CM Maryam reviews Punjab law and order, gives nod for special unit on cyber crimes
(Web Desk) – Punjab Chief Minister Maryam Nawaz chaired a special meeting in Murree on Saturday to comprehensively review the law and order situation in the province.According to a handout issued here, the inspector general of police (IGP) provided a detailed briefing on the overall law and order situation.
During the meeting, it was decided in principle to establish a special unit and provide IT training to staff to combat organised and cyber crimes in the province. Various proposals and recommendations were discussed to take concrete steps to safeguard the lives and property of the people.
Approval was also given to enforce a special audit system to identify corruption and unprofessional conduct within the police force. Police officers and officials found colluding with corrupt mafias and criminals would face special court martial proceedings, the meeting decided.
Additionally, a mechanism for reporting bribery via the CM's special dashboard was approved.
The meeting also reviewed a proposal to establish a border security force to combat smuggling. It was decided to establish a specialised police force to effectively counter all types of crimes. Approval was granted to intensify efforts to eradicate narcotics, and legislation was proposed to impose the death penalty on those convicted of molesting women and children.
CM Maryam instructed strict measures to eliminate the culture of illegal weapons in Punjab, including amendments to relevant laws. She emphasised the need for additional measures to permanently eradicate kite-flying and the use of metallic wire.
"We will provide the latest arms and ammunition, state-of-the-art equipment, night vision technology, and drones," she stated.
The CM ordered a comprehensive crackdown to permanently eliminate terrorism, smuggling and criminal gangs. She also highlighted the importance of streamlining the prosecution and investigation system.
Senior Minister Marriyum Aurangzeb, the chief secretary and relevant officers attended the meeting.

These aircraft will be fully equipped to facilitate immediate patient transfer, potentially saving lives.
Chief Minister Punjab Maryam Nawaz Sharif has been provided with a comprehensive briefing on the initiative by the Planning and Development Department.
Furthermore, the air ambulance service will have the capability to retrieve patients from motorways, with runways in cities like Lahore and Multan facilitating operations. Efforts are underway to finalize arrangements with civil aviation authorities to enable emergency landings in these cities, ensuring safe patient transportation.

The Punjab government decreased the roti price from Rs20 to Rs16 across the province, chief minister Maryam Nawaz said on Sunday.
In a post on social media platform X, she said that all districts and departments concerned in the province have been issued directives related to the new price of the roti. He directed them to ensure strict implementation of the decision.
On Saturday, Maryam advised her team to decrease the rate of roti after cutting the price of flour. The rate of a 20kg flour sack fell from Rs2,800 to Rs2,300 after a fall of Rs500 in the price.
Asim Raza, the Pakistan Flour Mills Association chairman, attributed the slash in prices to the decrease in the price of wheat.
It is expected the price of a 20kg flour sack would further decrease by Rs300 after the arrival of wheat from Punjab in the market.

There were complaints from the citizens that the rate has been reduced but also the weight of bread and naan has also been reduced. After these complaints, Assistant Commissioners and Price Control Magistrates across the district checked each shop, checked the weight themselves, imposed heavy fines for deficiency and made the regular rate list of new prices prominently displayed outside the shop. It has been clarified to Nanbai that if there is a difference in weight or price, the next step will be registration of cases instead of fine.

Youth dies after being hit by CM Maryam Nawaz’s squad vehicle
As per details, 23-year-old Abu Bakar, who was traveling on a motorbike near Chandowal was allegedly hit by the protocol vehicle of Punjab CM Maryam Nawaz.
The FIR of the incident has been registered at Saddar police station in Narowal on the complaint of a cousin of the deceased.

Punjab Chief Minister Maryam Nawaz visited Kartarpur on Thursday via helicopter and she was not travelling with a motorcade at the time of an accident, which claimed the life of a youth in Narowal, the provincial government said on Friday.
In a statement, a spokesperson said the CM had taken notice of the youth’s death and ordered immediate action, issuing directions for the identification of the car involved in the accident and the arrest of the culprits.
The spokesperson said that police, on the orders of the CM, had registered a case and launched an investigation into the man’s death.
According to initial reports and eyewitness accounts, 23-year-old filling station worker Muhammad Abubakar had died after allegedly being hit by an Elite Force vehicle, said to be part of the chief minister’s convoy.
The incident took place at the Chandowal Stop on the Shakargarh Road, en route to Kartarpur, where the CM had attended Baisakhi celebrations on the same day. The government, however, has rejected these reports.
Meanwhile, Abubakar was laid to rest in his native village following funeral prayers.
Narowal DSP Malik Muhammad Khalil said they had obtained the CCTV footage of the incident, claiming that Abubakar could be seen fell on the ground after being hit by an unidentified motorcyclist before he had a fatal collision with a government vehicle.
DPO Naveed Malik said the search was on for the unidentified motorcyclist, but so far they had not got any information about him. He claimed that a departmental inquiry had been launched against the driver of the government vehicle that hit Abubakar.
DC Syed Hasan Raza said a proposal had been sent to the government for financial support of the family of the deceased.
But Ali Rizwan, a cousin of the deceased, told Dawn nobody from the government contacted the family.

