A Karachi-based social media activist, Arsalan Khan, has reportedly gone missing from the city's Clifton area. His friends claim he was picked up by law enforcement agencies.

However, Senior Superintendent of Police South, Asad Raza, refused any connection with the alleged abduction. He told Dawn.com that the police had not detained the activist. His family has not approached the police yet to lodge any complaint, the officer added.

Later, the activist's wife Ayesha told Dawn.com that she had visited the Clifton police station to register a first information report but officials had refused to do so.

Khan's residence is located in Clifton, which falls in the District South jurisdiction.

Arsalan — known as AK-47 on Twitter — has worked as a journalist for different broadcasters in the past, including Geo News. He has also been active on Twitter and is currently associated with a civil society organisation called Karachi Bachao Tehreek (KBT).

Amnesty International South Asia also issued a statement, expressing concern about his alleged disappearance.

"We are deeply concerned about the abduction of journalist Arsalan Khan from his home in Karachi today at 4am. Pakistan must end this abhorrent practice of punishing dissent by wrenching people away from their loved ones," the statement said.

It noted that the newly formed Inter-Ministerial Committee on Missing Persons must take note of the "jarring disconnect between what they are saying and what is actually happening on the ground."

PPP Senator Mustafa Nawaz Khokhar said he saw a video message of Arsalan's wife, adding she was told that her husband "speaks and writes a lot on social media".

"Speaking and writing is not a crime but forcibly abducting and disappearing a citizen is," the senator said.

Senior journalist Hamid Mir also condemned the alleged disappearance of the social media activist, asking whether Arsalan had initiated a trend against any state institution.

Activist Ammar Ali Jan was of the view that countrywide unity was needed to "fight against [the] odious policy of enforced disappearances".

Meanwhile, KBT — an alliance of several political and civil society organisations — also expressed concern about what they called the "abduction" of its activist and announced a protest against his disappearance on Friday evening.

KBT Convener Khurram Nayar told Dawn.com that Arsalan was a volunteer. He claimed that some law enforcement personnel allegedly took the activist away from his apartment in Clifton during the wee hours of Friday.

Nayar alleged that the activist's family also experienced an "unpleasant attitude", claiming the wife was told by men picking up Arsalan that her husband "speaks a lot".

According to the KBT representatives, the whereabouts of the activist were still not known. He said the men who took away Arsalan also allegedly confiscated his laptop and cell phone.

KUJ demands immediate recovery of activist

The Karachi Union of Journalists condemned the "arrest" of the social media activist and termed it a serious attack on freedom of expression.

In a statement, KUJ General Secretary Fahim Siddiqi and President Shahid Iqbal also alleged that Arsalan was "detained" by law enforcement agencies. They said law enforcers conducted a raid on his residence in Clifton and took him away.

Quoting a statement from Arsalan’s wife, the KUJ representatives said Arsalan was "arrested" for being a social media activist.

They urged the army chief, the chief justice of Pakistan, the prime minister and the interior minister to take immediate notice of Arsalan’s "illegal detention" and ensure his immediate release.

According to his wife "around 14 to 15 government officials barged into their house in the wee hours and pointed guns at the family members".

“Arsalan was picked up despite being innocent. The government officials took him with them in front of my children,” she added.

According to a statement issued by the Sindh Rangers spokesperson, the social media activist was arrested based on an intelligence report regarding his "links with a terrorist organisation".

“During the interrogation, it was revealed that the accused had received financial assistance from a terrorist organisation. However, he was released after being warned to cooperate in the investigation in the future,” said the spokesperson.

Later in a tweet, Arsalan Khan thanked everyone for their support.

“I'm back home safe and sound. Thank you everyone for all the help & support you people extended to my lone family in this testing time. I'm truly short of words. Love you all," he tweeted.

Amnesty ‘deeply concerned’ over Arsalan Khan detention
Earlier, Amnesty International said it was “deeply concerned” after the social media activist was picked up.

“Pakistan must end this abhorrent practice of punishing dissent by wrenching people away from their loved ones,” Amnesty said in a tweet after Khan was picked up at 4am.

The human rights watchdog urged the newly-appointed Inter-Ministerial Committee on Missing Persons to take note of the “jarring disconnect between what they are saying and what is actually happening on the ground”.

Senior journalist Ayaz Amir was assaulted by "unidentified men" in Lahore on Friday night, he said in a statement to Dunya News.

A visibly distressed Amir, with bruises on his face, said his car was intercepted by a vehicle as he left his office after recording his television show for Dunya News, where he works as a senior analyst.

