportunity for all, are not possible,” the SCBA demanded.

The PBC, while expressing concerns over the conduct of the CEC regarding election procedures, delimitations, and seat allocations, “highlighted the growing perception that in the presence of the incumbent CECP, elections cannot be conducted freely and transparently.”

In response, the ECP said in a statement that it would not "bow to any pressure or blackmailing".



 
ECP orders removal of PM’s adviser Ahad Cheema from post

The Election Commission of Pakistan (ECP) on Tuesday ordered the removal of Adviser to the Prime Minister on Establishment Ahad Cheema from his post.

The commission issued the directives while hearing a petition seeking the removal of Cheema, Privatisation and Inter-provincial Coordination Minister Fawad Hassan Fawad and Principal Secretary to the Prime Minister Dr Tauqeer Hussain Shah from their posts.

The petition filed by Advocate Syed Azizud Din Kaka Khel in October had said the transparency of elections was not possible due to these individuals being part of the caretaker government.

“If the government wants a transparent election, these people should be removed from their positions,” the petition said.

In the short order issued today, the ECP said that the petitioner’s prayer for Cheema to be removed was “reasonable and is accepted” on the basis that the latter was a part of the previous government and could thus “influence the holding of free, fair and transparent elections” if he continued in his post.

The ECP directed that Cheema be removed from his position and ordered the Cabinet Division secretary to immediately issue the notification in this regard.

The interim cabinet has many ministers known for their close association with the PML-N. They include Cheema, Sami Saeed, Umar Saif, Shahid Ashraf Tarar and Jahanzaib Khan.

Cheema had also served as a special assistant in the previous PML-N-led government. He was perhaps the only exception who was part of the Pakistan Democratic Movement (PDM) government and also interim Prime Minister Anwaarul Haq Kakar’s cabinet member.

In September, the ECP had advised the interim government to refrain from inducting “persons of known political allegiance” in a letter to the caretaker prime minister’s secretary.

However, PM Kakar in October had dispelled the impression of the caretakers being a ‘B’ team of the PML-N and said it was unfair to link cabinet members Fawad and Cheema with the PML-N as both were seasoned bureaucrats who had served the state instead of any political party.

ECP releases list of 175 registered political parties

The Election Commission of Pakistan (ECP) has disclosed the roster of 175 officially registered political parties. Among these listings, key party affiliations and their respective leaders have been revealed.

Notably, the Istehkam-e-Pakistan Party (IPP), presided over by President Abdul Aleem Khan, is among the registered entities. The Pakistan Tehreek-e-Insaf (PTI) finds its registration linked to its former Chairman, Pervez Khattak, while the Pakistan Muslim League-Nawaz (PML-N) and the Pakistan Muslim League-Quaid (PML-Q) are registered under the names of Shehbaz Sharif and Chaudhry Shujaat Hussain, respectively.

The list encompasses various other significant party affiliations. The Pakistan Peoples’ Party (PPP), led by Bilawal Bhutto Zardari, is registered as the Peoples Party Parliamentarians under Asif Ali Zardari’s name. Additionally, the Balochistan Awami Party is registered under the leadership of President Abdul Quddus Bizenjo, while the Awami Muslim League Pakistan (AMLP) finds its listing associated with President Sheikh Rashid Ahmed.

Other prominent political groups featured on the roster include the Awami National Party (ANP) under Asfandyar Wali Khan’s leadership, the Balochistan National Party (BNP) led by Akhtar Mengal, and the Jamaat-e-Islami led by Sirajul Haq. The Jamiat Ulema Islam, helmed by Maulana Fazlur Rehman, and the Muttahida Qaumi Movement Pakistan (MQM-P), represented by Khalid Maqbool Siddiqui, are also among the listed parties.