CM Maryam okays provision of 1kv solar kits in Punjab
Punjab Chief Minister (CM) Maryam Nawaz on Monday okayed the provision of a 1Kv Solar system to 50,000 families in the province.
The decision was taken in a meeting chaired by Punjab CM Maryam Nawaz to review energy projects in the province.
The 1kv Solar system will be provided to the protected power consumers who are using under 100 electricity units per month. Two solar plates, batteries, inverter and wires would be provided to the families eligible under the project.
CM Maryam Nawaz stressed the administration to ensure quality products to the masses so they can get rid of expensive electricity problems.
The Punjab CM directed the administration to initiate the pilot project in the province.
In a first address after becoming Punjab Chief Minister, Maryam Nawaz unveiled her vision for the next five years, with vowing to chalk out plan for consumers using less than 300 units of electricity.
The Punjab CM stated that the PML-N’s key objectives during her tenure would be the provision of employment, education and healthcare.
“I am working on a plan to provide solar panels in instalments to the consumers using up to 300 or below units of electricity,” she noted.

Punjab govt to set up enforcement authorities to rein in price hike
The Punjab government has announced setting up a provincial enforcement authority to check the price hike.
Presiding over a meeting to review the implementation of various government policies on Tuesday, Chief Minister Maryam Nawaz directed the officials to establish the Provincial Enforcement Authority in Punjab.
“Enforcement authorities will also be established in every district and tehsil of Punjab. The Provincial Enforcement Authority will be headed by the chief secretary supported by a DG. The district enforcement authorities will be headed by deputy commissioners while the tehsil enforcement authorities will be headed by the respective ACs,” she said.
The enforcement authorities would have the powers to take action against the price hike, encroachment of government land and hoarding, besides performing other special tasks assigned by the government from time to time.
The chief minister directed the officials to make these enforcement authorities functional within six months and immediately start legislation for the purpose. She approved a proposal to amend 11 laws, rules and ordinances for the establishment of the authorities across the province.
“A police station and a special force will be established at the tehsil level under the supervision of the tehsil enforcement authority. The authority in-charge, investigation officers, enforcement officers and constables will be appointed in a tehsil enforcement authority, which will have the powers to register cases, investigate them and to make arrests in addition to the enforcement of law,” she said while addressing the participants of the meeting.
The chief minister further added: “The offices of provincial and district enforcement authorities are being established to ensure effective monitoring.”

Wearing uniform: Court seeks police order refusing case against CM
A sessions court on Friday directed a petitioner to submit a copy of the police order refusing to register a case against Chief Minister Maryam Nawaz for wearing police uniform.
Additional District and Sessions Judge Muzaffar Nawaz Malik was hearing the petition filed by Waqar Ahmed, challenging the non-registration of a case against the chief minister for wearing police uniform at the passing out ceremony of the policewomen.
Advocate Aftab Ahmad Bajwa, on behalf of the petitioner, argued that the Old Anarkali station house officer refused to lodge a case against the chief minister on the ground that the IGP and other senior police officers were also present on the occasion.
The judge directed the petitioner to submit a copy of the police officer’s refusal order by April 29.
Earlier, the petitioner’s lawyer argued the CM wore police uniform at the women police officials’ passing out event against the law that says no individual can wear the uniform of any institution (without being an employee of it). He said the CM committed a cognizable offence and the police were duty-bound to register a case against her and the officials who shared the stage with her.
He asked the court to order police to register an FIR against the CM on the application of the petitioner.

“We will provide solar panels to poor,” he said. “Initially 100 units of electricity will be given free, while later 200 to 300 electric units will be provided free of cost,” Punjab’s finance minister promised.