"A man wearing a face mask emerged from the vehicle and collared my driver.

"As I questioned the man, a couple of other men also arrived by my side, opened the door of my car and unleashed blows to my face, and dragged me out of the vehicle," Amir said.

He said the men also resorted to assaulting him on the road. Since it was a crowded road, people began gathering, he said, adding that the attackers then made off with his mobile phone and wallet.

Pictures circulating on Twitter showed the journalist sitting in a car with his shirt torn.

The incident comes just a day after Amir delivered a speech at a seminar, which was also attended by PTI Chairman Imran Khan, organised by the Islamabad High Court Bar Association on the topic ‘Regime Change and its Fallout on Pakistan’.

In his speech, parts of which went viral on social media and were widely shared by senior journalists as well, Amir criticised the role of the country's military establishment while also pointing out mistakes committed by Imran Khan during his reign as the country's prime minister.

Immediately after reports of the attack on Amir were shared on Twitter, Imran strongly condemned the "violence" against the senior journalist.

"Pakistan is descending into the worst kind of fascism with violence and fake FIRs against journalists, opposition politicians and citizens. When the state loses all moral authority it resorts to violence," the PTI chairman said in a tweet.

Punjab Chief Minister Hamza Shehbaz took notice of the assault and sought a report from the inspector general of the Punjab police.

In a statement, he said the attackers would be arrested and dealt with soon.

"The incident is highly condemnable. The dispensation of justice in the case will be ensured," the chief minister added.

Condemnations and calls for immediate action
Journalists, lawyers, activists, politicians and members of the civil society strongly condemned the attack on Amir.

PTI's Andleeb Abbas said the assault was "truly a pathetic attempt to crush the truth."

Without naming anyone, she said, "It's absolutely obvious that neutrality is desperate and would go to any lengths."

Veteran journalist Mazhar Abbas also called out the attack on Amir, saying "this is unacceptable".

Senior journalist Kamran Khan said it was "better to ban freedom of speech through a state decree than beating into silence those exercising the right to free speech enshrined in the constitution of Pakistan."

He said the attack on Amir was "utterly reprehensible".

Terming the incident "highly condemnable", journalist Mansoor Ali Khan said arresting the attackers should be the highest priority of this government.

"Shameful how voices are being silenced in this era," he added.

Journalist Amir Mateen said the attack on Amir was "deplorable", adding "this didn’t happen even during martial laws."

He called upon Prime Minister Shehbaz Sharif to "dare ask somebody to stop this".

"It's a new low," said journalist Rauf Klasra.

Senator Mian Raza Rabbani said on Friday that President Dr Arif Alvi's concern for media freedom was "subjective", asking him to not view matters through "politically tinted glasses".

The former chairman Senate condemned the harassment of journalists before adding that "all Pakistani citizens are equal before law and the President of Pakistan has to view them as such".

The statement has come a day after Dr Arif Alvi wrote a letter to Prime Minister Shehbaz Sharif, conveying his deep concern on the rising trend of harassment and torture against journalists and media persons in Pakistan.

The president wrote to the premier after senior journalist and Express News anchorperson Imran Riaz Khan, the most vocal critic of the ruling coalition, was arrested from Islamabad Toll Plaza late on Tuesday, disregarding the fact that a court had already granted him a pre-arrest bail.

Calling for dialogue between "political stakeholders", Rabbani said that "the need of the hour is not suppression". He alleged that President Alvi had 'failed' in his capacity as the president because he "violated" his oath and was not objective.

The Senator also alleged that the president had violated his oath during the tenure of the PTI government and shared an excerpt from the oath to highlight his point: “That, in all circumstances, I will do right to all manner of people, according to law, without fear or favour, affection or ill-will."

According to the senior Pakistan Peoples Party leader the president did not take notice of media freedom violations when "more than 86 cases in one year i.e May, 2021 to April, 2022, were reported against the media and its practitioners" in an international report.

The Freedom Network report published in April, had revealed that the state actors continue to be the largest threat source for journalists in Pakistan in a period marked by a dramatic escalation of coercion by the erstwhile Imran Khan government resulting in murders, legal cases, assaults, abductions, detentions and threats.

The Senator argued that Alvi failed to "ask the Government to conduct prompt, impartial and effective investigations into the increasing incidents against the media", particularly in drawing the attention of the PTI government "on the murderous attacks on Asad Ali Toor, Absar Alam and Matiullah Jan, amongst others".

