Eventually Aftabs pace (like Zias) will go up and so he has the potential to bowl like Rahat with his action.

Zia is comfortably the fastest bowler in this match and Aamir was faster than him, had more control and was more skillful at the same age. That's how special Aamir was. You can't just compare such u19 players with him.