Maryam-led Punjab govt renews order for 'one-dish' policy in wedding events
LAHORE: The Punjab government has ordered strict implementation of the 'one-dish rule' in wedding events — which promotes austerity and discourages exhibitive trends among citizens.A set of decisions was taken in the provincial cabinet session chaired by Punjab Chief Minister Maryam Nawaz on Tuesday.
The provincial chief executive approved restoring free-of-cost medicines for cancer patients.
Other decisions include approval to the issuance of Kisan Cards, recommendations for wheat procurement, cash subsidy to small farmers, a digital system for monitoring the prosecutor department’s performance and increasing standards of the first information report (FIR).
CM Maryam also ordered to strict implementation of the one-dish rule at wedding parties.
The law was taken into effect for years in the province to discourage the exhibition of money among citizens, specifically reducing the burden of expensive wedding feasts on deserving families who were forced to follow the trend despite facing financial challenges.
On multiple occasions, the provincial authorities took punitive actions against those citizens who violated the law by showering local and foreign currencies, as well as serving lavish and expensive meals to the guests.
In a bid to conserve energy amid the worsening power crisis, the federal cabinet also decided in 2022 to impose a ban on wedding functions after 10pm in Islamabad.

Punjab comes up with ‘vague policy’ on wheat crisis
As it blamed the caretaker government for causing a “wheat crisis” in the province, the Punjab government on Tuesday announced a ‘vague’ policy that did not contain a date for the initiation of the procurement drive.
The policy also came under fire from the opposition as it offered nothing new to the protesting farmers who had taken to the streets to demand the procurement of their grain at a support price of Rs3,900 per 40kg announced by the government. The government had also reduced the procurement target from over 4 million tonnes to a little over 2 million.
Speaking in the Punjab Assembly during a session that began three hours later than scheduled, Food Minister Bilal Yasin said there was a “wheat crisis” in the province for which the caretaker government was responsible.
“Those who imported wheat [close to the harvesting season] are responsible for this crisis. However, despite this, the government will fully support the small farmers,” the minister said, without elaborating on the mode and timeframe for this support.
The minister also promised a fact-finding probe into the import of the staple and said the report would be tabled in the house. He added the procurement drive would start when the grain would contain “10 per cent moisture” which was currently at 16pc due to a recent spell of rains.
Following the policy statement, the speaker adjourned the session indefinitely without allowing the opposition to speak on the matter since “it has already been discussed for the past four days”.
The opposition subsequently staged a sit-in on The Mall to express solidarity with the farmers.
‘Cabinet’s indecision’
On the other hand, the provincial government remained indecisive about the planned subsidy for the ‘small farmers’ from whom it may not purchase wheat.
The cabinet, however, approved the Kissan card in its meeting and the subsidy proposal was merely reviewed.
Under the proposal, the government intends to provide Rs400-600 per 40kg subsidy to the growers whose grain it will not buy even though they applied on the Kissan app for this purpose.
During the meeting, CM Maryam Nawaz said: “All resources of Punjab are available for farmers. Middlemen and ‘Aarthi’ cannot be allowed to exploit farmers. My intention is to make roti cheaper for the people,” she claimed.
LHC seeks details
The issue also echoed in the Lahore High Court, which ordered the Punjab government to provide details of the cabinet decision on the procurement. Justice Shahid Karim was hearing a petition seeking directives for the government to buy wheat from the farmers.
The judge said the court would not interfere in the government’s policy, but it still wanted to know about the cabinet decision and adjourned the matter for one week.
Advocate Farhat Manzoor Chandio, the petitioner, contended that the provincial government announced its wheat procurement policy and fixed support price at Rs3,900 per 40kg.
He argued that the government was bound to buy wheat from farmers at the support price and the procurement was supposed to start on April 22 but it didnot, which was a “violation of fundamental rights” of the growers.
The lawyer pleaded that the delay in the official buying and heavy rains in the province forced the farmers to sell their wheat at lower prices to the ‘mafia’.

Under the project, 200 clinics on wheels will provide health facilities to 4 million people of the province.
Addressing the ceremony, the chief minister said these clinics will be deployed in densely populated areas of big cities where residents often face challenges in accessing hospital care.
She further said provincial government is taking health facilities to the doorsteps of the people.
Maryam Nawaz also announced to provide state of the art cardiology facilities in eight cities of Punjab including Mianwali, Gujranwala, Sialkot, Jhelum, Sahiwal, Murree and Layyah.
Earlier in the day, Punjab Chief Minister Maryam Nawaz Sharif gave the go-ahead to restore the laptop scheme for students across the province.
This decision was made during a meeting held in Lahore today.
Speaking on this occasion, the chief minister emphasized the imperative need to enhance educational infrastructure, particularly in underprivileged regions.
The meeting was briefed on the promotion of higher education, laptop scheme, and transport facilities for students. It also agreed to establish new universities and colleges in backward districts on a priority basis.
Maryam Nawaz was informed that over 650,000 students are currently enrolled in both private and public sector universities in Punjab, comprising 44% boys and 56% girls.