He also said that the president had not questioned "the [PTI] Government on suspension of or removal of anchors and working journalists, including Hamid Mir but not limited to him."

Rabbani also raised concerns about the previous government's alleged complacency over regulatory agencies blocking cable operators and TV channels as well as the "horrendous social media campaign against women journalists".

It is pertinent to note that on May 30, Islamabad High Court (IHC) Chief Justice Athar Minallah had remarked that state played no role in preventing the violations of fundamental rights and stressed that political leadership should come forward to address the real issues, beyond their personal differences.

PML-N’S HINA PERVAIZ BUTT ADMITS GOVT’S ROLE IN ARY NEWS SUSPENSION

ISLAMABAD: Pakistan Muslim League Nawaz (PML-N) leader Hina Pervaiz Butt admitted on Monday that ‘orders were issued for the suspension of the transmission of ARY News’.

Hina Pervaiz Butt said in a Twitter message that what other option left other than suspension of a television channel which runs false propaganda against the government and Pakistan Army.

The tweet was apparently deleted by the PML-N leader after sharp criticism over the suspected order of the incumbent government against the ARY News.

The transmission of ARY News was suspended in Karachi, Lahore, Islamabad, Sialkot, Hyderabad, Faisalabad and other cities. The position of ARY News was also changed in different areas of Rawalpindi city.

Following the shutdown of ARY News, several Pakistan Tehreek-e-Insaf (PTI) leaders including Shireen Mazari, Shahbaz Gill, and others took to Twitter and condemned PEMRA’s illegal act.

‘Strategic media cell’
The suspension of ARY News transmission is a clear violation of Islamabad High Court (IHC) orders which barred PEMRA from closure and relegation of ARY News to lower numbers on TV channels sequence.

The suspension of transmission comes hours after ARY News aired a report that the ruling Pakistan Muslim League Nawaz (PML-N) has reportedly activated its strategic media cell to malign Pakistan Tehreek-e-Insaf (PTI) and its chairman Imran Khan besides building a narrative to prove the rival as an anti-armed forces power.

The report aired by ARY News on June 27 regarding the activation of the ruling PML-N’s strategic media cell proved to be true. It emerged that the PML-N activated its strategic media cell to run a malicious campaign against Imran Khan and PTI to prove it was an anti-military or anti-armed forces party.

Interior Minister Rana Sanaullah has levelled serious allegations against ARY News and blamed ARY News for being ‘part of conspiracy’, ARY News reported on Tuesday.

Rana Sanaullah addressed a press conference after the arrest of Pakistan Tehreek-e-Insaf (PTI) leader Dr Shahbaz Gill and alleged that ARY News facilitated Shahbaz Gill who had given a controversial ‘narrative’ against the institutions.

He alleged that Gill’s statement was completely scripted as he delivered the speech uninterrupted. The interior minister added that Gill and ARY News’ roles are being probed.

Sanaullah said that the responsible persons in the ARY News will be exposed soon besides exposing the ‘craziness’ of PTI. He alleged that PTI chief Imran Khan had designed an alleged conspiracy with a private channel which was a sensitive matter and responsible persons will be arrested.

In his press conference, Sanaullah said that Dr Shahbaz Gill has been arrested in accordance with the law. He declared the arrest of PTI leader Dr Shahbaz Gill legal. He said that a case was registered against Gill at Islamabad’s Kohsar police station.

He said that Gill will be presented before the court on Wednesday morning.

“Narcotics could be placed in his vehicle but we will not do such shameful activities like the previous government of PTI did in its tenure. Nothing illegal will be done with Gill and legal steps will be taken against him.”

Sanaullah criticised the malicious social media campaign against the national institutions after the Lasbela military helicopter crash incident. “A narrative was built under a conspiracy which was scripted in a meeting chaired by Imran Khan. A private channel and its management were included in the conspiracy.”

The interior minister alleged that Shahbaz Gill and Fawad Chaudhry were tasked to spread the narrative and they attempt to start a revolt among the officers of a certain rank. He rejected the PTI chief’s statement in which he termed Gill’s arrest as abduction.

He said that PTI was fully trapped in foreign funding and Toshakhana cases and facing public criticism.

He further alleged that the controversial ‘narrative’ was read out by Gill which could not be repeated before the media in the national interests. Rana Sanaullah alleged that the malicious social media campaign was allegedly led by PTI.

Sanaullah said that Gill’s voice was aired via ARY News and the government will find out the personalities behind Gill and the private news channel. Regarding police deployments in Islamabad, he said that provinces could not send the police contingents to Islamabad without formal permission.

According to details, ARY’s Head of News Ammad Yousaf was arrested without a warrant from his residence located in Karachi’s DHA.

Police officers along with plain-clothed persons forcibly entered the house of Ammad Yousaf. The raiding team diverted the CCTV cameras of Yousaf’s house, and jumped into the house from the top of the main entrance.

The raiding team also took away the licensed weapons and the DVR of the CCTV cameras installed in the house.

Meanwhile, efforts were made by ARY News to contact the Sindh government, but despite the arrest of the news head, the Sindh government did not respond.

The arrest of Ammad Yousaf is being strongly condemned by journalistic organizations and press clubs across the country.

The Pakistan Federal Union of Journalists said in its statement that the government should come to its senses. AH Khanzada said that they condemn the actions against ARY group. If the government does not stop its action of victimizing ARY News, there will be nationwide protests.

According to Pemra, a trend has been observed on satellite TV channels, wherein some of their anchors and analysts indulged in spreading misinformation and disinformation against state institutions.

In its directive, the media-regulatory body highlighted that “such a trend on TV channels is tantamount to casting aspersions against state institutions and is a planned propaganda campaign against them.”

It has termed the airing of such content a "violation" of the directives, as issued by Pemra.

The media watchdog has asked all satellite TV channel licensees to follow the principles laid down in the Constitution and ensure strict compliance with relevant provisions of Pemra laws.

Last month, senior journalist and Express News anchorperson Imran Riaz Khan, the most vocal critic of the ruling coalition, was arrested from Islamabad Toll Plaza disregarding the fact that a court has already granted him a pre-arrest bail.

Imran Riaz had been implicated in a slew of cases that he had said were motivated by his refusal to “stop speaking the truth”.

The Sindh High Court (SHC) on Wednesday ordered immediate restoration of ARY News transmission across Pakistan.

ARY News went off air in many parts of the country on Monday evening.

The SHC bench heard the plea related to the suspension of ARY News and issued directives to cable operators for the immediate restoration of TV channel’s transmission.

The Pakistan Electronic Media Regulatory Authority (Pemra) on Monday issued a show-cause notice to ARY News for airing what it called was “false, hateful and seditious” content.

The journalist community across the country also staged protests against the unjust suspension of ARY News’s transmission throughout the country and arrest of Head of ARY News Ammad Yousuf.

Moreover, the Supreme Court of Pakistan and Lahore High Court (LHC) moved today against the suspension of transmission of ARY News.

The petition was filed by Advocate Azhar Siddique along with PFUJ President Shahzad Butt, ARY NEWS reporter and members of civil society before the Lahore registry of the apex court.

The petition stated that two FIRs were registered on a similar complaint in Islamabad and Karachi against the decision of the Supreme Court of Pakistan. It further said that the CEO of ARY NEWS and administration has also been booked in the case while head of news Ammad Yousaf was arrested in a similar case.

It further highlighted that no criminal proceedings could be initiated after the launch of PEMRA proceedings in a matter. It asked the court to stop actions against the administration of the channel and order immediate release of Ammad Yousaf.

Earlier today, Head of ARY News, Ammad Yousaf, who was picked up without a warrant late-night raid, has been handed over to the IO of Memon Goth police station.

The local police said Ammad Yousaf was taken into custody over a case registered at the Memon Goth police station in Karachi.

Meanwhile, President and CEO ARY Digital Network Mr. Salman Iqbal, Anchorpersons, Arshad Sharif and Khawar Ghuman have been booked under sedition charges.

During a hearing on a petition for restoration of ARY NEWS transmission, the court directed the PEMRA to submit a two-line assurance stating that they have no objection on the transmission of the channel.

The SHC issued the written order following the contempt of court petition against the non-compliance of the court order regarding the restoration of ARY News transmission. The contempt of court petition was filed by ARY Communications against the PEMRA chairman, secretary of information and cable operators.

Imran Khan was addressing a seminar related to the freedom of expression and the protection of media in Islamabad today.

The PTI chief said that on several occasions across the globe, attempts were made to control the masses as in monarchy and dictatorship, such rulers wanted to even control the thoughts of the humans.

The transmission of Bol News TV has been blocked in different cities of the country under the instruction of the PEMRA.

PEMRA has ordered the cable operators to blackout the transmission of the Bol News TV across the county.

In Shikarpur and its adjoining locations, the transmission of the channel has been stopped.