‘Undue’ interference in executive unacceptable: Punjab cabinet
The Punjab cabinet on Tuesday made it clear that it would not accept any ‘undue’ interference in the executive authority by another institution.
Chief Minister Maryam Nawaz presided over the cabinet meeting and maintained that the government did not believe in conflict with any institution, but ‘undue’ interference in the executive authority was not acceptable.
The cabinet’s declaration came in the face of the LHC decision to extend the stay order against distribution of motorcycles by Maryam Nawaz among students. The court has also directed the Punjab government to present a policy keeping in view the environmental impacts.
“It is the responsibility of all of us to uphold the sanctity of our office by exercising our powers within the constitutional limits,” she said while addressing the cabinet.
The advocate general briefed the cabinet members that the Constitution had made mutual consultation of the stakeholders indispensable before making important appointments.
The cabinet approved Food Minister Bilal Yasin’s proposal to constitute a ministerial committee for making important appointments after meaningful consultation with other stakeholders.
The cabinet ratified Rock Salt Policy 2022, Rock Salt Amended Policy 2023, and directed to form a committee to decide on rock salt mining leases. It was also decided to approach NAB against those responsible for corruption in the grant of rock salt leases.
The cabinet also accorded approval to extend contract of 23 employees of policy and strategic planning unit of the primary and secondary healthcare department, besides lifting a ban on recruitment against vacant posts. It also approved presenting before the provincial assembly the special, project and performance audit reports of the Punjab government and district governments from 2016 to 2022.
Approval was also accorded to the appointment of Bakht Fakhr Behzad as judicial member and chairperson of the appellate tribunal of Punjab Revenue Authority.
The cabinet approved Punjab Government Advertisement Policy 2024 to regulate advertisements in print, electronic, cable and digital media in line with the federal government procedures.

LAHORE: The Punjab Assembly on Monday approved the controversial Defamation Bill 2024 amid a strong and noisy protest by the opposition.According to the treasury benches, the bill is aimed at stopping fake news, while the media bodies termed it “draconian” in its current form.
Brushing aside the media bodies’ request to differ the proposed bill, Punjab’s Finance and Parliamentary Affairs Minister Mujtaba Mian Shuja-ur-Rehman tabled the bill in the House.
Earlier in the day, representatives of the media bodies met Punjab Information Minister Azma Bokhari and requested her to defer the controversial bill for a few days.
The House witnessed a ruckus and strong protest when the bill was tabled, while the journalists boycotted the proceedings of the House to register their protest.
Journalist leaders were of the view that the government stabbed them in the back after holding negotiation over the bill.
Opposition Leader Ahmed Khan Bhachar said that the Defamation Bill 2024 is a "black law" and his side of the bench would not be partake in passing the legislation.
He made the remarks after all the amendments proposed by the opposition benches were rejected by the House. During the session, the lawmakers from the opposition benches made a noisy protest and tore copies of the bill.
“Subject to the provisions of this Act and any other law for the time being in force, defamation shall be a civil wrong and the person defamed may initiate an action under this Act without proof of actual damage or loss and, where defamation is proved, general damages shall be presumed to have been suffered by the person defamed,” read the bill.
The bill will also apply to fake news spread through YouTube and social media platforms. Under the law, tribunals will be set up to hear the defamation cases. The tribunals will be bound to decide the case within six months.

Punjab Chief Minister Maryam Nawaz on Wednesday announced the completion of the revamp of Holy Family Hospital (HFH) Rawalpindi by June 30 and free treatment for a three-year-old child patient suffering from a cardiovascular ailment
The provincial chief executive paid a surprise visit to the hospital and arrived there without informing the local MNAs and MPAs. Senior Minister Maryam Aurangzeb and the Chief Secretary accompanied the CM.
CM Maryam visited various departments of the hospital including the PEADs emergency, Mother & Child block, new block and other wards. She was briefed by the Communication and Works department officials about the so far rehabilitation of the hospital. She directed the officials to complete the ongoing work by May 30 and make the hospital functional.
The mother of child Hasnain, who was admitted to the PEADS emergency, told the chief minister that her child was a heart patient and was suffering from dysentery and vomiting. She directed the hospital officials to undertake immediate steps for the free treatment of Hasnain, who had a hole in his heart by birth.
CM Maryam also inquired about the treatment of other patients and the provision of medicines. She communicated with the patients and inquired about them. Few patients apprised the CM about the problems being confronted by them in the hospital.
She also inquired about undertreatment patients in the emergency, stopped near a female child and exchanged pleasantries with her. The infant child said ‘hi-fi’ to CM Maryam.
During her visit to the hospital’s new block, the Chief Minister also took notice of the low wages of the workers and directed the authorities to set their wages and pay their dues according to the Wages Act.
After spotting a family sitting beneath a tree and using a hand fan to beat the heat, she instructed the hospital officials to arrange sheds and fans for the families.
After the departure of the CM, who had reached the Holy Family Hospital directly from Noor Khan Airbase, the C&W Department officials immediately issued instructions to speed up the work. Officers also held a special emergency meeting in this regard.