In Jhang and Sargodha and their adjacent areas, the transmission was suspended when cable operators were contacted to know the reason why the Bol News TV transmission had been banned so they refused to give their opinion on the issue.

In other cities of Punjab including Jhelum and Hafizabad, the transmission has been blacked out.

In Khushab, Bol News TV’s transmission has been banned. Local people have expressed their anger and condemned the PAMRA’s action and demanded the immediate restoration of the transmission.

They termed it an attack on the right to freedom of speech.

A Karachi district and sessions court on Monday granted the Islamabad police three-day transitory remand of anchorperson and popular YouTuber Jameel Farooqi after he was arrested for “falsely accusing” the law enforcement agency of physically and sexually assaulting PTI leader Shahbaz Gill.

A first information report (FIR) was registered against the journalist at the Ramna police station.

Farooqui was presented before Judicial Magistrate Ali Sher Chandio by investigation officer (IO) Mian Muhammad Shehbaz today. The official requested the court to grant permission to shift the journalist to Islamabad.

During the hearing, the magistrate examined the case record, including the transit permission from the Sindh home department. He inquired if the suspect had been subjected to torture in custody but Farooqui did not complain of any maltreatment.

The Committee to Protect Journalists (CPJ) has urged Pakistani authorities to 'immediately and unconditionally' release journalist Jameel Farooqui and 'cease harassing him' and journalist Ilyas Samoo for their work.

“Pakistan authorities must end their campaign of harassment and intimidation of journalists in retaliation for their work,” said Carlos Martinez de la Serna, CPJ’s program director. “Authorities should swiftly and unconditionally release journalist Jameel Farooqui, cease harassing him and journalist Ilyas Samoo, and allow them to continue their work without interference.”

On Monday, authorities arrested Farooqui from Karachi airport. He is an anchor associated with the privately owned broadcaster host of a YouTube channel with about 120,000 subscribers.

On August 19, police in Thatta district arrested Samoo, a reporter for the privately owned daily newspaper and president of the local Bandar Press Club, according to statements by two local press freedom groups and Latafullah Samoo, the journalist’s brother, who spoke to CPJ by phone.

His brother, Latafullah Samoo, said on Tuesday that a court had granted his brother's bail earlier in the day and had been released.

The CJP statement said that according to a copy of the report, Samoo was arrested in an illegal weapon case. His brother claimed, while talking to the CJP, that "he believed authorities had targeted Samoo in retaliation for his reporting on flood-affected areas in the Thatta district and said that, shortly before his brother’s arrest, the journalist had received a threatening call and text message warning him to stop that reporting".

Farooqui was arrested after posting a video on his YouTube channel on the Shahbaz Gill torture claims.

The body noted that the "Islamabad and Sindh police departments did not respond to CPJ’s emailed requests for comment".
 
Prime Minister (PM) Shehbaz Sharif on Friday responded to a question related to suspension of ARY News transmission.

During his visit to Sukkur to review relief operations in flood-hit areas of Sindh, PM Shehbaz Sharif was asked about suspension of ARY News transmission.

Sir media is playing its role but efforts underway to put curbs on it. Transmission of ARY News is suspended despite court’s order, how will the voice of masses will reach to you, the journalist asked.

“You should ask this from PEMRA, we believe in democratic norms and this is not the time for politics,” PM Shehbaz Sharif responded.

Earlier on Thursday, the Sindh High Court (SHC) issued a contempt of court notice to Pakistan Electronic Media Regulatory Authority (PEMRA) chairman Saleem Baig on a petition over the non-implementation of the court’s order to restore ARY News transmission.

It is pertinent to mention here in a new move against the journalist fraternity, the Ministry of Interior cancelled the NOC of ARY News without serving any notice.
 
Journalist Waqar Satti booked for allegedly linking ‘disrespectful’ statements about Islam to Imran

Rawalpindi police have registered a case against journalist Waqar Satti on allegations of attributing “disrespectful” statements “not based on facts” about Islam to PTI chairperson Imran Khan.

The case was registered at RA Bazar police station on Saturday on the complaint of a cable operator, Chaudhry Nasir Qayyum, under Sections 295-A (deliberate and malicious acts intended to outrage religious feelings of any class by insulting its religion or religious beliefs) and 500 (punishment for defamation) of the Pakistan Penal Code.

According to the first information report (FIR), a copy of which is available with Dawn.com, the complainant told the police that while he was at his office on August 24, he came across a tweet in which a man, identified as Waqar Satti, explained why he “hates” Imran and reasons of him going against the former prime minister.

The FIR mentioned statements which, according to the complainant, “disrespected” Islam.

Satti, he said, attributed these statements to Imran. He added that he had never heard any Muslim making such remarks and “linking these words and remarks to former prime minister Imran Khan is not based on facts”.

“Imran Khan has not mentioned any such words […] mentioned in Waqar Satti’s tweet — in any of his speeches,” the FIR quoted him as saying. He added that Satti’s actions had hurt his religious sentiments, “as well as that of thousands of other Muslims”.

The complainant alleged that Satti had done “great injustice” and sought legal action against him on the basis of these accusations.

As the news of Satti being booked was shared on social media, former minister and PTI leader Fawad Chaudhry reacted to a tweet and said that the case was about “using religion for outrage”.

“And this is what the gentleman did; shame on all supporters for using religion for political purposes,” he said.

The Pakistan Electronic Media and Regulatory Authority (Pemra) on Thursday suspended the transmission of ARY News and Bol News for three days for not putting in place an effective “time delay mechanism” as directed by the watchdog.

On September 5, Pemra had issued directives, warning all the TV channels of strict legal action for airing any content against the state institutions and called for employing a time-delay mechanism to avoid retribution in this regard.

“It observed that satellite TV channels while giving coverage to a public gathering and speeches made thereof telecast either unwarranted or objectionable views without any editorial control and utilising effective time delay mechanism which could expunge undesirable views or statements which malign or denigrate the state institutions,” the watchdog had said.

In its orders issued today, Pemra referred to its previous statement and underlined that both the TV channels had been violating the orders.

It said the chief executive officers of both the TV channels were summoned in person, however, they filed the replies and skipped the hearing.

“In view of the written replies and sensitivity of the matter, the transmission of both channels has been suspended for three days and all cable operators have been communicated about the decision,” the statement added.

In its Sep 5 notification, the watchdog had also mentioned the Islamabad High Court’s directives to Pemra for ensuring proper utilisation of prescribed procedure regarding the time delay mechanism.

The watchdog had warned that legal action under Sections 27, 29, 30, and 33 of the Pemra Ordinance 2002 would be initiated against those violating the directives.

It is pertinent to mention here that Pemra had on Sep 5 decided to shut down the transmission of Bol News and Bol Entertainment for what it said was their failure to secure security clearance from the interior ministry.

WASHINGTON: Chief of the Army Staff Gen Qamar Javed Bajwa at a gathering dispelled the impression that the establishment in Pakistan was involved in mistreatment of journalists or restricting freedom of the press in the country, The News learnt on Thursday.

The army chief was speaking to members of the Washington-based think tank community at a special event held at the Pakistani ambassador’s residence on Wednesday, the last day of his almost week-long visit to the US.

Responding to a question during the event, the army chief maintained that there were no restrictions on freedom of the press in Pakistan and that the country’s “establishment was not involved” in any untoward incident that took place in this regard.

According to one of the attendees, who requested not to be named since they had to observe the Chatham House rules, Gen Bajwa impressed his American audience with his “surprisingly candid” remarks. There were a couple of dozen people at the gathering.

“Everything was discussed,” another attendee said without giving away topics that were discussed at the gathering. “The army chief said a great many things that surprised us, in a positive way,” the attendee said. Another participant said that the army chief “spoke his mind” and was not “putting on a face” to please theaudience.

Speaking about domestic politics, one participant observed that the army chief maintained a “balancing act.” Other sources familiar with the event told The News that the army chief discussed US-Pakistan bilateral relations, emphasising that the two “strategic partners” should enhance trade and economic ties. He also expressed concerns about the country’s economic situation.

Gen. Bajwa appreciated that Pakistan was not hyphenated with any other country anymore and its relations with other countries stood on their own. He said that Pakistan wanted good and independent relations with every country, including the US and China.

The Kashmir issue was brought up during the session, to which the army chief underlined that even though Pakistan always wanted a resolution as soon as possible so that both countries could have better neighbourly relations, the August 2019 decision of the Modi government has changed the situation.

The army chief also suggested that the international community should engage with the Taliban in Afghanistan at some level. He highlighted that all stakeholders have to work together to deal with the challenges.

PTI Senator Azam Swati was arrested on Thursday for allegedly tweeting a “highly obnoxious and intimidating message” against state institutions, including the army chief, according to a criminal complaint filed by the FIA.

Swati’s tweet named the army chief, and came after Prime Minister Shehbaz Sharif and Hamza Shehbaz were acquitted in a high-profile money laundering case yesterday.