CM Maryam orders fair wages for Rawalpindi Holy Family Hospital labourers
Punjab Chief Minister Maryam Nawaz on Wednesday took notice of the low wages of the labourers during her visit to the Holy Family Hospital and directed the authorities to pay the labourers according to the Punjab Minimum Wages Act.
She also asked the communication and works department to complete the construction work in Holy Family Hospital as soon as possible and said the government would not tolerate any negligence in the quality of construction work.
She asked the hospital administration to improve the services for the patients and the government had zero tolerance for the unavailability of quality healthcare facilities to the patients. She also asked to make arrangements for the attendants of gynae patients and others during the summer season.
During her surprise visit, she inspected various wards and inquired about the patients and the availability of medicines. Some patients apprised CM Maryam Nawaz about the problems being faced by them at the hospital. The CM, who prayed for their early recovery, inquired from them about the provision and availability of medicines.
During the visit, CM Maryam directed the hospital to arrange sheds and electric fans for the attendants of the patients who had been using handheld fans in extreme weather.
She also directed immediate steps for the treatment of a kid named Hasnain who had a congenital heart defect (commonly known as a hole in the heart). On the orders of CM Maryam Nawaz, a team of doctors from the Rawalpindi Institute of Cardiology immediately reached the Holy Family Hospital.
The CM comprehensively reviewed the newly constructed and rehabilitated block of the hospital and also examined the under-construction New Block of Holy Family Hospital. She directed the communications and works department to complete the work by June 30.
Delayed hospital project
The Holy Family Hospital revamping project worth over Rs3 billion has not been completed even though January 30 was the deadline for the completion. The project to reconstruct the old and new blocks of Holy Family Hospital started on October 22. After it missed the Jan deadline, the department was given till February by then caretaker chief minister Mohsin Naqvi, who inaugurated the incomplete project.
The contractor missed the deadline again and the Punjab government led by the PML-N gave another unrealistic deadline of March 31 to finish the work.
Punjab Health Minister Khawaja Salman Rafique had asked the Communication and Works Department to complete the work by March 31 and make operation theatres functional before Eidul Fitr.
The Communication and Works Department still could not finish the work. Now, June’s end is the cut-off date for the department to hand over the hospital to its administration. The hospital has a total area of 672,000 square feet. The number of beds in the hospital wards is 1,030 whereas the average number of patients reported in the OPD is 2,161, 228 patients in wards, and 915 patients in emergency on a daily basis.

CM blames negligence for measles outbreak
“Innocent lives have been lost due to the negligence and incompetence of health department,” said Punjab Chief Minister Maryam Nawaz Sharif while taking notice of the death of children due to measles in Pattoki.
On the direction of CM Maryam Nawaz, Provincial Ministers Khawaja Salman Rafique and Khawaja Imran Nazir visited the Kot Haq Nawaz Basic Health Unit. They obtained information from the parents about the measles afflicted children and ordered stern action against those found negligent.
On the direction of the CM, the number of ‘Clinics on Wheels’ and field hospitals in the measles affected areas has been increased and a special ward has also been established for the treatment of children suffering from measles in the Tehsil headquarters hospital.
The chief minister sought an immediate report from the health secretary about the causes behind increasing number of measles cases.
She directed the officials of the health department to provide the best treatment facilities to the children suffering from measles.
She said that precious innocent lives have been lost owing to the negligence and inefficiency of the health department.
She asserted that stern punishment would be handed down after fixing responsibility for the negligence.
She called for daily monitoring of infectious diseases, including measles.
She warned negligence with regard to the treatment would not be tolerated.
CM Maryam Nawaz directed the officials concerned to ensure the availability of vaccines of all diseases, including measles, in all the health centres and government hospitals across Punjab.