“Mr Bajwa congratulations to you and few with you. Your plan is really working and all criminals are getting free at cost of this country. With these thugs getting free, you have legitimised corruption. How you predict now the future of this country (sic),” he said.

Speaking to reporters outside a sessions court in the capital today, the PTI leader said he was not arrested for breaking the law, violating the Constitution or fundamental rights. He said he was arrested for “taking one name — of Bajwa — and that is the violation”.

When asked who arrested him, he said it was the FIA. When pressed about what case, he alleged he was tortured by “agencies”. “A parliamentarian has been unclothed,” he said. “I am telling the nation.”

The first information report registered at the FIA’s Cyber Crime Reporting Centre in Islamabad, a copy of which Dawn.com has seen, mentions that Swati tweeted with “malafide intentions & ulterior motives” against “State Institutes of The Islamic Republic of Pakistan and its Senior Government Functionaries including Chief of The Army Staff of Pakistan Army”.

The FIR adds that such “intimidating tweet/s of blaming and naming through Twitter account i.e., [MENTION=137295]azamkhan[/MENTION]SwatiPK, is a mischievous act of subversion to create a rift between personnel/s of The Armed Forces and an attempt to harm the State of Pakistan”.

Through the aforementioned tweet, the criminal complaint says, the accused “undermined the Judicial System of the country and also attempted to seduce Army Personnel/s from their allegiance to their duties as subordinates.

“This is calculated attempt to create hatred in the mind of people and Army Personnel/s against COAS and Pakistan Army and also created distrust towards Judicial System. In such intimidating Tweet/s, the accused Muhammad Azam Khan Swati has attempted to provoke general public and Personnel/s of Armed Forces by trying to create a feeling of ill-will among pillars of the State.”

It alleges Swati violated the privacy and intimidated the state institutions, by using false information, “which is likely to incite, any officer, soldier, sailor, or Airman in the Army, Navy or Air Force of Pakistan to mutiny or otherwise disregard or fail in his duty as such and is also likely to cause fear or alarm in the public and may induce / incite anyone to commit an offence against the State or the State Institution/s or public tranquillity”.

The case was made out against the PTI leader under section 20 of the Prevention of Electronic Crimes Act-2016 read with 131 (abetting mutiny or attempting to seduce a soldier from his duty), 500 (punishment for defamation), 501 (printing or engraving matter known to be defamatory), 505 (statements conducing to public mischief) and 109 (punishment of abetment) of the Pakistan Penal Code.

Court proceedings

PTI’s Babar Awan, Sardar Masroof Khan and Qaiser Jadoon appeared on Swati’s behalf in the Islamabad sessions court of senior Civil Judge Shabbir Bhatti.

The FIA requested eight-day physical remand. The lawyers, however, argued that he was arrested on political grounds. They, too, alleged he was tortured during the late-night detention.

The court sent Swati on two-day physical remand and ordered that the PTI leader be taken for a medical checkup before and after the remand period. It directed the authorities to present Swati before the court on October 15.

The court said in its written order that Swati had complained of being subjected to torture after being arrested at 3am on Thursday.

Moreover, it added, the FIA had informed the court that a “technical comparison” of Swati’s Twitter account had to be conducted.

The court said Swati was being sent on physical remand for two days for further investigation and the recovery of his other social media accounts.

Recriminations against arrest and ‘torture’

Later, PTI leader Fawad Chaudhry tweeted that reports of Swati’s torture were “disturbing”. “Torturing political prisoners has become a new normal in Pakistan,” he added.

PTI-era human rights minister Shireen Mazari tweeted a video of Azam Swati alleging torture in custody.

“Brave man Senator Azam Swati as he tells of why he was arrested but also how he was subjected to torture while in custody,” she wrote. “Shameful.”

Earlier, Swati’s lawyer Babar Awan said “midnight jackals” came to the senator’s house and identified themselves as “FIA personnel,” he said while speaking to the media.

Awan said he was condemning the “arrest” on his, the nation’s and the PTI’s behalf.

Khyber Pakhtunkhwa Finance Minister and PTI leader Taimur Jhagra called for Swati’s release. “Our citizens see a political mess; an economic mess; & the ridiculing of accountability. Time to bear the political criticism that comes in today’s polarised Pakistan.

“The answer is elections; not fear through arrests. It is not working. Don’t dig deeper,” he added.

PTI leader Malik Amin Aslam also voiced alarm over Swati’s torture claims and called it a “pathetic state of affairs”.

Other arrests

Last week, the PTI had said that a number of its leaders — including Senator Saiful*lah Khan Nyazee, Hamid Zaman and Tariq Shafi — had been picked up by the Federal Inves*tigation Agency (FIA); a claim that the agency had initially denied.

Later, during a press conference, Interior Minister Rana Sanaullah had said that Saifullah Nyazee and Amir Zaman had been taken into “protective custody” for interrogation, adding they might be arrested after due diligence, if necessary.

He said that the two men had not been appearing in the prohibited funding case.

Meanwhile, PTI founding member Hamid Zaman’s arrest by the FIA in a connection with a prohibited funding case in Lahore was also confirmed.

According to the FIR lodged against him, both Hamid and Shafi are accused of being accomplices of Abraaj founder Arif Masood Naqvi.

The FIR alleged that Naqvi had “siphoned off Rs9.1bn from funds of Abraaj Group and its subsidiary companies abroad and funnelled to the Aman Foundation’s accounts through Foreign Telegraphic Transfers (FTTs) with unexplained money trail.”

The FIR lodged in Lahore also names Karachi-based Tariq Shafi, whose residence was also raided by FIA and during an hour-long search and seized, “different items” were seized. However, while the PTI claimed he had been arrested, the agency denied making any arrests.

LAHORE: A Federal Investigation Agency (FIA) team on Thursday took ARY News anchor Chaudhry Ghulam Hussain into custody from a coffee shop in Lahore, ARY News reported.

“My father was sitting in a coffee shop with friends when a FIA team comprising 30 to 40 officers came and took him into custody, probably in an old case,” Chaudhry Ghulam Hussain’s son told ARY News.

Chaudhry Ghulam Hussain is not only a seasoned journalist but also a part of ARY News’ popular talkshow “The Reporters” viewed by hundreds of thousands of people daily. He brings in his years-long experience to analyze political developments and current affairs along with ARY News Islamabad Bureau Chief Khawar Ghumman.

He also participated in today’s episode of ‘The Reporters’ on ARY News but now his son has confirmed that FIA officials took him into custody over an old case from a coffee shop near his residence in Lahore.

Dawn staffer Irfan Raza abducted, recovered after three hours

ISLAMABAD: Dawn’s senior reporter Syed Irfan Raza was abducted from Islamabad’s G-11 sector on Thursday evening and was later found in Rawalpindi’s Chakri area, some 50 kilometres from the capital.

The armed kidnappers, who have yet to be identified, blindfolded and beat Mr Raza and took away the vehicle he was travelling in. He was kept in their custody for more than three hours.

Mr Raza’s family said some armed men boarded Mr Raza’s vehicle — a newly bought, applied-for-registration Vigo pickup that he had borrowed from his friend — and took him hostage somewhere in G-11 before fleeing towards Golra and the motorway.

The kidnapping was witnessed by Mr Raza’s daughter, who was travelling in a vehicle behind him.

The matter was highlighted by the National Press Club and other journalists’ bodies, demanding the government ensure the journalist’s safe recovery.

Information Minister Marriyum Aurangzeb said a team of police officers had been formed under the supervision of a senior superintendent of police to investigate the matter.

Meanwhile, Islamabad police have registered an FIR on the family’s complaint.

Earlier, Fahd Hussain, a spokesperson for the premier, tweeted that Mr Sharif had taken notice of the abdu*c*tion and ordered Islamabad’s inspector general to ensure Mr Raza’s safe return.

“PM Shehbaz Sharif has taken notice of abduction by armed men of … senior reporter Irfan Raza from sector G11 in Islamabad and ordered IG Islamabad to take all measures to ensure the safe return of Irfan Raza. IG … says Islamabad police giving highest priority to the matter,” Mr Hussain tweeted.

Pemra slaps ban on media from airing Imran’s press conferences

The Pakistan Electronic Media and Regulatory Authority has imposed a ban on tv channels from broadcasting or rebroadcasting PTI Chairman Imran Khan’s press conferences, according to a notice issued today.

The notice, available with Dawn, said that Imran during his long march speeches and a day ago had “made aspersions against the state institutions by levelling baseless allegations for orchestrating an assassination plan”.

It added that airing such content was likely to create “hatred among the people” or was prejudicial to the maintenance of law and order or was likely to disturb public peace and tranquillity or endanger national security, further saying that it violated several laws and articles.

“In case of any violation, observed licence may be suspended … without any show-cause notice in the public interest along with other enabling provisions of law,” the notice reads.
